The Member States of the UN acknowledged this in 1965 when they endorsed the Declaration on the Promotion among Youth of the Ideals of Peace, Mutual Respect and Understanding between Peoples. Two decades later, the UN General Assembly observed 1985 as International Youth Year: Participation, Development and Peace.

In 1995, on the tenth anniversary of International Youth Year, the United Nations strengthened its commitment to young people by directing the international community's response to the challenges to youth into the next millennium by adopting an international strategy the World Programme of Action for Youth to the Year 2000 and Beyond. As part of a small reorganization of the Division for Social Policy and Development in 2001, the UN Youth Unit was renamed to the United Nations Programme on Youth.

The United Nations Programme on Youth is part of the Division for Social Policy and Development in the Department for Economic and Social Affairs (DESA) of the United Nations Secretariat in New York. The United Nations Programme on Youth tries to increasingly cooperate with the United Nations Populations Fund (UNFPA) and the United Nations Childrens Emergency Fund (UNICEF). The United Nations Programme on Youth monitors the implementation of the World Programme of Action for Youth (WPAY) which was adopted by the General Assembly in 1995.

The United Nations Programme on Youth provides youth with information and resources related to the WPAY which include its biannual publication the World Youth Report, the United Nations Programme on Youth website, and its e-mail newsletter Youth Flash (http://undesadspd.org). The UN Programme on Youth also supports and encourages youth to carry out their own projects. A toolkit called Making commitments matter, for example, guides youth organizations on how to evaluate their national governments efforts to implement the WPAY.

In their function of servicing the Third Committee of the General Assembly and the Commission for Social Development the United Nations Programme on Youth writes the Reports of the Secretary General on Youth which serves as the major background document for the delegates negotiations of the Resolution on policies and programmes on youth at these meetings. In addition, the United Nations Programme on Youth usually provides an input paper to the United Nations Member State(s) sponsoring this resolution.

The United Nations Programme on Youth staff is also present in the formal sessions of the meetings as well as in the informal consultations where the negotiations of the Resolution on policies and programmes on Youth take place. There, they help the Member State(s) that facilitate the informal consultations to document and incorporate the proposed changes to the draft resolution made by (youth) delegates. Secondly, the United Nations Programme on Youth brings together youth delegates and youth NGO representatives from around the world.

In order to enable ALL YOUTH REPRESENTATIVES from around the world to work together at the United Nations meetings the United Nations Programme on Youth organizes a breakfast meeting at the first day of the meeting where all youth representatives can meet. This allows them to speak with ONE VOICE which is considered the most effective way to convince delegates of their suggestions. Lastly, the United Nations Programme on Youth tirelessly advocates for States to include youth delegates into their national delegation to the United Nations.

It became a Ministry on 27th May, 2000. Subsequently, the Ministry has been bifurcated in Deptt. of Youth Affairs and Deptt. of Sports under two separate Secretaries w.e.f. 30th April,2008. The specific subjects being dealt with by these two Departments are contained in the Order of the Govt. of India (Allocation of Business) Rules, 1961.

http://nss.nic.in National Service Scheme, under the Ministry of Youth Affairs & Sports Govt. of India, popularly known as NSS was launched in Gandhiji's Birth Centenary Year 1969, in 37 Universities involving 40,000 students with primary focus on the development of personality of students through community service. Today, NSS has more than 3.2 million student volunteers on its roll spread over 298 Universities and 42 (+2) Senior Secondary Councils and Directorate of Vocational Education all over the country. From its inception, more than 3.75 crores students from Universities, Colleges and Institutions of higher learning have benefited from the NSS activities, as student volunteers.

The cardinal principle of the programme is that it is organised by the students themselves and both students and teachers through their combined participation in social service, get a sense of involvement in the tasks of national development. Besides, the students, particularly, obtain work experience which might help them to find avenues of self-employment or employment in any organisation at the end of their university career. The special camping programmes organised under the themes of 'Youth Against Famine (1973)', 'Youth Against Dirt & Disease (1974-75)', 'Youth for Eco-Development' and "Youth for Rural Reconstruction' 'Youth for National Development and Youth for Literacy (1985-93)' 'Youth for National Integration and Communal Harmony (1993-95)' have resulted in gains both to the community as well as to the students.

The theme for the year 1995-96 onwards for Special Camping is Youth for Sustainable Development with focus on Watershed Management and Water land Development'. Themes have been selected in accordance with national priorities. Also, from 1991-92 onwards NSS has launched a nationwide campaign on AIDS Awareness called "Universities Talk AIDS" (UTA) which has earned international attention and appreciation.
Community service rendered by university and +2 level students has covered several aspects like adoption of villages for intensive development work, carrying out the medico-social surveys, setting up of medical centres, programmes of mass immunization, sanitation drives, adult education programmes for the weaker sections of the community, blood donation, helping patients in hospitals, helping inmates of orphanages and the physically handicapped etc.

NSS volunteers did commendable relief work during natural calamities/emergencies such as cyclones, floods, famine, earthquake, et. From time to time all over the country. The NSS students have also done useful work in organising campaigns for eradication of social evils, and popularization of the nationally accepted objectives like nationalism, democracy, secularism, social harmony and development of scientific temper.
Started initially in 37 universities involving 40,000 volunteers, the scheme has grown over the years and it is implemented today with an involvement of more than 2.6 million volunteers spread over in 200 Universities, Polytechnics and +2 Systems. The efforts of NSS volunteers have been widely acclaimed by the community, universities, colleges and general public as the NSS volunteers have been rendering selfless service to the community.

The Motto of NSS "Not Me But You", reflects the essence of democratic living and upholds the need for self-less service. NSS helps the students develop appreciation to other person's point of view and also show consideration to '/other living beings. The philosophy of the NSS is well doctrined in this motto, which underlines/on the belief that the welfare .of an individual is ultimately dependent on the welfare of the society on the whole and therefore, the NSS volunteers shall strive for the well-being of the society. The National Cadet Corps is the Indian military cadet corps with its Headquarters at New Delhi which is open to school and college students on voluntary basis.
National Cadet Corps is a Tri-Services Organization, comprising the Army, Navy and Air Force, engaged in grooming the youth of the country into disciplined and patriotic citizens.
The National Cadet Corps in India is a voluntary organization which recruits cadets from high schools, colleges and Universities all over India. The Cadets are given basic military training in small arms and parades.
The officers and cadets have no liability for active military service once they complete their course but are given preference over normal candidates during selections based on the achievements in the corps.

8. NCC: origin
http://nccindia.nic.in The Cadet Corps Committee which was formed on 29 Sep 1946 with Pt HN Kunzru as chairman held six meetings in South Block, New Delhi. The Cadet Corps Committee carried out exhaustive study of the problem of youth in India. Its sub-committees after their tour at home and abroad submitted their report to the Govt of India in Mar 1947. The Kashmir War of 1948 taught a very important lesson to India, that freedom needs to be protected by strong Armed Forces. Its immediate manifestation was that the recommendations of Kunzuru committee were placed before the Constituent Assembly (Legislature) on 13 Mar 1948. A draft Bill was sent to the Constituent Assembly (Legislative) on 19 Mar 1948 was passed by the Assembly on 08 Apr 1948. The Central Govt accepted the recommendations for the formation of a Cadet Corps which was to be named as "National Cadet Corps", as recommended by the Kunzuru Committee.

8. NCC: Aims
The NCC aims at developing character, comradeship, discipline, a secular outlook, the spirit of adventure and ideals of selfless service amongst young citizens. Further, it aims at creating a pool of organized, trained and motivated youth with leadership qualities in all walks of life, who will serve the Nation regardless of which career they choose. Needless to say, the NCC also provides an environment conducive to motivating young Indians to join the armed forces.
