The Chief Engineer/Const/Northeast Frontier Railway, Maligaon, Guwahati-11 for and on behalf of the President of India invites sealed open tenders on Two Packet System on prescribed forms for the under noted work:

Name of work: Construction of GM/CON Building (G+5) having Car Parking & Reception in ground floor with the provision of landscaped court centrally located in the First Floor having Officers Chamber and Sections in the remaining floors and other ancillary works with submission of 3D Analysis, Design, Interior Consultancy etc. in the premises of GM/CON Complex. (Two Packet System). Approximate cost of the work (Tender value) Rs.15,16,98,640.00, Earnest money to be deposited : Rs.9,08,500.00 Completion period of the work : 24 (Twenty four) months, Cost of Tender Form (document): Rs. 10,000.00. Last Date/Time of submission Upto 14.30 Hrs. on 22-10-2013 of Tender Date/Time of Opening of Soon after 10.00 Hrs. on 25-10-2013 Tender Validity of Offer: 120 days from the date of opening of tender. Availability documents Site Visit of Tender On all working day from 10.00 Hrs. to 16.30 Hrs. from 08-10-2013 upto 11.00 hrs. of 22-10-2013 Organised by the Dy.Chief Engineer/Con/N.F.Railway, Maligaon. The Contractor/s may make their own arrangement for the site visit.

TENDER WITHOUT EARNEST MONEY WILL BE SUMMARILY REJECTED. Further particulars and tender forms can be had from the Office of the General Manager/Construction, Northeast Frontier Railway, Maligaon, Guwahati-11, & OSD/CON/N.F.Railway, 3, Koilaghat Street, (1st Floor), Kolkata 700 001 on all working days on cash payment/Demand Draft of Rs. 10,000/- (Rupees Ten thousand) for the above tenders and. Rs.500/- (Rupees Five hundred) only to be paid extra if required by post for both the tenders. As such, Demand draft of Rs. 10,500/-(Rupees Ten thousand five hundred) only per set to be drawn in favour of the FA&CAO/Construction., Northeast Frontier Railway, Maligaon, Guwahati-11. Cost of the Tender document is nonrefundable and the tender documents are non-transferable. (1). The Technical Eligibility Criteria will be as under: 1.1 The tenderer(s) should have completed at least one similar single work within the qualifying period for a minimum value of 35% of advertised tender value of work. Note: (i) Similar nature of works physically completed within the qualifying period, i.e. the last 3 financial years and current financial year (even though the work might have commenced before the qualifying period) should only be considered in evaluating the eligibility criteria. (ii) The total value of similar nature of work completed during the qualifying period, and not the payments received within qualifying period alone, should be considered. (iii) In the case of composite works involving combination of different works, even separate completed works of required value should be considered while evaluating the eligibility criteria. (iv) Similar nature of work means : Any type of multi story building works. 1.2 Total contract amount received during the last three years (i.e. current year and three previous financial years) should be minimum of 150% of advertised tender value of work supported by (a) Authenticated payment record of N.F. Railway or any other Government Department or PSUs etc. (b) Audited Financial Statement certified by Chartered Accountant.

1.3 Certificate from private individuals/firms for whom such works are executed/being executed shall not be considered.
(2) Financial Eligibility Criteria: 1.1 As a proof of sufficient financial capacity and organizational resources, contractor should have received the total payments against satisfactory execution of all completed/on going works of all types (not confined to only similar works) during the last three financial years and in the current financial year (Up to the date of opening of tender) of a value not less than 150% of the advertised cost of work including the cost of cement & steel. -21.2 The complete tender document consists of two parts i.e. Part-I (Technical Bid document) & Part-II (Price Bid document). After completing the tender documents they should be separately sealed in two different envelopes super scribed as Packet-I (Technical Bid) and Packet-II (Price Bid) along with name of work, the Tender No. and these two envelopes should be sealed in a larger envelope super scribing the name of work & Tender No.

JOINT VENTURE will be permitted in this Tender.

3. PARTNERSHIP FIRM: In case the tenderer is a partnership firm, the work experience, solvency and turn over shall be in the name of partnership firm only. 4.0 The tender documents (not transferable) can be obtained from the offices of the (a) General Manager/Con, N.F. Railway, Maligaon, Guwahati 11, (b) Dy.Chief Engineer/Con/N.F.Railway, Maligaon & (c) OSD/CON/N.F.Railway, 3, Koilaghat Street, (1st Floor), Kolkata 700 001 during working hours from 08-10-2013 and up to 11-00 hours of 22-10-2013 on cash payment/submission of Crossed Demand Draft drawn in favour of Financial Advisor & Chief Accounts Officer/Construction, N.F. Railway, Maligaon, Guwahati 781 011. Outstation firms requiring tender document by post shall remit the sum as specified above plus ` 500/- extra per tender as postal charges to reach the office of General Manager/Con/N.F.Railway, Maligaon, Guwahati 781 011 latest by 08-10-2013. Railway will not be responsible for any delay, damage or loss of tender documents in postal transit. 5.0 Tenders will be received in the offices mentioned against Note (4) above with effect from 15-10-2013 and up to 14-30 hours of 22-10-2013. Part-I (Technical Bid) will be opened on 25-10-2013 at 10.00 hours at the office of General Manager/Con, N.F. Railway, Maligaon, Guwahati 11. The opening of Part-II (Price Bid) of the qualified bidders will be intimated later on. If the last date of receiving/opening happens to be Bundh/Holiday(s), the tenders will be issued/received/opened on the next working day as per same timings. 6.0 (a) The tender documents will also be available in Northeast Frontier Railway/ Construction web site in www.nfrly construction.org during the above mentioned period and same can be down loaded and used as tender documents for submitting the offer. However, the Demand Draft for Rs. 10,000/- towards cost of tender documents as stated above will have to be enclosed while submitting the tender. Otherwise, the tender will be summarily rejected. (b) Railway Administration will not be responsible for any delay/difficulties /inaccessibility of the down loading facility for any reason whatsoever. In case of any discrepancy between the tender documents down loaded from internet and the master copy available in the offices mentioned in (4) above, the latter shall prevail and will be binding on the tenderer(s). No claim on this account will be entertained. 7.0 Earnest Money shall have to be deposited by all tenderers. Tenders not accompanied by requisite Earnest Money shall be summarily rejected. along with FAX No. of concerned bank from which EMD purchased.
8.0 All documents being submitted by the tenderer(s) along with their offer shall have to be attested by the Gazetted Officer. Moreover, all the documents submitted by the tenderer along with the tender document must be self attested failing which, document not bearing self attested signature of the tenderer, will be treated null and void and will not be taken into consideration while deciding the tender.
