INTRODUCTION The purpose of the Contingency Plan is to assist Master and Officers aboard MST vessels in emergency situations they may encounter. The Plan contains all foreseeable emergency situations and the actions which should be taken in emergencies. The Master, Officers and crew should follow the procedure as far as practicable and possible. Good co-ordination is needed between the vessel and Response Team in order to efficiently assist the vessel. Sufficient information will enable the Response Team to take prompt actions, i.e. to provide assistance to Master and the vessel or back-up service. Insufficient initial information from the vessel can lead to loss of time and possible delay in providing the assistance. Once again it is stressed that the Master with respect to safety and pollution prevention has the overriding authority and responsibility to make decisions and request MST's assistance as may be necessary. The Master should ensure that the Officers and crew are made aware of their respective responsibilities and that the emergency drills are regularly carried out. Each Officer must read and understand the contents of this Manual and confirm it by signing the Officer Signature Sheet.

EMERGENCY ORGANISATION MST Organisation for Emergency Situations MST is organised for emergency situation in the way that it can assist any of its vessels at any time. Selected number of MST staff, so called Emergency Contact Persons are designated to receive the phone call in an emergency call from the ship at any time. Their names appear in the List of Names to be Contacted in way of priority, i.e. the Master should call the first name in the list and only if the person cannot be contacted he should call next person from the List. When receiving the call from the vessel, the Emergency Contact Person shall alert the Response Team. The Response Team is a group in the MST office whose task is to render all necessary assistance. Besides, it shall organise back-up and assistance when needed. The Response Team has all necessary addresses and numbers for all foreseeable situations the vessel may need. The Response Team uses, in all cases of emergency situations and joint drills between ship and Response Team, the same checklists as the ship. It is of paramount importance to maintain contact with the Response Team and to provide it with sufficient and exact information.

Vessel Organisation for Emergency Situations

3.2.1 Organisation & Duties Reference is made to the Muster Lists (Fire, Abandon Ship, Oil Spill) and the Emergency Situation Checklists of the Contingency Plan (Manual No. 5) and the SOPEP. 3.2.2 Supernumeraries In emergency situations, the supernumeraries should, if possible, report to the bridge when at sea. In port, they shall leave the ship. 3.2.3 Emergency at Sea The crew will act in accordance with the type of emergency and as directed by the Master.

3.2.4 Emergency in Port Half of the crew of each department shall always remain on board to deal with emergencies. In most ports, the local Fire or Emergency Services will assume control in a major emergency. The vessel's Emergency Organisation will therefore be prepared to: tackle the emergency in the first instance, and liaise with and assist local Fire or Emergency Services if and after they have taken control. For shore Fire Services following plans and data shall be made available: 1. General arrangement plan 2. Fire fighting plan 3. Ventilation plan 4. Updated cargo plan 5. Stability data

EMERGENCY SITUATIONS Note Whether an incident or situation or probability of an incident can be considered as an emergency depends on the sole judgment of the Master. In case of any doubt, the Master should always make MST alert. In the event of casualty, the Master's primary concern is to ensure safety of personnel and to prevent escalation of situation. Attention: There are different instructions for various cases of oil spill described in the Shipboard Oil Pollution Emergency Plan.

Definition Emergency Situation Emergency Situation is any situation or incident which puts into danger the life, the environment, the ship or its cargo and requires immediate action. Emergency Contact Person Emergency Contact Person is the person responsible to receive call from the ship in emergency and to alert the Response Team. Response Team Response Team are members of MST staff who will assist the ship in case of an emergency.

Recording the Facts Depending on circumstances and seriousness of the case, testimony/evidence may be required by authorities investigating the accident. It is essential that all facts are accurately recorded at the time of the incident or shortly thereafter, because court enquires, hearings or legal claims may take place at times, when Master, some Officers and crew already went on leave. Inaccurate or missing records only create unnecessary and time consuming queries.

Interpretation of Checklists

- Explosion - Checklist - Fire - Checklist - Flooding - Checklist - Grounding/Stranding - Checklist - Heavy Weather Damage - Checklist - Helicopter Operations - Checklist - Illness or Injury - Checklist - Main Engine Failure - Checklist - Man-Over-Board - Checklist - Man-Over-Board Unknown Point of Time - Checklist - Search and Rescue - Checklist - Steering Failure - Checklist - Structural Failure - Checklist The checklists are prepared for all foreseeable emergencies as quick reference of the actions or procedures which are to be followed in an emergency. 4.3.2 Column 1 - No. All actions are numbered and when reporting an emergency, the number in the column No. shall be given followed by the text of the action. 4.3.3 Column 2 - Action In the column the actions are given as reference as what to be done in particular emergency situation. The actions should not always be followed in order as laid down in the checklist. They are reminder on what has to be done. Master is obliged to comply with check lists and give report on every action as requested in the checklist or may be required by MST to submit a report as why such action was omitted. 4.3.4 Column 3 - Duty In this column the duties are delegated for each action. The duty should be carried out in an emergency by the person stated in the checklist as far as the circumstances allow. Blank space in the column means that any crew member may perform the duty. 4.3.5 Column 4 - Required by Head Office: Radio Advice In order to provide the Response Team with sufficient information enabling them to take prompt action, i.e. to provide assistance to Master or back-up services, those items marked with (9) should be phoned, telexed, e-mailed or faxed as appropriate as soon as the situation allows.

4.3.6 Column 5 - Required by Head Office: Written report At first convenient opportunity a full and brief written report, which should cover the following, must be submitted to MST: Events leading to the incident Details of the incident Action taken Consequences of the incident The report should be made as soon as situation allows, to avoid that details might be forgotten. Items marked by a tick (9) should be fully covered.

4.3.7 Column 6 - Required by Head Office: Document/evidence As back-up to the written report, original documents, log abstracts, charts, photos, sketches etc. of items marked with a tick (9) should also be submitted to MST. In the event the incident is a result of mechanical or instrumental failure, the broken or defective parts shall be retained on board for future inspection, but not released to third parties without approval of MST. 4.4 Procedure In a situation or incident judged by the Master to be an emergency, the Master is to immediately alert a person from the List of Names to be Contacted. The persons are listed in way of priority and if first person in the list cannot be contacted, the Master should contact the next one in the list. The information required as per item 2 of above list, Information to be Given/Requested During Emergency Call, shall be given immediately. The Master shall then use appropriate checklist(s) prepared for the type of emergency. If necessary, the Master shall maintain constant phone connection with the Response Team. As soon as situation allows, Master shall by telex or fax give more information to Response Team or to outside services if directed so. Information required by MST are given in each checklist in columns Required by Head Office in spaces marked by tick (9) and/or Shipboard Oil Pollution Emergency Plan. Every emergency situation shall be recorded in the Deck Log Book. 4.5 Restriction on Information No statement or declaration should be made to any person until explicit instruction has been received from MST. In the event that contact with MST cannot be established, advice should be obtained from the local representative of the vessel's H&M or P&I Club (see corresponding insurance booklets). In case the Master is forced to provide a written statement or report to police or other port officials, any such statement or report shall end with following wording: Submitted without prejudice and not as an admission of liability. 4.6 Analysis of Emergency Situations The Shipboard Management has to analyse each emergency situation. The analyses are described in the procedure Analyses of Emergency Situations, Accidents, Hazardous Occurrences, Non-Conformities and Drills of the Safety and Environmental Protection Manual.
