PROVINCE APPROVES LANDFILL EXPANSION ON CARP ROAD

Waste Management has received approval for a new landfill adjacent to the existing site on Carp Road (locally called the Carp Mountain). The new landfill can take 400,000 tonnes of trash a year for 10 years. The City of Ottawa had asked for a smaller landfill combined with recycling, contributions to road upgrades, and strong protection against odors, ground water protection and community involvement, amongst other requests. Residents of Stittsville and parts of Kanata North experienced serious odor problems with the earlier landfill and had lobbied to locate any new facility away from the urban area. However, with this approval, the landfill proposed by Waste Management can proceed. Although the project was also shown to include waste diversion, recycling, composting and renewable energy facilities, those items were not in the approval as the process only deals with approval of a landfill. There are some conditions including having a community liaison committee, a complaint response protocol, odor controls, a water monitoring program and plans for property value protection and mitigation of species-atrisk. I regret that the realistic recommendations that the west end Councillors had developed, with the assistance of City staff and approval of the entire City Council, were not included in the final decision of the Minister of the Environment.

The City of Ottawa is developing a Waste Plan to guide management of recyclables and garbage over the next thirty years. You can give input to the City on a number of proposed options to achieve waste management goals and objectives. Each of the options presented has an associated cost and feedback from the public will be used to assist in prioritizing spending. A community garden is proposed to be located within the Hydro Corridor north of Klondike Road in Morgans Grant. Join in the public session at the Old Town Hall (enter by the lane across Klondike from Shoppers Drug Mart) on Monday September 16 at 7 pm to learn more about this proposal.
