Guidelines

1. The notion to be argued for this debate shall be Resolved that Divorce Bill be enacted into Law. 2. The format to be used for this exercise is Oregon Oxford . 3. The house shall be composed of two sides. First is the Affirmative side, who shall argue that Divorce Bill should be legalized in the Philippines , second shall be the negative side, who shall argue that Divorce bill is illegal. 4. Each side of the house shall be composed of the following: NECESSITY SPEAKER BENEFECIALITY SPEAKER PRACTICABILITY SPEAKER REBUTTAL SPEAKER As to the manner and time of the delivery of the speakers individual speeches the following shall be observed. 1. The affirmative necessity speaker shall be the first to deliver his/her constructive speech. He shall be given 3-5 minutes to deliver the speech. The timer shall ring the bell once which means that the 3minutes has lapsed already. Two rings which means 4 minutes has lapsed already and that the speaker has 1 minute left to finish his/her speech. When the timer rings the bell thrice it means that time is up and speaker has to stop. 2. The speaker shall be subjected for a 3minute interpolation. The timer shall ring the bell once during the 2nd minute and twice during the 3rd minute and that the interpolation should cease. 3. After the interpolation, the negative necessity speaker shall now deliver his speech and the procedures and time mentioned earlier shall be observed. The same procedures shall apply to the Beneficiality and Practicability speakers. 4. After the negative practicability speaker has delivered his speech, there will be a five minute break to give the rebuttal speakers to make their rebuttal speeches. 5. After the 5minute break, the negative rebuttal speaker shall speak. He shall be given 7 minutes to deliver the speech. The timer shall ring the bell once during the 5th minute. Twice during the 6th minute and thrice during the 7th minute. The affirmative shall follow after observing the time, manner and procedure made by the preceding speaker. 6. The decision of the judges is final and excutory.
