For them all is fair in elections. The recent communal clashes in Muzaffarnagar in which many people were killed is a classic example of how the indifference of the State administration in dealing with such violence, is manipulated by wily politicians to further their vote-bank politics. Otherwise, how does one explain the rioting and mayhem in areas where Muslims and Jats had lived in harmony? The current Jat-Muslim divide seems to have been carefully scripted. It is becoming increasingly clear that Chief Minister Akhilesh Yadav is unable to rule the State. According to reports, the State witnessed sporadic communal violence frequently in the past year. The Muzaffarnagar clashes are only one of the 50 other communal clashes in recent times. With the Akhilesh Yadav-led Governments image on the decline, the Samajwadi Party supremo Mulayam Singh Yadav is a worried man. His eyes set on the 2014 election, Yadav is going all out to emerge as a king-maker. As often happens, trivial personal issues set off clashes which, if not dealt with firmly, degenerate into full-fledged communal riots. The Jats and Muslims had voted in tandem so far. But these tensions have sharpened the differences between them. There are various players in Uttar Pradesh who will lose or gain from the Muzaffarnagar violence. The SP and the BJP are hoping for a Hindu-Muslim polarisation to help them politically and electorally. Mulayam Singh Yadav hopes to widen his base in the Muslim-dominated region while the BJP is gamble on a Hindu polarisation. The BJP is dreaming of the golden period of the 90s

when it got 55 seats. The immediate impact of Muzaffarnagar incident could be an electoral benefit to both the ruling SP and the BJP. The Congress, which won an unexpected 22 seats in the 2009 election, is also aiming for a revival and return to power. On the other hand, Rashtriya Lok Dal chief Ajit Singh is worried about the Jats, who have remained his staunch supporters. The RLD in alliance with the BJP won five Lok Sabha seats in the 2009 poll, but switched to the Congress in the 2012 Assembly poll, winning nine seats. With the Jats at the receiving end after the Muzaffarnagar riots, the RLD and the Congress may pay dearly in the 2014 poll. Ajit Singh fears that the Jat community, which

was led by his father Charan Singh, had remained loyal to the RLD but may now look elsewhere. The Jats, despite a mere six per cent votes, have considerable influence in determining the fate of several constituencies. The SP, which wants to expand its sphere of influence in the region, is looking at the minority votes. In Western Uttar Pradesh the Muslims hold sway in 13 Lok Sabha constituencies. Ajit Singh fears that he may lose the Jat support while the SP and the BJP may gain. Unfortunately, a blame-game is going on between the various political players at the cost of innocent victims. Bahujan Samaj Party chief Mayawati is blaming the SP Government, fearing that if the riots help the SP and the BJP, it will be her party as well as the Congress, which will suffer a severe setback. That is why the Congress and the BSP are claiming that the whole thing is match-fixing between the BJP and the SP.

Sushma Swaraj saw herself as a potential prime ministerial candidate, but in the end, saw the writing on the wall and withdrew her objections. Murli Manohar Joshi was too old and too insignificant to worry the party leadership, but the veteran too came around in the nick of time. It was only Advani who held out. This is unexpected. After all, Modi was his protg like so many others Swaraj, Jaitley and so on. Instead of celebrating the rise of his onetime protg, Advanis sulk shows him in poor light, unwilling to step aside, so that the more able, more acceptable junior could take command of the party . If politics, ultimately, is about winning elections, the BJP could not have done any better than picking Modi to lead its campaign. Advani had led it with dis-

To begin with, he will have to prove to his own party that he is a team-man, taking everyone along. Second, he will have to soften his public image, and reach out to the minorities, which constitute nearly 18 per cent of the population. It is good that he is focus-

ing on a development agenda, and leaving untouched divisive issues. Economic development for all, growth for all, roti, kapda and makan for all, ought to be his drumbeat in the coming polls. Modi should use his public time to delineate his own programme of action, how he intends to change the character of governance, make it more purposeful, more meaningful to the lives of ordinary Indians. It is a huge task. The Congress-led UPA has been Modis greatest ally, always seeking to hide its own failings by constantly trying to demonise Modi. So what he should do is to infuse a new energy into the electoral campaign, by levelling with ordinary Indians as to how he would improve their lives. If he sounds sincere, he might most likely win the electoral battles ahead. If he does not, India may be condemned to suffer another corrupt and non-performing coalition. It is important for India that it has a clearcut option: to try Modi who has proved himself in Gujarat, or to suffer more of the same it has undergone in the last four years, albeit under another hotchpotch, in which the Congress holds all the cards. But after the party has endorsed Modi as prime ministerial candidate, party sources say the theme of the Mahakumbh would be NaMo Shivay, in which development and schemes of Shivraj would be displayed along with good governance and strong leadership of Modi. Party sources claimed that Modi has already given consent to remain present in the Mahakumbh and thus it has been decided to prepared lifesize cutouts of Modi that would be installed in different parts of the city and similarly, the stage would be decorated. The BJP leaders are also busy in changing the sequence of concluding speech. Earlier, Shivraj was to give the concluding speech at the programme, but it is being considered that Modi should conclude the programme. The State leaders have also invited senior party leader LK Advani in the programme, but they have not received any confirmation.

As no good decision is ever the result of a confusing thought process. When we do not know what to do, all we need to do is wait for something to happen, yes, just wait. This is what one sweet acquaintance of mine once taught me, If you dont know what to do and how to do it, just leave it on time, do not force yourself to take a decision until it is time you need to execute it. Sometimes, when the right time comes, decisions themselves make you make them, and guide you to work in the direction of getting them fulfilled. This itself is a big support system that helps us to raise ourselves up to the point where we usually make only correct decisions. hatever you start must be always finished. If you ever start something, treat it as if leaving it is impossible. Treat your work as if you are married to it and be married as if divorce is not a possibility . Have you ever left something halfway? I have. Many a things. In fact I have a collection of half done things. A collection of lots of incomplete write ups, that of all my incomplete paintings, of all the incomplete thoughts locked up in my mind, of all the half made plans and those of half executed too, of all the half done tasks and of all the halfway travelled dreams. Everything that we ever begin and leave halfway, remains incomplete until completed or reverted to nothing, to where it did not exist at all. Is it not right that not existing is sometimes better than being left incomplete? Sure it is hard to continue with something once problems arise, nothing works, and everything seems impossible. But would you like it if someone starts telling you a really interesting suspense thriller story and instead of reaching the conclusion, leaves it at the highest point of excitement, when you are just a part of the story itself and then you are only left with nothing but a whole night of excitement and anxiety awaiting you, thinking of what could the end possibly have been. We need to look for the point where the waiting ends and the working again for the decision begins. And how do we do this? Trial and error. Yes! Can we afford the trial and error in our actual life?? Yes. We can start off with practicing on small situations in our life, like making decisions regarding where to eat, what to wear for office, when to start working when the housemaid hasnt turned up, when to stop holding the cycle when your kid has learnt to take care of himself, when to stop expecting from others and start taking care of ourselves, etcetera etcetera. By doing this, by the time a big situation arises, or an actual crisis come into picture, we are totally in control of everything, and do not get scared of any of the two, waiting for the right time to make the decision, and leaving things incomplete, none of which can possibly be afforded. We mostly commit two kinds of mistakes in decision making related to the timing of making the decision. First one is making wrong, hasty decisions just to complete something while completely ignoring the need of waiting for the right time to make the decision. The second one is waiting so long before making the decision that the right time for it just goes away and then there is no way to complete what we were do-

ing, all the plans go into vain and nothing can save the thing from what can jokingly be called as being left at the altar, which is as bad as starting something and leaving it unfinished. And it doesnt matter much how far the thing was from being completed, whether it is half done or three fourth done, it is only incomplete and the remaining part doesnt prove to be worthy until it is actually into place! Just like it doesnt matter whether your new dress was going to make you look like a princess or supergirl if you just buy it and keep it in the cupboard and dont get to wear it at all. How does it matter what you had thought or planned if you do not execute it? How does it make you a good decision maker if you do not put efforts to finish what you started? And how does it make you a complete person if you dont even complete what you began to do once? I make a resolution to complete everything i have started or will start, to never leave things half done for more time than it is needed to be! I make a resolution to be a complete person, and I start with completing the things that i had once begun to do and had promised myself to finish! I make a resolution to not try to start things that I know i am going to leave halfway and drop in between. I make a resolution not overwork on something that is already done, but complete something that deserves to be done! I make a resolution to be happy always, without the guilt of being incomplete!! Do you? ers who come forward and demand it. This again questions the efforts of the government if the families of these sex workers dont accept them; if it serves nothing good to them. These schemes should have an empowering impact on these women. They should be provided with the vocational training and should be counseled regularly . Apart from making these women economically sound, they should also be made mentally tough that they shouldnt consider themselves as the aliens in the sophisticated society . The prostitution if practiced privately is legal in India and it has been an age old trend in the Indian society and no one today can even find out the approximate date from when this profession came into existence. It has been claimed that its been a part of our society even before Christ came into existence. Though surprisingly, the prostitution has still not undergone any specific legal recognition in the country . The law that deals with prostitution in our country allows the prostitute to thrive, but hide it completely from the public. Organized prostitution like the brothels, pimping, prostitution rings are illegal. As long as it is done individually and voluntarily, a woman can use her bodys attributes in exchange of any material benefits. So, it is clear that the prostitution is neither illegal nor legal in our country . In the midst of all these laws, many questions remain unanswered. One of them is that when the society will attain a level of thinking where they will be able to accept a situation which cannot be avoided but can be regulated? Why are there such higher rates of rape cases in our country even when the prostitution prevails? When the women in our country will be free of the preying eyes that follow them everywhere? When the women will gain the equality to live secured and happy life? Most importantly who will stop their awful journey TOWARDS THE HELL?

What does the word woman means? A great scholar said that the word woman means one who relieves man of all his woes. This sounds quite hollow when we see at the pathetic condition of woman in our country. She may relieve a man of all his woes but she has become a commodity for a man. A woman is first used, then tagged as a used good and characterless and finally considered unlikely to even get married. This is the true condition of a woman in our country whose history is enriched with the sanctity, devotion, bravery and unconditional love. A woman was considered as the sustainer of life and its true! These raise questions that are we doing something to protect their lives or do we really respect a woman? We love our mother, protect our sister, desire a wife but do we respect womanhood? This brings a blurred image before us which can be cleared but we dont want to wipe the mist on it because we move with such a mentality which considers woman as a cheap commodity- use and throw. Recalling one of the shows on television which enacts the crimes across the country; anyone can come to the conclusion that major cases in country are related to rapes, woman exploitation, religious prostitution, child prostitution and woman trafficking. The Nirbhayas rape case that shudder the nation needs no explication. Also a year back terrifying incident; the baby Falaks case where a 2 year old girl was sold along with her elder sister and mother shivered the nation. Her brother was sold to work as a laborer. Her mother was continuously molested for several days and Falak was beaten to death. The case although helped the police to catch an ignominious trade of lives that shattered the lives of many women in the country but at the stake of a family! The other shocking case was of a disabled girl who was sold

by her poverty-stricken father to the dalals in exchange of money to marry his other two daughters. The girl was forced into prostitution because that disabled girl had no other option. Years later she managed to rescue when her client was a police inspector who did everything to trap the people who were carrying out that illegal selling of bodies. Later on she was sent to a rehabilitation centre and was trained enough to earn a respectable living. This is a story of a single rape case, a forced prostitute and a helpless mother who lost her child because of this despicable trade. If we start collecting the stories of these prostitutes, it may prove to be a beginning of an endless journey . It is understandable that our country is adversely affected by poverty but is it justified that poverty becomes a reason to sell oneself ? The word prostitution means offering sexual favors for pay. This word actually kills a prostitute every second because any woman would never indulge in sex trade until there is a grave reason behind it. In 2007, the Ministry of Women and Child Development reported the presence of 2.8 million sex-workers in India with 35.47 percent entering the trade as child prostitutes before the age of eighteen years. Isnt it shocking for our country where education up to the age of 14 is free and compulsory; and apart from this there is a strict ban on child labor; still the girls of this country are forced into the hell of prostitution? India is one of the biggest markets for prostitution in Asia of which Mumbai alone accommodates about 2 million prostitutes. Arent the results shocking? The place which is the city of dreams and the economic capital of the country is also the capital of such inhuman act.

There can be many reasons other than poverty behind a woman being into the prostitution; one of the reason being the legacy- a penalty to take birth in the family of prostitutes, greed, social customs, ill treatment by parents and dejection in love who later turns them out to be a procurer or pimp and lastly uneducated women seldom find any other avenue to feed herself other than prostitution. In spite of many laws issued by the government for protecting the women, they are still the vulnerable creatures. Our laws are as hollow as the governance of our country; they are only formed but hardly followed, in fact never followed. Woman trafficking has become a routine crime and actually covers a part of the newspaper everyday . The plight of women in our country is easily concluded by the daily crime that affects a woman of every age; they are killed in womb, burned for dowry, used for pleasure and an endless list goes on. The country that was known to worship women seems to have lost all its values; today the respect for woman has gone deep inside the grave and day by day its depth is increasing and the conditions are such worse that it may take many years to amend everything even if we start today . The women in our country are illegally forced into prostitution. The government however took various steps to control it. The Immoral Traffic (Prevention) Act or PITA is a 1986 amendment of legislation passed in 1956 as a result of the signing by India of the United Nations declaration in 1950 in New York on the suppression of trafficking. The act, then called the All India Suppression of Immoral Traffic Act (SITA), was amended to the current law. The laws intend in criminalizing various aspects of sex work. Muzaffarnagar riots: Political parties fomented communal disharmony


ulayam Singh Yadav has congratulated his son for how the Muzaffarnagar riots have been handled, how effectively calm has been restored. Akhilesh Yadav himself has rejected all culpability , blaming a conspiracy to tarnish his image saying a trivial issue like eve-teasing was given a communal colour. He has appealed to all secular parties to remain united. But the Uttar Pradesh administration's failure to avert a crisis that was far from unforeseen cant be condoned. It's of special note that Muzaffarnagar doesn't have much of a history of communal tension, with the two dominant communities even voting alike often. The deterioration of the Jat-Muslim relationship against this backdrop is particularly disturbing, and gives support to Akhileshs allegation that some parties have been actively fomenting communal disharmony in the area. After the eve-teasing incident on August 27, such activities should have been checked as Section 144 of the Criminal Procedure Code, intended to restrain unlawful assembly, was imposed in the area. Yet, provocative panchayat assemblies weren't restrained. Akhilesh has fired some top cops now. But had they been free to act independently of political pressure in the first place, communal tensions may never have escalated to breaking point. This encourages the suspicion that the SP itself hasn't been averse to feeding communal fires, gambling that this would consolidate the Muslim vote in its favour ahead of

the 2014 Lok Sabha elections. Except, this strategy looks like it has misfired, with various Muslim groups now putting the blame for the Muzaffarnagar riots squarely on the SP, as its administration has presided over a definite deterioration in the law and order situation. In the absence of basic security, minorities can't hope to make educational

and economic progress. Unfortunately, the SP is hardly alone in continuing to play vote-bank games with an electorate that is more than ready to move ahead. BJP keeps playing the two steps forward one step backward routine when it comes to deciding whether to make development or Hindutva its campaign platform.

Congress appeases minority and majority communalisms by turn. Mamata Banerjee says Hindus and Muslims are flowers of the same branch, but offers a monthly allowance to imams alone. These are dangerous games. They cost innocent lives. And the electorate has begun seeing through them.

RAIPUR: Inhabitants of Bastars remotest area Abujhmad are still living in pre-historic era, thanks to apathetic attitude of the administration. Abujhmad does not have a proper road nor is the administration concerned about providing even basic facilities to the people of this area. The single skeletal road is in such a dilapidated condition that for the last five years not a single bus reached Orchha, the tehsil headquarters delinking the entire Abujhmad area from the district headquarters at Narayanpur. Notably, due to the bad condition of Orchha road, passenger buses, the only mode of transportation in the Red Terror Zone, could not reach Orchha leading to great inconvenience to villagers who have been virtually cut from the district headquarters as also from the rest of the State. And this situation is not created by insurgency but due to the big potholes and craters on this stretch which make it unmotorable. Heavy damage to vehicles due to jerks forced bus operators to limit their journey till Dhanora village only where villagers are forced to reach after traversing 20 km to catch the bus to reach district headquarters. Public representatives have repeatedly informed the matter to the district administration but no action has been taken yet raising the question on its sensitivity . According to sources, lakhs of rupees are spent annually on repair of roads by Public Works Department but this road is yet to see any repair during last several years. From district headquarters Narayanpur to Palli stretch of road has been given to Hyderabad-based Company KMC, but in the last eight months it failed to construct even 8 km road. Since, bus service is the lone mode of transportation in this remote area which too has been snapped by poor condition of road, people are facing problem not only in availing healthcare and day-to-day necessities but even the Public Distribution System is also in peril. On the other hand, bus operators say that presence of 5-6 feet deep potholes and craters on the road have forced them to withdraw their services as the vehicles suffer unbearable losses due to jerks forcing them to cut short journey till Dhanora village, 20 km from Orchha.

The apartment of the Speaker of the House of Commons in the U.K. has hosted dignitaries like Bill Clinton, Barack Obama, Aung San Suu Kyi and Nelson Mandela. Now Amitabh Bachchan is the first Indian actor to be invited there. Wednesday, he received the Global Diversity Award, whose previous winners include Rev. Jesse Jackson and Formula One driver Lewis Hamilton. Mr. Bachchan, you deserve a decent audience, even if we were in a room six times the size of this room, it would still be full, John Bercow, speaker of the House of Commons, said as he presented the award. The dimly lit dining room where the ceremony took place is plastered with huge portraits of former speakers looking down from the walls. Ornate light stands and furniture make the room resemble the setting of a period drama. Mr. Bercow said Mr. Bachchan, who has appeared in more than 180 films including 1970s Bollywood classics Sholay, Deewar and Don, deserved the award given how popular he is in the U.K., India and elsewhere. British actor Hugh Grant joked that he Googled Mr. Bachchans name. I am frankly quite angry about him. He is gigantic. He is superhumanly popular, loved, adored for his films. And not only is he a film legend but he is also a saint. He has done all these amazing things for things like diabetes or AIDS or animal welfare, Mr. Grant said in a speech.

After receiving the award, Mr. Bachchan spoke of his connection with the U.K. The 70-year-old said his father was one of the first Indians to have a PhD from Cambridge University . Promised vs. Delivered

fter the gang rape and murder of a young woman in December an attack that prompted nationwide protests Indian authorities promised a series of overhauls to boost public safety and police responsiveness. In December, for instance, the Delhi Police set up a dedicated womens hotline to deal with complaints of harassment and violence against women. Indias Parliament in March passed a law raising punishments for rape from life imprisonment to the death penalty and also criminalized offenses such as stalking and voyeurism. The Delhi Police, too, organized a series of workshops earlier this year, including some on gender sensitivity, to better train police personnel to handle cases of assault against women. In January, we reported on where four key proposals stood a month after the death of the 23-year-old physiotherapy student from her injuries in the December attack. But nine months after the attack which resulted in the death of the 23-year-old victim these widelypublicized measures remain far from being realized. Here is a review of their current status.

Additional Police Vans


What Was Promised: In a bid to improve police response times, the Home Ministry in December approved a longpending Delhi Police proposal to buy an additional 370 patrol vans. Why It Matters: Senior police officials have long complained that they dont have enough vehicles to adequately patrol a city of nearly 17 million people. In 2012, police operators received more than 8.2 million calls for aid that were handled by 620 vans and 115 police bicycle patrols, according to the forces annual report. Where It Stands: On June 24 more than six months after the Delhi gang rape 370 new vans were delivered to the Delhi Police. The delay, according to Rajan Bhagat, the police spokesman, was because of layers and layers of bureaucratic channels involved. Indias Finance Ministry gave the green light in February . It was only after this in March that we could finally place the order, Mr. Bhagat said.

What Was Promised: In January, Indias Home Ministry, which oversees the capitals police force, approved the addition of 2,506 female cops in New Delhi to ensure that at least a dozen are deployed in each of the capitals 180 police stations. Why It Matters: According to the proposal, a copy of which was reviewed by The Wall Street Journal, there were some 83,000 police personnel in New Delhi at the end of 2012. Only 5,121, or about 6%, were women. Where It Stands: In January, Kuldeep Dhatwalia, a spokesman for the Home Ministry, told India Real Time that the plan needed approval from the Finance Ministry . In an interview with India Real Time this week, Finance Ministry spokesman D.S. Mallik said he could not confirm if the ministry had cleared the proposal. Girish Kumar, a police inspector handling recruitment, said the police force had not received additional funds for female officers. This year, he said, the police created posts for 1,434 women constables and 155 junior female inspectors using its existing hiring budget. But these women officers, he said, wont be in the field before March 2015, when their training is expected to end.

Infrastructure Improvements

What Was Promised: Speaking to reporters in January, Delhi Chief Minister Sheila Dikshit stressed the need for functioning street lights and said the capitals government was taking action to ensure the citys infrastructure meets global standards. The government, she said, was planning to set up a task force to examine the condition of streetlights in the city and suggest necessary improvements. Another review, she added, would take place in February . Why It Matters: In 2010, about 70% of the citys 300,000 street lights were found to be out-of-order, according to a report by news wire IANS. A 2012 study by womens empowerment nonprofit Jagori also found that many areas, including prominent stretches of the capital, had insufficient

lights or had street lights that didnt work. Where It Stands: Ms. Dikshits office could not immediately confirm whether a task force had been set up to probe the condition of streetlights, or if a subsequent review took place in February . R.P. Gupta, the executive engineer for electricity at the Public Works Department the state-run body responsible for maintaining and developing infrastructure in New Delhi said he was not aware of a lighting task force. Yogendra Mann, a spokesman for the Municipal Corporation of Delhi the municipal body for most of the capital said he had not heard about it either. Mr. Gupta, however, said representatives from his department typically conduct daily checks to ensure roadways under its jurisdiction are sufficiently lit. An electrical engineer working with Mr. Gupta said the PWD plans to erect approximately 10,000 new electrical poles in the capital by Oct. 31. Mr. Bhagat, the police spokesman, said all concerned civic agencies had been informed about infrastructure lapses including 1,600 stretches of road with poor lighting in January . But he said police had not checked progress on improvements since it isnt the departments responsibility .

What Was Promised: In December, Indias Transport Ministry reiterated a rule requiring drivers of all public vehicles to wear state-issued identity badges while carrying passengers. India Looks to Egypt for Cheaper Onions


ndia has started importing onions from Egypt for the first time in nearly two decades, according to the National Horticultural Research and Development Foundation, as the country grapples with a shortage of the vegetable which is a mainstay of the Indian diet. Egyptian onions are now on sale in India at around 10 to 15 rupees (16-24 cents) a kilogram cheaper than their Indian counterparts, traders in the culinary commodity said. They have received about 300 tons of onions from Egypt and about 36 tons from Pakistan in the past week, according to R. P. Gupta, director of the Maharashtra-based National Horticultural Research and Development Foundation, which tracks the production and price of onions. Currently the cost of Indian onions for consumers is hovering at about 60 rupees a kilogram, and in August the vegetable was 245% more expensive than the same point in 2012, according to government data released Monday . Overall, food inflation rose in August by 18.8% compared to a year earlier, the wholesale price inflation figures said. India is one of the largest onion producers in the world and is usually a net exporter, but drought in the major onion producing regions, Maharashtra and Karnataka, during the growing season caused a shortage in Indias onion crop this year and pushed up domestic prices. Traders also blame bottlenecks in the supply chain for the shortage, while consumers believe hoarding by traders pushed up the onion prices. Typically, onions cultivated by farmers in far-flung villages go through around four intermediaries before reaching the local veg-

etable market in a semi-urban or urban area. A 2012 study by the Bangalore-based thinktank, Institute for Social and Economic Change, titled Competitive Assessment of Onion Markets in India, says middlemen involved in onion trade have an average of 20 years experience in the business and are able to dictate the price. One of the studys key recommendations was that government bodies such as the National Agricultural Marketing Federation of India should procure onions directly from producers and not from traders. Trade officials said more onions from over-

seas are on their way after the government had issued import permits to private traders to bring in about 25,000 tons of the vegetable from overseas. uthorities are investigating why a former US navy reservist walked on to a historic naval base in Washington DC, opened fire and killed 12 employees before police shot him dead. Aaron Alexis, 34, started shooting at the Washington navy yard just after 8am on Monday as many of the 3,000 employees were arriving for work on the base. It was later revealed later that he had been discharged from the US navy in 2011 after being arrested for a shooting incident while he was stationed at Fort Worth, Texas. It was at least the second time Alexis had been arrested for a gun-related incident. The computer firm Hewlett-Packard confirmed he was employed by one of its subcontractors on an IT project. At a late-night press conference, the FBI said Alexis had gained access to the base with his contractor's ID. As authorities began to piece together the details of what happened, Barack Obama lamented "yet another mass shooting" and called it a "cowardly act". Police released an initial list of seven people killed. They were Michael Arnold, 59; Sylvia Frasier, 53; Kathy Gaarde, 62; John Roger Johnson, 73; Frank Kohler, 50; Kenneth Bernard Proctor, 46; and Vishnu Pandit, 61. Other victims' names were being withheld until family were notified, officials said. All were civilian staff. Doctors at the MedStar Washington hospital centre said they were treating three victims. The chief medical officer, Janis Orlowski, said one police officer had multiple gunshot wounds to his legs and was undergoing complex surgery. It was unclear whether he would walk again, she said. Two other civilian patients were women: one shot in her shoulder, the other in her head and hand. The second woman's head wound was not serious: "She is a very, very, lucky young lady," Orlowski said. There was no indication of a motive. Addressing questions about whether it had been a terrorist attack, the mayor of Washington, Vincent Gray said: "We don't have any reason to think that at this stage." On Monday night, officers from the New York police department cordoned off a section of the tree-lined street in Brooklyn, where relatives of Alexis lived in a brownstone apartment. That "makes me think it might have been someone who works here", he told the agencies. A lockdown remained in effect for hours after the shooting. Sailors and civilians assigned to the Washington navy yard, as well as all personnel assigned to the nearby joint base Anacostia-Bolling, were advised to stay put while authorities continued to investigate the scene. In the confusion after the attack, police initially feared two other men dressed in "military-style" uniform had been involved, and launched a huge manhunt. They issued descriptions of two suspects, one said to have been a white man wearing a navy-style khaki uniform and carrying a pistol, the second described as black and wearing a drab olive military uniform and carrying a rifle. One of the suspects was quickly identified and ruled out of the investigation. The second was not eliminated from inquiries until later in the evening. At a 10pm press conference, police said the manhunt was over and lifted remaining restrictions on residents. Police in Seattle said Alexis was arrested in 2004 after an incident that he described to detectives as an anger-fuelled "blackout". Two workers on a

construction site told police that Alexis walked out of a next-door home on 6 May 2004, pulled a pistol from his waistband and fired three shots into the rear tyres of their parked car. Alexis later told police he thought the victims had "disrespected him". Court records reviewed by the Associated Press said he was released on the condition that he did not contact any of the workers According to a statement by Seattle police, Alexis's father told detectives his son had "anger management problems" associated with post-traumatic stress disorder. He had been an "active participant in rescue attempts on 11 September 2001", the Seattle police statement said. Alexis signed up for the reserves in 2007. In 2010, while he was based at Fort Worth in Texas, he was arrested after discharging a firearm into the ceiling of his upstairs neighbour. Police accepted his explanation that it was an accident, but it appears that the incident led to Alexis's discharge from the navy in 2011. After leaving the reserves, Alexis worked as a waiter and delivery driver at the Happy Bowl Thai restaurant in White Settlement, a suburb of Fort Worth, according to Afton Bradley, a former co-worker, quoted by the Associated Press. A former acquaintance, Oui Suthametewakul, said Alexis lived with him and his wife from August 2012 to May 2013 in Fort Worth, but that they had to part ways because he was not paying his bills. Alexis was a "nice guy", Suthametewakul said, though he sometimes carried a gun and would frequently complain about

being the victim of discrimination. Suthametewakul said Alexis had converted to Buddhism and prayed at a local Buddhist temple. Ty Thairintr, who attended Wat Budsaya, a temple in Fort Worth, said: "We are all shocked. We are nonviolent. Aaron was a very good practitioner of Buddhism. He could chant better than even some of the Thai congregants." Thairintr said that Alexis told him and others at the temple that he had taken a job as a contractor and he indicated to them he was going to go to Virginia. He last saw Alexis five weeks ago. "He was a very devoted Buddhist. There was no tell-tale sign of this behaviour," Thairintr said Hewlett-Packard said Alexis was employed as a subcontractor for The Experts, a professional services company based in Alexandria, Virginia. It said in a statement: "Aaron Alexis was an employee of a company called The Experts, a subcontractor to an HP Enterprise Services contract to refresh equipment used on the navy marine corps intranet (NMCI) network. HP is co-operating fully with law enforcement as requested." On its website, The Experts describes itself as providing "innovative and mission-critical IT, engineering and litigation professional services for federal, state and local governments and departments". It said in a statement: "The Experts would like to express our deepest condolences and sympathies regarding the incident that occurred at the DC naval yards. We are actively co-operating with the FBI and other authorities in relation to the investigation on the suspect."

The nomination could damage hisrecently reported ambition to remain as leader of Gujarat until 2017, but that is outweighed by the prospect of him becoming the BJPs first prime minister since 2004. NaMo, as hes nicknamed, has worked his way up from tea stall attendant to the most coveted position in Indias main opposition party. But his journey hasnt been without controversy. The riots in his state in 2002, in which more than 1,000 people, mainly Muslims, were killed, cast a long shadow over his leadership. Accusations that he was complicit in the attacks, though never proved in court, are likely to continue to dog him as he takes up the role of prime ministerial candidate. He denies allegations of wrongdoing. His record as an effective administrator has been praised by business leaders who have flocked to Gujarat because of his industryand developmentfriendly policies and focus on improving infrastructure in the state. Supporters say the model in Gujarat, which has witnessed an economic boom during Mr. Modis leadership, is what India needs to lift itself out of the economic doldrums of recent years.

The co-founder of the BJP has never publically opposed Mr. Modis advance through the party ranks. But his actions indicate that he has reservations about appointing the divisive politician to the top job. Mr. Advani, 85, tested the partys loyalty toward him in early June when he offered his resignation after the elevation of Mr. Modi his onetime protg as election campaign chief. He didnt refer to Mr. Modi in his resignation letter but said he was unhappy with the direction the party was taking. The BJP veteran reneged when the party asked him to reconsider stepping down, but he was not granted any assurances that Mr. Modis rise through the ranks would stop. Mr. Advani has a long-held ambition to be prime minister, but he has been thwarted at each attempt. The party lost elections in 2009 when Mr. Advani was the prime ministerial candidate. In 2004 polls, when he was deputy to Atal Bihari Vajpayee, the party was also defeated. By placing the Gujarat chief minister in line for the prime ministers job, the BJP has signaled that Mr. Advanis authority to direct significant moves is diminished, if not completely dead.

The party president, who is close to Mr. Modis supporters in the right-wing Rashtriya Swayamsevak Sangh organization, has been acting as a broker between them and members of the BJP who are less inclined to support Mr. Modi. Mr. Singhs decision to name Mr. Modi as prime minister-inwaiting was more a matter of when than if. Choosing to do so before the state elections at the end of the year risks irking some in the party who say local polls are a litmus test for general elections. They say Mr. Modis love him or loathe him status could count against the party if he is promoted too soon. The opposite could also be true, however, and the groundswell of support for the 62year-old could be to the partys advantage if his nomination swings local elections in its favor.

The recent spate of attacks along the border began on 6th August 2013, when a heavily armed team of terrorists along with disguised Pakistani troops ambushed an Indian Army patrol along the LoC in the Poonch sector of J&K killing five Indian soldiers. And from then on Pakistan has routinely shot at Indian posts along the LoC. The act once again hurt the expectations of India that there could be better ties between the two rival South-Asian countries. Nawaz Sharif s return to power in Pakistan was considered as a ray of hope for both the countries. It was expected that the democratic

election in Pakistan would herald an upturn in ties between the two nuclear-capable rivals. But after Nawaz Sharif`s ascent to the PMs post no such thing happened. On one hand Nawaz was in favour of peace talks with India and on the other hand tensions on the national border flared. Under such circumstances, one is forced to question Sharif`s grip over affairs in his own country and his seriousness for peace. His hands could be tied by the dominant Pakistan army that ousted him the last time he held PM`s office there. Ex-Indian foreign secretary Lalit Mansingh had said that Sharif had shown willingness during his time in office to improve ties, citing the 1999 Lahore Declaration which set out steps to cool nuclear tensions. Probably, the Pakistani military does not want Nawaz Sharif to walk away with glowing laurels on his peace initiative with India and is frantically trying to control matters of foreign policy. Though, like all Pakistani politicians, Sharif is soft on terror elements, he seems also eager to mend ties with India for a lot of other reasons. Afghanistan is another thorn in Nawaz Sharif`s skin. Mischief mongers residing in Pakistan and Afghanistan are determined not to let the peace process take a meaningful shape and they certainly would like to keep India out from their backyard. However, Sharif has already admitted to the enormity of the problem and the necessity to tackle it with on priority basis. What Pakistan Army needs to realize is that by derailing the peace process and waging an indirect war with India, it will only bring more misery upon its country .

That the Prime Minister is not the master of his Government and is only too glad to cede authority is evident from his recent remark that he would be happy to work under Rahul Gandhi's leadership in the Congress. If Congress president Sonia Gandhi is seen as controlling the levers of power in the party, it's understandable. But when she commands the final say even in Government matters, the people have a right to be upset and angry over the devaluation of the authority of the Prime Minister's office. From all accounts, Singh has been no more than a rubber stamp of the Nehru-Gandhi dynasty and has tainted the office he holds. People who sympathise with him argue that he should not be blamed for the mess that the country's economy is in and for the many other omissions and commissions of the regime, because there are others who control the affairs. That is precisely the point: How can the Prime Minister of the world's largest democracy allow such transgressions? As the head of the Government, Singh is answerable to the people. He cannot turn around and pin the blame on the dark shadows that remote-control his regime, nor can he grumble about the compulsions of coalition politics for the wrongs that his regime has done. If Singh is unable to develop spine, he might as well vacate the position for someone more capable, resolute and with the courage of conviction. Singh is subservient because he has not won a Lok Sabha election. He was made Prime Minister by Gandhi. Having got the high post on a platter, first in 2004 and again in 2009, Singh has remained deeply indebted to the Congress president and her family ever since. While the gratitude is understandable, it has unfortunately adversely impacted his conduct as Prime Minister. He has over the years compromised both the credibility and the dignity of the office. In his initial blundering days when his conduct was still forgiveable, he was irritating as a pebble in the shoe; now that pebble has turned into a big stone. Given the grim situation, the people are naturally poised to veer away from him and his Government and look forward to a leader with proven skills of governance. They are unwilling to trust a person who is not his own man and whose authority is constantly challenged. Nor do they want a leader who talks of dreams but has no inkling of how to realise those dreams.
