Yesterday near Quezon City PIA-4A/QUEZON: DPWH has ordered to fast-track the construction of eco-tourism road which will connect the town of Sariaya and Lucena City. DPWH-Quezon- 2nd district engr. Cely Flancia said that the project should be completed in 2015. She added that the only problem in the implementation of such project is the road right of way. The project if finally completed would shorten the travelling time of motorists from Metro Manila to Quezon province and Bicol region.

1. Dep-Ed Quezon holds campaign to generate more ALS and open high school program enrollees

LUCENA CITY, Quezon, Sept. 10 (PIA) --The Department of Education (DepEd) Division of Quezon is conducting massive information campaign to generate more enrolees in the Alternative Learning System (ALS) and 'open high school' program. Dr. Catherine Talavera, assistant provincial division schools superintendent, said these programs are part of the Aquino Administration's vision to provide free education to all. "The main objective of 'open high school' program is to provide free high school to house helpers, school drop-outs and working youths so they could finish secondary schooling while working," Dr. Talavera said. ALS is implemented in almost all the 39 towns and 2 cities in the province and being enjoyed by most of out-of-school youths, non-readers, working adults and even senior citizens in the barangays. The ALS has two different schematics for conducting instruction; school-based and community-based. On the school-based program, instructions are conducted in school campuses while in the community-based program, formal instruction are conducted in community halls or in private places. Meanwhile, the DepEd has identified Quezon National High School (QNHS) and Gulang-Gulang National High School in Lucena City and Recto Memorial High School in Tiaong, Quezon as pilot schools in the province with 'open high school'program. 1. Carmona health office conducts awareness campaign for pregnant women

CARMONA, Cavite, Sept. 9 (PIA) -- Sixty six pregnant women and midwives attended the Human Papillomavirus and the so called "Sayuntis" (Sayaw ng Buntis) awareness campaign organized by the municipal health office (MHO) in partnership with global health company Merck Sharp and Dome (MSD) and UP-PGH-OB Gynecology Department.

Held at the penthouse inside the municipal hall building, the awareness campaign were part of the health programs, especially for pregnant women, initiated by the local government. UP-PGH OB-Gynecologist Dr. Cristina Crisologo discussed the diseases caused by HPV, how it is transmitted and how to prevent it. Based on the website of Center for Disease Control and Prevention (CDCP), HPV is passed on through genital contact, most often during vaginal and anal sex. HPV may also be passed on during oral sex and genital-to-genital contact. HPV can be passed on between straight and same-sex partnerseven when the infected person has no signs or symptoms. HPV can cause serious health problems, including genital warts and certain cancers. There is no certain way to tell who will develop health problems from HPV and who will not. In most cases HPV goes away by itself before it causes any health problems, and most people who become infected with HPV do not even know they have it. During the same event, UP-PGH OB-Gynecologist and Sayuntis pioneer Dr. Faye Cagayan discussed the proper nutrition and exercise during pregnancy. Dr. Cagayan made a brief demonstration on Sayuntis (Sayaw ng Buntis) involving the participants wherein, the core dynamics of belly dancing proved to be of help for the expectant mother's muscles including the proper breathing for actual labor. 2. Provincial Board to review Revenue Code of the province

TRECE MARTIRES CITY, Cavite, Sept. 9 (PIA) -- The Provincial Board (Sangguniang Panlalawigan) through the new chairman of the Committee on Ways and Means is currently reviewing the 2004 Revenue Code of the province for possible amendments to conform to the present situation. In a letter address to concern departments, Board Member Ivee Jayne A. Reyes, Chairperson of the Committee on Ways and Means explained that Section 129 of the Local Government Code provides that each local government unit shall exercise its power to create its own source of revenue and to levy taxes, fees, or charges. Board Member Reyes added that the 2004 Revenue Code ordinance of the province could no longer applicable and appropriate on the demands of the province regarding the aspect of generating incomes and revenue. Last Wednesday, September 4, Reyes presided over a committee meeting at the Sangguniang Panlalawigan Session Hall with heads of various departments to assist her committee by submitting any reports/ documents for possible revision of the revenue code.

1. Mobile apps creation, highlights 2013 SLC S&T Fair

LOS BANOS, Laguna, Sept. 11 (PIA) -- Application developers and other techies who dream of making it big in the virtual kingdom may soon realize just that. The Department of Science and Technology (DOST) 4-A, as this year's host, is leading four other DOST regional offices in the conduct of the 2013 South Luzon Cluster (SLC) S&T Fair on Sept. 12-14 at The Venue, Sky Ranch in Tagaytay City. Together with the regional offices of DOST like the National Capital Region, Region 3, Mimaropa Region, and Region 5, DOST 4-A is introducing two new events. Highlight of the entire festival, the first event - Usapang Setup - creatively uses the coffeeshop idea while the second event is a group of two contests - the mobile application competition and ICT-based quiz. The former will be held Sept. 13 at D'Banquet in Tagaytay City. Some 50 small and medium enterprise owners and managers will engage in a coffee-shop discussion entitled Usapang Setup. Other key stakeholders of the supply chain for four produce - uraro, malunggay, banana, and various dairy products will also be joining the discussion. Still on Sept. 13, a mobile application competition will be opened to application developers. For a day, the developers' event, the competition is the first of its kind to be organized for mobile devices by a goverment agency. While private sector initiatives that encourage development of mobile applications to sell their devices abound, few have ventured into gathering public participation in mobile application development that is community relevant or functional. The competition aims to create mobile applications for use by DOST and other users. Applications should enhance a technical system/procedure or a delivery system for the fields of disaster risk reduction and management, climate change adaptation, environment conservation, public health and safety, agricultural production, or office systems. Nine teams will vie for nearly P100,000 in cash prizes. Lastly, on Sept. 14, an ICT-based quiz will be opened to high school and college students. Ten teams with three members each will be competing in each category/level for nearly

P30,000 in cash prizes. The NSTW, previously called the Philippine National Science Week in the 50s, was instituted by virtue of Presidential Proclamation No. 2214 in 1982. LOS BANOS, Laguna, Set 11 (PIA) -- Nabatid na dumarami ang mga matataba at sobrang taba o obese na Pilipino na may edad 20 taon pataas, base sa nakaraang survey na isinagawa ng Food and Nutrition Research ng Department of Science and Technology (FNRI-DOST). Ang datos na nakalap ay base sa body mass index (BMI), isang pamantayang hango sa World Health Organization (WHO). Ang mga matataba at sobrang taba ay dumadami. Katunayan, noong 1993, ang matataba at sobrang taba ay nasa 16.6 porsyento lamang at umakyat ito sa 20.2 porsyento noong 1998. Naging 24.0 porsyento ito noong 2003 at patuloy pang tumataas sa 26.6 porsyento noong 2008. Ayon pa sa naturang survey, ang mga matataba at sobrang taba ay higit na madami sa mga may edad 40 taon hanggang 59 at mas madami ang matatabang kababaihan kumpara sa mga kalalakihan. Ang tatlong rehiyon na may mataas na bilang ng matataba at sobrang taba na bata na nasa edad limang taon pababa ay ang Rehiyon III (Gitnang Luzon), Rehiyon IV-A Calabarzon at Cordillera Administrative Region (CAR). Kinalap din ng FNRI-DOST ang mga datos tungkol sa mga lifestyle behaviour. Naniniwala ang FNRI na malaki ang kinalaman nito sa well-being ng mga Pilipino. Kabilang sa mga lifestyle behavior ay ang paninigarilyo, pag-inom ng alak at ang physical activity ng mga adult na Pilipino. Ayon sa datos, tatlo sa bawat 10 Pilipino ay naninigarilyo ng mga 10 sticks isang araw. Tatlo sa bawat 10 Pilipino ang umiinom ng alak. Ang gin at beer ang nangunguna sa listahan ng mga paboritong inumin. Sa physical activity naman, 7 sa bawat 100 Pilipino ang aktibong nag-eehersisyo, tatlo hanggang apat na beses sa isang linggo. Ayon sa FNRI, ang hindi pagkain ng wasto, kakulangan ng ehersisyo, pag-inom ng alak at paninigarilyo ay mga behavioural risk factors na maaaring mabago upang maiwasan ang pagtaba, pagkaroon ng alta-presyon, sakit sa baga, pagtaas ng asukal sa dugo o dili kaya ay

sakit sa puso. Ang mga sumusunod ay ilang mga mungkahi ng FNRI-DOST upang maiwasan ang mga mapaminsalang sakit na ito. Una ay ang pagkain ng balanseng pagkain, sa tamang dami at uri. Ang Daily Nutritional Guide Pyramid ay nagsasalarawan ng tamang uri at dami ng pagkaing dapat kainin sa araw-araw. Kung ating pagmamasdan ang pyramid, sa tuktok nakalagay ang asukal at mantika. Sa mga walang sakit na diabetes, pinapayagang mag-asukal ayon sa nirerekomendang dami lamang. Ang mantika ay kailangan din upang magamit ng katawan ang mga fat-soluble vitamins gaya ng bitamina A, D, E at K. Ang mga pagkaing mayaman sa protina ay kailangan din upang magamit sa pagbuto at pagsaayos ng katawan. Ang gulay at prutas ay mapagkukunan ng bitamin at mineral upang maging maayos ang ating pangangatawan. Mayaman ang mga ito sa hibla o fiber para maging maganda ang daloy ng pagkain sa ating bituka. Ang kanin, tinapay, lamang ugat ang siyang pangunahing pagkain na makapagbibigay sa atin ng lakas. Ugaliin din ang pag-inom ng walong basong tubig o higit pa araw-araw upang maging maayos ang daloy ng mga sustansya sa katawan at nang hindi rin ma-dehydrate o kaya ay dumanas ng labis na pagka-uhaw. LUNGSOD NG BATANGAS, Set 10 (PIA) -- Pormal nang inilunsad kamakailan sa publiko ang Diksyunaryong Batangueo na isang proyekto ng pamahalaang lungsod na naglalayong makapangolekta at makapaglimbag ng mga salitang taal na Batangueo na hanggang sa kasalukuyan ay ginagamit pa rin. Ang mga ito ay hinango mula sa ibat ibang indibidwal, samahan, paaralan at

mga residente ng 105 barangay sa lungsod. Maaring ilan sa mga salita dito ay hindi na ginagamit kung kayat inaasahan na malaki ang maiitulong nito sa susunod na henerasyon upang higit na maunawaan ang kasaysayan. Layunin ng diksyunaryo na patatagin ang kultura ng mga Batangueo sa pamamagitan ng paglingon sa nakaraan. Ang paglulunsad na isinagawa sa Batangas City Convention Center ay kaalinsabay ng pagpaparangal sa mga natatanging barangay sa lungsod sa larangan ng kalinisan at kaayusan. Binati ni Mayor Eduardo B. Dimacuha ang lahat ng nasa likod ng naturang diksyunaryo at sinabing magsisilbi itong mahalagang kontribusyon sa pagpapayaman ng lokal na kultura at legacy para sa mga mamamayan ng lungsod. Nagsilbing punong editor ng diksyunaryo sa mahabang panahong pagsasaliksik si City Administrator Phillip Baroja. Naging katuwang na editor naman sina Dr Amelita Madrid, Dr Marcela Cusi at Dr Luzviminda Hernandez ng DepEd. Sa okasyon ding ito ginawaran ng plake ng pagkilala si Nanay Sayong Zapata na syang nagsilbing inspirasyon sa pagsusulat/ pagbuo ng diskyunaryo. Naging mahalagang panauhin rin sa nabanggit na pagtitipon ang OIC ng Sangay ng Salin ng Wikang Filipino sa Komisyon ng Wikang Filipino na si Minda Limbo. Sanchez, isang traffic enforcer ng Transportation Development and Regulatory Office (TDRO). Ito ay dahil sa kanyang personalidad at karakter sa pagganap sa tungkulin at dedikasyon sa trabaho.

Si Sanchez na 46 na taong gulang at may 10 taon na sa serbisyo ay makailang ulit nang tumanggap ng karangalan bilang pagkilala sa kanyang natatanging dedikasyon at pagganap sa kaniyang tungkulin. Kilala siya bilang si Mang Dioni na magalang at madaling lapitan. Ipinagmamalaki din ng lokal na pamahalaan na si Sanchez ay tumanggap ng plake bilang awardee ng Commitment & Service to the Community Relations and Peace & Order Program ng Batangas Police Provincial Office (BPPO)" na ipinagkaloob noong ika-19 ng Agosto sa pagdiriwang ng 112th Police Service Anniversary at BPPO Day. Ang sertipiko ng pagkilala ay iginawad ni Mayor Eduardo B. Dimacuha kay Sanchez noong ikalawa ng Setyembre pagkatapos ng "flag ceremony" ng mga kawani ng gobyerno sa Plaza Mabini. LUNGSOD NG BATANGAS, Set 10 (PIA) -- Nagsagawa ng "price monitoring" ang Department of Trade and Industry (DTI) Batangas sa mga pangunahing pamilihan sa lalawigan kamakailan. Kabilang sa mga lugar na binisita ng DTI-Batangas ang lungsod ng Batangas, Lipa,Tanauan at Lemery kung saan karaniwang dito ang ginagawang bagsakan ng mga paninda sa probinsya. Sinabi ni DTI provincial director Ruel Gonzales na isang paraan ito upang ipakita sa mga tao na palagiang nakatutok ang kanilang tanggapan at ipatupad ang nararapat na presyo para sa mga mamamayan. 2. Cainta women receive DTI shared service facility

ANTIPOLO CITY, Rizal, Sept. 10 (PIA) -- Women of Bagong Kababaihan, Bangon Cainta Inc. (BKBC) were awarded a water hyacinth dryer through Department of Trade and Industry (DTI) Calabarzon shared service facility project (SSF) and the Rizal Provincial Office. DTI 4A Regional Director Marilou Quinco-Toledo and DTI Rizal Provincial Director Mercy Parreno headed the turnover of the dryer worth P200,000 to the BKBC members at the organizations Livelihood Center, Brgy. San Andres, Cainta, Rizal yesterday. Water hyacinth found in the local waterways of Cainta are dried and processed into handicrafts, home accents or other surface material by BKBC. When sun-dried, water hyacinths usually take up to a week before being good for processing depending on the weather. However, with the new dryer provided through SSF, the drying process only takes three hours making production of water hyacinth products faster enabling the organization to provide more supplies for buyers. Toledo, said there are three water hyacinth processors in Rizal including Cainta, Pililia and Jalajala which DTI aims to assist. "We aim to put up 100 SSF projects in the entire Calabarzon region with a total value of P70 million or seven hundred thousand pesos per SSF. Rizal will have 20 SSF projects one of which includes this one," said Toledo. Director Toledo added that the DTI aims to promote inclusive growth in line with the administration's Philippine Development Plan. "SSF projects aim to help those in the countryside and develop MSMEs in the province," she said. Department of Science and Technology Rizal Provincial Director Fernando Ablaza also said that the agency has some projects lined up for BKBC. "We are glad that the BKBC is utilizing the training and technology provided by DOST and we will continue to support the organization in terms of research and development,"s aid Director Ablaza. President Aquino declares September 20 as special non-working day in Ilocos Norte in celebration of 115th birth anniversary of Girl Scouts of the Philippines founder Josefa Llanes Escoda

President Benigno S. Aquino III has declared September 20, which falls on a Friday, as a special (non-working day) in the province of Ilocos Norte in celebration of the 115th birth anniversary of World War II heroine and founder of the Girl Scouts of the Philippines Josefa Llanes Escoda. The Chief Executive issued the declaration through Proclamation No. 644 signed by Executive Secretary Paquito N. Ochoa Jr. on August 22 to give the people of Ilocos Norte the full opportunity to celebrate and participate in the occasion with appropriate ceremonies.

Born on September 20, 1898 in Dingras, Ilocos Norte, Escoda was the eldest of the seven children of Mercedes Madamba and Gabriel Llanes. She graduated valedictorian from Dingras Elementary School and salutatorian from Laoag Provincial High School. She obtained a teaching degree from the Philippine Normal College where she graduated with honors in 1919. While teaching, she earned her high school teacher's certificate from the University of the Philippines in 1922. She earned a masteral degree in Sociology from Columbia University in 1925 . During her first trip in the US in 1925, she met Antonio Escoda, a reporter from the Philippine Press Bureau, After their return to Manila, they got married and were blessed with two children, Maria Teresa and Antonio Jr. In 1939, Escoda returned to the US to undergo an intensified training in Girl Scouting sponsored by the Boy Scouts of the Philippines. When she came back in 1940, she began to train some teachers of public and private schools to become Girl Scout leaders and then proceeded to organize Girl Scout troops. On May 26, 1940, President Manuel L. Quezon signed the charter of the Girl Scouts of the Philippines (Commonwealth Act. No. 542), giving the movement the recognition of its role in leadership training of girls and women. Escoda became the first National Executive of the Girl Scouts of the Philippines. During the Japanese occupation of the Philippines, Escoda and her husband helped Filipino and American prisoners in several concentration camps. On August 27, 1944, she was arrested and imprisoned in Fort Santiago where she and Antonio were reported to have been interrogated and executed. Every September 20, the Girl Scouts of the Philippines pays homage to Escoda by celebrating her birth anniversary with activities that would create further awareness of her martyrdom and contribution to youth development. PND (js) TOP Aquino govt committed to forging final peace pact despite ongoing Zamboanga violence The Aquino administration said on Wednesday that it is committed to sealing a final peace deal with Muslim separatists in Mindanao whatever the current odds like the violence happening in Zamboanga City since Monday. In a media briefing in Malacanang, Presidential adviser on the peace process Teresita Deles said that like other peace processes, the governments peace dialogue with the Moro Islamic Liberation Front (MILF) has been facing challenges particularly from groups whose interests will be affected by a final peace pact. It Is a normal thing to see eruption of violence in some parts of Mindanao as the government and the MILF move towards forging a final peace agreement, Deles said, noting some groups will try to derail the ongoing peace process. We should not be surprised when there are incidents like these as we approach the end of a peace process because peace processes come up with agreements that introduces changes and some people will not like that, Deles said. In all the peace processes it is not unusual that there is an outbreak of violence or some violent disturbance. What is important is not that these things happen or do not happen but how we stand up to it. And this governments position is that we stand by the peace process that we are moving forward and we will complete the peace process for the Southern Philippines. As to how to end the ongoing crisis in Zamboanga City, Deles said they received messages saying it is only Nur Misuari who could put an end to the standoff. She also said that the Organization of Islamic Conference (OIC) could create the mechanism to understand what is going on in Zamboanga City. The Philippine government has also requested the assistance of the Indonesian government, which has been facilitating the review of the 1996 peace agreement with the Moro National Liberation Front (MNLF), to resolve the crisis, Deles noted. Asked if the government considers using military action to end the Zamboanga City standoff, considering the large number of government forces sent there, Deles said the presence of a huge number of military force is intended for containment and civilian protection. I think the volume of military there is to make sure that it is contained. If the governments positi on was a military position then we would not have seen that yesterday. Our government is very conscious of the civilians that are going to be affected, she said. The Presidents peace adviser also said that there are communities who want peace and develop ment, which could only be possible through cooperation between several factions of the MNLF. Deles said these communities have called for unity of their leaders because the people have suffered enough as a

result of many decades of war. These are the comm unities that we have tried to listen to first and foremost. Even as we have difficulties dealing with the leadership that often did not have one voice. And in the end, I think, that what we will have to look at is the needs of our people. What is happening in Zamboanga City is bitter and disappointing because the communities that are currently under threat are poor Muslim communities and some of the casualties are Muslims, Deles said. Aquino III na pista opisyal ang Setyembre 20, natapat sa araw ng Biyernes, sa Ilokos Norte dahil sa ika-115 kaaawan ni Josefa Llanes Escoda, bayani ng Ika-2 Digmaang Pandaigdig at tagapagtatag ng Girl Scouts sa Pilipinas. Ang deklarasyon ay ginawa ng Pangulo sa pamamagitan ng Proklamasyon Blg. 644 na nilagdaan ni Kalihim Tagapagpaganap Paquito N. Ochoa, Jr. noong Agosto 22 upang magkaroon nang lubos na pagkakataon ang mga mamamayan ng Ilokos Norte na ipagdiwang at daluhan ang mga seremonya at palatuntunang parangal kay Joisefa Llanes Escoda. Isinilang si Llanes Escoda sa sa Dingras, Ilocos Norte noong Setyrmbre 20, 1898 na panganay na supling nina Mercedes Madamba at Gabriel Llanes. Matapos lagdaan ng Pangulong Manuel L. Quezon noong Myo 26, 1940 ang batas ng Girl Scouts ng Pilipinas (Batas ng Commonwealth Blg. 5421) ay si Llanes-Escoda ang naging unang Pambansang Pinuno ng Girl Scouts of the Philippines. Nang sakupin ng mga Hapones ang Pilipinas, si Llanes-Escoda at ang kabiyak ng puso niya, Antonio Escoda, reporter ng Philippine Press Bureau, ay tumulong sa mga bilanggong Pilipino at Amerikano sa mga kulungan. Noong Agosto 27, 1944 ay dinakip at ikinulong sa Fort Santiago si Josefa at ang kanyang kabiyak ng puso na si Antonio. Ang mag-asawang Escoda ay pinatay ng mga Hapones. During that time, our ancestors sowed the very first seeds of the relations we now enjoythrough trade and the exchange of goodwill. The extent of our precolonial relations may surprise some. For example, I am told that on the eve of the European conquest of the Philippines, the Thai had already established an embassy-of-sorts in Cebu, a province in the southern part of our country. Truly, even from the early years of our civilizations, our peoples have looked at the waters that surround us and seen nautical highways to cooperation and friendship. Today, I am honored to be here with all of you in this meeting, which aims to continue that tradition. After the conquest and subsequent reclamation of countries in the region after the upheavals and the wars that have shaped the landscape of historyonce again we find ourselves together, seeking ways to expand and strengthen our partnerships. Our present times demand it. Our respective nations entered the modern era as independent states, and we are all well aware of the challenges that come with itand of the work that must be done to meet those challenges. Our respective nations have all strived to uphold our individual sovereignty, while at the same time fostering a strong sense of regional solidarityone that favors consensus and collaboration instead of discord, aggression, and imposition. And it is in meetings like this where we can make progress on that front where we can truly solidify our ties and protect our common seas. The end in sight: Freedom of navigation, the safety of commercial vessels, and the security of their civilian passengers, all of which are especially important given the ASEAN Economic Community, which we intend to establish by 2015. This is precisely what all of us here want to ensure; and it gives me great optimism that all of you are here to talk and listen to each other about how we can better pursue these goals. I trust that this meeting will lead to the mutual enrichment of our navies to the sharing of vital lessons in accomplishing missionswhether these be maritime patrols, search and rescue operations, or the interdiction of pirates and other security threatsall towards the creation of an ASEAN environment more secure than ever before. While the stories of cooperation between our peoples through the centuries already fill the pages of our history books, I am hopeful that, together, through meetings such as this, we can extend those narratives and write even more chapters about how we have worked together to sustain a peaceful and prosperous ASEAN region. Finance Secretary Cesar V. Purisima signed the Loan Agreement on behalf of the Philippine Government while ExportImport Bank of Korea (KEXIM) Chairman and President Yong Hwan Kim signed on behalf of the Republic of Korea. Under the loan agreement, the Republic of Korea, through KEXIM will provide an ODA loan under the Economic Development Cooperation Fund amounting to US$20.631 million to finance the construction of 14 kilometers of roads and 220 lineal meters of bridges that will traverse the coastal towns from San Policarpio to Palapag, Samar. As approved by the NEDA Board, the linking of the so-called Pacific towns will complem ent and eventually establish a circumferential road loop for Samar Island, which is envisaged to enhance the development of potential agricultural lands and fishing grounds of the province and facilitate the movement of goods and services. We are grateful to the Korean Government, through KEXIM, for extending a highly concessional financing for this Project. Aligned with President Aquinos vision of people-oriented infrastructure investment, the Samar Pacific Coastal Road Project will propel the development of the industries in Northern and Eastern Samar and accelerate the poverty alleviation efforts in the region, Purisima said. On August 28, 2013, Judge Canoy had issued a warrant of arrest against Director Jasareno ostensibly to ensure the latters attendance at a hearing scheduled on 12 September 2013. The Office of the Solicitor General (OSG) questioned Judge Canoys issuances before the CA through a petition for certiorari wherein it pointed out that, despite the expiration of the MOA, SHULEY continues to unlawfully extract the mineral ores owned by the State, to the prejudice of the State since the nickel ores being illegally extracted are valued in the amount of more than PhP150 million. The CA ruled that all the requirements for the issuance of a TRO are present: (1) the governments clear and unmistakeable right to be protected, (2) a material and substantial invasion of such right, (c) the urgent need for the injunctive writ to prevent irreparable injury to the government since mineral resources are irreplaceable, and (d) the lack of any other ordinary, speedy and adequate remedy to prevent the infliction of such irreparable injury. The Constitution reserves to the State the ownership of all minerals that may be found in public and private lands, and as emphasized by the CA, the extraction of mineral resources is a distinct privilege granted only to a few. SHULEYs authority to continue its mining operations is doubtful, and there exists an urgent and paramount necessity warranting the issuance of an injunctive writ against Judge Canoys Order and Writ of Preliminary Injunction. The CA deemed it sensible and judicious to issue the TRO to prevent the irreparable damage caused by the continuing extraction of the States mineral resources. |TOP| 3. Court of Appeals upholds government on Customs, Immigration and Quarantine (CIQ) Reform Source: http://www.doj.gov.ph The Department of Justice (DOJ) today announced that the Court of Appeals (CA) Seventh Division issued a Resolution dated 12 August 2013 dismissing the petition of various employee organizations in the Bureau of Immigration (BI) questioning CIQ reform. For many years, BI employees were collecting charges for overtime payments from airline and shipping companies. The CA declared as valid and constitutional the policy stopping the practice of charging such overtime pay on private entities and for the national government to assume such obligation to pay overtime in case of lawful rendition of overtime services, immigration work being a basic government function. The Resolution found that there is no legal impediment for such a measure. The CA stressed: "Without a doubt, the subject issuances finally and correctly acknowledge that the National Government has a bigger responsibility towards its CIQ personnel. It has a better say as to when overtime work is necessary and who should assume the payment of overtime compensation." The dispositive portion of the Resolution reads, in part: WHEREFORE, the instant petition is DISMISSED. The Memorandum, dated, July 31, 2012, issued by DOF Secretary Cesar Purisima and the Letter issued by then DOTC Secretary Mar Roxas, dated August 3, 2012, are declared VALID and CONSTITUTIONAL. Banks' real estate exposure remains manageable Source: http://www.bsp.gov.ph The real estate exposure (REE) of universal, commercial and thrift banks stood at Php 842.6 billion in March this year, 2.5 percent higher than the banks REE in December 2012. The slight increase in REE was mainly due to a 1.7 percent rise in the banks real estate loans (RELs), which grew from Php 703.2 billion at end-2012 to Php 715.5 billion at the end of the first quarter this year. RELs constitute 85 percent of the banks REE. About 78 percent of RELs are residential in nature and are used to finance the acquisition, construction and improvement of housing units. The exposure of banks to such residential RELs (RRELs) remains manageable as the non-performing portion was only four percent of RRELs in March. Meanwhile, banks investments in real estate securities grew by seven percent from Php 118.5 billion in December 2012 to Php 127.1 billion in March 2013. Real estate investm ents represent the remaining 15 percent of the banks REE. Internal simulations on credit impairment using March 2013 data indicated that the industrys capital adequacy ratio will remain well above the 10 percent minimum even with a simulated 50 percent write down in REEs. Under the expanded RE reporting system for banks, REE covers loans to developers of socialized and low-cost housing, loans to individuals, loans supported by non-risk collaterals or Home Guarantee Corporation guarantee, as well as investments in securities to finance RE activities and exposures by bank trust departments. The comprehensive monitoring of banks REE is in line with the financial stability initiatives of the Bangko Sentral ng Pilipinas (BSP). In particular, the BSP is continuously evaluating credit condition in the banking industry to avoid the potential impairment of intermediation. |TOP| 8. This statement came after the National Statistics Office reported that total export earnings reached $4.8 billion in July 2013, higher by 2.3 percent than last years level. Socioeconomic Planning Secretary Arsenio M. Balisacan said the increase is attributed to robust electronics demand from trading partners, coupled with expansion in exports of minerals, petroleum, total agro-based products, and forest products. Exports of electronic products posted its first positive growth for this year due to increased demand from major trading partners such as China, Singapore, Japan, Hong Kong, and the US, he said. Electronics exports went up by 11.2 percent to $1.9 billion in July 2013, a reversal from last year's decline of almost 25 percent. This growth moderated the 5.4-percent contraction in manufactured exports, as electronics comprised almost half of the total value of exported manufactured goods worth US$3.8 billion. The growth in electronics is supported by higher exports of mineral products (68.6%), petroleum (3,356.8%), total agrobased products (4.0%), and forest products (2.4%). The lackluster performance of manufactured exports mirrored the sluggish growth in global manufacturing, specifically in the Asian region. Fortunately, demands for other commodities buoyed merchandise exports in July, said Balisacan, who is also NEDA Director-General. For the first seven months of 2013, export earnings were down by 3.4 percent to $30.4 billion from $31.5 billion in the same period in 2012. Japan remained as the top exports destination of the Philippines in July 2013, accounting for 19.8 percent of the countrys total export receipts. BI Officer-in-Charge Siegfred Mison said Santiago Pedroso is now detained at the BI jail in Bicutan, Taguig following his arrest last Sept. 9 in front of the US Embassy along Roxas Blvd., Manila. He had just gone to the embassy to renew his expired US passport when he was collared by operatives from the bureaus Fugitive Search Unit (FSU). He will be deported for being an undocumented and undesirable alien, Mison said, adding that the fugitive will be blacklisted to prevent him from re-entering the country. Good guys in, bad guys out. That is our rallying cry, the immigration chief declared as he vowed that there will be no letup in the BIs campaign against foreign fugitives. Atty. Jose Carlitos Licas, BI acting intelligence chief, said that Pedroso was captured after hiding in the country for more than 16 years to evade prosecution and punishment for his crime. Licas said the fugitive admitted he entered the country via the backdoor sometime in December 1996 when he absconded from a cruise ship that arrived in Mindanao. US Embassy officials said Pedroso is wanted for the June 21, 1992 killing of Delores Alvarez, who was shot while dining in a crowded restaurant in Philadelphia, Pennsylvania. Alvarez was allegedly shot five times by Pedroso who approached the victim while the latter was dining with his exwife. Bureau of Immigration (BI) personnel at the Ninoy Aquino International Airport (NAIA) and other airports were prohibited from using their cellular phones while on duty as part of the agencys efforts to comba t corruption. Immigration Officer-in-Charge Siegfred Mison issued an order last week directing BI employees assigned at the airports to desist from using their cellular phones while at work. Instead, the employees were told to deposit their cellular phones in their pigeon-type lockers or with their supervisors for temporary custody. Mison said the prohibition applies to all immigration officers assigned to the airports arrival and departure counters whose primary task is to conduct immigration formalities on the thousands of international travelers who enter and exit via the country daily. Also covered by the prohibition are team leaders of the bureaus Travel Control and Enforcement Unit (TCEU) as well as acting immigration officers and confidential agents assigned at the Filipino counters. Mison, however, said emergency or urgent calls or texting may be permitted through the cellular phones officially used by the employees duty supervisors. The BI chief said regulating the use of communication devices by BI airport personnel is necessary to prevent the employees from engaging in nefarious activities such as human trafficking and human smuggling. He cited previous incidents wherein immigration officers were seen on CCTV cameras facilitating the entry of blacklisted aliens and exit of human trafficking victims and foreign fugitives. In most of these instances, the immigration officers were seen using their phones in talking with their cohorts and the passengers, Mison said. In the same directive, the immigration officers were likewise prohibited from merely pinning or tacking of nameplates as these should be sewn or embroidered on their uniforms. Depositors whose accounts have balances of more than P15,000 and who have outstanding obligations with Rural Bank of La Trinidad regardless of type of account are required to file their deposit insurance claims. The announcement on the claims settlement operations of Rural Bank of La Trinidad is posted at the banks premises and on the PDIC website, www.pdic.gov.ph. On September 3, 2013, PDIC started dispatching total payments amounting to P4.6 million in the form of postal money orders (PMOs), through the Philippine Postal Corporation, to depositors who are not required to file deposit insurance claims. These are depositors who have account balances of P15,000 and below, who have no outstanding obligations with Rural Bank of La Trinidad, and who have complete and updated addresses in the banks records or have updated their addresses using the PDIC Mailing Address Update Form. When filing deposit insurance claims, depositors are advised to personally present their duly accomplished Claim Form, original evidence of deposit, and two (2) original valid photo-bearing IDs with signature of the depositor. In the case of joint account holders, depositors should photocopy the evidence of deposit as many copies as there are depositors of the account. Depositors may also file their claims through mail and enclose the same set of document requirements. Depositors who are below 18 years old should submit either a photocopy of their Birth Certificate issued by the

National Statistics Office (NSO) or a duly certified copy issued by the Local Civil Registrar as an additional requirement. Claimants who are not the signatories in the bank records are required to submit an original copy of a notarized Special Power of Attorney of the depositor or parent of a minor depositor. The procedures and requirements for the filing of deposit insurance claims are posted in the PDIC website, www.pdic.gov.ph. The Claim Form and format of the Special Power of Attorney may also be downloaded from the PDIC website. Depositors who are not able to file their claims during the claims settlement operations period may submit their claims either through mail to PDIC or personally at the PDIC Office, 4th Floor, SSS Bldg., 6782 Ayala Avenue corner V.A. Rufino Street, Makati City starting on September 23, 2013. In accordance with the provisions of the PDIC Charter, the last day for filing deposit insurance claims in the closed Rural Bank of La Trinidad is on August 24, 2015. After this date, PDIC as Deposit Insurer, shall no longer accept any deposit insurance claim. The PDIC said that all valid claims will be paid. For deposits to be considered valid, it must be recorded in the banks records and must have evidence of inflow of funds, based on the results of PDIC examination. PDIC, as Receiver, has the authority to adjust the insurance rate on the unpaid interest offered by a bank if this is deemed unreasonable. The CES CiRCLE Forum is a learning session conducted by the CESB for Career Executive Service Officers (CESOs) and eligibles. CiRCLE stands for Creative Innovations and Reforms for Committed Leadership and Effectiveness. By its name, the forum serves as a platform for thought leaders, subject matter experts and public service exemplars to dialogue and to share insights, ideas, lessons and experiences with career service executives in the hope of deepening and sustaining collective inspiration to improve leadership and governance. Attendance in and completion of the forum earns an equivalent of four (4) hours of training credited to each participant.
