Procurement Plan Overview The standard procurement plan we have drafted is based on project requirement and clients need. The final outcome of this plan is to ensure the client has received the best product and services at a reasonable price range. Our procurement plan consists of several stages and each stage may be modified to suit each project accordingly. 1. Shortlist Bidders Pre-qualification 2. RFP Preparation and Development 3. Invitation to Tender 4. Review RFP response 5. Cost Analysis and Comparison 6. Interview Bidders 7. Internal Review 8. Prepare LOI and Standard Contract

1. Shortlist Bidders Pre-qualification Upon reviewing clients need and project requirements, JLL will gather a list of qualified companies and conduct the pre-qualification process. Pending on the size of project, we select anywhere from 4 to 6 companies and rank them accordingly using JLLs scoring matrix. On the scoring matrix, we will have a list of criteria such as relevant experience, size of company, local presence and etc. which we believe will be most suitable to judge and rank each company fairly and accurately. After the scoring matrix is completed, we will submit it to the client to review and keep the top 3 to 5 companies for the formal bidding.

2. RFP Preparation and Development The Request for Proposal (RFP) Package consists of the following sections: Liability Coverage To ensure each tenderer has the level of professional indemnity and project insurance sufficient for the project. Staffing Chart Each tenderer has to list the number of staffs they propose for the project, the percentage of time spent and etc. Fee Pending on type of services or products we plan to procure, JLL will develop a comprehensive pricing breakdown for each tenderer to complete. Schedule The master schedule will be provided to each tenderer; however they have to ensure they conform to the project schedule. History Each tenderer has to provide their company history, general background information and credentials. Project References Tenderers are required to provide a list of previously completed projects of a similar nature. Scope of Services JLL will draft up the scope of services the tenderer has to provide to the client. Confidentiality If the client requires all bidders to maintain strict confidentiality, JLL will include a confidentiality agreement for each bidder to sign prior to obtaining the RFP package. Plan Proposal This section describes the format of the proposal each bidder shall adhere to. Site Inspection Each bidder is requiring providing references, project completed or product sample. 3. Invitation to Tender Once the RFP package is ready and client has approved the RFP package, then we will send out invitation letters to the remaining companies requesting them to submit a formal proposal for this project. Each of these companies will be given a set of instructions and guidelines to their proposal and etc. To ensure fairness, no time extension will be granted to any single company.

4. Review RFP Response This process will usually take 5-10 days. JLL will go over each proposal to ensure all required information is included and clarify any ambiguity with the tenderers. 5. Cost Analysis The crucial part of reviewing the RFP response is analyzing the cost. Using the pricing breakdown sheet each company has filled in, we will then check to ensure all of them are pricing it correctly and has included all necessary products in their overall pricing. 6. Interview Bidders Interviews will be setup with each bidder once we have reviewed their proposal. JLL will invite our client to participate. Prior to the interview JLL will prepare a scoring sheet for the client to rank each company. Depending on the size of the project, we may require each company to do a one hour presentation followed by a 15 minutes Q&A session. During the presentation, each company may introduce themselves, their team and go over the project in details. 7. Internal Review JLL will arrange for an internal review session with the client after the interviews. The scoring sheet which we used to rank each company during their presentation along with their proposal will be used to make the final selection. 8. Prepare LOI and Formal Contract Certain clients should already have their own forms of LOI and contract they wish to use. JLL can if requested review these formats and provide comments only (this is for information and is not legal advice). Once the revisions have been agreed and amended by the client JLL can execute the documents for execution by the client.
