Presidential Directive
The President has issued a Homeland Security Presidential Directive that provides the
Secretary of Homeland Security with the responsibility to manage major domestic
incidents by establishing a single, comprehensive national incident management system.
Components of the Directive include:

Security in the Secretary's domestic incident management role and shall participate in

of Homeland Security.
The Secretary of Homeland Security will provide assistance to state and local
governments to develop all-hazards plans and capabilities, including those of greatest
importance to the security of the United States homeland, such as the prevention of
terrorist attacks and preparedness for the potential use of weapons of mass destruction,
and ensure that state, local, and federal plans are compatible.
The Attorney General has the lead responsibility for criminal investigations and
intelligence operations concerning terrorist attacks and shall also work to ensure that
members of the law enforcement community will work with the Secretary of Homeland
Security as the official responsible for domestic incident management, to detect,
prevent, preempt, and disrupt terrorist attacks against the United States.

Over the last number of years, the Congress has enacted a number of laws designed to combat a long

with specific deadlines and tasks. Each law was focused and designed to achieve certain goals. They
do not, taken individually or in total, provide specific direction that will allow the United States to
implement a comprehensive strategy of controlling the borders or otherwise provide appropriate
security measures to protect the Homeland. In other words - although US-VISIT is responding to a
series of near term requirements set in statute - achievement of those mandates does not meet the

This comprehensive system will enable the US Government to achieve the four goals of US-VISIT:
• Enhance national security: by ensuring decision makers have a comprehensive picture of an
individual, there will never be a situation where one part of the government let someone into the

• Facilitate travel and trade: US-VISIT will allow the government to align resources to threats and
implement 'trusted traveler' programs to expedite legitimate travelers, enhancing economic
prosperity and international relations.
• Ensuring inteRrity in the immigration system: integrating processes and data will result in
informed compliance - knowing the risks and penalties, the individual chooses to comply.
• Protecting privacy: by ensuring appropriate access to relevant data consistent with the purpose the
information was collected, US-VISIT will create an environment where privacy interests can
uniformly be protected and enforced.
• Mechanics of Providing and Accessing Data: US-VISIT shall create an environment where
standard data elements and frequently requested data are stored and indexed, with links to full data
records stored in the individual provider's data system.
Data accessible through this process will include data held by DHS, DoS, as well others such as the
TSCandtheFBI/CJIS.
Users will access this US-VISIT environment either directly or through their organization specific
application. This will provide users an integrated picture of an individual without accessing each
system individually.
• Data Access Rules: US-VISIT will be established through agreed upon information access and
usage rules. These rules will ensure that users have access to data appropriate to the role and
security clearance they hold.
Users will be trained to ensure that they know when and how they are allowed to request data and
how that data may be used by those organizations.
Timing of US-VISIT
Beyond FY 2010, continuing funding will be needed to maintain, operate, and refresh technology
capabilities to support this environment.

Since the terrorist attack on September 11, 2001, the primary mission of
Customs and Border Protection (CBP), formerly known as the United
States Customs Service, is to secure our Nation's borders against
terrorism. In this effort, it is paramount to identify all potential terrorist
threats as quickly as possible. In the national effort to fight terrorism,
information sharing has become a fundamental objective put forward by
the President.
In order for our border security efforts to be effective and efficient, CPB
inspectors would need to have instant access to state motor vehicle and
driver data. With the guidance of AAMVA, CBP seeks to acquire vehicle
and driver information, from all 51 jurisdictions to accomplish this goal.
Access to this information via AAMVAnet would give our inspectors the
ability to quickly determine the validity of the driver and/or vehicle
documents being presented, thus enhancing our terrorist screening
abilities. To that end, we kindly request AAMVA's assistance in acquiring
this information from all 50 states and the District of Columbia. With
T RADIT10N network connectivity to AAMVAnet, CBP would be able to integrate driver
and vehicle data into our Automated Targeting System (ATS).
CBP currently receives electronically transmitted passenger manifest data
S ERVICE in advance from air and sea commercial carriers. This manifest data is

scrutinized by CBP in systems like ATS for any threat or indication of terrorist related activity. ATS is one of the
counter-terrorism systems that CBP uses to assess the threat of cargo and persons entering and leaving the
U.S and is only accessible over a secure, unclassified data network, The security requirements for ATS were
derived primarily from the need to implement the provisions of 18 US Code 1905 The Trade Secrets Act and
other laws and directives that apply to U.S. Government computer systems including:
