Ours is a Marketing set-up, the undersigned having experience for more than 3 decades mainly in institutional marketing. Also having social background such as Lions and other activities, I have acquaintances in many local self governments. We are interested to exploring the business of Solid Waste Management in India. India has great potential for Municipal Waste to Energy systems. We have access to few Municipal Corporations which are in the range of 350 TPD to 1200 TPD waste. We think your technology would help us produce results in these areas. Hence, we request you to please send us your views on association. The greater problem they all have is lack of funding, along with no government support at the higher levels, very limited to no access for a consistent supply of the MSW and lastly they are not able to secure the proper Power Purchase Agreements needed for the repayment of the investment? To that a 500 TPD facility with about 10MW of power production we sell for $76M USD. Again thank you for your interest and we are just being honest in what you have asked. We are entering at it a bit late in this field. However, I was office bearer as President of a district youth wing (1975-78) and later General Secretary of dist. Committee (1989-92) of the then and present ruling party Indian National Congress in Pune, a major city in western part of India. Since long my contemporaries are in decision making positions in government. Also I was Joint PRO in District Cabinet of Lions Clubs International, Dist. 323 D2. Sir, I am confident that this will give me edge over others. About funding, if you are referring to the project funding, we feel that should not be a bottleneck. We shall certainly explore the avenues during the course of our follow-up with Corporations & Municipalities. In fact, at present, MSW is a big headache to major cities in India, also providing land for landfill. Hence consistent supply of MSW would not be a problem. Following is the statistics of few cities near Pune; Pune 1250 tpd, Nashik 350 tpd, Kolhapur 185 tpd, Aurangabad 350 tpd, not to mention Mumbai. As you have informed the cost for 500 tpd plant with 11MW power generation, we shall go forward and try for Letter of Intent from Municipality. Your introductory pdf and information on your website is sufficient for us to motivate them. Sir, we expect only assurance from you that if we succeed in procuring first order (of course with your association during the interaction with municipalities), you will allow us exclusively to go ahead for 3 years at least. This is because; once we set precedence, there are many in India to jump on the bandwagon. We feel there may be reservations about Waste to Energy in India as there are no many successful examples. Of course, there are many reasons for that. Will you please send us Economic Justification for 500 MW Plant. Will you please inform the cost of forward-sortation equipment. Wed, Mar 14, 2012 at 4:20 AM Dear Mr. Shivalkar: Your connections are worthy of note however you have a tremendous uphill ways to go yet. The problems with MSW have been a world problem for over 100 years. It's unfortunate the mistakes from the past have let this problem grow to the magnitude it has become. Regardless, our plants vary from 250 to 2000tpd in one location and they are only restricted by the size of land made available for their construction. As you will read in our brisk CV the added feature of our plants is they can and should be erected directly near any existing landfill site thus not use any additional valuable land. I will offer you the following for your considerations: 1. Steps 1 secure a proper MSW supply guarantee and at least a tipping fee of $US $15/tonne for the life of the contract. The municipality typically pays up to $40/tonne so they immediately see a savings Step 2 secure a properly backed Power Purchase Agreement (PPA) for the life of the contract at least 15 years or better starting at $US $.20 cents per kilowatt hour (kWh) with escalation., A. Starting day one of the signed & executed contracts and for first years 1-5 $US 20cents / kWh, B. years 6-10 will be $US.24 cents per kWh and C. years 11-15 will be $US.29 cents per kWh

3. Step 3 secure a sovereign government guarantee for all of the above. Once this is in place we will then help you fund the plant using the Canadian Government agency here known as E-D-C Export Development Canada as the two countries have concluded business trade arrangements What we will also do is once we've concluded our contractual agreements and upon final payments, we will issue to you a process and manufacturing warrantee, and output guarantee so you can comfort as you describe the system that we are not some long distance company with no foundation, so if the plant operated as designed does not produce or operate as designed you a recourse in obtaining any lost revenues. Suhhas Shivlkar Dear Mr. Papadakos, Thanks for your encouraging mail & draft of NDNC agreement. I will study & let you know. Step 1 supply guarantee of requisite tonnage of MSW & subsequent agreement is not difficult at present. I will let you know about the tipping fee or any alternative method. Step 2 Most of the power supply companies are government owned and per unit charges to customers are subsidized. I will get the details of rate of power purchased by government & 2 privately owned companies, Tata & Reliance. Step 3 Government guarantee is possible. In the meantime, may I request you to please send me the following; 1. Performance Certificates of a few existing clients ( It will help us progress the matter faster), 2. Case Study/ies.( It will help us to understand the modes operandi, and 3. Copy of certificates received from Competent Authorities.. All of these will help us to procure a Letter of Intent faster. I have prepared presentation material from your site & CSL CV, which I feel is sufficient. However, kindly clarify the following points for the better understanding of the system, even though these are primary; 1. Is it necessary to segregate wet & dry waste at the collection level?

2. Whether ash block making plant is provided with main plant or it is optional? 3. Though mentioned elsewhere, plastic is burnt similar to other waste and no residue except ash is remaining. Is it correct? 4. 5. What is the costing of metal separator, and what is Economic Justification for that? Will you please elaborate on funding assistance by Economic Development,

Canada; in the form of % contribution of EDC & Local Body? 6. Kick back (of course, always) have to be considered. What is your experience? it is settled.

How much percent is our commission, and how You may provide any additional information you find necessary.

I thought we would be selling the plant to you and you would take ownership of it? However if a fee position is your preferences then in matters such as these, where the agent will have all the details managed and ready for signatures the fees are typically between 3-5% but they are only paid out when the contracts are signed and executed. Having stated that I would encourage you to consider ownership . As for additional information, send us the government issued msw composition, as location and if possible pictures of the area considered, the agreed upon Power Purchase Agreement from the government willing to pay for the evisceration of the MSW, creating jobs and getting clean electricity and other products, such as potable water, air conditioning, recycling of all metals, elimination of SOME toxic chemicals and medical wastes. Remember you will need a government backed MSW supply agreement, a Government back Power Purchase Agreement, government allocated land for the plant ( I would suggest they build it next to any of the existing landfill sites) We have far more but it all starts with the basic information

Please note that Indian scenario is quite different. The waste is in the store room for almost 3 days. It drains water. Whether wet & dry waste is fed to the chamber together? If it needs segregation, where & how it is done? Will you please detail it? Because earlier failure of plants is mainly due to mixed waste. At present many women are employed for the collection of segregated waste from houses as well Bins are kept at the corners of roads from where Corporation vehicles collect the waste (here mixed waste). Hence employment issue will not appeal much. At present there is different system for Medical waste? Is it possible to accept any Medical (hazardous) waste for our plant? I have already visited EDC site. 80% or more is encouraging. Please let me know the interest rate structure not specific but only in general to get an idea. Is it in relation to LIBOR? Yes, I accept that I will have to manage all the details and make it ready for signatures. During the process, I take granted for your support as of now. However if things go through, for receiving advance & site inspection, you will have to depute someone. Abut ownership, I have not thought of, but I have to find out co-investor along with me. Shall try for Build-Own-Operate-Transfer model. MSW composition & other details will be sent to you at earliest.

Municipal Corporation backed MSW supply agreement & land allotment, State Government backed Power Purchase Agreement will not be bottlenecks. Only rates are to be worked out with them for PPA. I understand that you have mentioned the following on thinking the plant will be owned by us. However, I feel this is a good selling point, rather USP while discussions with Authorities.
