SUBJECT: ELECTRICAL INSPECTION SAFETY G UIDELINE POLICY This policy shall establish the procedures and guidelines for all BFSD Inspectors to follow to help guard against electric shock and arc flash hazards. PROCEDURE The following procedures shall be followed any time the inspector will be working around electrical components as part of a routine inspection. I. SCOPE: A. The scope of this document shall cover BFSD employees conducting: 1. Building, plumbing, electrical, mechanical and fire inspections and; 2. Fire Investigations and; 3. Anytime employees are otherwise potentially exposed to live electrical conductors. II. TRAINING: A. All BFSD employees shall undergo annual arc flash and electrical hazard training. B. Training shall include: 1. Hazard identification and; 2. Inspection procedures to reduce risk exposure and; 3. Use of personal protective equipment. III. SAFETY EQUIPMENT: A. The following electrical safety equipment will be assigned to all electrical inspectors: 1. 100% Cotton Pants 2. 100% Cotton Shirt 3. EH Rated Shoes or Boots 4. Tick Tracer 5. Arc Flash Face Shield with Hard Hat 6. Cowhide or Goatskin Gloves 7. Long Sleeve Flame-Resistant Work Shirt 8. Class 00 Rubber Insulating Gloves B. The following electrical safety equipment will be assigned to all inspectors that are not conducting electrical inspections: 1. 100% Cotton Pants

IV. G ENERAL ELECTRICAL SAFETY G UIDELINES AND PROCEDURES : A. Always try to reduce risk exposure by de-energizing equipment prior to the inspection. B. Never assume equipment or conductors are de-energized or rely on information from an individual working on the equipment. C. Do not touch conductors unless you absolutely must in order to ensure compliance. D. Always test with a Tick Tracer prior to exposing equipment, wires or touching any conductor. E. When possible, have the contractor/owner open any junction box, outlet, switch, panel or meter. F. EH shoes or boots, 100% cotton shirts and 100% cotton pants shall be worn by all inspectors when conducting any building construction related inspections. V. SPECIFIC ELECTRICAL INSPECTION PROCEDURES : A. Residential Electrical Inspections (SFD and Townhouses) 1 De-energized Equipment i. If possible, the system to be inspected shall be de-energized first by the owner or contractor. The inspector may turn the power off if the owner or contractor is not present. If the equipment cannot be de-energized, follow the procedure in V.A.2 below. ii. Test with Tick Tracer to ensure equipment is de-energized. iii. Confirm switch/breaker or other control to energize panel is locked out, in visual sight of the inspector or otherwise effectively controlled. iv. Do not touch equipment unless necessary for the inspection. v. Have the contractor perform actions on your behalf to confirm compliance. vi. Wear cowhide or goatskin gloves while conducting the inspection. 2 Energized Equipment i. If possible, the system to be inspected shall be de-energized first by the owner or contractor. The inspector may turn the power off if the owner or

SUBJECT: ELECTRICAL INSPECTION SAFETY G UIDELINE contractor is not present. If the equipment can be de-energized, follow the procedure in V.A.1 above. ii. The cover of the energized equipment is to be removed by the contractor or owner prior to the inspector entering the area where the panel is installed. 1. EXCEPTION: If it is deemed an emergency by the inspector to restore power and the contractor or owner is not able to de-energize the system via a breaker or disconnect, the inspector may remove the cover of an energized panel. 2. Where a cover must be removed by an inspector of an energized panel or physical contact is to made to any part of the panel, the following personnel protective equipment shall be worn: a. Equipment specified in IV(F) above and; b. Arc Flash Face Shield with helmet and; c. Long sleeve flame resistant shirt. d. Cowhide or pig skin gloves. iii. No work is to be conducted or panels opened on energized equipment while the inspector is in the room or is within 10 feet from subject energized equipment. iv. If voltage testing has to be performed, personal protective equipment worn by the inspector shall consist of: 1. Equipment specified in IV(F) above and; 2. Arc Flash Face Shield with helmet and; 3. Long sleeve flame resistant shirt. 4. Class 00 Rubber Insulating Gloves B. Commercial Electrical Inspections (Other than SFD and Townhouses) 1 De-energized Equipment i. Test with Tick Tracer to ensure equipment is de-energized. ii. Confirm switch/breaker or other control to energize panel is locked out, in visual sight of the inspector or otherwise effectively controlled. iii. Do not touch equipment unless necessary for the inspection. iv. Have the contractor perform actions on your behalf to confirm compliance. v. Wear cowhide or goatskin gloves while conducting the inspection. 2 Energized Equipment i. If possible, electrical panels should be inspected and approved prior to energizing any new or added panels. ii. If possible, the system to be inspected shall be de-energized first by the contractor. iii. No work is to be conducted or panels opened on energized equipment while the inspector is in the room or is within 10 feet from subject energized equipment.

SUBJECT: ELECTRICAL INSPECTION SAFETY G UIDELINE iv. The inspector shall not touch any energized equipment in the room. v. The contractor is to be complete with the wiring in the panel and the cover is to be removed by the contractor prior to the inspector entering the area where the panel is installed. vi. Where energized exposed electrical conductors in panels or motor control centers, 277 / 480 volt or higher are present, personal protective equipment worn by the inspector shall consist of: 1. Equipment specified in IV(F) above and; 2. Arc Flash Face Shield with helmet and; 3. Long sleeve flame resistant shirt. 4. Cowhide or pig skin gloves. vii. If voltage testing has to be done, or panel covers removed, personal protective equipment worn by the inspector shall consist of: 1. Equipment specified in IV(F) above and; 2. Arc Flash Face Shield with helmet and; 3. Long sleeve flame resistant shirt. 4. Class 00 Rubber Insulating Gloves VI. FIRE INVESTIGATION ELECTRICAL SAFETY PROCEDURES : A. Where a fire investigation involves a piece of electrical equipment or electrical conductors, the fire investigator shall: 1. Confirm with the incident commander that all power has been secured to the structure or equipment. 2. Confirm with a Tick Tracer that the power has been secured prior to touching any electrical equipment or conductor. 3. Confirm that there are appropriate controls in place to ensure that the power is not reenergized during the investigation. B. Safety Equipment and PPE Use 1. Safety equipment use shall be in accordance with section V above and the fire investigation policy.
