CHANGE POLITICS MOVEMENT:

ORGANIZATIONAL STRUCTURE AND COMMUNICATIONS

I. PROPOSED ORGANIZATIONAL STRUCTURE

A. NATIONAL COUNCIL

1. The Change Politics Movement (CPM) shall have a National Council composed the
following members:
a. Five (5) representatives, with no gender exceeding three (3) elected at large by all
members and
b. Eight (8) representatives selected by the regional coordinators among themselves,
except for Mindanao (within each island region) – 1 from NCR, 2 from Luzon, 2
from Visayas and 3 from Mindanao (1 Christian, 1 Moslem, 1 Lumad)

2. The National Council shall decide on matters pertaining to the major direction of the
movement, definition of major strategies, and other matters that have not yet been
decided upon by the general membership.

3. The National Council may choose to appoint a spokesperson for CPM. S/he may or may
not be a member of the National Council.

B. REGIONAL COORDINATORS

1. Once a region has established at least three (3) provinces with duly recognized provincial
councils, a regional coordinator shall be chosen by the provincial coordinators among
themselves. Prior to fulfilling this requirement, an interim regional coordinator shall be
chosen by either the existing regional members or regional leadership structure of CPM
in that particular region.

2. The regional coordinator shall actively search and recruit for potential provincial
coordinators in provinces where there are no provincial coordinators yet.

3. The regional coordinator shall also be in charge of coordinating with the provincial
coordinators for inter-provincial and regional activities.

4. From time to time, the national secretariat may request assistance from the regional
coordinator in communicating with the provincial coordinators.

C. PROVINCIAL COUNCIL / Provincial Coordinator

1. An interim provincial coordinator will be identified by the regional coordinator (or in the
absence of a regional coordinator, by the national council) for provinces without a
provincial coordinator.

2. Once a province has established at least five municipal chapters, a provincial council
shall be formed composed of all the municipal coordinators.

3. The provincial council shall select a provincial coordinator. The provincial coordinator
may or may not be a municipal coordinator.

4. The responsibilities of the Provincial Council are as follows:


a. Plan for effective recruitment, monitoring of membership expansion, and
management of provincial membership database in coordination with the national
secretariat.
b. Facilitate the members’ assessment of Change Politics candidates by organizing
candidates’ forums and other similar activities.
c. Lead the provincial CPM in the selection and support for local candidates
d. Implement the national CPM campaign within the province

5. The provincial coordinator is expected to lead and coordinate the efforts of the provincial
council. The provincial coordinator shall also be the main contact person of the national
secretariat in the province. Confirmation of new members within a province shall also be
the responsibility of the provincial coordinator.

D. MUNICIPAL CHAPTER / Municipal Coordinator

1. Once a municipality reaches at least 50 members with presence in at least 5 barangays,


they shall form a municipal chapter.

2. A municipal coordinator will be elected by the members from among themselves.

3. The municipal chapter may organize barangay clusters as they deem fit.

4. The responsibilities of municipal chapters are as follows:


a. Implement provincial plans for recruitment within the municipality.
b. Conduct open and meaningful forums and discussions that will help members
select and support candidates
c. Actively campaign for change politics candidates and implement the national
CPM campaign within their municipality

E. CITIES

1. Independent cities will have the same status as provinces


2. Component cities will have the same status as municipalities

F. PARTNER ORGANIZATIONS

1. Organized groups (such as people’s organizations, NGOs, etc.) may become a partner
organizations.

2. While no rights are given to partner organizations at this point, arrangements could be
made between the national secretariat, provincial convenors or municipal chapters and

the partner organization to better coordinate recruitment and campaign efforts among
members of the organization in support of CPM.

G. INTERIM ORGANIZATIONAL STRUCTURE

1. The Interim National Convenors will be composed of Dinky Soliman, Ging Deles, Dodo
Macasaet, Cezar Belangel, Patrick Lim, Soc Banzuela, Jane Austria, Jing Karaos and
Oman Jiao.

2. The interim national convenors shall help identify interim regional coordinators for the
regions in which a person has yet to take the lead in coordinating change politics at the
regional level.

3. Interim regional coordinators shall in turn help identify interim provincial coordinators
for provinces in which a person has yet to take the lead in organizing and expanding
change politics within the province.

II. COMMUNICATIONS AND CONNECTIVITY

A. Methods of Communication

1. Text messages – regular updates will be sent to all members and/or all provincial and
regional coordinators by the national secretariat via text message. Provincial coordinators
will also be requested to text short updates by the national secretariat once in a while.

Each province/independent city should also work out a communication system by text
among their members.

2. E-groups and e-mail – several e-groups have been set-up to facilitate communication
within the movement

d. Mindanao : cpmMIN@yahoogroups.com

3. Website – while still under development, the change politics website plans to have the
following features:
a. Membership log-in Registration – so that parts of the site can only be accessed by
registered members
b. Membership Forum – a space where members could have their discussion on
various issues and candidates. It is possible for each province to have their own
page and/or forum
c. Online Membership Database – having the membership database online will
facilitate easier monitoring and updating of the database by both the provincial
coordinators and the national secretariat
