In honor of Fathers Day, I respectfully urge you to stop the appearance of fraud, waste, and abuse at the HHS which harms fathers and their children. The HHS provides its contracting Title IV-D agencies funds for access and visitation programs for parents, mostly fathers: US CODE TITLE 42 > CHAPTER 7 > SUBCHAPTER IV > Part D > 669b.Grants to States for access and visitation programs http://www.law.cornell.edu/uscode/text/42/669b However, it does not appear that there is meaningful federal control or supervision which would prevent fraud, waste, and abuse at these programs, and in at least one state there is significant evidence of grossly inflated fees, evidence of serious financial conflicts of interest, and evidence of underhanded activities by parenting time coordinators: http://www.scribd.com/doc/96650858/Evidence-of-Illicit-and-Potentially-Criminal-Activities-with-Regards-to-ParentingTime-at-the-Michigan-Friend-of-the-Court This is in addition to evidence of fraud waste and abuse in the child support portion of the Title IV-D program, including evidence of theft of child support, evidence of child custody fraud, evidence of tampering with witnesses, evidence of child support calculation fraud, evidence of obstructing a federal audit, etc. http://www.scribd.com/doc/57079006/Some-Evidence-of-Illicit-and-Potentially-Criminal-Behavior-at-the-MichiganFriend-of-the-Court Financial conflicts of interest throughout the Title IV-D program can contribute to fraud, waste, and abuse which harms children and fathers: http://www.scribd.com/doc/630611/A-Quick-Summary-of-Title-IVD-Funding-and-Incentives Please note this information has been provided multiple times since August 2011, but the HHS and the HHS-OIG does not appear to have taken meaningful action to address evidence of fraud, waste, and abuse in these programs: http://www.scribd.com/doc/111417749/Evidence-That-the-HHS-OIG-Fails-to-Conduct-Independent-and-ObjectiveAudits-and-Investigations-of-Title-IV-D-Agencies Please also note that there is evidence of kidnapping in Utah under the Title IV-E program. This was also provided previously, but again, there is no evidence of a response to protect parents and children from fraud, waste, and abuse: http://www.cityweekly.net/utah/article-11795-some-call-it-kidnapping.html Secret Recording: Utah Adoption Agencies Cutting Fathers Out of Process, Offering Cash to Mothers May 21st, 2012 by Robert Franklin, Esq.

Please note that it is a matter of settle science that children benefit from their fathers. Therefore, fraud, waste, and abuse which harms fathers automatically also harms their vulnerable and innocent children: "Fathers have a direct impact on the well-being of their children. .. Children with involved, caring fathers have better

educational outcomes. children who have an involved father are more likely to be emotionally secure, be confident to explore their surroundings, and, as they grow older, have better social connections with peers. In short, fathers have a powerful and positive impact upon the development and health of children. The Importance of Fathers in the Healthy Development of Children Author(s): Office on Child Abuse and Neglect, U.S. Children's Bureau Rosenberg, Jeffrey., Wilcox, W. Bradford. Year Published: 2006 http://www.childwelfare.gov/pubs/usermanuals/fatherhood/chaptertwo.cfm In honor of Fathers Day 2013, I urge you to examine your efforts to protect both children and their fathers by meaningfully addressing the evidence of fraud, waste, and abuse at the HHS which harms them both. Please consider taking meaningful steps to reforming your administration of the Title IV-D and Title IV-E program to protect the rights of parents, especially fathers. Taking action will enhance the welfare of children, fathers, and mothers by protecting them from fraud, waste, and abuse. Sincerely, a.k.a. Doug Dante
