By Joseph John J. Perez LEGAZPI CITY -- The EDSA People Power Commission (EPPC) has launched last week at the Bicol University book on the People Power Revolution of 1986 titled EDSA. EDSA rekindles flames of the bloodless revolution for the present generations to know and live up to the meaning and challenges of the historical event. The story book contains shared experiences crafted not only for children but for teachers and parents as well, meant to be shared to keep the spirit of EDSA alive, EPPC project officer Nenito-Ro Laman said. The book is in black and white. Initially launched on July 16 at the Cultural Center of the Philippines (CCP), the childrens storybook EDSA features sacrifices and demonstrations of Filipino bravery and idealism for the crusade for freedom and justice as well as the selfless stand by countless Filipinos for the future generation, EPPC said in a press statement. We believe people power revolution was not only confined to EDSA and Metro Manila but to the provinces too making significant contributions as well, Laman said. Plans are also underway for a similar book launching of EDSA in Sorsogon in October. Some of Sorsogons personalities played significant roles prior and during the People Power Revolution of 1986 such as Senator Grogorio Gringo Honasan who hails from Bulan town and Philippine Daily Inquirer (PDI) founder Eugenia Duran-Apostol and editor Letty Jimenez-Magsanoc who both come from Sorsogon City. There was also Sorsogons Bishop Emeritus Jesus Varela, the founder of the Good News Sorsogon Foundation, Inc that manages the DZGN-Spirit FM of the Catholic Media Network (CMN) that served as a relay of Radyo Veritas in Bicol Region in 1986. The book was written by Palanca and PBBY Salanga Writers Prize awardee Russel Molina who is a well-renowned writer of childrens books, illustrated by internationally-acclaimed childrens book illustrator Sergio Bumatay III, and published by Adarna House, Inc. The book is available in major bookstores nationwide. The EPPC was created through Executive Order 82 in 1999 by former President Joseph Ejercito Estrada to perpetuate and propagate the 1986 EDSA People Power Revolution. Through annual celebrations every February 25, holding provincial EDSA symposia, and recently through the EDSA storybook, EPPC seeks to enshrine EDSA People Power as continuing and permanent source of inspiration for future generations, EPPC said.

importers. In their defense, they have petitioned that Sec. Proceso J. Alcala inhibit himself from the investigation. The petitioners pointed out that the DA secretary has already pre-judged the case against the importers. Until the case comes to a close the projected increase in the price of bread will not happen as yet as Turkish flour will continue to be shipped in. CAR IMPORTS: Another pricing area that the government is looking at is the tariff valuations versus selling prices of imported motor vehicles. Like the Certificate Authorizing Registration (CAR) in the case of transfers or ownership of real properties the BIR will impose the one ATRIG (authority to release imported motor vehicles) automobile policy. The new policy is aimed at ensuring payment of revenue collections. There are observations from the Dept. of Finance and Board of Investments that cars imported from major auto exporting Asian countries have construction value declarations that are priced much lower than the selling prices of similar cars in their home markets. This practice violates free trade rules and is somewhat akin to product dumping. The one ATRIG policy of BIR will work to curtail if not fully solve this problem.

No doubt, many of us are already planning what foods to serve our guests. Others are preparing different entertain-ment activities for foreign and local tourists. The number one tourist attraction is Our Lady of Penafrancia. Hundreds of thousand devotees come to her and join religious activities. Let us hear mass, greet her and show our love for her. Hundreds of thousands families are suffering after they lost their main sources of income when their lands were taken away from them thru this government program which was touted as the centerpiece of the late President Corazon Cojuangco Aquino adminis-tration. The CARP law was immediately implemented since 1988 on small and middle class landowners but not the Cojuangco-Aquino family which until now is not yet finished. Theres a need for compliance of every local government unit to Republic Act 9003 or the Ecological Solid Waste Management Act, so we are launching this recovery system to help this town, and added to that we are also donating a garbage shredder and a truck for transport and collection, Sec. According to Paje almost 700 LGUs have complied with the eco-waste management law and this will be an addition to the statistics of those compliant with RA 9003. He pointed out that theres a need to address the problem of municipal waste because of the rising cost that the government is taking in providing medicines for diseases brought about by garbage pollution. Citing a report from the Department of Health, he averred that the government spends close to 50 billion pesos every year on treating illnesses due to pollution and 50 percent of the medicine is for upper respiratory ailments, so an imperative solution is to resolve the problem of municipal waste and since establishing landfills is expensive, however, a better alternative is clustering of towns for their own SLF. -Jessel Basanta

Role of Schools in Disaster Risk Reduction

Disaster Risk Reduction (DRR) is one of the main issues included for discussion in the enhanced curriculum of the K-12 education program. This aims to raise awareness and provide a better understanding of disaster management for children, teachers and communities. The Philippines is prone to hazard due to typhoons, volcanic activity, floods and earthquakes. The start of the rainy season signals the need to be prepared for possible disaster especially the typhoons that hit the country not just once but around 19 tropical cyclones or storms enter the Philippine area of Responsibility in a typical year and these, usually 6 to 9 make landfall in one year. This impacts the education sector: school buildings are damaged, regular teaching is disrupted for long periods, teachers and students are killed and injured and students drop out. School activities are disrupted during disasters because schools are used as emergency or evacuation centers. Generally, children are the most vulnerable group during disasters, but teaching DRR in schools helps to raise awareness and understanding of not only chidren and teachers but of their families and communities as well. Losses from disasters can be reduced by children knowing about disaster risk. Another is investing mor in strengthening schoolbuilding structures before disasters take place would help reduce long term costs, protect children and ensure education continuity after disaster. There are 242 secondary schools in Camarines Sur while there are 7,683 secondary schools in the Philippines but there is an absence of the documents on how many schools are naturally at risk based on location. The available data is on damages and losses from earthqualkesz and volcanic eruptions freom 2000 to 2006 to school buildings as a result of these disasters was 1,279 million USS. To provide the risk disaster, educatin children is the best approach in minimizing risk, Studying keenly and actively the safety of their own schools with the help of the reacher and community members can be possibly reduced and protect them. They can also tap the stakeholders to come up with festivities that well help in preparing them during disaster. Next is, raising consciousness inside the school. Conducting earthquake and fire drills with the teachers and students, conducting disaster quake contest, school contest on disaster reduction knowledge; information dissemination disaster safety, and turning school students into promoters and initiators of risk reduction. Prevention is better than cure. To reduce the risk, develop disaster education materials; using alternative or innovative ways to educate children, youth, teachers, and parents about disaster risk reduction issues; involve the chidren in varied activites so they know what to do in times of disaster. There is need to ensure that the buildings are safe. School buidings must be built strongly to minimize vulnerabilty. A standard earthquake-resistant schools in high risk areas to low risk area is a must to save the lives of the childrden. Public awareness and education for disaster risks reduction turn human knowdege into action. People are mobilized if they know what specific moves can be done to reduce the risks; they are convinced that these actions will be effective and they believe in their own ability to carry out the tasks. This is where the role of the school comes in. Inform and involve the public!
