This is one of the findings of the 2001 Secondary School Tracking Report: The Effects of Funding and Policy Changes on Ontario's Secondary Schools, released by People for Education on October 1. The report, based on results of a provincial survey of secondary school councils, raised a number of concerns about the state of Ontario's secondary schools: - 65 percent of schools reported they do not have enough textbooks for the new secondary school curriculum - 46 percent reported a reduction in the number of teachers since 1999/00 - 23 percent reported they were unable to pay for needed repairs to their buildings - 26 percent reported that access to a board psychologist had decreased in the last year - 32 percent of schools reported a decrease in the number of guidance counsellors since 1999/2000. Annie Kidder, spokesperson for the parents' advocacy group, called it "a question of priorities and policy. The Premier announced that he is rushing through a tax cut that will cost at least $175 million. If we have to choose between children and tax cuts, shouldn't we be choosing our children?" People for Education has been tracking the effects of policy and funding changes on Ontario elementary schools for five years. This is the first year for the report on secondary schools. In March 2001, surveys were sent to every secondary school in Ontario, with a follow-up reminder mailed in April. The survey was translated into French for schools in French language boards. Sixteen percent of the province's 826 secondary schools responded, representing 43 of the 72 public school boards and every geographical area of the province.
