Unit 5-2 The United Nations and importance of Intercultural Communication

For my brief summary assignment from the Dag Hammarskjold library website, I selected number 92 synopsis. It is entitled: Promotion of the enjoyment of the cultural rights of everyone and respect for cultural diversity. After thoroughly examining the contents of this resolution, I learned that it was adopted by the Human Rights Council in Geneva July 14, 2011. Several things were documented as possible resolutions by the Seventeenth session Agenda item number 3. The following is what I ascertained from each of the ten items expressed. Number 1 stated that the resolution reaffirms that cultural rights are an integral part of human rights, which are; universal, indivisible, interrelated and interdependent. I feel that this is a fare and right goal for applying to help mankind improve its interaction with other cultures. Number 2 stated that we all recognize the right of everyone to take part in cultural life and to enjoy the benefits of scientific progress and its applications. I think this is most important because we dont want to leave anyone out. Number 3 Reaffirms that, while the significance of national and regional particularities and various historical, cultural and religious backgrounds must be borne in mind, it is the duty of the State, regardless of its political, economic and cultural system, to promote and protect all human rights and fundamental freedoms. The state is the right choice to make in heading up this task because it is the local government who would be best in implementing it with all the people. Number 4 stated that as expressed in the Universal Declaration on Cultural Diversity, no one may invoke cultural diversity to infringe upon human rights guaranteed by international law, nor to limit their scope. True, the methods used for improving communication within different cultures would be greatly hampered if we were to limit the whole scope in any fashion. Doing so would prevent the whole thing from working.

Number 5 says that States have the responsibility to promote and protect cultural rights and that these rights should be guaranteed for all without discrimination. This was probably added to reinforce number 3. Number 6 states that respect for cultural diversity and the cultural rights of all enhances cultural pluralism, contributing to a wider exchange of knowledge and understanding of cultural heritage and cultural background, advancing the application and enjoyment of human rights throughout the world and fostering stable, friendly relations among peoples and nations worldwide. Im not sure I can say it any better. Fostering friendships is also important to maintaining peace throughout the world. Number 7 stated that respect for cultural rights is essential for development, peace and the eradication of poverty, building social cohesion and the promotion of mutual respect, tolerance and understanding between individuals and groups, in all their diversity. If everyone is able to get along, we could even fight poverty. Number 8 states that the universal promotion and protection of human rights, including cultural rights, and respect for cultural diversity should reinforce each other. Yes, why not let efforts for cultural peace play a role in reinforcing said effort? Creating more awareness of this need will cause this to happen and increase throughout the world. Number 9 mentions the right of access to and enjoyment of cultural heritage. But we have to be careful that we dont make all this as an entitlement. Doing so would derail these efforts to a whole new can of worms. Finally, Number 10 requests the United Nations High Commissioner for Human Rights to provide all the human and financial resources necessary for the effective fulfillment of the mandate. But I disagree. Too much time and money on just this stuff would be better spent on benevolent actions, like feeding the poor. However, overall, I believe that what I've learned from identifying and analyzing this resolution is that Promotion and protection of all human rights, civil, political, economic, social and cultural rights, including the right to development and this Resolution is important to everyone and should be more than just considered, but put into law.
