General Information
Fee Assistance
Bloomington Parks, Recreation & Cultural Arts provides a fee assistance policy to reduce certain fees and charges for those who are unable to pay. Application forms are available at the main office and at the Lincoln Leisure Center. Applications taken at least two weeks prior to the start of a program will be given priority processing; however, fee assistance fund availability and program registration cannot be guaranteed. Proof of residency and income are required at time of application. All requests will remain confidential. All requests will be reviewed and applicants will be notified at least one week prior to program start dates. The decision of the Recreation Department will be final.

Photos...
The Parks, Recreation & Cultural Arts staff takes photos and video of participants enrolled in our programs, classes, at events, or on park property. These photos or videos may be used in our brochures, advertising, or other publications. If you do not wish to be in a video or have your photo taken, please tell our photographers.
Age Requirements
For all programs, age requirements will be as of the date of the first class. Please do not sign your child up for a class in which he/she does not belong. Age requirements are set to benefit the children and make instruction more consistent for the program leader. Thanks for your cooperation!

Family Fitness
Put down the remote control, turn off the video games, and join us at the park! This free event will get the whole family moving! Join us for an active day at the park. There will be activities and information for children, moms, dads, and even grandma and grandpa. Local businesses and organizations will be on hand to provide information and activities to further encourage active, healthy lifestyles. There will be games, demonstrations, and activities for all ages. PETER PAN

What is the Penguin Project of McLean County? The Penguin Project of McLean County is a group of individuals, ages 10 - 24, who take to the stage to perform a modified version of a well-known Broadway musical. This production is unique, however, because all of the roles are filled by individuals with disabilities. Performers with disabilities are paired with same age peer mentors who support them throughout the rehearsal and performance schedule. By creating unrestricted access to the performing arts, The Penguin Project demonstrates that the special challenges of a disability need not handicap a childs ability to participate in lifes experiences. The Penguin Project was started eight years ago in Peoria. In McLean County a core group of individuals from Bloomington Parks and Recreation, Kiwanis Club of Normal, Easter Seals and the community joined forces to present the first Penguin Project of McLean County production in June 2009. Annie Jr. was performed in 2009, Music Man Jr. was performed in June 2010, High School Musical Jr. in 2011, and Beauty and the Beast Jr. in 2012. Our penguins may not be able to fly, but that does not prevent their spirits from soaring. 2013 Rehearsals Rehearsals for Peter Pan started March 5. The cast is complete for this year. The BCPA presents Miller Park Summer Theater - Featuring Missoula Childrens Theatre
A one-of-a-kind chance for children to participate in a professional theatre production outdoors! The Missoula Childrens Theatre (MCT) returns to the Twin Cities, engaging up to 60 local 1st through 12th graders in two unforgettable theatrical productions.
These two musicals will be presented consecutively over a two week period. Prospective cast members will audition on the Monday prior to the performance and learn the show over a five-day rehearsal schedule. Rehearsals will take place within the BCPAs Creativity Center, 107 E. Chestnut St., Blmg. Outdoor performances will take place that Friday and Saturday on the outdoor stage at Miller Park. You must audition to participate each week for a chance to be cast and participate in that weeks production. If your child is cast there is a $35 registration fee per child per show. An original Missoula Childrens Theatre interpretation, this joyful retelling is a story of hope and a celebration of all good things in life. Mistress Mary Quite Contrary embarks on a journey from India to her uncles home in England. Along the way she makes friends with the hilarious Canadian Geese and the colorful Giant Bugs that Rock! In time she learns to appreciate everything around her, including the Moor Animals and the helpful Fireflies. Add to that a good healthy dose of caring, and what happens? Colin, Martha, Archibald - well the whole household - begin to enjoy the return of health and happiness in a garden carefully tended until it blossoms once more.

A young princess named Snow White finds herself in peril when her step-mother, the Queen, is told by her Magic Mirror that the princess is fairer than she! Aided by her two Henchmen and a band of evil Bats, the Queen plots to get rid of Snow White. Snow White escapes from the Queen and from the Black Forest Creatures with help from Witless the Woodsman, and finds a home with the Seven Dwarfs. When the Queen learns of Snow Whites whereabouts, she attempts to poison Snow White. But, the Queens evil plans are thwarted when Snow Whites fearless Forest Friends, her father King Backwards, the Seven Dwarfs and the Prince come to her rescue.

Discover how much fun it is to be a Bloomington Parks, Recreation & Cultural Arts volunteer. Whether you prefer being outdoors or inside, working with preschoolers or older adults, assisting park visitors or hosting special events, we have a volunteer opportunity for you. Have a great time while meeting new friends who share your interests, learning new skills, and improving your mental and physical well being. Most volunteer opportunities do not require any previous education or experience, although we benefit greatly from the professional and life skills of our volunteers. Volunteers can elect to make a small or large time commitment, either on a regular basis or just occasionally during weekday and weekend hours. Corporate, school and community groups are invited to participate. Join Bloomington Parks, Recreation & Cultural Arts volunteers and become one of our most valuable resources. S.O.A.R.
Special Opportunities Available in Recreation is a community therapeutic recreation program serving individuals who are unable to successfully participate in regular recreation programs. Social, leisure, and developmental skills are emphasized to promote the highest level of recreational participation possible. S.O.A.R. is sponsored by Bloomington and Normal Parks & Recreation Departments.

Eligibility
Most individuals with disabilities are eligible to participate in S.O.A.R. activities. Persons from youth to adults who are in special education classes, workshops, nursing homes, or who have leisure needs not met by traditional recreation programs are eligible. This includes those with developmental, physical, or learning disabilities; sensory, genetic, or behavior disorders, autism, or emotional difficulties.
Volunteers
S.O.A.R. uses a wide variety of volunteers to assist in weekly programs and special events. Volunteers help with program activities and events and work closely with participants to provide an enjoyable and quality leisure experience. Past volunteers have been community residents, college students, and community service groups. If you are interested in volunteering, contact Maggie Rutenbeck at 434-2260.

Transportation - Transportation is available for some programs for those with no other means of transportation. There is a minimal fee for transportation. Financial Aid - Payment plans and full or partial scholarships are available for those who need assistance in paying for S.O.A.R. programs.

TOTS Soccer
TOTS is designed to begin the development of body coordination and awareness for 4 & 5 year olds. Soccer is the cornerstone of the activities, but the focus is building young athletes. Indoor Rock Climbing Camp Rock Dwellers
This 4-day camp is designed to provide participants with a complete introduction to the sport of rock climbing. The camp will include equipment safety, climbing techniques, games, open climbing, and promote personal growth while focusing on the importance of trust and communication. Children will have staff belayers (assistance with a climbing rope to prevent a fall) while climbing on roped routes. Each of the daily sessions will encourage kids to find new ways of approaching climbing through one on one and age appropriate group instruction. The cost of the camp includes an Upper Limits t-shirt for those registered by the deadline. All participants must have a waiver on file at Upper Limits signed by a parent or guardian. Day Camp
Your children will participate in a variety of activities including arts & crafts, archery, games, fishing, cooking, and more. Campers will go on field trips on Wednesdays of the even numbered sessions. Participants must be able to function in an outdoor camp setting with a counselor/camper ratio of 1:10. Six year olds must have completed kindergarten to be able to participate in this program. Benefits of attending camp include building self esteem, increasing creativity, socialization with peers, and exploring new recreation experiences. DROP OFF / PICK UP: Campers may be dropped off between 7:00 & 9:00 am. Regular Day Camp activities will take place from 9:00 am 3:30 pm. Children will need to be picked up between 3:30 pm & 5:45 pm. The counselors are not on duty before 7:00 am, or after 5:45 pm. The extended hours allow flexibility for working parents. During the drop off/pick up times campers will be able to participate in various games and crafts, as well as have time to play on the playground equipment. A small snack will be provided in the afternoon. WHAT TO WEAR: Children will be participating in various activities that involve using paints, sand, food, water, and other materials. Please dress your child accordingly. Shoes must be worn at all times. We recommend gym shoes as various activities include a lot of running and walking which make sandals difficult to wear. Whether you are a beginner or are looking to fine tune your skills, you will find a challenging but enjoyable tennis experience!

Pee-Wee: ages 5 - 7 Emphasis is on hand-eye coordination, with racquet in hand, in the format of games and low key drills. Ultimate goals in this fun and positive atmosphere are racquet skills, footwork, lines, and shots. ONeil Pool
Located in ONeil Park at 1515 W. Chestnut St. ONeil Pool is a 25-meter length pool for competitive swimming that also has a flume slide, a 1-meter and 3-meter diving board, a concession area, and extra large deck. There is a separate small wading pool which we hope to re-open this summer. Season: May 25 - Aug. 11 Closed evenings starting at 6:00 pm for swim lessons: June 24 - July 5 July 22 - Aug. 1 Also closed specific hours when Dolphin Swim Team has home meets. Schedule is posted at the pool.
Holiday Pool
Located in Holiday Park at 800 S. McGregor Holiday Pool features a zero depth childrens pool with spray features that are fun for ages 5 & under. It also has a concession area, small waterslide, grassy recreation area and locker rooms. Season: May 25 - Sept. 2 Closed evenings starting at 6:00 pm for swim lessons: June 10 - 20 July 8 - 18
Adult Swim
The main pools are cleared at 3:00 pm on week days and 1:30 and 3:00 pm on weekends for a 15-minute adult swim only time. This adult only time is waived on days when the pool is not busy.
Group Rates
Groups of 15 or more, paying with one form of payment, can swim at a rate of $2.00 per person. Advance arrangements need to be made by calling the Holiday Pool manager at 4342253 or the ONeil Pool manager at 434-2270.

Holiday Pools Party Area
The party area is the grassy knoll on the south end of the pool and is available during pool hours. The area is large enough for games and includes three picnic tables, shady area, and trash cans. It will be designated for the rental only. The rental fee includes admission into the facility for the day. Reservations MUST be done at least two days prior to the event. Call the Holiday Pool Manager at 434-2253 to make reservations. Junior Lifeguard
Junior Lifeguarding is an exciting program to take your swimming skills to life saving knowledge. This class continues to enhance your learn to swim knowledge while introducing you to lifesaving skills, such as in-water rescues, use of rescue equipment, and first aid, CPR & AED training. Each participant will have the option of shadowing a lifeguard and swim instructor. This program does not guarantee a job as a lifeguard in the future, but is a great way to work towards your goal. Scuba Diving
Enter the exciting world of underwater adventure. This class taught by Midwest Diving Specialists, is divided into three sections: classroom, pool, and open water training. Pool Rules
All patrons entering must pay the admission fee or show a season pass. A swimsuit and clean swim attire are required to enter pools. (un-lined, cut-off and basketball shorts, and leotards or other street clothes are not allowed). 3. Children 11 years and under must be accompanied and supervised by someone 16 years or older at all times. 4. According to the health code, children not toilet trained must wear a swim diaper or tight fitting plastic pants over their diaper. 5. Flotation devices must be non-inflatable and securely attached to the person using it. 6. No smoking in the facility or within 15 of the entrance. 7. Outside food and beverages are not permitted in the pool area. 8. Patrons must walk at all times. 9. Horseplay (dunking, shoulder rides, pushing and or running on the deck) is strictly prohibited. 10. Gum and glass containers are not permitted in the pool area. 11. Children (ages 5 & under) are allowed in wading pool and must be accompanied by an adult. 12. Alcoholic beverages are not allowed and anyone suspected of being under the influence of drugs or alcohol will be asked to leave. The Pepsi Ice Center presents a new Learn to Skate hybrid program creating a fun environment for skaters to learn new and challenging skills! Our program is designed to develop skaters of all ages as they progress through each level to reach their goals. (Comparable to Snowplow Sam 1) Ages 3-5. For beginners who have never skated. Incorporate games and stories into learning the proper way to fall/get up, march moving, 2 foot glide and dip.

Facility Rentals
The Bloomington Parks and Recreation Department has facilities with rooms available for meetings, parties, weddings, dances, athletic practices, and workshops.
Prairie Vista Clubhouse and The Den Clubhouse are also available for

Park Shelters
Open-air shelters located in Airport, Ewing I, Ewing II, White Oak, Brookridge, Miller, Northpoint, Forrest, Fell, Holiday, Pepper Ridge, Stevenson, Rollingbrook, ONeil, Sunnyside, Suburban East, P.J. Irvin, McGraw, and Bittner Parks are available free-of-charge on a first-come, first-served basis.
Natural Areas
The Parks & Recreation Department is currently experimenting with the development of natural areas within an urban park setting. Several acres have been set aside in Forrest Park, Stevenson School/Park, and Ewing Park II to establish prairie grasses, wildflowers, and other native vegetation. The establishment of these areas offer yet another dimension to the services of the department. Ideal for group tours and field trips, these areas are open all year during park hours.
Park Regulations
Parks open at 6:00 am and close at 10:00 pm. Alcoholic beverages are prohibited. Motor vehicles restricted to roadways and parking areas. 20-mile-per-hour speed limit in all city parks. Pets are allowed in the parks on a leash. (Please clean up after your pet).

Constitution Trail
Bloomingtons trail system consists of a joint venture with the Town of Normal on the Constitution Trail. The Trail was officially dedicated and named Constitution Trail in celebration of the 200th birthday of the United States Constitution on September 17, 1987; the Trail grand opening was May 6, 1989. In 2000, Constitution Trail was designated a Millennium Trail by the White House Millennium Council. Approximately 20 miles of this multi-use trail system currently exist within the City of Bloomington and are used by individuals and groups of all ages, abilities, and backgrounds. Consistently ranking as one of the most important features of the Bloomington Parks & Recreation Department offerings, the City has developed further trail plans for future development. These long-range plans call for extensions to connect places of employment, commerce, schools, parks, and areas of historic interest. As the City continues to grow at a rapid pace, officials are constantly looking at new ways to connect existing trails to new developments in all places of growth.

The City of Bloomington Parks & Recreation Department invites you to discover the many public facilities that we manage for your leisure time enjoyment. We maintain over 1,100 acres of land including 44 park sites and three golf courses. Facilities operated and maintained are a zoo, a performing arts center, two outdoor swimming pools, four fishing lakes, a boating concession, 26 outdoor tennis courts (20 lighted), 22 ball diamonds, four football fields, two disc golf courses, a mobile stage, an outdoor bandstand, two multi-purpose recreation facilities, four nature parks, a miniature golf course, soccer fields, and 24 miles of bicycle trail. The location of these parks and facilities, along with the amenities in each park, are listed in the Parks Brochure. Copies are available at all of our facilities.

NonResident Registration
Registration for nonresidents begins Wednesday, May 8 (phone lines and the Internet will be available at 5:00 am; mail, fax, and drop-off registration will be processed, in random order, beginning at 8:00 am).

We accept VISA or MasterCard. Simply fill out the mail-in registration form on pg. 64 which includes a section for credit card use. Your registration is processed the same as cash or check, so please read all policies and procedures on these pages carefully.

Refund/Credit Policy
Each refund costs the Department in time and money. The following policy will be implemented for refunds/credits: We reserve the right to cancel, postpone, or combine classes. If insufficient enrollment causes an activity to be cancelled, participants will receive a full refund in the mail. Please allow three weeks for the processing of refunds. To be eligible for a requested refund or credit on account, the request must be received no less than three (3) business days prior to the start of the program. A $5.00 service charge will be assessed per participant, per activity. No refund for programs costing $5.00 or less. No refunds after the start of a program or for one day programs. No credit on account will be granted after the start of a weekly program except possibly in the case of illness. Written documentation from a physician must be provided in order to be considered. A $5.00 service charge will be applied to refunds. Refunds or credit on account will not be given for contractual programs or trips for which the Department has incurred costs, except in the event of cancellation by the Department.
