RA 9996 An act creating the Mindanao Development Authority (MinDA), defining its powers and functions, providing funds therefor and for other purposes.

Rationale for the creation of MinDA


A lead agency that provides strategic direction for Mindanao/overall framework for Mindanaos peace and development A permanent agency that integrates Mindanaos agenda and effectively articulates these agenda to national government priorities A permanent agency that looks beyond regional concerns and integrates and harmonizes efforts at a Mindanao-wide perspective A permanent agency that strengthens the participation of Philippines focus areas (Mindanao and Palawan) in the BIMP-EAGA (Brunei Darussalam-IndonesiaMalaysia-Philippines East ASEAN Growth Area)

Our Core Functions


Formulate an integrated development framework for Mindanao; Integrate and prioritize Mindanao-wide and interregional peace and development programs and projects; explore sources of financing; receive and administer grants for these projects; Promote and facilitate investments; Serve as Philippine Coordinating Office for BIMP-EAGA.

The Program
An integrated set of development interventions anchored on sustainable development framework; Adopts the river basin and watershed as the key platforms for planning; and,

Set guidance for Mindanao that will emphasize ecological value, capitalize water as the most critical resource for human survival and optimize the full potentials of the river basins and watersheds without compromising its over-all improtance in the development of Mindanao.
