TACLOBAN CITYHundreds of police retirees in the region have called on the Department of Budget and Management (DBM) on Friday to release their 35 months pension differentials, which has been released for about two years already.
Retired Police Supt. Jody Sydiongco said members of the Police Retirees Association, Inc. are demanding the DBM to allocate funds for their delayed pension differentials. We only received an equivalent of six

For those who only have small lots or backyards but are interested to venture into natural farming, Natfamco director Christopher Fadriga suggested that they do urban gardening. The method is similar, you only make use of the resources that is within your little farm, said Fadriga. He said this can be their entry to permaculture, which aims to redesign peoples way of life based on nature. To ensure that their produce are grown the natural way, Espina said directors of the cooperative conduct quality control among members. We ensure quality by policing each other, he said. Natfamco is currently raising pork and poultry products and selling these for P88 to 343 a kilo. Espina said members will eventually produce natural-grown vegetables within the year. The cooperative is now in negotiation with supermarket owners to make their products available in the market but at present their products can be bought at Mertos Restaurant on Juana Osmena St. The plans of the cooperative, according to Fadriga, is to convert their farms into learning sites so people can know about natural farming. They also plan to make their farms farm-tourism sites where local and foreign tourists can tend to farm animals, plant, harvest and process farm products. (SUNNEX)

Abolishing the SK
ast week, the House committee on suffrage and electoral reforms voted 11-1 to postpone the SK elections to the last Monday of October 2016. Also, the Senate passed on second reading Senate Bill 1186 that seeks to move the SK polls to next year. In both measures, incumbent SK ofcials wont be mandated to stay in their positions on holdover capacity. The problem with this initiative is that only a few weeks are left before the October 28 synchronized barangay and SK polls, so there is a need to churn the legislative mill a bit faster. The Commission on Elections (Comelec) has therefore urged President Aquino to certify the SK polls postponement measures as urgent. Its still not known what the Presidents stand is on this one. PNoy has earlier opposed calls to postpone the synchronized barangay and SK elections. But what the lawmakers
want postponed is only the SK polls. If the President certify the SK polls postponement measures as urgent and Congress is able to pass a reconciled version of these on time, then consider the SK as good as abolished. With the SK polls postponement, the various sanggunians wont have a youth representation for three years. This, if moving the SK polls to 2016 would be agreed. If it is postponed, we already can see whether the barangay can function without the SK. If it can function smoothly without the SK, we can dispense with the SK and we dont have really to hold any further elections. Of course, things are not that easy, as there will surely be opposition to the SKs abolition. Still, three years would be a long enough time to settle the debate on whether to abolish the SK or not.

The Philippine Senate probe on the scams related to the pork barrel or priority development assistance fund has led to other interesting findings which, this early, may even lead further to other highly anomalous, concluded events in the Philippine bureaucracy and other branches of government, including constitutional bodies. Before the probe, whistleblowers had already hinted that some men and women in the Philippine Legislature had profited from PDAF releases via inexistent projects for which those funds were originally meant, or through negotiated shares of up to 50 per cent or just a little less than half the original full amount of a PDAF release, or through commissions, or through other enjoyments. The personal and eye-account testimonies of whistleblower Benhur Luy, close cousin and business assistant of Janet Lim Napoles, detailed
how certain legislators and their chiefs of staffs obtained their shares of the government funds that Janet had been facilitating to be released. Consequent to Benhurs disclosures to the inquiring Senate committee, one chief of staff of one senator had been confirmed to have left the Philippines with uncertain intention of coming back. The departure is believed to be an early evasion from most probable involvement in the ongo-
ing investigation, even if names of senators and members of the House of Representatives had been concealed by Justice secretary Leila de Lima in connection with the filing tomorrow (September 16) of cases against legislators and others involved in the PDAF scams. Meanwhile, the Filipino nation should be seeing these unfolding revelations as concrete proofs that President Noynoy Aquinos tuwid na daan war
versus massive corruption in the country, and that the Presidents honest crusade is at work. In the next weeks, the nation will also most likely be seeing how the Napoles influence has been creeping into some salas and chambers of judges, and maybe even the whole Judiciary itself. It is fervently hoped, though, that the full-gear tuwid na daan investigations will keep on relentlessly. For, is it not that already many informed citizens are convinced that other than Janet herself, whom Benhur knew as the only mastermind of the PDAF scams, there could be another mastermind under whom Janet may only be one among several undertakers? For also, it is now strongly believed that the Napoles-associated scam is only a tip of the iceberg. Something else larger than that could be somewhere up there or elsewhere.

Now, heres one anomaly in the Commission on Audit, which actually had been going on for years. (Of course there are other anomalies involving some COA officials and auditors up to the residency level. Yes, even inside Capitols, as some quidnuncs had been saying several times in the past. That constitutional body, curiously, has all these years been crying that it is undermanned, that it lacks personnel, thats why it cannot readily complete its audit duty. Isnt it questionable why the COA cannot solve its own crisis? Then again, while it is undermanned, as it has been saying, it does not fill up its own vacant positions? What kind of thinking is that? That is not rational! That is insanity, if not mere stupidity! Of course, rural unemployed college graduates (many of them would have been teachers already and yet, it is also stupid of the Department of Education why it cannot fill up its own need for teachers, year after year!) had been getting the information in the past that vacant positions in any government office had to be purposely left vacant, perpetually, if possible, because such vacancies are reserved for savings - which office bosses can manipulate
from page 4
anytime during each year for which funds are stuffed into those vacancies, for their own use or machination or for political purposes. Last September 10, Senator Chiz Escudero has concluded that the COA is indeed undermanned although that constitutional commission has 40 per cent vacancy. Thus, Chizs office released the following statement on that same day which said in part that the COA is undermanned and their staff is overworked but the agency has a 42% unfilled position. At the agencys budget presentation today, Senator Chiz Escudero said the authorized COA staffing is 15, 219 but its filled rate is only 8,737. This leaves 6, 482 unfilled positions for 2013. Escudero, chairman of the senate committee on finance said this wide margin of vacancy is a cause for concern, which he said even COA itself is alarmed. The COA is doing its job. In fact the government has saved up a lot by what the COA does in terms of auditing services. With only 57% filled position, the senator asked the commission if it could have rendered more auditing services and could have detected the misuse of funds if it has more people to do their mandate. Heidi Mendoza, COA Commissioner who presented the
agency budget said they could have used more personnel to double their output than their current ones. COA cited difficulty in getting accountants to join the agency as the reason for vacant positions remaining unfilled. The agency has generated almost P2 billion of savings from these unfilled positions. Having been given a fiscal autonomy, the amount was already disbursed to them. When asked how it utilizes this lump sum amount, COA said this is being used to augment their maintenance and other operating expenses (MOOE). Can you furnish us how this amount augments your operations? Where else does this go? Escudero directed COA. The senator also asked the agency who audits them. Forgive me if this maybe a unique question, but who audits COA maam? We have our own auditor and as I mentioned a while ago, our own auditor issues audit observation addressed to us Mendoza replied. Escudero said it is quite awkward that the agency is being audited by one of its own where the nature of check and balance might be put in question. But your auditor reports to you too? I mean, they are under you, where is the check and balance? Again this is no allegation, no accusation, just out of curiosity . Mendoza

is harassed by charges. Primitivo Mijares was one of Ferdinand Marcos chief propagandists. He wrote the book Conjugal Dictatorship and testified against the dictatorship. Mijares disappeared in 1977 and his 15-year-old son was later found murdered. Not every whistle-blower is a candidate for beatification. Former police officer Cezar Mancao II, who offered to blow the whistle on the Bubby Dacer murder, bolted NBI custody when courts ordered his transfer to jail. Mancao is still on the lam. Tell that to the family of Bubby Dacer. The PR man never made his appointment to brief former President Fidel Ramos on scams involving government. He and driver Emmanuel Cor-
bito were intercepted by 22 military agents in Makati. Blindfolded, then strangled, their bodies were burned in Indang, Cavite. Thieves are lionized, not ostracized, here. Cash ushers them to first places at tables. Those in a position to adopt reforms are often the very persons whistles are blown at. Would Senators Ramon Bong Revilla, Juan Ponce Enrile, Jinggoy Estrada, Ferdinand Marcos Jr. and Gringo Honasan ever scrap the pork barrel? Though a crow bathes, it remains black. They should take a leave of absence pending formal investigation, Sen. Miriam Defensor-Santiago urged. Inaction by those involved is buttressed by a culture of impunity. People bolt from those who rock the boat with harsh truths. Jerusalem crucified its Whistleblower.
