Salceda hails SMC take over of Aleco


LEGAZPI CITY Albayanos view the possible entry of business conglomerate San Miguel Corporation (SMC) into their province as another business trophy that further consolidates Albays development gains in the last six years.
SMC, one of the countrys largest independent power producers, may possibly take over the management of the cash-strapped Albay Electric Cooperative (Aleco), which was recently cut off from the national power grid for its mounting debts and failure to fully pay its monthly billings. Energy Secretary Jericho Petilla, who visited Albay on Thursday, confirmed SMCs interest to take over of Aleco, after SMC emerged as the sole bidder for the power cooperative. Albay Gov. Joey Salceda hailed SMCs interest to take over ALECO and said he considers it as another business trophy that sends a strong signal to the investment community of the Albays economic potentials. Albay has recently become countrys fastest growing economy, even with the constant threats of blackouts despite its vast geotherGov. salceda mal wealth, due to Alecos mounting debts which has now reached P 4 billion. With a stable electric supply, the province is destined to soar higher, Salceda said. Having long been in the corporate world, Salceda said with SMC around, Albay will have not just stable power supply but also the conglomerates strong brands and destination networks that will help enhance Albay as a prime tourist destination. Legazpi mayor wants more job fairs


LEGAZPI CITY - Legazpi City Mayor Noel E. Rosal urged the Public Employment Services Office (PESO) of this city to conduct more job fairs to give the city constituents, particularly the undergraduate and high school students, an opportunity to get employed.
Rosal disclosed that two international companies, the American-based Sutherland Global Services and Australian firm One Half Philippines have established call center facilities in the city. Sutherland has a capacity of 1,200 seats and has offices near the seafront in Embarcadero de Legazpi, while One Half Philippines established a 500-seat call center at the former Bicol Hair building in Barangay Bonot here donated by a Japanese company to the City Government of Legazpi. The two giant firms are already operating their call center businesses wherein some of fresh graduates of the city are employed. Book on people power to be launched in Bicol

By Joseph John J. Perez LEGAZPI CITY -- The EDSA People Power Commission (EPPC) has launched last week at the Bicol University book on the People Power Revolution of 1986 titled EDSA. EDSA rekindles flames of the bloodless revolution for the present generations to know and live up to the meaning and challenges of the historical event. The story book contains shared experiences crafted not only for children but for teachers and parents as well, meant to be shared to keep the spirit of EDSA alive, EPPC project officer Nenito-Ro Laman said. The book is in black and white. Initially launched on July 16 at the Cultural Center of the Philippines (CCP), the childrens storybook EDSA features sacrifices and demonstrations of Filipino bravery and idealism for the crusade for freedom and justice as well as the selfless stand by countless Filipinos for the future generation, EPPC said in a press statement. We believe people power revolution was not only confined to EDSA and Metro Manila but to the provinces too making significant contributions as well, Laman said. Plans are also underway for a similar book launching of EDSA in Sorsogon in October. Some of Sorsogons personalities played significant roles prior and during the People Power Revolution of 1986 such as Senator Grogorio Gringo Honasan who hails from Bulan town and Philippine Daily Inquirer (PDI) founder Eugenia Duran-Apostol and editor Letty Jimenez-Magsanoc who both come from Sorsogon City. There was also Sorsogons Bishop Emeritus Jesus Varela, the founder of the Good News Sorsogon Foundation, Inc that manages the DZGN-Spirit FM of the Catholic Media Network (CMN) that served as a relay of Radyo Veritas in Bicol Region in 1986. The book was written by Palanca and PBBY Salanga Writers Prize awardee Russel Molina who is a well-renowned writer of childrens books, illustrated by internationally-acclaimed childrens book illustrator Sergio Bumatay III, and published by Adarna House, Inc. The book is available in major bookstores nationwide. The EPPC was created through Executive Order 82 in 1999 by former President Joseph Ejercito Estrada to perpetuate and propagate the 1986 EDSA People Power Revolution. Through annual celebrations every February 25, holding provincial EDSA symposia, and recently through the EDSA storybook, EPPC seeks to enshrine EDSA People Power as continuing and permanent source of inspiration for future generations, EPPC said.

The Budget Secretary said the releases will support and better incapacitate our police force, allowing them to safeguard our people and make crime prevention efforts more strategic and efficient. The new policy is aimed at ensuring payment of revenue collections. There are observations from the Dept. of Finance and Board of Investments that cars imported from major auto exporting Asian countries have construction value declarations that are priced much lower than the selling prices of similar cars in their home markets. This practice violates free trade rules and is somewhat akin to product dumping. The one ATRIG policy of BIR will work to curtail if not fully solve this problem.

DENR Secretary Ramon Paje signed an accord with Albay Governor Joey Salceda and Guinobatan town Mayor Ann Ongjoco establishing a pioneer Materials Recovery System (MRS) that he considered a novel effort in Bicol Region. In a ceremonial launch he also handed over a garbage shredder and a garbage truck collector intended to transport and collect solid wastes in the town. MRF system is a complete system of recovering wastes that can still be of use from recyclable materials to kitchen waste that can be a compliance order. Actually we are more into amicable settlement as such process would be much easier for workers and employers. Such can be resolved through the Single Entry Approach (SENA) which is non-adversarial and

Bicol records high compliance in settlement of labor cases

Loterte LEGAZPI CITY -- The Department of Labor and Employment (DOLE) regional office in Bicol has recorded high compliance on payment of settlement of cases between employers and employees amounting to P17,938,503.79 benefiting a total of 1,602 workers from January to July this year. DOLE Bicol regional director Nathaniel V. Lacambra explained the total amount of P17.9 million were recorded following resolutions of labor relations cases filed with the agency and were settled either through the Single Entry Approach (SENA) program or the issuance of compliance orders. These are actual figures derived from the decisions of the med-arbitration office MAO), headed by Atty. Karen Trayvilla. These numbers would show us how effective our labor relations program in Bicol. Rest assured that we will continue to maintain this kind of accomplishment, Lacambra added. DOLE Bicol recorded payment amounting to P13,992,287.47 benefiting 327 workers following issuance of compliance orders which are issued by the agency to establishments which failed to rectify labor law violations. Issuance of compliance orders would mean enforcement of the actual payment by the establishments of the labor standards benefits due to its workers. If establishments received a compliance order, they must immediately comply. If they fail, the agencys sheriff upon legal orders can sequester and freeze their assets to cover payment for the workers, RD Lacambra said. DOLE Bicol also reported that some P3,946,216.32 were awarded to 1,275 workers trough amicable settlement. In amicable settlement, Lacambra explained, establishments or companies with violations voluntarily pay the amount due to workers. If an establishment or a company pays thru amicable settlement then the DOLE need not issue

According to Paje almost 700 LGUs have complied with the eco-waste management law and this will be an addition to the statistics of those compliant with RA 9003. He pointed out that theres a need to address the problem of municipal waste because of the rising cost that the government is taking in providing medicines for diseases brought about by garbage pollution. Citing a report from the Department of Health, he averred that the government spends close to 50 billion pesos every year on treating illnesses due to pollution and 50 percent of the medicine is for upper respiratory ailments, so an imperative solution is to resolve the problem of municipal waste and since establishing landfills is expensive, however, a better alternative is clustering of towns for their own SLF. -Jessel Basanta

IRRI exec says Golden rice field trial to continue

Macatangay PILI, Camarines Sur The field trial for the golden rice variety will continue despite opposition and destruction recently made by protesters in the testing site within the compound of the Department of Agriculture Regional Field Unit 5 here, according to a top official of the International Rice Research Institute (IRRI). Deputy director for Communications and Partnership of the International Rice Research Institute (IRRI) Bruce Tolentino made the statement following his visit here Saturday and assessment of the damages at the Golden rice pilot site destroyed by members of the militant Kilusang Magbubukid ng Bikol (KMB) and Sararong Inisyatiba nin Kahinwanmaan na Wasakon ang Agrokemikals na Lasong-GMO (SIKWAL GMO) militant group, Thursday morning last week. In a press conference on the same day, Tolentino expressed dismay over the uprooting of the Golden rice plants which are already on their booting stage. DA Bicol regional executive director Eng. Abelardo R. Bragas and members of the research and technical team strongly condemned the actions of the protesters, uprooting and destroying the plots for the Golden rice plant. The protesters had reportedly also destroyed the fence and other government properties resulting to loss of valuable data and research investment. Bragas said that agency may take legal action against the perpetrators, who are mainly composed of more than 400 farmers coming from Camarines Sur, Camarines Norte and Sorsogon. DA RFU 5 information officer Emily Bordado said that the testing of propagating the Golden rice was made known to the concerned individuals and groups prior to field trial. Bordado recalled that series dialogues with local leaders and community representatives were conducted prior to the conduct of the field trial. The field testing was closely monitored by the Institutional Biosafety Committee (IBC) composed of researchers and experts from the DA, CBSUA, barangay captain, municipal council and religious group.

Disaster Risk Reduction (DRR) is one of the main issues included for discussion in the enhanced curriculum of the K-12 education program. This aims to raise awareness and provide a better understanding of disaster management for children, teachers and communities. The Philippines is prone to hazard due to typhoons, volcanic activity, floods and earthquakes. The start of the rainy season signals the need to be prepared for possible disaster especially the typhoons that hit the country not just once but around 19 tropical cyclones or storms enter the Philippine area of Responsibility in a typical year and these, usually 6 to 9 make landfall in one year. This impacts the education sector: school buildings are damaged, regular teaching is disrupted for long periods, teachers and students are killed and injured and students drop out. School activities are disrupted during disasters because schools are used as emergency or evacuation centers. Generally, children are the most vulnerable group during disasters, but teaching DRR in schools helps to raise awareness and understanding of not only chidren and teachers but of their families and communities as well. Losses from disasters can be reduced by children knowing about disaster risk. Another is investing mor in strengthening schoolbuilding structures before disasters take place would help reduce long term costs, protect children and ensure education continuity after disaster. There are 242 secondary schools in Camarines Sur while there are 7,683 secondary schools in the Philippines but there is an absence of the documents on how many schools are naturally at risk based on location. The available data is on damages and losses from earthqualkesz and volcanic eruptions freom 2000 to 2006 to school buildings as a result of these disasters was 1,279 million USS. To provide the risk disaster, educatin children is the best approach in minimizing risk, Studying keenly and actively the safety of their own schools with the help of the reacher and community members can be possibly reduced and protect them. They can also tap the stakeholders to come up with festivities that well help in preparing them during disaster. Next is, raising consciousness inside the school. Conducting earthquake and fire drills with the teachers and students, conducting disaster quake contest, school contest on disaster reduction knowledge; information dissemination disaster safety, and turning school students into promoters and initiators of risk reduction. Prevention is better than cure. To reduce the risk, develop disaster education materials; using alternative or innovative ways to educate children, youth, teachers, and parents about disaster risk reduction issues; involve the chidren in varied activites so they know what to do in times of disaster. There is need to ensure that the buildings are safe. School buidings must be built strongly to minimize vulnerabilty. A standard earthquake-resistant schools in high risk areas to low risk area is a must to save the lives of the childrden. Public awareness and education for disaster risks reduction turn human knowdege into action. People are mobilized if they know what specific moves can be done to reduce the risks; they are convinced that these actions will be effective and they believe in their own ability to carry out the tasks. This is where the role of the school comes in. Inform and involve the public!

BRTTH opens first digital radiography facility

Instead of traditional photographic film, this procedure uses digital x-ray sensors to generate digital images that can be transmitted for easier and faster results. It is currently used for Xray and CT scan and will be applied soon to ultrasound and mammogram. The facility can load 100 images of Xray and 10 images of CT scan in a day and can generate results within 30 minutes with the internet reading support of radiologists from Manila or even abroad. We lack radiologist in the region who can read and interpret test results but with the new digital radiography facility, we can cater to the needs of Bicolanos for state of the art health facilities that can provide faster and cheaper services, BRTTH medical professional chief Dr. Salvacion Macenas said. Operators of traditional procedures also know how to read results but legally they are not authorized to do it. We only have a few radiologists in the region leading to delays in results. Since we can now generate digital images we can transmit it to doctors and hospitals outside the region accredited to read and give results within 24 hours, Macenas explained. Traditional procedures typically take five days reading time. Aside from time efficiency, Macenas said digital procedures are more environment and health friendly since it doesnt involve chemical processing and radiation exposure to generate images. Processing techniques can also be used to enhance the overall display and clarity of the image. The facility is under the

Archdiocese of Caceres launches 1st Penafrancia Film Festival

Macatangay NAGA CITY - As one of the highlights of the month long-celebration of the Feast of Our Lady of Peafrancia come September, the Archdiocese of Caceres, through the Caceres Commission on Communications (CCCom) launched the 1st Penafrancia Short Film Festival over the weekend. Under the theme Growing in Catholic Faith in Jesus Christ with Mary at the Service of Social Transformation, the Archdiocese of Caceres is enjoining everyone to spread the faith and devotion to Inang Penafrancia by utilizing the new media and showcasing this religious zeal through a short film. Caceres Archbishop Rolando J. Tria-Tirona, OCD commended the organizers for coming up with this endeavor. We are not just celebrating the feast of our Lady of Peafrancia but we are also drawing creativity in three (3) aspects: through partnership, spirituality and concrete action. Spirituality is not just a subjective emotion but should be transformed into action, Tirona said before the members of the tri-media. Fr. Naga passes ordinance promoting positive discipline on children

Macatangay NAGA CITY --- The Sangguniang Panglungsod (city council) of Naga has unanimously approved the ordinance, Promoting Positive Discipline of Children, to employ positive and non-violent forms of disciplinary actions on children. Ray-An Cydrick Rentoy, main author of the City Ordinance No. 2013-026, said the legislation seeks to prohibit corporal punishment and all forms of degrading and humiliating punishment on children, further help strengthen family solidarity, and recognize parents rights to rear their children in accordance with the demands of responsible parenthood. The new ordinance aligns with the 1987 Philippine Constitutions provision which mandates that the state will defend the rights of children, including proper care and nutrition, and give special protection from all forms of neglect, abuse, cruelty, exploitation and other conditions prejudicial to their development. The same ordinance also complements implementation of Republic Act of No. 7610, otherwise known as Special Protection of Children Against Abuse, Exploitation and Discrimination Act. The law specifically states the State shall intervene on behalf of the child to protect him or her against abuse, exploitation and discrimination when such acts against the child are committed by the his or her parent, guardian, teacher or person having care custody of the same. City Ordinance No. 2013026 was filed by Rentoy and co-authors city councilors Cecilia Veluz-De Asis and Dan Paulo R. Morales. This Ordinance is enacted to impose upon parents, teachers, guardians, children and all persons legally responsible for the care and custody of the child the preservation of his or her dignity and the protection of his or her welfare at all times to the end that the child becomes a useful and active member of the society, Rentoy added. DAET The Philippine Foundation for the Rehabilitation of the Disabled (PFRD) has announced that the municipality of Daet, the capital town of the province of Camarines Norte, has been selected as this years LGU of the Year in the prestigious Apolinario Mabini awards. The PFRD cited Daets exceptional programs and services rendered to further the welfare and protection of its PWD constituents through the Ordinances and Executive Orders passed and implementation of programs that create PWD awareness. Awarding ceremonies will be conducted at the Heroes Hall, Malacaang Palace on Wednesday, August 28, 2013 with no less than President Benigno Aquino III to hand the award. The Mabini awards is a biennial undertaking in honor of Apolinario Mabini, the Sublime Paralytic, whose bravery and heroic acts during the Philippine revolution of 1896 has greatly influenced his compatriots in fighting agains the tyrants who ruled the country despite his severe disability. The Apolinario Mabini Awards was launched by the Philippine Foundation for the Rehabilitation of the Disabled, Inc. (PFRD) in 1974 on the occasion of its silver anniversary. Since then, it has been a major program of the PFRD. The Apolinario Mabini Awards has the following objectives: To recognize individuals, groups and agencies that have made outstanding contributions in the field of rehabilitation of persons with disabilities. To promote wider recognition of disabled persons as self-respective and self-reliant citizens. LEGAZPI CITY -- The Holcim Philippines Incorporated, a cement manufacturer venture, in cooperation with the Technical Education and Skills Development Authority (TESDA), has launched this years 7th Galing Mason Award to honor Filipino masons who show great skill and pride in their work and are also model citizens in their community. In a press statement, Holcim Philippines announced it has not started accepting nomination for working masons who are at least 25 years old and resident in their area for at least a year. The nominee must be a holder of valid Certificate of Masonry from TESDA. Any reputable individual or legitimate organization may nominate a qualified mason. Certificates of good moral character from at least two local organizations, along with other necessary documents should accompany the nomination to be submitted to TESDA provincial office in their areas. Nominations will be accepted until August 16, 2013. Nominees will go through three levels of selection process: provincial, regional and national. Only the top three nominees from each region will compete in the regional level, the winners of which will move on to the national competition. The winner will be chosen based on his or her productivity, technical competence and professionalism. The awarding ceremony is set on October 25 at New World Hotel in Makati. The most outstanding mason will get P150,000 cash plus a Mason Statuette crafted by renowned Paete artist Glen Cabanan. Meanwhile, the regional winners will receive P25,000 cash while the nominating individual or organization with the most number of nominees will be rewarded with P15,000. The First Galing Mason Award in 2007 was bagged by Sergio Barliso of Cebu, the 2009 competition was won by Rodante Andres of Capiz and the 2011 grand champions were Eduardo Latap of the National Capital Region and Alejandro Tagle of Cagayan Valley. Daet undergoes multimillion-peso facelift as town vies for cityhood


DAET, Camarines Norte Fresh from being named by the National Competitiveness Council as Bicols most competitive municipality, this provincial capital is doing a massive facelift as it aggressively vies for cityhood.
The NCC, in its first ever Cities/Municipalities Competitiveness Index released late last month, said besides being Bicols best, this town also ranked fourth in competitiveness among the countrys 1,491 municipalities. The council is a PublicPrivate Task Force on Philippine Competitiveness created by the government to address the improvement of the countrys competitiveness from the bottom third of rankings to the top third by 2016. It ranked the cities and municipalities based on 30 weighted indicators measuring economic dynamism, government efficiency and infrastructure. Of the 163 entries in the NCC index of first class municipalities, Daet was fourth behind Guagua, Pampanga; Carmona, Cavite; and San Francisco, Agusan del Sur -- which were ranked third, second and first, respectively. General Trias, Cavite was fifth in the rank. A first class municipality of nearly 100,000 population, Daet was ranked number one under infrastructure indicators that include road network and basic utilities of the competitiveness index report in the municipalities. Mexico, Pampanga and Virac, Catanduanes were ranked second and third, respectively, under these indicators. Mayor Tito Sarion on Monday here said that being adjudged as the most competitive in Bicol and fourth in the country comes as good news for the municipality as the rankings were based on programs and projects that created economic impacts.
