With the Jats at the receiving end after the Muzaffarnagar riots, the RLD and the Congress may pay dearly in the 2014 poll. Ajit Singh fears that the Jat community, which
was led by his father Charan Singh, had remained loyal to the RLD but may now look elsewhere. The Jats, despite a mere six per cent votes, have considerable influence in determining the fate of several constituencies. The SP, which wants to expand its sphere of influence in the region, is looking at the minority votes. In Western Uttar Pradesh the Muslims hold sway in 13 Lok Sabha constituencies. Ajit Singh fears that he may lose the Jat support while the SP and the BJP may gain. Unfortunately, a blame-game is going on between the various political players at the cost of innocent victims. Bahujan Samaj Party chief Mayawati is blaming the SP Government, fearing that if the riots help the SP and the BJP, it will be her party as well as the Congress, which will suffer a severe setback. Contrary to the argument that this should have been put off till after the coming round of assembly polls, the removal of all ambiguity and doubt will further embellish Modis credentials as a national campaigner and further boost the BJP performance in the assembly polls. Yes, the opposition will continue to harp on the 2002 communal riots and the alleged fake encounters under Modi. However, people are aware of the enormity of several such incidents under the Congress rule before and after 2002. Post-Godhra riots in Gujarat were communal, but are those in Assam a few months ago and now in Muzaffarnagar secular riots? Nonetheless, Modi has a huge task ahead of him. To begin with, he will have to prove to his own party that he is a team-man, taking everyone along. Second, he will have to soften his public image, and reach out to the minorities, which constitute nearly 18 per cent of the population. It is good that he is focus-
ing on a development agenda, and leaving untouched divisive issues. Economic development for all, growth for all, roti, kapda and makan for all, ought to be his drumbeat in the coming polls. Modi should use his public time to delineate his own programme of action, how he intends to change the character of governance, make it more purposeful, more meaningful to the lives of ordinary Indians. It is a huge task. The Congress-led UPA has been Modis greatest ally, always seeking to hide its own failings by constantly trying to demonise Modi. So what he should do is to infuse a new energy into the electoral campaign, by levelling with ordinary Indians as to how he would improve their lives. If he sounds sincere, he might most likely win the electoral battles ahead. If he does not, India may be condemned to suffer another corrupt and non-performing coalition. It is important for India that it has a clearcut option: to try Modi who has proved himself in Gujarat, or to suffer more of the same it has undergone in the last four years, albeit under another hotchpotch, in which the Congress holds all the cards. We need to look for the point where the waiting ends and the working again for the decision begins. And how do we do this? Trial and error. Yes! Can we afford the trial and error in our actual life?? Yes. We can start off with practicing on small situations in our life, like making decisions regarding where to eat, what to wear for office, when to start working when the housemaid hasnt turned up, when to stop holding the cycle when your kid has learnt to take care of himself, when to stop expecting from others and start taking care of ourselves, etcetera etcetera. By doing this, by the time a big situation arises, or an actual crisis come into picture, we are totally in control of everything, and do not get scared of any of the two, waiting for the right time to make the decision, and leaving things incomplete, none of which can possibly be afforded. We mostly commit two kinds of mistakes in decision making related to the timing of making the decision. First one is making wrong, hasty decisions just to complete something while completely ignoring the need of waiting for the right time to make the decision. The second one is waiting so long before making the decision that the right time for it just goes away and then there is no way to complete what we were do-
ing, all the plans go into vain and nothing can save the thing from what can jokingly be called as being left at the altar, which is as bad as starting something and leaving it unfinished. And it doesnt matter much how far the thing was from being completed, whether it is half done or three fourth done, it is only incomplete and the remaining part doesnt prove to be worthy until it is actually into place! Just like it doesnt matter whether your new dress was going to make you look like a princess or supergirl if you just buy it and keep it in the cupboard and dont get to wear it at all. How does it matter what you had thought or planned if you do not execute it? How does it make you a good decision maker if you do not put efforts to finish what you started? And how does it make you a complete person if you dont even complete what you began to do once? I make a resolution to complete everything i have started or will start, to never leave things half done for more time than it is needed to be! I make a resolution to be a complete person, and I start with completing the things that i had once begun to do and had promised myself to finish! I make a resolution to not try to start things that I know i am going to leave halfway and drop in between. I make a resolution not overwork on something that is already done, but complete something that deserves to be done! I make a resolution to be happy always, without the guilt of being incomplete!! It has been claimed that its been a part of our society even before Christ came into existence. Though surprisingly, the prostitution has still not undergone any specific legal recognition in the country . The law that deals with prostitution in our country allows the prostitute to thrive, but hide it completely from the public. Organized prostitution like the brothels, pimping, prostitution rings are illegal. As long as it is done individually and voluntarily, a woman can use her bodys attributes in exchange of any material benefits. So, it is clear that the prostitution is neither illegal nor legal in our country . In the midst of all these laws, many questions remain unanswered. One of them is that when the society will attain a level of thinking where they will be able to accept a situation which cannot be avoided but can be regulated? Why are there such higher rates of rape cases in our country even when the prostitution prevails? When the women in our country will be free of the preying eyes that follow them everywhere? When the women will gain the equality to live secured and happy life? Most importantly who will stop their awful journey TOWARDS THE HELL?
There can be many reasons other than poverty behind a woman being into the prostitution; one of the reason being the legacy- a penalty to take birth in the family of prostitutes, greed, social customs, ill treatment by parents and dejection in love who later turns them out to be a procurer or pimp and lastly uneducated women seldom find any other avenue to feed herself other than prostitution. In spite of many laws issued by the government for protecting the women, they are still the vulnerable creatures. Our laws are as hollow as the governance of our country; they are only formed but hardly followed, in fact never followed. Woman trafficking has become a routine crime and actually covers a part of the newspaper everyday . The plight of women in our country is easily concluded by the daily crime that affects a woman of every age; they are killed in womb, burned for dowry, used for pleasure and an endless list goes on. The country that was known to worship women seems to have lost all its values; today the respect for woman has gone deep inside the grave and day by day its depth is increasing and the conditions are such worse that it may take many years to amend everything even if we start today . The single skeletal road is in such a dilapidated condition that for the last five years not a single bus reached Orchha, the tehsil headquarters delinking the entire Abujhmad area from the district headquarters at Narayanpur. Notably, due to the bad condition of Orchha road, passenger buses, the only mode of transportation in the Red Terror Zone, could not reach Orchha leading to great inconvenience to villagers who have been virtually cut from the district headquarters as also from the rest of the State. And this situation is not created by insurgency but due to the big potholes and craters on this stretch which make it unmotorable. Heavy damage to vehicles due to jerks forced bus operators to limit their journey till Dhanora village only where villagers are forced to reach after traversing 20 km to catch the bus to reach district headquarters. Public representatives have repeatedly informed the matter to the district administration but no action has been taken yet raising the question on its sensitivity . According to sources, lakhs of rupees are spent annually on repair of roads by Public Works Department but this road is yet to see any repair during last several years. From district headquarters Narayanpur to Palli stretch of road has been given to Hyderabad-based Company KMC, but in the last eight months it failed to construct even 8 km road. Since, bus service is the lone mode of transportation in this remote area which too has been snapped by poor condition of road, people are facing problem not only in availing healthcare and day-to-day necessities but even the Public Distribution System is also in peril. On the other hand, bus operators say that presence of 5-6 feet deep potholes and craters on the road have forced them to withdraw their services as the vehicles suffer unbearable losses due to jerks forcing them to cut short journey till Dhanora village, 20 km from Orchha.

In December, for instance, the Delhi Police set up a dedicated womens hotline to deal with complaints of harassment and violence against women. Indias Parliament in March passed a law raising punishments for rape from life imprisonment to the death penalty and also criminalized offenses such as stalking and voyeurism. The Delhi Police, too, organized a series of workshops earlier this year, including some on gender sensitivity, to better train police personnel to handle cases of assault against women. In January, we reported on where four key proposals stood a month after the death of the 23-year-old physiotherapy student from her injuries in the December attack. But nine months after the attack which resulted in the death of the 23-year-old victim these widelypublicized measures remain far from being realized. Here is a review of their current status.
Infrastructure Improvements
What Was Promised: Speaking to reporters in January, Delhi Chief Minister Sheila Dikshit stressed the need for functioning street lights and said the capitals government was taking action to ensure the citys infrastructure meets global standards. The government, she said, was planning to set up a task force to examine the condition of streetlights in the city and suggest necessary improvements. Another review, she added, would take place in February . Why It Matters: In 2010, about 70% of the citys 300,000 street lights were found to be out-of-order, according to a report by news wire IANS. A 2012 study by womens empowerment nonprofit Jagori also found that many areas, including prominent stretches of the capital, had insufficient
lights or had street lights that didnt work. Where It Stands: Ms. Dikshits office could not immediately confirm whether a task force had been set up to probe the condition of streetlights, or if a subsequent review took place in February . R.P. Gupta, the executive engineer for electricity at the Public Works Department the state-run body responsible for maintaining and developing infrastructure in New Delhi said he was not aware of a lighting task force. Yogendra Mann, a spokesman for the Municipal Corporation of Delhi the municipal body for most of the capital said he had not heard about it either. Mr. Gupta, however, said representatives from his department typically conduct daily checks to ensure roadways under its jurisdiction are sufficiently lit. An electrical engineer working with Mr. Gupta said the PWD plans to erect approximately 10,000 new electrical poles in the capital by Oct. 31. Mr. Bhagat, the police spokesman, said all concerned civic agencies had been informed about infrastructure lapses including 1,600 stretches of road with poor lighting in January . But he said police had not checked progress on improvements since it isnt the departments responsibility .

Why It Matters: An estimated 200,000 public vehicles ply the citys roads, according to the Delhi Police. These include state-run and privately operated buses, auto-rickshaws and taxis. According to a report by The Times of India in December, nearly 100,000 drivers, or those operating about half of the citys public vehicles, dont have state-issued identity badges. Where It Stands: Anil Shukla, a senior traffic officer in the Delhi Police, estimated that a chunk of drivers ferrying public vehicles are still without state-issued identity cards. The progress has been quite slow, Mr. Shukla told India Real Time. The Delhi Police work with the state Transport Department to run background checks on people requesting identify cards. But not very many drivers have come forward to register, Mr. Shukla said. Between Jan. 1 to Aug. 31, the police imposed fines on 20,750 drivers for not wearing identity badges, Mr. Shukla said. Of these, approximately 12,000 were auto rickshaw drivers, 5,500 were taxi drivers nearly 1,000 were drivers of both state-run and private buses. In the same period, the police fined 48,000 public vehicles for operating without adequate permits and licenses, according to Mr. Shukla. In an email to India Real Time, a spokeswoman of the Delhi Integrated Multi-Modal Transit System Ltd., a firm jointly managing the citys transport with state authorities, said about 4,500 of an estimated 5,000 public buses had installed GPS devices. complex, when many people were having breakfast in the basement cafeteria. A witness, Rick Mason, said a gunman was shooting from a fourth-floor overlook in the hallway outside his office. He said the gunman was aiming down at people in the cafeteria. Mason said he could hear the shots but could not see a gunman. He said there were multiple levels of security to reach his office. That "makes me think it might have been someone who works here", he told the agencies. A lockdown remained in effect for hours after the shooting. Sailors and civilians assigned to the Washington navy yard, as well as all personnel assigned to the nearby joint base Anacostia-Bolling, were advised to stay put while authorities continued to investigate the scene. In the confusion after the attack, police initially feared two other men dressed in "military-style" uniform had been involved, and launched a huge manhunt. They issued descriptions of two suspects, one said to have been a white man wearing a navy-style khaki uniform and carrying a pistol, the second described as black and wearing a drab olive military uniform and carrying a rifle. One of the suspects was quickly identified and ruled out of the investigation. The second was not eliminated from inquiries until later in the evening. At a 10pm press conference, police said the manhunt was over and lifted remaining restrictions on residents. Police in Seattle said Alexis was arrested in 2004 after an incident that he described to detectives as an anger-fuelled "blackout". Two workers on a
construction site told police that Alexis walked out of a next-door home on 6 May 2004, pulled a pistol from his waistband and fired three shots into the rear tyres of their parked car. A former acquaintance, Oui Suthametewakul, said Alexis lived with him and his wife from August 2012 to May 2013 in Fort Worth, but that they had to part ways because he was not paying his bills. Alexis was a "nice guy", Suthametewakul said, though he sometimes carried a gun and would frequently complain about
being the victim of discrimination. Suthametewakul said Alexis had converted to Buddhism and prayed at a local Buddhist temple. The nomination could damage hisrecently reported ambition to remain as leader of Gujarat until 2017, but that is outweighed by the prospect of him becoming the BJPs first prime minister since 2004. NaMo, as hes nicknamed, has worked his way up from tea stall attendant to the most coveted position in Indias main opposition party. But his journey hasnt been without controversy. The riots in his state in 2002, in which more than 1,000 people, mainly Muslims, were killed, cast a long shadow over his leadership. Accusations that he was complicit in the attacks, though never proved in court, are likely to continue to dog him as he takes up the role of prime ministerial candidate. He denies allegations of wrongdoing. His record as an effective administrator has been praised by business leaders who have flocked to Gujarat because of his industryand developmentfriendly policies and focus on improving infrastructure in the state. Supporters say the model in Gujarat, which has witnessed an economic boom during Mr. Modis leadership, is what India needs to lift itself out of the economic doldrums of recent years.

The co-founder of the BJP has never publically opposed Mr. Modis advance through the party ranks. But his actions indicate that he has reservations about appointing the divisive politician to the top job. Mr. Advani, 85, tested the partys loyalty toward him in early June when he offered his resignation after the elevation of Mr. Modi his onetime protg as election campaign chief. He didnt refer to Mr. Modi in his resignation letter but said he was unhappy with the direction the party was taking. The BJP veteran reneged when the party asked him to reconsider stepping down, but he was not granted any assurances that Mr. Modis rise through the ranks would stop. Mr. Advani has a long-held ambition to be prime minister, but he has been thwarted at each attempt. The party lost elections in 2009 when Mr. Advani was the prime ministerial candidate. In 2004 polls, when he was deputy to Atal Bihari Vajpayee, the party was also defeated. By placing the Gujarat chief minister in line for the prime ministers job, the BJP has signaled that Mr. Advanis authority to direct significant moves is diminished, if not completely dead.

The party president, who is close to Mr. Modis supporters in the right-wing Rashtriya Swayamsevak Sangh organization, has been acting as a broker between them and members of the BJP who are less inclined to support Mr. Modi. Mr. Singhs decision to name Mr. Modi as prime minister-inwaiting was more a matter of when than if. Choosing to do so before the state elections at the end of the year risks irking some in the party who say local polls are a litmus test for general elections. They say Mr. Modis love him or loathe him status could count against the party if he is promoted too soon. The opposite could also be true, however, and the groundswell of support for the 62year-old could be to the partys advantage if his nomination swings local elections in its favor.

Every few days we hear of Pak troops violating the ceasefire by targeting Indian posts and civilian areas by firing and shelling along the LoC. After his election victory, the Pakistani Prime Minister Nawaz Sharif had stressed on the need to improve bilateral ties. Whereas from India, PM Manmohan Singh was among the first to congratulate Sharif, saying he hoped they could chart a new course by initiating peace talks. But the recent encounters along the border have vitiated the atmosphere for any such talks. The recent spate of attacks along the border began on 6th August 2013, when a heavily armed team of terrorists along with disguised Pakistani troops ambushed an Indian Army patrol along the LoC in the Poonch sector of J&K killing five Indian soldiers. And from then on Pakistan has routinely shot at Indian posts along the LoC. The act once again hurt the expectations of India that there could be better ties between the two rival South-Asian countries. Nawaz Sharif s return to power in Pakistan was considered as a ray of hope for both the countries. It was expected that the democratic
election in Pakistan would herald an upturn in ties between the two nuclear-capable rivals. But after Nawaz Sharif`s ascent to the PMs post no such thing happened. On one hand Nawaz was in favour of peace talks with India and on the other hand tensions on the national border flared. Under such circumstances, one is forced to question Sharif`s grip over affairs in his own country and his seriousness for peace. His hands could be tied by the dominant Pakistan army that ousted him the last time he held PM`s office there. Ex-Indian foreign secretary Lalit Mansingh had said that Sharif had shown willingness during his time in office to improve ties, citing the 1999 Lahore Declaration which set out steps to cool nuclear tensions. Probably, the Pakistani military does not want Nawaz Sharif to walk away with glowing laurels on his peace initiative with India and is frantically trying to control matters of foreign policy. Though, like all Pakistani politicians, Sharif is soft on terror elements, he seems also eager to mend ties with India for a lot of other reasons. Afghanistan is another thorn in Nawaz Sharif`s skin. Mischief mongers residing in Pakistan and Afghanistan are determined not to let the peace process take a meaningful shape and they certainly would like to keep India out from their backyard. However, Sharif has already admitted to the enormity of the problem and the necessity to tackle it with on priority basis. What Pakistan Army needs to realize is that by derailing the peace process and waging an indirect war with India, it will only bring more misery upon its country .

All the issues over which the Congress-led UPA Government is in the dock, whether it be lack of policy direction or the multiple scams, stem from a weak leadership which Prime Minister Manmohan Singh has given the country . Mr Singh also has a fragile hold over his ministerial colleagues who appear to be making hay while the Prime Minister's glow fades. The dual-power centre which commentators often talk about is a direct outcome of Singh's supine nature. That the Prime Minister is not the master of his Government and is only too glad to cede authority is evident from his recent remark that he would be happy to work under Rahul Gandhi's leadership in the Congress. If Congress president Sonia Gandhi is seen as controlling the levers of power in the party, it's understandable. But when she commands the final say even in Government matters, the people have a right to be upset and angry over the devaluation of the authority of the Prime Minister's office. From all accounts, Singh has been no more than a rubber stamp of the Nehru-Gandhi dynasty and has tainted the office he holds. People who sympathise with him argue that he should not be blamed for the mess that the country's economy is in and for the many other omissions and commissions of the regime, because there are others who control the affairs. That is precisely the point: How can the Prime Minister of the world's largest democracy allow such transgressions? As the head of the Government, Singh is answerable to the people. He cannot turn around and pin the blame on the dark shadows that remote-control his regime, nor can he grumble about the compulsions of coalition politics for the wrongs that his regime has done. If Singh is unable to develop spine, he might as well vacate the position for someone more capable, resolute and with the courage of conviction. Singh is subservient because he has not won a Lok Sabha election. He was made Prime Minister by Gandhi. Having got the high post on a platter, first in 2004 and again in 2009, Singh has remained deeply indebted to the Congress president and her family ever since. While the gratitude is understandable, it has unfortunately adversely impacted his conduct as Prime Minister. He has over the years compromised both the credibility and the dignity of the office. In his initial blundering days when his conduct was still forgiveable, he was irritating as a pebble in the shoe; now that pebble has turned into a big stone. Given the grim situation, the people are naturally poised to veer away from him and his Government and look forward to a leader with proven skills of governance. They are unwilling to trust a person who is not his own man and whose authority is constantly challenged. Nor do they want a leader who talks of dreams but has no inkling of how to realise those dreams.
