I.

INTRODUCTION Road Transport has a dominant role in Indias

transportation sector.

It carries 90% of passenger

traffic and 50% of freight traffic in India. It is one of the key infrastructural inputs for sustained economic development and also plays a significant role in promoting national integration. The Transport system also plays an important role in promoting the

development of the backward regions and integrating them with the main stream economy by opening them to trade and investment. 2. This State has made significant efforts to develop a transport network catering to the needs of the large number of travelling public in the State. The rapid industrialization and urbanization of the State have thrown up new problems and challenges in

development and road transport occupies a position of crucial importance in tackling them. 3. Among various modes of transport, the significance and importance of road transport is increasing day by day. While the scope of growth in other modes of transport is limited, the growth of road transport sector is phenomenal. In view of the rapid growth of vehicular population in Tamil Nadu, Transport Department has taken significant steps for i) meeting the evergrowing demand of the public to provide efficient and time bound services to their

satisfaction. ii) gradually introducing technology the latest

in the day to day

activities of the department such as issue of driving licence, registration certificate in the form of smart card, e-payment of road tax and fees, computerization of vehicle records, modernization of Check Posts,

strengthening of enforcement etc.,

creating an awareness among the public on road safety and taking preventive measures to reduce the number of road accidents.

II. Functions of the Department 4. The prime functions of the Transport

Department are to enforce the provisions of the Motor Vehicles Act 1988, Central Motor Vehicles Rules, 1989, Tamil Nadu Motor Vehicles Rules 1989 and Tamil Nadu Motor Vehicles Taxation Act and Rules, 1974. The

provisions of the Motor Vehicles Act and the Rules framed thereunder are basically regulatory in nature.

The various activities of this department are given below: i) ii) Registration of Motor Vehicles Grant of permits to Transport

Vehicles. iii) Issue of Driving and Conductor Licences. iv) Inspection of vehicles to grant and renew fitness certificate.

Collection of Motor Vehicles Tax and Fees.

vi)

Inspection of vehicles involved in accidents.

vii) Checking of Vehicles on road to enforce the provisions of Motor Vehicles Act and Rules. viii) Implementing road safety measures and controlling vehicular pollution. III. Organizational set up 5. The Transport Department is functioning under the administrative control of the Home,

Prohibition & Excise Department of the Government. To look after the various functions of this Department, there is a well knit organizational set up. The Transport Commissioner is the administrative head of the Department and he is assisted by 3 Joint Transport Commissioners in the head quarters and 2 Joint Transport Commissioners in Chennai City. Besides there are 3 Deputy Transport Commissioners in head

quarters and 9 Zonal Deputy Transport Commissioners at various zonal headquarters. 6. The Transport Commissioner is also

designated as the State Transport Authority and he also functions as the Road Safety Commissioner for the State. The District Collectors function as Regional

Transport Authorities for their respective districts and for Chennai District, the Joint Transport Commissioners of North and South Zones are the Regional Transport Authorities for their respective jurisdictions.

The Regional Transport Authorities and State Transport Authority have been empowered to grant permits for various classes of transport vehicles, as per the

powers envisaged under the Motor Vehicles Act and Rules. The State Transport Appellate Tribunal is

constituted under the provisions of the Motor Vehicles Act at Chennai and Chaired by a District Judge who is the appellate / revisional authority on the orders passed by State Transport Authority and the Regional

Transport Authorities. The orders are being passed on the appeals and revision petitions filed under

section 89 and 90 of Motor Vehicles Act 1988.

7. There are 70 Regional Transport Offices, 54 Unit Offices and 19 Check-posts in this State. The details are furnished in the Annexure-I. 8. IV. GROWTH OF VEHICLES 10. Vehicles such as stage carriages, goods carriages, contract carriages omni buses, tourist maxi cabs, tourist motor cabs, autorickshaws etc., are classified as Transport vehicles which are used commercially for the purpose of transportation of goods and passengers. Non-transport vehicles are personalized vehicles like LMV Motor Cars and two wheelers etc., 11. As on 31.3.2013, the total number of vehicles in the State is 170.91 lakhs of which non-transport vehicles are 160.49 lakhs and the transport vehicles are 10.42 lakhs. The category-wise details of vehicles growth and vehicular population in respect of transport

ISSUE OF REGISTRATION CERTIFICATES 13. Section 39 of the Motor Vehicles Act, 1988,

necessitates the registration of all Motor vehicles in conformity with Sections 40 and 41 of the above Act. Each motor vehicle is assigned with a permanent Registration Number. Once the vehicle is registered, a certificate is issued to the owner of the vehicle.

VII. ISSUE OF FITNESS CERTIFICATES 14. The registration of vehicle is treated as valid only if the vehicle has valid certificate of Fitness. In the case of personalized vehicles, the fitness certificate is valid for 15 years and this is to be renewed after every 5 years, thereafter. The fitness of the vehicle is checked and certified by the Registering Authority. In the case of newly registered Transport Vehicles, the fitness

certificate is issued for a period of 2 years initially and subsequently is to be renewed every year. The details of year-wise Fitness certificate issued for Transport Vehicles are as follows:10

VIII. REVENUE COLLECTION 15. The Transport Department is entrusted with the responsibility of implementing the provisions of Tamil Nadu Motor Vehicles Taxation Act, 1974 and rules made thereunder for collection of road tax depending upon the class of vehicles. Similarly, fees for various services rendered by the department and

compounding fees for various violations committed under the Motor Vehicles Act, 1988 and rules made thereunder are collected as prescribed in Tamilnadu Motor Vehicle Rules, 1989 and Central Motor vehicles Rules,1989. The total revenue earned by this

Department in the last five years through collection of

taxes, fees and compounding fees etc., is furnished in Annexures-V to VII. IX. MEASURES TO IMPROVE THE INFRASTRUCTURE AND EFFICIENCY OF SERVICES 16. The measures taken to improve the

infrastructure and for better services delivery are detailed below: IX(i) (a) Availability of Office Buildings There are 11 Zonal Offices, 70 Regional Transport Offices, 54 Unit Offices and 19 Check Posts functioning under the control of the Transport

Commissioner. Out of 11 Zonal Offices except Chennai (North and South Zone) all the Zonal Offices are functioning in their own building. Out of 70 Regional Transport Offices, 37 are functioning in their own building and out of 54 Unit Offices, 14 Unit Offices are functioning in their own building. Tiruchitrambalam Check Post is functioning in its own building from 19.6.2012. Three office buildings for Regional Transport Offices and four office buildings for unit offices have been sanctioned in the last two financial years.

(b) Modernisation of Check Post 17. In order to modernize the check posts, the Government has issued orders in G.O.Ms.No.244, Home (Transport-VII) Department, dated 19.4.2013 by sanctioning a sum of Rs.109.46 crore for the formation of Integrated modernized check post at Pethikuppam in Tiruvallur District. viz. It will also house other Police

Department, Prohibition and Excise Department, Civil Supplies and Consumer Protection Department and Commercial Tax Department. The above project has been entrusted to Public Works Department for execution. IX (ii) Scientifically Designed Testing Track 18. 31 Regional Transport Offices and 6 Unit

Offices are having scientifically designed testing tracks. The policy of the Government is to install more such testing tracks subject to availability of sufficient lands. IX (iii) Implementation of Computerised Driving Skill Evaluation System: 19. To assess the driving skills of the candidates appearing for driving test in a scientific manner and to

eliminate the manual evaluation, it has been decided to introduce Computerised driving skill evaluation system. Accordingly, Electronic testing tracks have been announced in 5 places in the State on partial BOOT basis at a cost of Rs.7.50 crore under Road Safety Fund. Initially, the proposal for the setting up of Electronic Testing Track at two suitable places, viz. at Regional Transport Office, Red Hills and Institute of Road Transport, Taramani have been approved each at a cost of Rs.2 crore from the Road Safety Fund and necessary action is being taken to implement this project. 20. During 2011-12 the following announcements were made and they have also been implemented as follows:i. Unit Offices at Tambaram and Tindivanam have been upgraded as Regional

Transport Offices ii. New Unit Offices have been created at

Kallakurichi, Vedasandur, Palacode and Sriperumbudur

iii. Construction of own building and formation of testing track for Regional Transport Office, Ariyalur and Unit Office,

Vridhachalam are in progress. iv. Construction of own building for Unit Office, Kangeyam is in progress v. Construction of testing track for Regional Transport completion. vi. Construction of testing track for Unit Office, Kulithalai has been completed. vii. IX (iv) Strengthening of Enforcement: 22. The Transport Department has

11 Enforcement wings attached with Zonal Offices across the State. Each wing is having a Regional

Transport Officer assisted by Motor Vehicle Inspectors Grade-I and Grade-II under his control. Their exclusive functions are to conduct checking of vehicles and detecting various types of irregularities and imposing

penalties and fines besides collecting taxes without any evasion. 23. During the year 2012-13, the Enforcement authorities have detected the following offences, issued check reports and collected tax of Rs.27.52 crore and compounding fees of Rs.29.54 crore. Sl. Overloading of goods in goods carriages are fined as per Section 194 of Motor Vehicles Act 1988, and they are being prosecuted under Prevention of Damage to Public Property Act,1984 through Police department, besides, offloading the excess load, as empowered in Section 113 and 114 of Motor Vehicle Act 1988. 25. At present, vehicles are checked and handwritten check reports are issued by the

enforcement officials of Transport Department. It has been proposed to introduce the system of issuing Check reports and collecting the spot fine through hand held devices which can have remote access of data at the spot itself. To implement the system, an amount of Rs.4.30 crore was sanctioned under Road Safety Fund in 2012-13.

IX (v) e-Governance Initiatives 26. At present, the functions relating to issue of driving licences, Registration Certificates, Fitness

Certificates, permits, payment of fees and taxes, etc., are being done through computers using vahan and sarathy softwares developed by National Informatics Center. To have free access to the vehicle and licence data from the Motor Vehicle State Register and Motor Vehicles National Register by the departments such as Police, Civil Supplies, State Crime Record Bureau and Regional Passport Office etc., all the Regional Transport Offices and Unit Offices have been provided with Virtually Private Network broadband connectivity to transfer the data to the Central Server kept at National Informatics Center. IX (vi) Networking of all the Offices by TNSWAN 27. For an uninterrupted Connectivity between the offices and remote access of data through hand held devices used by the enforcement officials, Tamil Nadu State Wide Area Network (TNSWAN) has been ordered by the Government and an amount of

Rs.5.40 crore has been sanctioned to implement TNSWAN connectivity through M/s.ELCOT. IX (vii) Smart Card
28. The Driving Licences and Registration Certificates issued on smart cards enable the enforcing authorities to check and confirm the genuineness of Driving Licence and Registration Certificate at any place with the help of Smart Card Readers which is a major advantage of this system. The Smart Card project was introduced on a pilot basis in three Regional Transport Offices at Chennai (South), Sivagangai and Cuddalore. The Smart Card project in the remaining offices will be implemented shortly.

IX (viii) Online submission of application for Learners Licence 29. As a part of e-governance initiatives, the system of submission of applications for Learners Licence has already been introduced and is functioning in 70 Regional Transport Offices and 54 Unit Offices. This system has benefited the general public to a great extent. So far, 3.88 lakhs persons have submitted Learners licence applications through online and got benefited.

IX (ix) Important services available in the Web Portal of the Transport Department 30. The important services beneficial to the public are provided through e-service Web Portal

(http://tnsta.gov.in) of the Transport Department which are as follows:(1) To ascertain the jurisdiction of the Regional Transport Offices / Unit

Offices based on Postal Index Number (PIN); (2) To download application forms for various services rendered by the

department; (3) Online submission of applications for a) getting Learners Licence / Driving Licence by Driving Schools; b) getting Registration Certificate for Motor Vehicles by the Dealers and c) Effecting Hire-Purchase Endorsements and terminations;

To submit the application for the grant of National Permits through Web

Portal http://vahan.nic.in/npermit ; (5) To book online appointments to meet the Regional Transport Officers /

Motor Vehicle Inspectors at Unit Offices for availing various services rendered by the Department. (6) (7) To redress the grievances of the public To display the day to day starting Registration Number in the Regional Transport Offices / Unit Offices. IX (x) e-Payment of Taxes and Fees 31. The e-Payment System (on-line payment of Fees and Taxes) through e-Service web portal http://tnsta.gov.in has been introduced on 19.6.2012 for the collection of taxes and fees for the newly registered non transport vehicles through Net Banking facilities provided by the Accredited Banks. Arrangements are being made to extend similar facilities for all transport vehicles and other services such as driving licence and vehicle related services.

IMPROVING TRANSPORT FACILITIES

Inter -State Agreements 32. Inter-State movement of goods and

passenger vehicles are essentially required for free flow of passenger and goods traffic among the neighbouring States. The Inter-State Agreements are arrived at

between the agreeing States for plying a specified number of goods carriages, contract carriages and stage carriages either on single point tax or

concessional rates on a reciprocal basis. Tamil Nadu had already entered into agreements with the

neighbouring States of Karnataka, Andhra Pradesh, Kerala and Puducherry. Additional transport facilities are created by entering into supplementary Inter-State Agreements with the neighbouring States to connect the important commercial centers and tourist spots. XI. Regulation and control of School buses 33. The Government have framed Tamil Nadu Motor Vehicles (Regulation and Control of School Buses) Special Rules, 2012 to ensure safe journey of the students using the School Buses. came into force from 1.10.2012.

34. The main objective of the above rules is to ensure the safety of the School Children travelling in School Buses. Some of the salient features are as follows:(1) Eligibility conditions for schools for getting school bus permits (2) Qualification and duties of the drivers, (3) Duties and responsibilities of the attendant in school buses, (4) The structure and maintenance of the school buses, (5) Formation for of special for cells fitness

certificates. (6) Formation of exclusive parent teachers association (7) Formation of School Level

Transport Committees, (8) Formation of District Level InterDepartmental Committees.

XII. HIGH SECURITY REGISTRATION PLATE 35. The Government of India have issued notification to implement the Scheme of High Security Registration Plate in all the States. Steps are being taken to implement the Scheme in our State. 36. The High Security Registration Plates will be fitted on the new and old vehicles at the Regional Transport Office and Unit Office premises itself. The High Security Registration Plates will prevent counterfeiting of the Registration Number Plates and

usage of such vehicles for anti-social activities. XIII. ROAD SAFETY XIII (i) Policy and Institutional arrangements:37. Road transportation has brought enormous benefits both to society and to individuals by facilitating movements of goods and people and making available easy access to a wide range of socio economic services. The surge in motorization coupled with

expansion of road network has brought with it the challenge of addressing adverse factors such as the increase in road accidents.

38. Ensuring road safety is one of the prime focus areas which receives Governments constant attention. The main aim of the Road Safety Policy is to improve the 4 Es viz. Engineering, Education, Enforcement and Emergency care so as to prevent and reduce road accidents and fatalities. 39. Since, 2011-2020 has been declared as Road Safety decade by the United Nations

Organisation, the State is committed to work out new plans for promoting road safety. 40. The Government has adopted multipronged approach to road safety that encompasses a broad range of measures such as traffic management, design and quality of road infrastructure, safer vehicles, enforcement, provision of accident care etc., a) State Road Safety Council 41. An apex body known as State Road Safety Council which is a policy making body has been reconstituted under the Chairmanship of Honble Minister for Transport, Government of Tamil Nadu with 18 members. This high level body meets once in three months to advise the Government on all policies and

programmes of different departments and forward its findings to Government for appropriate action.

Transport Commissioner / Road Safety Commissioner is the Member Secretary. b) District Road Safety Committee 42. A District Road Safety Committee is functioning in each district under the Chairmanship of District Collector with 12 members from various departments. This District Road Safety Committee makes recommendations relating to Road Safety issues in respect of their districts to the Transport

Commissioner / Government. As far as, Chennai is concerned, the District Road Safety Committee is functioning under the chairmanship of Commissioner of Police, Chennai city. This District Road Safety

Committee reviews the statistics relating to traffic accidents in the district and analyses the same with reference to black spots, nature of vehicle prone to accidents and other reasons for road accidents. This committee reviews the action taken by the authorities of the Transport department by suo-motu or on report from the police or transport department regarding cases for

suspension of permits / licences. This Committee also looks into road engineering or other aspects of improvements and takes up the educational awareness programme towards the objective of reducing road accidents. c) Road Safety Cell 43. A State Level Road Safety Cell has been constituted with main focus to analyse the spots

wherever major accidents with minimum ten or more fatalities occur, and prepare the case studies about the causes of Road Accidents and suggest remedial measures wherever necessary. 44. This Road Safety Cell consists of the following officials of the jurisdiction concerned, namely, the Inspector of Police, one Assistant Engineer (or) Assistant Director of Highways Research Station from the Highways Department, one Regional Transport Officer(or)Motor Vehicles Inspector, Grade-I from the Transport Department and one Lecturer from Anna University in the relevant field.

d) Inter-Departmental Team to study Fatal

Accidents
45. In order to analyse every case of fatal accidents taking place in this state, an

InterDepartmental team of officers comprising Police, Transport and Highways departments has been

constituted. This Interdepartmental team visits the accident spot on the same day or the next day, makes a comprehensive study from different angles, prepares a detailed report after critically analyzing the data and offers specific suggestions on preventive, remedial and punitive measures that may have to be initiated to avert such incidents in future. e) Road Accident Data Management System (RADMS) 46. To achieve the goal of Road Safety Policy to reverse the increasing trend of accident deaths and injuries, accident data is very essential called Road Accident Data Management System (RADMS) was introduced for this purpose. This (Geographical

Information System) GIS- based system records the details of each accident that occurs, in the State and geographically maps

accidents,

identifies

accident-prone spots and displays crash types and other related information at the click of a mouse. The district-wise data that is generated on an hourly, daily, monthly and yearly basis have been helping the Police, Transport and Highway authorities for analyzing the how, where, and why of road accidents, enabling them to plan and implement appropriate remedial measures. 47. The functions of RADMS will be reviewed by a Committee, consisting of Project Director (TNRSP), Additional Director General of Police (STPC),

Joint Transport Commissioner (Road Safety) and Director, Highways Research Centre. 48. The stake holder departments of RADMS viz. Police, Highways and Transport have access to use the data for various analyses and to take follow up action in order to reduce road accidents. 49. Various components included in the RADMS are as follows; a) Creating GIS data base b) Web based access and data flow

c) Seamless report generation and plotting results on maps d) Analysis of safety scenario of the State f) Road Safety Commissioner 50. The Government have nominated Transport Commissioner as Road Safety Commissioner to advise the Government on the road safety policies, and to monitor the Road Safety programmes. The duties and responsibilities of the Road Safety Commissioner shall be as follows:i) Advising the Government on the road safety policies to be followed in the State. ii) Implementing the decisions of State Road Safety Council. iii) Oversee the functions of District Road Safety Committees. iv) Suggest and recommend specific

scheme for financial assistance under Road Safety Fund.

v) Speed up relief measures to accident victims available under the

Government schemes vi) Co-ordinate the activities of the

Pollution Control Board, Police and Transport Departments in the matter of controlling vehicle pollution besides creating awareness about the danger of pollution among road users. vii) Collecting relating to and analysing statistics and

road

identifying accident prone spots. viii)Take up strong road safety education campaign to educate drivers,

passengers, pedestrians, cyclist and other road users. ix) Ensuring effective co-ordination

among various agencies. XIII (ii) Road Safety Fund 51. The Government have constituted a fund called Road Safety Fund out of the receipts of

compounding fees and spot fines collected by Transport and Police Departments. The Road Safety Fund is being administered by an Inter-Departmental

Committee with the Home Secretary as its chairman with eight members. 52. A road safety tax which is collected is being used to provide relief to the road accident victims especially, for those who have not received any relief amount from any other scheme and to carry out engineering works. The road safety tax is being levied for all classes of vehicles at the time of registration as per the VIth Schedule of Tamil Nadu Motor Vehicles Taxation Act, 1974. 53. The Government have constituted a Road Safety Tax Revenue monitoring committee under the chairmanship of the Home Secretary with five members to approve the engineering works ranging from

Rs.2 crore to Rs.5 crore under Road Safety Fund. This Committee oversees the implementation of the

schemes and monitors the utilization of Road Safety Tax.

Rs.40 crore was allocated for carrying out the road safety works under Engineering and non-Engineering works from the road safety fund. A sum of Rs.25 crore was allocated to 20 District Collectors for carrying out engineering works such as widening of narrow culverts, provision of crash barriers at ghat sections and construction of centre medians etc. 55. A sum of Rs.15 crore was allocated for non-engineering works such as maintenance cost of partially sponsored Emergency Accidents Relief

Centers, Organization of Road Safety Awareness Programmes and Purchase of Road Safety Equipments such as 97 Traffic Signals, 2889 Barricades,

4083 Signboards, 39 Speed Radar Guns, 83 Breath Analyzers, 1234 Speed Breakers, 36 Cameras,

3 Wreckers and one tow away van. 56. In order to strengthen the Road Safety measures, an outlay of Rs.65 crore was allocated by enhancing from Rs.40 crore to Rs.65 crore for the year 2012-13. Out of this, a sum of Rs.25 crore was sanctioned to District Collectors to carry out Road

Enforcement measures relating to Road Safety:-

XIV (i) Road Safety Week 58. The Road Safety Week is being observed throughout the state to create awareness about Road Safety among school / college students, drivers and all other road users during the 1st week of January, every

year.

The theme of this year Road Safety Week is

Stay Alive, Dont drink and drive. Every year funds are provided to all the District Collectors for organizing the Road Safety Awareness programmes. XIV (ii) Emergency Accident Relief Centres:59. With an intention to save precious lives involved in road accidents within the Golden hour, Emergency Accident Relief Centres have been

established on National Highways and these centres have been functioning from the year 2002 on the stretches of National Highways / State Highways at a distance of 50 Km from one another. Each centre is functioning round the clock for providing relief measures to the victims of road accidents with an ambulance equipped with essential drugs, paramedical staff. 60. At present there are 35 Emergency Accident Relief Centres functioning on the National Highways and State Highways in Tamil Nadu. Out of which,

22 are fully sponsored centres and 13 are partially sponsored centres. The fund for maintenance of the existing 13 partially sponsored emergency accident

relief centres is being sanctioned from the Road Safety Fund. Now the Government have decided to expand this facility to all important National Highways / State Highways also wherever necessary. To contact these centres a Tollfree Telephone No.1073 is also available. 61. Thus, the Government has taken several steps to save the precious lives of the public who suffered in road accidents. The statement showing the details of accidents, fatalities etc., are furnished in Annexure-VIII to X. XIV (iii) Financial assistance to Road Accident Victims

62. The following relief is sanctioned to the legal heirs of those killed in road accidents and for the victims who are grievously injured and for those who sustained minor injuries in road accidents from the Chief Ministers Accident Relief Fund. The relief has been enhanced many fold with effect from 9.1.2012.

During the financial year 2012-2013, the Government have sanctioned a sum of Rs.10.00 crore under Chief Ministers Accident Relief Funds Scheme. XIV (iv) Action taken against the drivers who are involved in accidents / drunken driving

63. To reduce the number of accidents, the Driving Licences of drivers who drive the vehicles under the influence of alcohol are suspended or cancelled. Similar action is being taken against drivers who are involved in fatal accidents. The number of Driving Licences

suspended and cancelled for drunken driving based on the

memos issued by the Police Department during the year 2012 are 2554 and 235 respectively. Punitive action is also taken against the drivers involved in fatal accidents. During the year 2012, the number of driving licences suspended is 5029 and number of driving licences cancelled is 64. XV. CONTROLLING VEHICULAR POLLUTION 64. Emission of exhaust gases from the Motor vehicles causes air pollution. The vehicles which are newly registered need not obtain Pollution Under Control Certificate for a period of one year from the date of registration and subsequently, every six months Pollution Under Control Certificate, should be obtained. The Transport Commissioner has authorised 277 Private emission testing centers across the State to issue Pollution Under Control Certificate. 65. Diesel driven Autorickshaws are strictly not permitted in Chennai city, Kancheepuram and Tiruvallur Districts. In Chennai Metropolitan area, new permits are issued only for LPG driven autorickshaws. The existing petrol / diesel driven Autorickshaws are allowed to be replaced only with LPG driven Autorickshaws. XVI. PARTII SCHEME FOR THE YEAR 2013 2014 66. It is proposed to purchase two new jeeps to the Regional Transport Offices at Nagercoil and Chennai (South-West) in place of condemned vehicles on a replacement basis at a cost of Rs.12.50 lakhs under Part-II Scheme for the year 2013 2014. XVII. SPECIAL INITIATIVES TAKEN BY THE DEPARTMENT 67. The following special initiatives have been taken by the Transport Department. e-Payment system for collection of tax and fees has been introduced for newly registered Cars and Motor Cycles with effect from 19.6.2012.

The Government is fully aware of the changing scenario in the road Transport sector and is committed to provide efficient and effective services to the general public. Steps are being taken to introduce the latest technology in office administration and delivery of services. Comprehensive multipronged strategic action plans to prevent and reduce incidence of road accidents and fatalities have been chalked out and are being vigorously implemented to make the State move towards the status of an accident free State.
