Show Management reserves the right to vary or add officials and refuse any entry
for a cause; to disqualify any exhibitor and/or his or her horse for cause; to cause
an exhibitor to forfeit his or her ribbons and winnings for cause; to return any
entry and/or stall fee before or during the show for cause; all without being liable
for damage or compensation. Show management reserves the right to make any
changes deemed necessary for the safe and efficient conduct of this competition.
Important notice to all affected parties: Third parties may come upon the property or
enter the facilities where any herein described or listed event will occur; provided, that
this is a license to enter the premises, for the purpose of observing or participating in
the event, but not otherwise, and such license to any individual is subject to revocation
by the owner, lessee or organizer, and entry for any purpose other than granted herein,
shall be deemed criminal trespass and subject to appropriate legal proceedings.
Motorized Vehicles (GR 1301.7) Minors who do not have a valid driver’s license
which allows them to operate a motorized vehicle in the state in which they reside
will not bepermitted to operate a motorized vehicle of any kind including, but not
limited to, golfcarts, motorcycles, scooters, or farm utility vehicles on the com-
petition grounds of recognized competitions. Minors who have a valid temporary
license may operate the above described motorized vehicles as long as they are
accompanied by an adult with a valid driver’s license. Violations of this rule will be
cause for sanctions against the parent(s), guardian(s) and/ or trainer(s) who are
responsible for the child committing the offense. Penalties may include exclusion
of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds
for the remainder of the competition and charges being filed against any of the
above individuals in accordance with Rule 6. Wheelchairs and other mobility as-
sistance devices for individuals with disabilities are exempt from this rule.
Warning: Under the Equine Activity Liability Act, each participant who participates in
an equine activity expressly assumes the risks of engaging in and legal responsibil-
ity for injury, loss, or damage to person or property resulting from the risk of equine
activities.
Rules – Every class offered herein which is covered by the rules and specifications of the current
USEF rulebook will be judged in accordance therewith. Classes not covered in the current
USEF rulebook will be judged in accordance with the rules listed below. In any situations arising
that are not covered specifically by USEF rules, or by the rules listed below, the decision of the
Show Manager and/or Steward shall be final.
Cross Entries – Classic Pleasure entries may cross enter in other divisions.
Returned Checks - $25 fee for any nonnegotiable check. The check amount + this fee must
be paid within 30 days from the end of the show, or the exhibitor will be reported to USEF and
subject to USEF suspension and fines.
Registry – All horses shown in Morgan only classes must be registered with the American
Morgan Horse Association, Inc.; or the Canadian Morgan Horse Association; or the British
Morgan Horse Society; and must be entered under their full registered name and registration
number, or, if under one year of age, be eligible for registration. All horses must be entered
under the names of the owner(s) or leasee of record with AMHA, CMHA or BMHS. A copy of
the registration papers showing recorded ownership or proof of lease must be submitted with
entry form at the time of making entry. Half Morgans – are eligible to participate in Carriage,
Hunter over Fences, and Dressage classes (except Medal classes.) All half Morgans must be
registered with the American Part Blooded Horse Registry. A photocopy of the Registration
papers must accompany the entry blank.
Age of Rider – is determined as of December 1st of last year. In any class entered by a Junior
Exhibitor, the age of the exhibitor must be noted on the Entry Blank. Junior Exhibitors may not
show in Ladies or Gentlemen’s classes.
Amateur and Ladies Classes- are open to Adults 18 and over only.
Novice – is defined as a horse that has not won three 1st place ribbons at Regular Member
Competitions in the particular performance division in which they are competing.
Limit-is defined as a horse or rider who has not won six 1st place ribbons at Regular Member
Competitions in the particular performance division in which they are competing.
NCMA Futurity – Futurity classes are open only to horses which meet all Futurity requirements.
Decision of the Futurity Chair shall prevail. NCMA Futurity information and complete Futurity
Rules list is available from Robin Becklin 763-689-2099. Futurity payments are due on June
1st.
Stallions – may not be shown in Ladies or Junior Exhibitor Classes, including Fitting and
Showmanship.
Ring attire – All riders, drivers, and attendants shall be neatly and suitably dressed when entering
the ring. Be advised this means no torn jeans, no shorts, no tank or halter tops. *Gentlemen
attendants must wear shirt & tie for evening performances.
Amateur Classes – Participants must possess a current USEF Amateur Card and qualify
under USEF Amateur rules.
AMHA Medal Classes – Riders in AMHA Medal Classes must be members of AMHA, or apply
and pay dues before competing in the classes.
Two Minute Rule – will be enforced! Exhibitors are responsible for being ready for classes
when they are called. If more time is required for a tack change (which is to be made in
the paddock area), the Paddock Master must be notified BEFORE the start of the session in
which the hold is requested. Gate Holds must be declared ONE HOUR before the session with
the name of person requesting hold!*
Paddock Area- Please note that during the show ALL HORSES and ALL PERSONNEL are
under the direction of the paddock master. Please pay attention when in the paddock area.
Post Entry Fee – is $25 per horse. At least one class entry fee, and all stall, drug, USEF, and
office fees PER HORSE must be paid in full by June 1st to avoid the post entry fee.
Failure to enter a class - a $25 fee over the cost of the class fee will be enforced for anyone
showing in a class not duly entered in. This fine is assessed for failure to enter up to 1 hour
prior to the start of the performance in which the class is shown.
Failure to cancel a class - a $25 fee over the cost of the class fee will be enforced for anyone
failing to cancel an entry in a class. This fine is assessed for failure to cancel an entry they
did not intend to show up to 1 hour prior to the start of the performance in which the class is
shown.
$15 charge for incomplete entries. Entries not containing all necessary documents to verify
elegibility for horse/rider/owner/trainer/handler (including negative Coggins) will be considered
incomplete. Copies of registration papers showing proof of current ownership, copies of current
USEF and AMHA membership and current negative Coggins must accompany the entry
blanks along with the REQUIRED three (3) signatures and compete addresses for owners and
trainers.
Refunds – Refunds of entry fees will be made only when a veterinarian’s certificate (physician’s
certificate for equitation) is presented before the start of the show. Refund of stall fees will be
made ONLY if received BEFORE the closing date of entries. Stall Fees WILL NOT be refunded
after the closing date of entries. No REFUND will be made if the certificate is presented after
the start of the show, unless the horse is on the grounds and the certificate is made by the
official show veterinarian.*
Tri-State approved classes – Classic English Pleasure; Classic Pleasure Driving; English
Pleasure Open, Jr. Horse, & Jr. Exhibitor/Amateur; Hunter Pleasure Open & Jr. Exhibitor/
Amateur; Pleasure Driving Opens & Jr. Horse; Western Pleasure Open, Jr. Horse, & Jr.
Exhibitor/Amateur.
Arenas: Main performance is an indoor arena 120’ x 275’ of clay/sand mix. Schooling
area is a covered 80’ 180’ sand ring
Management reserves the right to change or alter the officials lists or assigments
without notice, prior to, or during the show.
Tack Hold Requests must be made before the start of the session!
FAIRGROUNDS REGULATIONS
Arrival – No vehicles, equipment, materials or horses may arrive on the grounds
before 4:00 P.M. on Tuesday, and they must leave the grounds by 10:00 A.M. on Monday.
Parking on the street is prohibited. All parking shall be in the area designated. Check with
the security officer if in doubt. Posted parking regulations must be observed; violators will be
towed and charged accordingly.*
Campers – Overnight sleeping or camping is allowed in self-contained units which may park
only in the livestock parking area. Please do not park/camp on the north side of the midway lot.
A daily camping fee must be paid for in the show office and includes electrical hook up. The
daily fee will be $25 per camper, tent, or RV.....no exceptions. All campers must display
the sticker showing they paid in the front window.*
Dogs – must be leashed at all times. No dogs will be allowed in the coliseum at any time.
Exercising horses – must be done in designated areas only! Never on the grass.
Fire Safety Regulations – Ignition sources such as frying pans, coffee pots, hot plates, toasters,
toaster ovens and warming trays are prohibited in the barns. Smoking and any other open flame
is prohibited. Tops of stalls may not be covered. Decorative material (stall curtains) must be
rendered and maintained flame retardant in accordance with the state fire code; documentation
is required. Only heavy duty, grounded extension cords may be used.
Barn maintenance – Exhibitors are to keep barn aisles clear of obstacles at all time. Aisles
are to be swept regularly, trash is to be deposited in barrels, and manure is to be hauled in
carts provided to the pit on the west side of the barn. All stabling areas will be fumigated and
disinfected prior to any horse arriving on the grounds.

Avenue south.
From the South: Take 35W north to I-94 east. Exit on Snelling Avenue., then turn left
and head north. Or take 35E north to I-94 west. Exit on Snelling Avenue, then turn right
and head north.
From the East: Take I-94 west to Snelling Avenue, then turn right and head north.
From the West: Take I-94 east to Snelling Avenue, then turn left and head north.

• One horse per stall except for mare and suckling foal or two weanlings

the Horse Show office.

Express check-in 12 PM to 4 PM Competitors with complete entries will be
hosted to a speedy check-in. Only complete entries are eligible.
Wednesday — 4 PM to 9 PM. During the show, the office will close one hour before
each performance to prepare the class sheets and close at the end of the last class
each evening.
All checkouts must be completed within ONE HOUR after the last class on Sunday!
Stabling is at the sole discretion of the North Star Morgan Americana horse
show. Considerations include but are not limited to the following nor necessar-
ily in the following order: the number of stalls necessary; available barns for
stabling; the most efficient use of the stalls on the show grounds; number of
stalls requested; history of attendance; history at a particular location; increase
or decrease in the number of stalls requested; support of the show to include
personal time, attendance and exhibition of horses, and financial contribution.
Championship Awards will be given through 8th place, except for Championship
In-Hand and Carriage. These will be given Champion and Reserve awards only.
Junior Exhibitor and Equitation Championships do NOT receive paybacks.
All Jackpot Classes will be paid out as follows: $500 plus ½ the entry fees will be
divided 1st - 30%, 2nd - 20%, 3rd - 15%, 4th - 15%, 5th - 10%, 6th - 10%
Yearling Sweepstakes class will pay out $3,000.00 as follows: 1st-30% 2nd-20%
3rd-15% 4th-10% 5th-10% 6th to 8th - 5%.
Westen Wood Amateur High Point Challenge Trophy - All amateur class exhibi-
tor’s points will be tallied. The winner will be announced Sunday afternoon.

PERFORMANCE CLASSES
To be eligible for Championship classes, entries must have previously shown and been
judged in at least one qualifying class in the respective division (i.e., age group, amateur,
etc.)
Exhibitors in Walk-Trot classes may not have shown in any class requiring a canter or
lope.
Leadline class - Western, English, or Hunt Tack with rider and walker suitability
dressed. Horse must be lead at a walk at all times by an adult on foot. Perfor-
mance of child and suitability of horse and rider to be considered. No costumes.
Memento given to each entry. Leadline exhibitors may not compete in any other
class at the show.
Carriage Driving
Conducted in accordance with the rules, regulations and directives of the USEF Driving
Division. Classes will be split for more than 3 multiple hitches. Any breed is eligible to
participate in all Carriage Driving Classes. All obstacles will be set at 2 meters.

Entries must carry a driver, one or more passengers, and a 4th of July Picnic. Period
costumes are encouraged and drivers are not required to wear a lap robe or driving
apron. Entries are to be judged on the suitability of the horse to provide a pleasant
picnic drive. Wire wheeled vehicles are allowed. To be shown both ways of the ring
at a walk, slow trot, and working trot; to stand quietly at the rail; and to rein back if asked
Horses will not be asked to trot-on. To be judged 60% on manners, performance, and
way of going; 40% on overall impression, including presentation of the theme. Picnic
food will not be judged (but may be sampled!)

Ranch Horse
RANCH HORSE HALTER
Designed to showcase the conformation necessary for a ranch horse to do the job
undersaddle. Horses are ridden into the ring for judging, lined up, ground tied and
stripped. After inspection, horses are resaddled and may be led or ridden out of ring.
BARREL RACING
This is a timed event. The standard cloverleaf pattern is to be used with the contestant
having the option of running to either the left or right barrel first. A five-second penalty
will be assessed for each barrel down at the end of the run. Either or both hands may be
used on the reins. A contestant will be disqualified if the pattern is broken.
STALLION PRESENTATIONS
Freestyle stallion presentations are available for purchase at $100 each during the
evening sessions of the show. Stallion owners who purchase these will be given
5 minutes to highlight their stallion in any way they choose – formal presentation,
presentation of get, liberty presentation, etc. If you are interested, call Mary Todd

Meet our judges
Marsoe LaRose
Judge Marsoe LaRose is from Aldergrove, BC, a small community just outside Vancouver
where he raises and trains Morgan cross pinto horses and miniature horses for driving.
Although involved with horses for most of his life, after discovering the joy of driving, Marsoe
soon became involved in most aspects of the sport. He has driven at Advanced level
competitions since 1998, has been a member of Canadian Equestrian Driving Team and also
served as Team Coach at 2 World Championships. Marsoe drives singles, pairs and four-
in-hand; won the Canadian Interprovincial Combined Driving Championship twice and been
named the Pleasure Driving Grand Champion at the Calgary Carriage Driving Classic. In
2003 he received the prestigious British Columbia Premier’s Award for Horseman of the Year.
Marsoe is a current FEI International Judge; Registered Judge with USEF and ADS, a Senior
Judge with Equine Canada; an instructor and examiner for the British Driving Society’s
Harness Horse certification, an Instructor and Evluator in the Carriage Association of
America’s Driver Proficiency Program, a NARHA Coach for therapeutic driving; a certified
farrier; and enjoys teaching and judging driving across North America and Europe.
In 2008 Marsoe was selected as a Jury member for the World Singles Driving Championship
in Poland and will be judging international events in Hungary, USA and Canada this year as
well a jury member for the 2009 World Pairs Championship.

Fair and the Haflinger Futurity Show. For her own pleasure she
drives her 4 in hand of Welsh Cobs.
Cindy Mugnier
Cindy Mugnier is a third generation horse person from Massachusetts.Cindy is currently a
clinician for the AMHA/USEF Judge’s School program and sits on the AMHA Professional,
Judging Standards and Judging Education committees. She currently is on the Board of
AMHA serving as president.She is on the Stockbridge School of the University Of Massachu-
setts advisory board and serves as the vice president of the Massachusetts Morgan Horse
Association.
Cindy has been a judge at numerous Morgan shows in the United States and Canada, and
has been a clinician throughout the United States and Canada, New Zeland and Great Britian.
Rodney Hicks
Rodney Hicks has been in the hackney pony business for over twenty years. He serves as a
director on the board of the AHHS and the Northeast Hackney Society. Currently located in
Pittsfield, Massachusetts, Hicks maintains a public stable focusing on the amateur driver.
Former Champions trained by Rodney Hicks include Dun Haven Classic Contender, Silver
and Gold, Naughty By Nature, and Romeo’s Warrior LF. Hicks trained Truly Naughty By
Nature to the Ladies and Amateur World championships in 2008.
Judging assignments have been the World’s Championship horse show, the American Royal,
the Royal Winter Fair, and Illinois State Fair.
