The European Union is ready to send a European electoral observer team to Fiji during the 2014 elections if invited. EUs Head of Delegation to Fiji, Andrew Jacobs has confirmed the EU will provide their support upon an invite from the Fijian Government. We would be very pleased if invited as Fiji is on the right path for the 2014 elections. The electoral process is well underway and we are happy with how things have progressed, he said. We are all looking forward to elections next year. There are no sanctions on Fiji, but since 2007 the EU had placed special measures on Fiji, he said.

EU Ready To Help In 2014 Elections

From the special measures, the EU had not been able to channel funds for development directly to the Government of Fiji. We have been able to support assistance through non-governmental organisations. The EU has funded FRIEND Fiji to help the agriculture industry with a grant of EUR$2.8 million (FJD$6.4 million) under the Social Mitigation Programme providing assistance to farmers. Through Habitat for Humanity Fiji (HFHF) the EU has provided housing for farmers in the sugar belt areas. Mr Jacobs says after the election, the EU will assess the result and is hopeful to lift the special measures on Fiji.

MANY residents of Suva and Nasinu by now will have noticed the iconic black London taxis in operation. The service is proving to be very popular, particularly among wheelchair-bound passengers as the taxis are equipped with ramps to provide them easy access. "I did some homework and found out from various organisations that there are 6200 people in wheelchairs in Fiji," Tauz Khan, owner of the taxis, told this newspaper. He said the service regularly received calls from hospitals to transport discharged wheelchair-bound patients. The taxis are also being utilised by wheelchair-bound tourists from cruise liners visiting Suva. "Since we got the cars the Ports

PRIME Minister Commodore Voreqe Bainimarama told the people of Nadogo that there was no room for racism in Fiji. Responding to a concern raised during a talanoa session regarding the unfairness of scholarship awards based on race preference, Commodore Bainimarama said this was not true and that students should perform to get scholarships. Speaking in the iTaukei language, Commodore Bainimarama said he had also received concerns from iTaukei groups regarding the involvement of the Attorney-General Aiyaz SaiyedKhaiyum as a way of impeding iTaukei development. "Those with these sorts of racist ideas should stop because it will just hinder

our attempts to better our nation," he said. "In fact the new Constitution strives to mend all ethnic differences in an attempt to unite us as one people. "We should refrain from relying on such racist ideas and remarks as it will only affect our attempts to grow as a multicultural country." Commodore Bainimarama said academic success was based on the performance of every individual. Speaking to iTaukei parents, he encouraged them to strive for academic enlightenment and the success of their children. "If your child is getting his or her marks in the range of 300, encourage them to exceed the 300 mark and go for 380," he said.

He told the students it was important to read the 2013 Constitution because it was the blueprint for Fijis future. Ive brought with me copies to distribute here today in English, iTaukei and Hindi. Speaking further on the education provision he said: Its an ambitious clause but I dont want any smart child in Fiji to be held back because his or her parents cant afford a better education.

The Prime Minister said they were currently reviewing the education funding programmes to provide a helping hand to those Fijians who most need it. We all know that its happened in the past and unfortunately it still happens now, but Fiji can never be judged to be a fair country, let alone a smart country, if even one child is left behind. We want to empower you by giving you things you need to improve your lives and those of your families and that includes a whole range of basic rights laid out in the new Constitution, the Prime Minister said. A future in which every Fijian finally gets an equal opportunity to get on in life and also the basis on which we will hold the first genuinely democratic elections in our history next year. He further urged the students who were turning 18 before the elections to register and have their say in the future of Fiji.

This was the order of the day when Avinesh Goundar and Rajeshni Goundar exchanged rings to tie the knot for-ever in an extra ordinary way. The young Indian couple got engaged in a Fijian traditional ceremony by Pastor Eremasi Rova at the Fiji Beach Resort & Spa managed by Hilton on Denarau Island. Surrounding the couple were friends, family and loved ones who shared happiness and witnessed such a ceremony for the rst time. For the couple Avinesh and Rajeshni who got introduced by their families in June last year, the feeling of getting engaged in a traditional Fijian ceremony was overwhelming. When I visited her in California during my vacation, on February 14 this year (Valentines Day), we were ying to Las Vegas and I proposed to her in air, she was absolutely amazed with my proposal style and said yes. To our excitement, the pilot announced it on board and everyone cheered for our union, Avinesh Goundar said. Before I ew back to Fiji in March we made plans to get married and decided to do something different and this is when we planned to get engaged in the Fijian style on the beach at the Hilton Resort and later performed the traditional South Indian wedding on Sunday, July 14 in Raviravi, Ba at her parents place, Mr Goundar added. Rajeshni has been living in California, USA for the past 13-years and is in a nance team in an IT rm while Mr Goundar is an ex Housekeeping manager at Hilton Fiji. Originally from Navoci, Nadi, Avinesh has now joined his wife in California. Mr Goundar said they have plans to settle in US but are also thinking of returning to Fiji where they would like to start up some business and retire on the beautiful lands of Fiji in future.

THE Lautoka City Council will keep a close eye on its properties now that CCTV cameras have been installed. Special administrator Praveen Bala said the installation of cameras within the central business district area of the Sugar City would enable the council to also monitor traffic offences. "Everything is monitored on the cameras including properties that the council owns," he said. "Apart from the traffic offences, we can also look at all the other illegal activity that is going on in the CBD area. "This includes the stealing or

"Aside from our council officials on the ground monitoring work, the cameras have become another set of eyes for us. New Zealand To Ease Fiji Sanctions


The Government has further eased the sanctions imposed on Fiji as a result of its 2006 coup, as diplomatic relations between the two countries continue to thaw. Foreign Affairs Minister Murray McCully announced a programme of electoral assistance and the easing of some sanctions as New Zealand moves to encourage Fiji. The actions come after the release of a new Fiji constitution and the announcement of elections next year. However, Labour is calling on the Government to continue to hold the regime of Commodore Frank Bainimarama to account. Its human rights breaches and trampling over democratic principles cannot be ignored, the party says. McCully had previously revealed New Zealand Election Commission officials had been helping Fiji prepare for its election. Today he said the Cabinet had approved further changes "which recognise both the progress that has been made in Fiji and the need for support for free and fair elections". The Government has also reinstated 10 post-graduate scholarships for Fijian students, which were suspended in 2006, and formally revoked the sporting sanctions. "While it has been our practice to provide exemptions from this ban in virtually every case, we judge that the time is now right to formally revoke the ban." Individual bans will still apply to regime members and the military. McCully said the Government had over recent months also eased travel sanctions, leaving them in place for key regime and military members, but easing the process around family members of less senior figures. "We intend to continue down this path as further progress is made toward free and fair elections." The Pacific Island Forum members, including New Zealand, also said last week that Fiji's membership would be restored if free and fair elections went ahead. Labour's foreign affairs spokesman Phil Goff said the steps towards democracy should be encouraged, but the regime should not be let off the hook completely. The Fijian Government was taking the right steps, he said. "In the meantime, we have continued to see serious breaches of human rights, an environment that does not allow free expression of opinion and free media commentary, and a loss of judicial independence. "Fiji is a sovereign country, but in making decisions about how it runs its own affairs, it should still be held to international human rights standards. "It cannot simply be forgotten that, before the military regime took it away from the Fijian people, [they] once enjoyed the right to choose their own government and freely express their views." Full normalisation of relations could only happen once those rights were restored, he said.

We Are Here To Serve, Says Bainimarama


THE government has a lot more to do for Fiji and it will not rest until it is done, says Prime Minister Commodore Voreqe Bainimarama. Speaking at the opening of a telecentre at Labasa Muslim College, Commodore Bainimarama said his government does not make empty promises. "We deliver. We are genuinely here to serve. Its been a special pleasure on this visit to meet so many of our young people who, as we all know, are the future of our great country and who carry our hopes on their shoulders for even better days ahead," he said. "We constantly look to the future, not the past, and imagine how much greater Fiji could be if we can give our young people a better start, better health, better education, better opportunities to get good jobs, satisfying jobs and not just menial work. "And, of course, better access to knowledge and the wider world, which is why we are all here today. Because that is what my government's telecentres are ultimately all about." Commodore Bainimarama said the telecentres were an important program of his government. "We have a vision of a smarter Fiji taking a leadership role in our region and being at the forefront of the effort to improve the lives of all Pacific peoples," he said. "And that means a smarter population, Fijians who are better educated and better informed. "Everything we do is designed to achieve that vision, whether it's training our young people to be trades people or farmers, giving people better access to scholarships or in this instance, giving ordinary Fijians better access to information."

FROM humble beginnings as a tailor to owning multiple residential and commercial properties, Chanan Singh is the proud owner of the soon-tobe-completed President Plaza in Samabula. The three-storey property, worth more than $4.5million according to his son Pramendra Singh, was the site for the iconic landmark, Ajanta Theatre. Mr Singh said the construction business was a hobby that soon grew into a passion. His company, DC Singh's Investment Limited, built President Towers along Ratu Sukuna Rd and Knollys Apartments, the latter was sold to Yatu Lau Company Limited. "We bought this whole land for more than $1m and invested about $2m. The market value is about $4.5m," said his son, Pramendra, who is also a company director. "This adds more investment in Fiji and government would love us to invest in Fiji so why not. Why spend it elsewhere when you can do it in our own country and give people more opportunities. "There are 36 outlets and people have started inquiring about rent but we haven't signed anyone yet.

"Construction started about a year ago and we hope to complete construction in the next two weeks." He said rent prices ranged from $600 to $1800, adding the project included 50 car park spaces, 24-hour security and employment opportunities for locals. "We believe in the economy. At the recent Fiji Economic Update, Reserve Bank of Fiji governor Barry Whiteside said the improved consumer confidence had translated well to business and investor confidence. He said investment was forecast to be about 28 per cent of gross domestic product this year, compared to an estimated 18 per cent for GDP last year, and above the government target of 25 per cent. "Recently, significant new investments have been noted in the aviation, tourism, mining and financial services sectors while government has embarked on massive public infrastructure projects in roads, ports and bridges," Mr Whiteside said.

THE Fiji National Provident Fund has collected $3million from defaulting employers during the amnesty period for the waiver of surcharges this year. The fund had extended the amnesty period twice in the midyear and employers were given until July 31 to pay their workers outstanding FNPF contributions. FNPF CEO Aisake Taito told the newspaper the fund collected $3m after the July deadline. "All employers who have outstanding contributions as of August 2013 will be subjected to the penalties stipulated

More than 100 participants from around the world have gathered at the 15th Commonwealth Veterinary Association Regional Conference in Nadi to discuss ways of sustaining animal health production and care. While speaking at the opening of the conference, His Excellency the President Ratu Epeli Nailatikau said producing and sustaining Fijis production is a challenge due to the growing requirements for stringent food safety standards, disease control, animal welfare and the need for veterinarians. The head of state pointed out that the low presence animal specialists against the increased consumption of livestock products have led to gaps that need to be filled. The consumption and imports of livestock products from dairy products like powdered milk, ice cream, cheese and yoghurt, to meats, leather and fibre are increasing steadily right across the region, Ratu Epeli said. Fiji imported $68million worth of dairy products in 2012 while animal and meat products imports reached $57m. The major challenge is to produce more of these requirements locally while providing economic opportunities, greater self-reliance and an enhanced food security in the process. The President highlighted that the Fijian government is ensuring greater

cohesion and effective implementation of the import substitution program to increase self-reliance and reduce imports. Government has been injecting around $4m-$5m annually to the livestock sector, in terms of improving livestock research and breeding, upgrading of veterinary pathology laboratory, dairy industry support through the demand driven approach program, livestock rehabilitation program and agriculture development programs. Government has also allocated $1m this year for the dairy development program to assist farmers through subsidizing agro-input costs. Ratu Epeli added that livestock are an integral part of the Pacific islandssocio and cultural systems and feature prominently in many traditional ceremonies. He also highlighted that livestock face major risk due to climate change and steps are being taken to ensure sustainability. He stressed to participants that more effective disease surveillance systems need to be in place to be able to detect and respond to any new disease incursions from changing environment conditions. The theme for the week-long conference is Sustainable Animal Health Production- the role of veterinary education, disease control, food safety, food security and animal welfare.

Amex Seals 10 Year Off Take Deal


Amex Resources Limited has signed an off-take agreement for its Mba Delta Ironsands projects in Ba with an un-named global top 500 company. This would be 500,000 tonnes per annum of Ironsands concentrate for a period of ten years. An off-take agreement is between a producer of a resource and a buyer of a resource to purchase/sell portions of the producers future production. Such agreements are normally negotiated prior to the construction of a facility such as a mine in order to secure a market for the future output of the facility. Proactive Investors predicts the Perthbased Amex Resources shares should open higher on the deal, the price struck for the off-take is consistent with the Bankable Feasibility Study released in June 2012. Agreement provisions The agreement provides for first delivery within three months of commissioning of the project, which carries an indicated Joint Ore Reserves Committee (JORC) resource of 220 million tonnes at 10.9 per cent Iron. Production of concentrate over the planned 20 year mine life is scheduled to be 500,000 tonnes in the first year, then 750,000 tonnes annually. Plans are being considered for potential doubling of production to 1.5 million tonnes per annum after the first few years of operation. Amex maintains a number of memorandum of understandings and expressions of interest for Ironsands tonnages that together exceed the unallocated balance of scheduled annual production. It is confident further off take agreements will be reached as production draws near. The first off-take deal is significant, particularly with a large global company, and renders near-term positive cash flow a reality. The mineral Ironsand, or titanomagnetite is a compound of iron, titanium and oxygen. Unlike conventional hard rock magnetite, the traditional ore alternative to hematite, ironsand concentrate can be extracted at comparatively low cost. Chinese steelmakers are particularly are interested in ironsand concentrates to blend with higher cost feedstock. Works on ground Meanwhile, Amex Resources has already started off with a number of works at its site in Lautoka. It has completed detailed design for the marine wharf incorporating a main berth for 60,000 tonne Handimax vessels which will transport the magnetite sand product. It came amidst praise for the Constitution as Prime Minister Commodore Voreqe Bainimarama continued his visit to the North. Mr Singh said there could be some shortfalls but it had come to a point in time for someone to start, to have a dialogue now and the platform had been laid out for them to get in and start. Whoever is complaining now were the ones complaining before that there was no proper constitution, he said. People who do not support the constitution, particularly former politicians, need to forget about the election, move aside and let people who want to do good for the people stand. Mr Singh said the new Constitution was a good start to move Fiji forward and everyone must work with it. During the distribution of the Constitution booklets in Nadogo, the Tui Nadogo, Ratu Ilisaniti Malodali, said they would read it to better understand it. China Railway Ready For Bridges


China Railway First Group was happy to welcome the Prime Minister, Commodore Voreqe Bainimarama at their stage one base near Dreketi, in Vanua Levu, on Monday. The companys commercial project manager, Jeff Peng, told the Prime Minister that they had completed the laying of 209 concrete pipe culverts on the 70 km Dreketi Nabouwalu road and they have started on the construction of 16 box culverts. Mr Peng advised that as soon as they completed setting up bailey bridges, to be used as temporary bridges, they would start work on building 14 new bridges. For the 70km road, the company had completed the first layer of fill, which is the embankment layer. Work has already started on the subgrade layer which is the second layer of fill. The project is being supervised by MWH Engineering Limited New Zealand (Fiji Branch), which, just weeks ago, appointed a new senior residential engineer, Craig Mocke. Mr Mocke replaces Sivaguru Thillainathan, who was the residential engineer for both the Buca Bay Project and also the Nabouwalu Project. He will now focus only on the Buca Bay Project.

Four months after Levuka Town was declared a world heritage site, the government and the town council have seen an increase in economic activity on the island. According to Lomaiviti provincial administrator Lomaiviti, Kepeli Kubunameca, the land value at Baba settlement for instance had risen dramatically. The value for a piece of land above the town area had risen from $20,000 to about $200,000. "Since Levuka was declared a heritage site in June, my office and other government offices have been receiving calls from here and overseas every second day," he said. "And they are interested in buying properties here in Levuka. We have interested buyers from Australia and China." In June this year, UNESCO declared the Old Capital a world heritage site because of the unique colonial structures that have remained since the 1800s. "Just the word heritage has added value to the town because it is now an international town and we count it as a blessing," Mr Kubunameca said. Levuka Town Council CEO Suliana Sandy said the northern end of Levuka Town was occupied by Europeans. "We have seen a lot of investors expressing their interest in establishing businesses here," she said. "And a cottage industry is about to open in town, where they will sell bottles of grog known as 'Taki Mai' as a anti-depressant drink."

Mrs Kalougata said the impact of Levuka's recognition as an international town was slowly being felt by businesses and the people in Ovalau.

Kava Linked To Accidents


DRIVING under the influence of yaqona is a notable cause of road accidents in Fiji, participants of a symposium on traffic injuries heard last month in Suva. And males are three times more likely to be killed in road accidents than females, based on information analysed by a joint study by FNU and Auckland University of New Zealand. Drivers with less than six hours of sleep in the previous 24 hours were six times more likely to be involved in injury-related crashes, the study found. The findings, which were presented at the Traffic Related Injury in the Pacific symposium, came from a study of road traffic accidents in Viti Levu between October 2005 and September 2006. "There is a higher risk of road traffic injury if you are driving after consuming kava in the previous 12 hours," project director Professor Shanthi Ameratunga, of Auckland University, told this newspaper. Second project manager Dr Iris Wainiqolo of FNU said from October 2005 to September 2006, 2165 people were admitted to hospitals for injuries. Of these, 329 were road trafficrelated injuries, including 67 deaths. Researchers concluded that if all drivers had adequate rest the previous night, motor vehicle crash injuries on Viti Levu could fall by 34 per cent Prof Ameratunga said the potential connection between kava drinking and traffic accidents was not appreciated in Fiji and further research was needed. She said two out of three people who died on Viti Levu's roads were dead before they reached hospital, highlighting the challenges faced by emergency medical personnel. She said Fiji's roads were unable to meet the demands of the fast increasing number of vehicles. As well, she said the number of people disabled from road accidents was often overlooked.

As the world marked World Suicide Prevention Day, statistics from the police reveals alarming suicide and attempted suicide cases in Fiji. The statistic revealed that from January to August this year there were 80 suicide cases recorded. The males topped the list with 62 cases and females with 18 cases. More worrying is the fact that there were 83 cases of attempted suicide recorded and this time the females topped the list with 48 reported. The statistics also show an increasing trend of suicide cases among the younger and productive generation from 17 to 26- year-olds. Police Commissioner BrigadierGeneral Ioane Naivalurua says the growing trend needs to be seriously addressed. He challenged members of the community to step forward and assist the police to address this social issue. He said public awareness campaigns such as World Suicide Prevention Day was being facilitated to prevent and reduce the number of suicide and attempted suicide incidents which the Fiji Police continues to be challenged with.

Prosecutors have sought the death sentence for four men convicted of the gang rape and murder of a student on a New Delhi bus last December, saying the "diabolical" crime had shocked the country's conscience. The food the world wastes accounts for more greenhouse gas emissions than any country except for China and the United States, according to a United Nations report. It says every year about a third of all food for human consumption, around 1.3 billion tonnes, is wasted, along with all the energy, water and chemicals needed to produce it and dispose of it. Almost 30 per cent of the world's farmland, and a volume of water equivalent to the annual discharge of Europe's River Volga, are in effect being used in vain. In its Food Wastage Footprint report, the UN Food and Agriculture Organisation (FAO) estimated the carbon footprint of wasted food was equivalent to 3.3 billion tonnes of carbon dioxide per year. "Prevention is crucial because of the high prevalence of mens use of violence found across the study sites and it is achievable because the majority of the factors associated with mens use of violence can be changed," he said. The studys findings reaffirmed that violence against women is an expression of womens subordination and inequality in the private and public spheres. The findings show how mens use of violence against women is associated with mens personal histories and practices, within a broader context of structural inequalities. For example, men who reported having perpetrated violence against a female partner were significantly more likely to have gender-inequitable attitudes and try to control their partners. A 107-year-old Arkansas man has been killed during a shootout with US police and SWAT team members. Police said officers responded to a disturbance at a house in Pine Bluff city and found that suspect Monroe Isadore had pointed a gun at two people. The two victims were led out of the house. As the officers approached the bedroom where Isadore had taken cover, he shot through the door. Isadore failed to injure any of the officers with his gunfire. Supervisors began negotiating with Isadore and a Special Weapons and Tactics team was called out. Using a camera inserted into the room,

'World's Largest Volcano Discovered Beneath Pacific

Scientists say that they have discovered the single largest volcano in the world, a dead colossus deep beneath the Pacific waves. A team writing in the journal Nature Geoscience says the 310,000 sq km (119,000 sq mi) Tamu Massif is comparable in size to Mars' vast Olympus Mons volcano - the largest in the Solar System. The structure topples the previous largest on Earth, Mauna Loa in Hawaii. The massif lies some 2km below the sea. It is located on an underwater plateau known as the Shatsky Rise, about 1,600km east of Japan. It was formed about 145 million years ago when massive lava flows erupted from the centre of the volcano to form a broad, shield-like feature. The researchers doubted the submerged volcano's peak ever rose above sea level during its lifetime and say it is unlikely to erupt again. "The bottom line is that we think that Tamu Massif was built in a short (geologically speaking) time of one to several million years and it has been extinct since," co-author William Sager, from the University of Houston, US, told the AFP news agency. A Montana newlywed has been charged with murder after admitting she shoved her husband off a cliff eight days into their marriage, authorities say. Jordan Linn Graham, 22, appeared in a federal court on Monday charged with Cody Johnson's death on July 7. Police say Ms Graham initially lied about what happened that evening. She reported her 25-year-old husband missing the next day. Her lawyer declined to comment to the Associated Press news agency. Baked Snapper In Lemon-Garlic Sauce

2 large snapper fillets 1 medium red onion, thinly sliced 2 cloves garlic, thinly sliced 1/4 cup fresh lemon juice 3 tablespoons olive oil 1/4 cup chopped fresh parsley 1 large tomato, cored and chopped 1/4 teaspoon kosher salt 1/4 teaspoon fresh ground black pepper Instructions

1. Preheat the oven to 375F. Lightly oil a baking dish. Prep all the ingredients and pat dry the fish. 2. Mix together the onion, garlic, lemon juice, olive oil, parsley, tomato, salt and pepper in the baking dish. Set the fillets into the mixture and spoon the sauce over the top of the fish. Cover the dish with foil and bake until the fish is just cooked through, about 20-30 minutes.

Roasted Chicken With LemonBasil

Ingredients 1 whole chicken Salt and freshly ground black pepper 2 tbsp unsalted butter, at room temperature 2 tbsp olive oil 1 tbsp agave nectar Grated zest and juice of 2 lemons 4 cloves garlic, smashed and finely chopped 1 cup thinly sliced fresh basil leaves Leaves from 1 bunch of fresh thyme Preparations Pre-heat the oven to 350F. Discard the chicken giblets. Rinse the chicken and pat it dry. Place the chicken in a roasting pan and season it liberally

with salt and pepper, inside and out. In a small bowl, mix together the butter, oil, agave nectar, lemon zest and juice, garlic, basil, thyme, 1 teaspoon salt, and 1/2 teaspoon pepper. Rub the mixture all over the chicken and season the chicken once more with a couple dashes of salt and pepper. Stuff the chickens cavity with any excess seasoning and the 2 used lemons. Transfer the chicken to the oven and roast until a meat thermometer inserted in the thickest part of the thigh (without touching the bone) registers 180F, about 1 hour and 45 minutes. Remove the chicken from the oven and let it rest for 5 minutes before carving.

For all the growing diversity the 2011 census and related surveys have portrayed in Canada, Wednesday's final release reveals a contrasting constant: the richest of the rich in Canada are married, middle-aged white men. The rest of us are up to our eyeballs in mortgage debt. Statistics Canada has published the final batch of data from its new and controversial National Household Survey -- the survey meant to stand in for the long-form census scrapped by the Conservatives in 2010. The release was delayed for a month due to a glitch in the agency's formulae. It shows that the median family income in Canada is $76,000 -- generally higher in the West than the East -- while the median individual income is just $27,600. That means just as many individuals earn less than $27,600 as earn more. The richest 10 per cent of individuals are making more than $80,400. And the very rich -- the 272,600 individuals that make up the top one per cent -- are all making more than $191,100. Those people are making an average of $381,300 each, 10 times the average Canadian income of $38,700. The large discrepancy between the median and the average suggests there is a very small percentage of the super-rich. The portrait of the rich differs starkly from the portrait of Canada in general that has been exposed in previous releases of the census and NHS. Data up till now have shown an increasingly diverse population -- aging, but also

multi-racial, open to unconventional family structures, with women making huge strides in the workplace. The rich, on the other hand, are a throwback to the olden days: overwhelmingly male, between the ages of 45 and 54, almost always married or living in a common-law relationship. Education clearly pays. Despite recent questioning of the value of university degrees, more than two thirds of the top one per cent had a university degree, compared to 20.9 per cent of the total population. And almost a quarter of those who had a university degree had found a way to work themselves into the top 10 per cent of income earners. "The high income is really reflective of the old Canada, which is much less diverse," said Doug Norris, chief demographer at Environics Analytics. But as immigrant populations become more established and as women gain ground in the workplace, the income data will slowly start to reflect the broader diversity of the population, he predicted. "Over time, I think you'll see that diversity creeping in." Already, the NHS shows that secondgeneration immigrants are making far more money than the national median. And ethnic groups that are well-established in Canada, such as Japanese immigrants, are also well above the median. As for the other end of the spectrum, the bottom 10 per cent of income earners tend to live in cities, especially Montreal. Low-income neighbourhoods are known for their high proportions of visible minorities and recent immigrants, and a preponderance of single parents. While the national median annual income for a full-time worker is $50,699, the median for a visibleminority worker is just $45,128. For a First Nations full-time worker, the median income is $41,684. The highest income in Canada is found in the area around Fort McMurray in the Alberta oilsands, where median family income is $186,782. It's almost impossible, however, to figure out from the data whether income inequality has increased since the last census in 2006. The government agency refuses to discuss history, and the data released on Wednesday were laced with large boxes of warnings not to undertake amateur comparisons. That's because the NHS data was collected in a voluntary survey that likely has a bias in favour of higher income respondents, while the 2006 census was a mandatory survey with fewer biases. Tables buried in a technical document show some measures of poverty climbing over the past five years, while another set of tables shows it falling. "In here, we start with the premise we're not doing trends," said Brian Murphy, a special adviser on income for Statistics Canada. "The NHS, to me, is one piece of the puzzle."

Norris crunched some of the numbers himself and adjusted for inflation, finding that median family income climbed by about six per cent nationally between the last census and now. The biggest leap was in the Fort McMurray, where median family income jumped 33 per cent. Families in St. John's saw their median incomes rise 18 per cent over the five years. Statcan does, however, venture to make some basic historical comparisons when it comes to mortgage debt and home ownership. The NHS shows that 69 per cent of households in Canada own their home, up only slightly from the 2006 census after a long, historical climb in home ownership. Canadians have paid a price for their tendency to buy instead of rent. More than 25.2 per cent of households are spending more than 30 per cent of their income on shelter, surpassing the standard measure for having an affordable home. That's up slightly from 24.9 per cent in 2006. Of those living in an unaffordable home, 83 per cent of them were saddled with a mortgage. Overall, 58.6 per cent of homeowners were still paying off their mortgages according to the 2011 survey. That's up from 57.9 per cent in 2006 and 55.2 in 2001. In 1991, it was 51.5 per cent. Toronto was the most costly city to maintain a home, at $1,366 a month, while Trois-Rivieres, Que., was the cheapest at $697.

B.C. Man Fighting Ticket After Irate Mailman Allegedly Kicked His Cocker Spaniel And Reported A Dog Attack
A B.C. man is claiming he has been unjustly maligned by Canada Post after a mail carrier kicked his yapping cocker spaniel, threatened him with pepper spray and then reported the incident to authorities as a dog attack. Right around 11 a.m., said Mr. Li, after spotting an approaching mail carrier, the dog erupted into a barking fit. Almost immediately, said Mr. Li, the mail carrier ran at the dog and delivered two kicks to the head. When he protested and scooped the dog into his arms, thats when he came up to my face two inches away from my face and said f you, he said, adding that he then pushed the man away with his left hand. He started swearing, cussing I dont know what he was talking about and his right hand was going through his bag and thats when he said Im going to pepper spray your fing ass! The standoff then fizzled out, with Mr. Li heading indoors to file a complaint with Canada Post and the mail carrier whipping out his cellphone, presumably to do the same. By the next delivery day, Mr. Li said he was visited by a Canada Post supervisor and a union representative, who informed him that his mail service had been cut off. Two weeks after that, the City of Richmond slapped him with a $125 violation ticket. There was no investigation at all; they only took the statement from the mailman, and not us, he said. Service resumed after Mr. Li signed a letter issued in the wake of the incident after taking special care to note that he was not claiming responsibility for the alleged dog attack, which resulted in no injuries to the mail carrier. Nevertheless, Mr. Li is disputing the ticket and has complained to the Canada Post ombudsman, alleging extreme bias in favour of the mail carrier. The carrier, whom Mr. Li knows only as Tom the mailman, is relatively new to the route. His predecessor, a dog owner, typically responded to Craven by playing with him, said Mr. Li. Every year, more than 500 bites from dogs big or small are serious enough to require medical attention, said Canada Post spokeswoman Anick Losier. Too often, the first thing our carriers hear from customers, after being bitten, is my dog has never done this before or has never been violent, she added, although she declined to comment on Mr. Lis case specifically. In cases where an incident has happened, however, mail service is immediately suspended until the resident signs a letter of assurance that the dog will be kept safely restrained. BC Hydro customers could be facing a 26 per cent rate increase by 2016, according to a confidential document that was leaked to the media but the government says the forecast increase has yet to be approved. The document says the rate increase is necessary to pay for roughly $1 billion in rising costs, including contracts with independent power producers and capital projects needed to meet increasing power demands. But B.C. Energy Minister Bill Bennett says the report was just a preliminary forecast, and no rate increases have been approved. "It's way too early to speculate on how much rates will go up. They will have to go up some. All I can say is that was a very early document. It was the first meeting of five that was held to discuss rates and rates will not go up by what was said in that document," said Bennett Bennett says investments in new transmission and generation facilities will power the B.C. economy in the future and British Columbians can expect an electrical rate increase to fund those projects. Alison Hale, Stats Canada's director of income statistics, says that's not surprising. "That's how the income tax system is designed," said Hale. The machinery of government plays Robin Hood with that money through various benefit programs. That means the poorest 20% of Canadians get more than half their income from government pension plans, Old Age Security, Guaranteed Income Supplements, Employment Insurance benefits, welfare payments or child benefit programs. Hale suggests people may find that finding "reassuring." "There's a perception that transfers should be going to people in need," she said. The groups most dependent on government transfers, said Hale, are seniors and single women raising children under six. Residents of some of the Atlantic provinces were the most dependent on government transfers for their income. "In three provinces -- Newfoundland and Labrador, Prince Edward Island and New Brunswick -- the total in transfers received was slightly more than the taxes they paid," said the NHS. In all other provinces and territories residents paid more in income tax than they got back from government programs. "As a percentage of total income, Alberta was the only province whose taxes exceeded transfers by more than 10 percentage points," said the NHS. The data also shows that while seven in 10 Canadians get some kind of government transfer, only 13% depend exclusively on those transfers for their income. For the most part, Canadians don't depend on their fellow taxpayer for their income. The NHS found that almost 88% of Canadians' incomes come from private sources. "Obviously, we're a nation of workers," said Hale. In fact, many Canadians are working into their golden years to supplement their income. Most still retire at 65 when their state pension benefits become available, but the NHS still found that "at age 66, about four in 10 still had employment income." That gradually declines as workers age, however. "By the age of 74, employment income accounted for less than 10% of total income," said the NHS. The 2011 NHS shows the average income of Canadians is $38,700. Hale says it's difficult to compare that with the figure from the 2006 census because of different methodologies used.

were brought into a sleep lab on two occasions, a month apart. During one of the visits, they were kept awake throughout the night; during the other, they were allowed to sleep. In the morning, the participants were offered a full breakfast to ensure that they wouldnt be hungry. (Interestingly, as predicted from previous studies, the young men tended to eat larger portions of food after being deprived of sleep than they did after getting a full nights sleep.) Then the men were given the equivalent of about $50 and instructed to spend all of it in an online grocery store. The store had 40 items, including 20 high-calorie foods and 20 low-calorie ones. On the morning after they were kept awake all night, the participants purchased an average of 9 percent more total calories and 18 percent more total grams of food with their money than they did after a night of laboratory sleep. This finding suggests, according to the studys authors, that increased food purchasing in the morning after nocturnal wakefulness may represent another mechanisms through which a repeated or chronic lack of sleep, e.g., through shift work, promotes weight gain. Our findings are broadly significant, they add, for people working in a variety of professions, including shift workers, cab drivers, nurses, doctors, and other jobs requiring work at night. More vulnerable to impulsive decisions The study also found that sleep deprivation causes blood levels of the hormone ghrelin, which is suspected of increasing hunger, to rise. But no direct correlation was observed between ghrelin levels and the amount of food purchased by the studys participants.

That suggests, say the studys authors, that other factors are involved. Indeed, research involving functional magnetic resonance imaging (fMRI) has suggested that sleep deprivation leaves the brain more vulnerable to impulsive decision-making. In other words, when were tired, were less likely to be able to resist slipping a candy bar or six-pack of sugary soft drinks into our grocery cart. Bollywood megastar Amitabh Bachchan has been honoured with the Global Diversity Award 2013 at the State Room of Britain's House of Commons in London. Speaker of the House of Commons, Rt Hon John Bercow MP presented the ornately sculpted glass Award to the 71-year-old actor describing him as "a Bollywood icon and the most famous Indian film star of all time." Describing Bachchan as a role model, Speaker Bercow said, "You have been a role model and Amitabh you deserve the award." British actor Hugh Grant was present at the award ceremony which was chaired by Rt Hon Keith Vaz, MP, Chairman, Home Affairs Select Committee. The citation noted that "Amitabh first gained popularity in the early 1970s as the 'angry young man' of Hindi cinema, and has since appeared in over 180 Indian films in a career spanning more than four decades. Bachchan is regarded as one of the greatest and most influential actors in the history of Indian cinema." "He is a Global patron for the diabetes charity Silver Star and last year was presented with a Mobile Diabetes Unit for his home city Mumbai named 'Amitabh' in his honour," the citation said. Receiving the award, Bachchan said he was overwhelmed to receive the "extremely historic award." "I have been extremely overwhelmed by the love and affection of the people of Great Britain," and thanked his parents and family for their support in

achieving what he did. He said when Keith Vaz introduced him to the Diabetes awareness campaign, "It has been a great privilege and honour to visit various cities in helping people to tackle diabetes." The actor thanked Vaz for naming one of the Mobile Diabetes Units in his name in Mumbai and welcomed the announcement to start yet another mobile unit in Delhi, named after his father Harvanshrai Bachchan. "My father taught English in Allahabad University and in 1952 he was the first Indian to get a Doctorate in English Language at the Cambridge. He completed his Doctorate in two years instead of normal 4 years." Referring to Bollywood, he said, "There are very few institutions which can boast of such unity as the Film industry." Asked about his future plans, Bachchan said, "I just did a film called "Satyagraha" which dealt with sociopolitical issues. There are several other films in the pipeline including 'Bhootnath 2'. The Cadillac CTS led GM's blitz against banality, back in 2001. And since then, the "standard of the world" brand has battled back, segment by segment, replacing duller rolling stock with better cars, every time. The streak goes on with the 2014 Cadillac CTS, now ready for its worldwide launch. The thirdgeneration CTS finally tackles the thorny E-Class/5-Series/A6 superset head-on, while it marches Cadillac a few more brisk steps away from its straight-edged Art & Science theming. That retreat is unmistakable--because from some angles, the 2014 CTS has an uncanny resemblance to the Mercedes-Benz E-Class. It's all in the rear roofline, the angle of the pillar that bends down toward the trunklid, and the shapes of the side glass. Everywhere else, the CTS is Cadillac, evolving as it is. The blunt edges have been smoothed down. The CTS' grille has fewer ribs and a higher badge, and the vertical headlamps get LED trim that does the neat trick of pulling the nose to the ground, while it picks it up and into the fenders. The lessons learned from the Cadillac ATS get applied inside the 2014 CTS. The dash cap is wrapped in a single piece that drapes into the center stack, and wood trim mingles with cut-andsew upholstery, at least on uplevel models. The two-tone themes that liven up the ATS can be had on the CTS too, and present some of the same exciting options and pitfalls--we haven't seen all the combinations, but the ATS can get overwhelmed with a poor hand on the options tiller, and we assume the same holds true for the CTS. By the way, the CTS sedan is the only model being shown off by Cadillac to date. From what we understand, the coupe and wagon editions might not return, now that Cadillac has the ELR electric coupe and the SRX crossover wagon to support. Bracketed by turbos Three engines frame the 2014 CTS's argument in the mid-size luxury debate. The base powerplant is the same 2.0-liter turbocharged fourcylinder, rated at 272 horsepower and 295 pound-feet of torque, that launched with the 2013 ATS just last year. GM says it's likely worth an EPA rating of 19/30 mpg in its lightest rear-wheeldrive application, with the standard paddle-shifted six-speed automatic. All-wheel drive drops gas mileage to 18/26 mpg. The ever-present 3.6-liter V-6 shows up in the midrange CTS, where it checks in with 321 horsepower and 275 poundfeet of torque, and a choice of rearor all-wheel drive. Fuel economy's estimated at 19/28 mpg and 18/27 mpg, respectively. The same six-speed automatic with paddles is standard, but a new eight-speed, paddle-shifted automatic is an option with this engine. At the peak of the CTS lineup there's the Vsport, fitted with GM's new twin-

turbo 3.6-liter V-6, and good for 420 horsepower and 430 pound-feet of torque. It's rear-drive only, paddleshifted eight-speed automatic only, and rates 17/25 mpg in preliminary gasmileage tests. All versions of the CTS ride on a fully independent suspension, and use electric power steering. All models will have access to GM's Magnetic Ride Control adjustable dampers, while the Vsport gets a flurry of handling upgrades all its own, including 18-inch Pirelli tires, with 19-inch upgrades, quicker steering, a track mode, an electronic limited-slip differential, and Brembo brakes. No matter which version's in question, GM says weight distribution of 51:49 will keep handling well-balanced--and it says a relatively light curb weight of 3,616 pounds in base trim puts the CTS about 200 pounds under the BMW 528i and 250 pounds under the lastgeneration CTS. Finally, a true mid-sizer That's all the more surprising since the 2014 CTS has grown up and out, now fitting the current definition of midsize--at least, in the luxury realm. The 2014 CTS is 195.5 inches long overall--4.1 inches longer than before-and the wheelbase is 114.6 inches, an increase of 1.1 inches. The roofline's lower by an inch, to 57.2 inches. We expect great things from the CTS's seats, if those in the ATS and other new GM products are any example. The CTS will be offered with standardissue seats with 14-way power adjustments; leather-trimmed, 16-way adjustable seats and 20-way adjustable seats are options, with manual tweaks for the bottom cushion length and the headressts. As for quality, GM's active noise cancellation will be in effect on fourcylinder versions, cutting perceived interior noise levels by up to 20 dB. It's essentially white noise pumped into

the cabin through the CTS' Bose audio system. Safer seats? Like the 2013 ATS, the 2014 CTS will get a full dose of tech-intensive safety features, above and beyond the usual stability control. Ten airbags, parking sensors, rearview cameras--they're a little passe, aren't they? The CTS will offer a combination of radar and cameras that enable forward-collision alerts, adaptive cruise control, crosstraffic alerts, and lane-departure warnings. The CTS also gets the clever haptic setup from the ATS and XTS, wherein the lane-keeping functions don't vibrate the wheel as they do on some luxury cars--they vibrate the seat, either on the left or the right side of the bottom cushion, depending on which side you transgress. GM's OnStar system is free for a year with the 2014 CTS, and comes bundled with smartphone-app access, down to remote start. 2014 CTS features and options The 2014 Cadillac CTS will come in three different trim levels, named just as those on the ATS are named:

Luxury, Performance, and Premium. All versions will come with power features, cruise control, climate control, and Bluetooth with audio streaming. Cadillac's CUE system will be available. It's a defining piece of technology for the brand, and one that's not completely baked--a sentiment we have regarding other infotainment systems. In particular, CUE's haptic feedback isn't always predictable, and its natural-language recognition isn't foolproof. But it's a dramatic-looking setup with some fascinating features worth learning: there's a big 8.0-inch screen that displays navigation, audio, climate, and phone functions, linked to a second screen between the gauges, controlled by voice or by steeringwheel controls. Navigation integrates with CUE, but it's an option on base versions of the CTS. Other nifty touches include parking assist, which steers the car into parallel spots while the driver keeps a foot on the pedals; ambient LED lighting; Bose audio; and a cupholder with a poweroperated cover. Forget what the GPS says--that's the signal you've arrived.

Dioxins and PCBs tend to be found in all foods containing fats. They have no immediate effect on health, but can be harmful because they build up in our bodies over time. The recommended maximums for oily fish are lower for most girls and women because high levels of dioxins and PCBs in the diet could affect the development of a baby in the future. If a woman changes her diet when she becomes pregnant, or when she starts trying for a baby, this won't change the levels of dioxins and PCBs that are already in her body. So it's a good idea to limit the amount of oily fish eaten from a young age. Omega 3 fatty acids are good for a baby's development so pregnant women shouldn't stop eating oily fish. So remember, don't give up eating oily fish because the health benefits outweigh the risks as long as you don't eat more than the recommended maximums. Recent surveys have shown that some other fish, as well as brown crab meat, might also have similar levels of dioxins and PCBs as oily fish. These fish are: sea bream, sea bass, turbot, halibut and rock salmon (also known as dogfish, flake, huss, rigg or rock eel). Anyone who regularly eats a lot of fish should consider choosing a wider variety and avoid eating crab and these five fish too often. Eating a wider variety of fish and shellfish will also help reduce the environmental impact. Also adults should have no more than one portion of swordfish a week. This is because it could contain high levels of mercury.

Canucks Look To Rebound From Two Early Playoff Exits


The Vancouver Canucks arrived for training camp Wednesday with high expectations following two first-round playoff exits. Fiery new coach John Tortorella is likely to be more demanding than laid-back predecessor Alain Vigneault, the winningest coach in team history. Vigneault was fired last spring and took over Tortorella's previous job with the New York Rangers. But with few roster changes expected as Tortorella's era in Vancouver begins under a reduced NHL salary cap, some veterans are looking for motivation from within. "We accomplished quite a bit, this core group, in the last five, six, seven years," said defenceman Kevin Bieksa. "But obviously the last two years, we're not happy with at all. Two firstround exits. Last year was just straightup embarrassing. "So we have a lot to prove to ourselves and everybody else obviously. Expectations in the (dressing) room are always going to be higher for us than from the media or the fans. We want to win. We want to win now. We've been together for a long time and we've put in a lot of work." Players also expect to work hard under Tortorella, who was fired by the Rangers at the end of last season. He's attempting to change his reputation for having a hot temper, little tolerance for reporters' questions and a tendency to browbeat players. But Tortorella, who is also known for physically demanding training camps, said it will still take him some time to figure out which players need extra incentive to play at their best. "It's not always looking to kick a guy," said Tortorella. "That's what happens sometimes when we talk about this (reputation), that all I'm doing is kicking people. "That's not what this is about. It's watching, observing (and) that's why I can't wait to get going. I want to get to know them. I want them to know me, and then you go through your day-today situations and what comes up that day, react to. I'll make mistakes. I hope I correct them and go the right way, but you can't forecast, you can't predict, how you're going to (motivate players.) You need to take each day at a time."

While players go through a feelingout process with Tortorella, goaltender Roberto Luongo will "just try to feel it out" when it comes to staying with the Canucks after the club indicated it would trade him in the past two offseasons. While Luongo said he could not ask for anything better than being a starter in the NHL, he has yet to express pleasure about staying in Vancouver. "I'm not saying I'm unhappy," he said. "Right now, I just want to be playing and then we'll see how it goes." Defenceman Dan Hamhuis said all the Canucks are eager for the season to start under Tortorella. Hamhuis, a 30-year-old Smithers, B.C., native said players must be mentally tough when dealing with criticism from the new coach, who pledged to implement a culture that allows players to be highly creative on offence but still play strong defence. "He's going to raise his voice and yell at us if he's not happy with our performance," said Hamhuis. "We've got to expect that and we can't get down on ourselves and get down and be upset in a way that it's going to negatively affect our play. "We have to understand that he wants the best for us, and he's not trying to put us down as individuals. He's trying to build us up." Notes: Winger David Booth remains out with an ankle injury suffered last March. General manager Mike Gillis said Booth has still not been cleared to play.

The Canucks held off-ice physical tests Wednesday at Rogers Arena and will conduct on-ice testing at the University of British Columbia on Thursday before hitting the ice for workouts back at their downtown rink Friday. Winger Zack Kassian, 22, acquired two seasons ago from Buffalo in the Cody Hodgson trade, is one player who appears likely to receive an extra push from Tortorella. The coach reached out to Kassian in the off-season in a bid to get him going early. "I want to give him every opportunity to be a huge part of this team, and I've told him that," said Tortorella. "I want to give him an opportunity because of what people have told me about him. It's something that I think the team needs as far as his willingness, as far as his playing into a bigger role within the team. I'd like to see it happen." He wants Kassian, who may get a chance to play as a top-six forward in pre-season games, "to step out of himself" and become a "big part" of the club. Kassian, who has played on all four lines without establishing a clear place, said it's up to him to show what he can do and earn a bigger role. "It's always tough when you're bouncing around on lines, but I don't want to use an excuse," said Kassian. "I need to get more consistent. Roy Krishna Signs For Auckland City


Fijian international striker Roy Krishna has joined Auckland City for the upcoming ASB Premiership season.
Coach Ramon Tribulietx said the capture of Krishna is timely after striker Manel Exposito signed a two year professional deal with Belgian second division side KAS Eupen. The 26-year-old Krishna becomes the second player in two seasons to swap the white and red of Waitakere United for navy blue after Chris Bale signed for Auckland City last year. "It's great for our club to sign someone of Roy's calibre as we know first hand just how difficult it is to deal with a player of his characteristics so it will be really good to have him with us. "Hopefully the fans will be able to enjoy Roy now, and he comes in at the right time after the loss of a couple of important players from our front line. " Tribulietx said. Krishna revealed that the lure of competing at the FIFA Club World Cup was a big factor in his move to Auckland City. "The chance to compete on the international stage was a big thing for me at this stage of my career." Krishna said. Last year: Simply put, last season was disappointing, dominated by a goaltending controversy, and one that ultimately cost Alain Vigneault his job after a disastrous and brief playoff run. Yes, the Canucks won their division last season, but for a team used to regular season success and only one year removed from back-to-back Presidents Trophies, it was of little comfort. Hindsight is 20-20, but the polemic surrounding Roberto Luongo and Cory Schneider should not have been allowed to continue into the 2013 season and the Canucks suffered from it. Schneider was Vigneaults preferred hand for a majority of the shortened schedule, but the pair split duty in the playoffs where the team went out again with a whimper in the first round, swept by the San Jose Sharks. For a team and a fan base expecting to compete for a Stanley Cup, last season just wasnt acceptable for the Canucks. This Year: The tale of two goaltenders was finally resolved in the offseason, but not the way that most expected. Cory Schneider - and not Roberto Luongo - exited the stage in a draft day trade with the Devils that saw the Canucks acquire the No. 9 overall pick (and select Bo Horvat). But heres the rub: the reinstallation of Luongo as the undisputed no. 1 goalie does not automatically solve the problem and remedy the situation. Mentally, he was prepared to have moved on from this chapter in his career and start fresh in a different city. Yet, here he is back in Vancouver and fences will need to be mended and trust rebuilt. Of course, this also means that Luongo will be playing with a major chip on his shoulder in a year where hes once again eyeing a starting spot on Canadas Olympic team. An angry, motivated Luongo could be a very frightening proposition for opposing teams this season. If we thought the media circus surrounding the Canucks was entertaining before, it could reach new levels of craziness this season. No, there will no longer be the goaltending controversy that dominated the narrative for the past two seasons, but John Tortorellas notoriously contentious relationship with the media will more than make up for that. The question is, of course, whether or not Tortorella is the right man for the job. Having survived in New York as long as he did, the media spotlight in Vancouver wont be a problem, but is he the man who can take the same aging core of players that Vigneault couldnt and finally reach the ultimate goal of a Stanley Cup as their window continues to get smaller? The only new faces on the Canucks roster this season will be complementary pieces, so its going to be up to the same players who were swept last season to erase that nightmare of a playoff run and get back to whats made the Canucks one of the best teams in recent years.
