Powers AND FUNCTIONS OF COMELEC PERSONNEL a.

CHAIRMAN
As the Chief Executive Officer: 1. 2. Execute and administer the policies, decisions, orders, and resolutions approved by the Commission; Direct and supervise the operations and internal administration of the Commission in accordance with the policies, rules and regulations adopted by the Commission; 3. 4. Sign the appointments of subordinate officials and employees for and in behalf of the Commission; Make temporary assignment, rotation and transfer of personnel in accordance with Civil Service law, rules and regulations; 5. 6. Submit the annual budget of the Commission to the En-Banc for approval; Delegate his authority, in whole or in part, to other officials of the Commission, provided such delegation is in writing and in accordance with rules and regulations of the Commission; and 7. Perform such other functions as may be approved by the Commission.

B. COMMISSIONERS 1. Exercise quasi-legislative and quasi-judicial functions either en-banc or in division, such as the hearing and resolution of administrative and election cases; 2. Participate in the exercise of administrative functions and the formulation of objectives, policies, guidelines and regulations of the Commission; 3. Recommend approval/disapproval or modification of plans, programs and projects in connection with the registration of voters, elections, plebiscites, referenda, recall and other public consultations; 4. Coordinate and monitor the implementation of problems/projects of the Commission on the assigned offices/departments and regions and conduct field inspections in connection with the latter; 5. 6. Represent the Commission in the assigned regions; Participate in election education and information campaign including appearance in radio and television interviews and public consultation fora; 7. Supervise special election operations upon authority of the Commission;

Advise the Chairman on personnel matter e.g. making temporary assignment, rotation and transfer of personnel in his assigned offices/departments and regions, in accordance with civil service law, rules and regulations;

With prior authorization, discharge the duties and responsibilities of the Chairman, in his absence; and

10. Perform such other functions as may be assigned by the Commission en-banc or the Chairman. C. EXECUTIVE DIRECTOR Under the direction of the Chairman: 1. Advise and assist the Chairman in the formulation and implementation of the objectives, policies, plans and programs of the Commission; 2. Serve as the principal assistant of the Chairman in the over all supervision of the administrative business of the Commission; 3. 4. Oversee all the operational activities of the Commission; Coordinate the programs and projects of the Commission and be responsible for its economical, efficient and effective administration; 5. 6. 7. Serve as deputy to the Chairman in all matters relating to the Commission; Administer oaths in connection with all matters involving the business of the Commission; and Perform such other duties as may be delegated by the Chairman.

D. DEPUTY

EXECUTIVE DIRECTOR FOR ADMINISTRATION (DEDA)

Under the direction of the Chairman and the Executive Director: 1. Assist the Executive Director in over-seeing the operations of all departments performing administrative support functions, as follows: Planning Department, Administrative Services Department, Personnel Department, Education and Information Department, and the Finance Services Department; 2. Assist the Executive Director in the formulation and implementation of policies, plans and programs of the Commission relative to the Administration of the above-mentioned departments; 3. 4. Coordinate the progress and projects of the departments under its jurisdiction; and Perform such other functions as may be delegated by the Chairman.

E. OFFICE

OF THE DEPUTY EXECUTIVE DIRECTOR FOR OPERATIONS (DEDO)

Under the direction of the Chairman and the Executive Director: 1. Assist the Executive Director in overseeing the operations of all the different offices and departments performing the substantive functions of the Commission, as follows: Office of the Regional Election Directors, Election and Barangay Affairs Department, Law Department, and Elections Records and Statistics Department; 2. Assist the Executive Director in the formulation and implementation of policies, plans and programs of the Commission relative to the operations of the above-mentioned departments; 3. 4. Coordinate the programs and projects of the offices and departments under its jurisdiction; and Perform such other functions as may be delegated by the Chairman.

F. OFFICE

OF THE REGIONAL ELECTION DIRECTOR (RED)

Under the direction of the Chairman and the Executive Director: 1. 2. Perform functions delegated by the Commission; Implement laws, policies, rules, regulations, decisions and guidelines of the Commission in the regional area; 3. Plan, direct, supervise and coordinate all official activities of provincial, city and municipal election offices of the Commission in the region; 4. 5. Represent the Commission in the region; Coordinate with regional offices of other government agencies as well as with local government units in the regional area; 6. Subject to review, render legal opinion and advice on provisions of election or referendum laws and decrees and the implementing resolutions of the Commission for the guidance of field personnel, government officials and employees charged with election and/or referendum functions and duties and other interested parties; 7. Maintain an effective reporting and information system for effective communication with the central office and in the regional area; 8. 9. Perform personnel and planning functions delegated by the Commission; Perform functions related to financial operations, as preparation of budget, disbursement of funds, and related matters, as delegated by the Commission; 10. Approve requisitions and procure supplies, materials, and equipment and other items for the region, subject to approval of a supply procurement program in the Commission, as delegated by the Commission;

11. Coordinate and conduct information drives and educational programs regarding elections and referendum; 12. Provide general housekeeping functions in the regional area; and 13. Perform other related functions. G. OFFICE

OF THE PROVINCIAL ELECTION SUPERVISOR (OPES)

Under the direction of the Regional Election Director: 1. 2. Represent the Commission on Elections in the province; Supervise all city and municipal election offices under the jurisdiction of the office of the Provincial Election Supervisor; 3. 4. Implement policies, rules, resolutions, decisions and other guidelines promulgated by the Commission; Maintain effective liaison between the Commission and other government offices as well as local government offices on matters relative to the conduct of elections, the registration of voters and the holding of referenda, the implementation of the Commission's education and information program, and other related matters; 5. 6. Keep and maintain the provincial central file of registered voters; and Perform other related functions.
