HealsonotedDEPisrevisingitsCommunityEnvironmentalProjectPolicyunderwhichthe agencywill,insomecircumstances,acceptthefundingofworthwhilelocal,environmentalprojectsin lieuofpenaltiespaidtothestate. TheinitialdraftofthepolicychangeshavebeensharedwithDEPsEnvironmentalJustice AdvisoryBoardandtheCACforreview,buthavenotyetbeencirculatedforgeneralpubliccomment. ActingSecretaryAbruzzonotedarecentcontroversyoverreleasingaPennStateclimate changereportinthepresswillbeaddressedshortlywhentheagencyreleasesthecompletereport withoutanydeletions.Hesaidhedidntknowwhythereportwasheldupbeforeheassumedtherole ofActingSecretary. EnvironmentalJusticeCACDiscussion TheCouncilalsoheldafirsteverjointmeetingwithDEPsEnvironmentalJusticeAdvisory Boardtodiscusshowthetwoadvisorybodiescouldworktogetheronpublicparticipationandother issues. Duringthefirstpartofthemeeting,thegroupsheardapresentationfromDr.HectorOrtiz,

DirectoroftheDepartmentofHealthsOfficeofHealthEquity,andDr.JamesLogue,Directorofthe DivisionofEnvironmentalHealthEpidemiologywhoprovidedanoverviewoftheirprograms. SeveralquestionstothepresentersinvolvedthehealthaspectsofMarcellusShaledrilling. Dr.LoguesaidhisDivisionhasbeeninvolvedinindividualconsultationswithdoctorsand citizensonhealthissuesinvolvedindrillingandfracking,buthasnotdoneanyspecificepidemiological studiesontheissue.Hesaidthedozenorsostaffhehasinthisofficedoesnothavethefundingtodo muchmorethanthat. BothpresenterswereaskedaboutwhethertheDepartmentofHealthwasdevelopingany policyonprovisionsintheAct13drillinglawrelatedtothedisclosureoffrackingfluidconstituentsto physicians,notingtheissuehasbeencontroversial.Theysaidtheyhavenotbeenpersonallyinvolved, butothersintheagencyhavebeendiscussingtheissuewithanumberofgroups. Dr.ArthurFrank,amemberoftheEnvironmentalJusticeBoardandanoccupationalhealth physician,saidsharingoftradesecretinformationwithphysiciansishandledroutinelyinhisfieldby doctors.Henotedthecontroversymayhavedevelopedbecausedoctorswhodonotroutinelyworkin theoccupationalhealthareamaynotbefamiliarwiththeseprocedures. Rev.HoraceStrand,amemberoftheEnvironmentalJusticeBoardandarepresentativeofthe ChesterEnvironmentalPartnershipinDelawareCounty,madetheCouncilawarethereweresignificant concernsoverthefactGov.CorbettdidnotreappointGailConnertotheCitizensAdvisoryCouncil, theonlyAfricanAmericanontheCouncil.HenotedherecognizedtheCouncilhasnocontrolover whoisappointedtothegroup. CouncilChairTerryDaytonreiteratedthefacttheCouncildoesnothavetheabilitytoinfluence orcontrolappointmentstothegroup.Itwasalsonotedtherearethreedifferentappointingauthorities fortheCounciltheGovernor,theHouseandtheSenatewhichindependentlynamemembersandit wasverydifficulttocoordinatebetweentheseauthoritiestoachievediversity. PresentlytheGovernorhastwovacanciestofillontheCouncilandtheSenateandHouseeach haveone.Currentmemberscanserveuntiltheyarereplaced. HollyCairns,ActingDirectorofOfficeofEnvironmentalAdvocate,gavetheBoardand Council,abriefoverviewofthedraftCommunityEnvironmentalProjectPolicyrevisions,butsaidshe expectstobeabletoshareareviseddraftwiththegroupsinthenearfuture. Basedonhearingtestimony,theIRRCdoesnotseemtoknowhowthisbillwouldplayout,

Whilewecannotpreventnaturaldisastersfromhappening,wearecommittedtoproviding supporttohelpcommunitiesproactivelyprepareforthedevastationthatnaturecanbring,Corbettsaid. Weallknowthatitsgettingharderformiddleclassfamiliestosendtheirchildrentocollege,soIam encouragedtoseethatKutztownUniversityisdoingwhatitcantoholddownoperatingcosts. TheGuaranteedEnergySavingsActallowsgovernmententities,includingstateowned universitiessuchasKutztown,toenterintocontractsforevaluating,recommending,designing, implementingandinstallingenergyconservationmeasures. In2008,KutztowncontractedwithNorescoInc.ofWestborough,MA,for15guaranteed energysavingscampusprojects.Theprojectsincludedlightingupgrades,windowandweather strippingreplacement,installationofenergymanagementsystems,newkitchenhoodexhaustcontrols,a solarpoolheater,heatpumpimprovements,anewroofonthefieldhouseaswellastheestablishment ofacampuswideawareness,communicationsandsustainabilityprogram.Underthecontract,Noresco guaranteedthattheuniversitywouldrealizenetenergycostsavingsof$5.5millionover15years.
