1. Introduction
The object of this document is to call the attention of the actors of the development of the KAFD transit system on the possible consequences of a train failure during the revenue operation and to describe some of the mitigation measures applicable.

This document does not pretend to be a hazards analysis neither to give "the" solution but it is based on previous experience on monorail system.

This analysis takes care of the international practice for public transport system and is based on the international standard NFPA 130 - Standard for Fixed Guideway Transit and Passenger Rail Systems:

NFPA 130-2007, Chapter 6 Trainways 6.2 Egress for Passengers. 6.2.1 General. 6.2.1.1 The system shall incorporate a walk surface or other approved means for passengers to evacuate a train at any point along the trainway so that they can proceed to the nearest station or other point of safety.

2. Description of the problem


2.1 Scenario of failure and train conditions
The train failures can be organized according to the following scenarios: S1 -Train stalled at Station. Passenger evacuation is possible through the station.

C2 - Train air-conditioning system not available. C3 - Emergency situation: fire, explosion, heavy smoke, etc

2.2 Failure consequences


For scenario S1 and S2, under any conditions for the train, the best and fastest solution is the evacuation through the station. Nevertheless the condition C3 should be evaluated carefully due to the proximity of the building integrating the station.

For scenario S3 and condition C1, there is no consequence as the passenger can wait "comfortably" until the rescue staff evacuate the people. For scenario S3 and condition C2, the consequences of a train stalled under a sunny day / a summer day are: Vehicle Interior Temperature Rise: 40 C 50 C and m ore Humidity Rise: up to 100% Potential mortality inside the train Before reaching a mortal consequence, the passengers could experience weakness, vomiting, headache, dizziness and fainting. Thus reducing the chance of rescue by themselves. For scenario S3 and condition C3, the fastest rescue response time is, the safe it is for the passengers.

3. Guidance for solving the problem


3.1 Quantification of the emergency response
Definition of the rescue measures (civil defence task/equipment + monorail operation procedures). Calculation of the emergency response time in the worst case (access to the train, rapidity of intervention of the rescue team, etc). Calculation of the evacuation time (once the rescue staff is on site and starts the emergency evacuation). Evaluation of the survival in closed external area time regarding environmental conditions in Riyadh (temperature, humidity) and regarding the condition of the train: draft estimation of 30 minutes for condition C2.

3.2 Evacuation scenario


From the train level: Emergency walkway parallel to the train and self accessible from the train by the passengers. Rope winch lowering systems, available inside the train (active role of the attendant for the evacuation process). Escape chutes (tubular and spiral), available inside the train or transferred to the train from outside (active role of the attendant for the evacuation process) From the ground level: Land-based rescue vehicle and equipment (motorized ladders, cherry pickers, etc) From the air level: Helicopter (but not applicable in high density city with the proximity of buildings)

3.3 Mitigation measures


In order to limit the risk of death during an emergency scenario, different mitigating measures can be adopted. Certain measure allow a longer time for the emergency evacuation process other requires the shortest evacuation time as possible. Redundancy in Traction Power Supply: redundant feeder, double injection point, redundant Rectifier Substation. Power Traction design: Traction power rail sectioning in order to isolate one section but to supply power to the other sections.

Standby Diesel Generator: Power capacity should be enough for operating the air-conditioning on 4 stranded trains, and should allow the movement of one train at a time under its own traction power, up to the nearest station. The proposed location for this standby diesel generator is at the depot area. Emergency Walkway along the Guideway (total or partial) Rescue train (push-pull) Tubular / Spiral Escape Chute (installed onboard the train or transferred from the ground level). Approximately one Escape Chute can permit the evacuation of 25 passengers per minute, irrespective to the height. Rolling stock design: fire resistant floor, ventilation on battery, windows limited opening Controlled Descent Winch (Single Door or Multiple Door) Emergency services from ground level o o o "Cherry pickers" Motorized ladders Etc

Presence of an Attendant inside the train which coordinates the emergency response with the control centre and prepares the evacuation. Operating procedures (to be reviewed during the contractor design by the experts in charge of the safety case and the civil defence department). Rescue vehicles at specific location and in sufficient quantity: will be critical for defining the access time and the evacuation time. Availability of drink water for the passenger Etc ...

4. Recommendations
As part of the monorail system design and his safety case, the EPCO contractor should elaborate a hazard analysis regarding the emergency egress from the trains. From the conclusion of this analysis, the decision to implement or not a continuous emergency walkway along the guidebeam can be taken.

This hazard analysis should list the different parameters for a safe emergency evacuation: Influence of weather (temperature, humidity, sand storm ...) Special areas (e.g. highway in area 6) Access for emergency service Access delay Evacuation time calculation Mitigation measures Reliability and availability of the monorail system with identification of the critical subsystems Operating procedures for emergency situation

5. Conclusion
From a safety point of view, no other choice than an emergency walkway will provide an acceptable evacuation path regarding any emergency situation.

The aesthetic aspect is an important component of the KAFD development. It is not necessarily compatible with an emergency walkway along the whole guidebeam.

Finally the choice will be in the hand of the Client RIC, considering the fact that the Public Transport Authority of Riyadh/Saudi Arabia will certainly have to give the authorization or not, to operate commercially the KAFD monorail system.

7. ELEVATOR SPECIFICATION
7.1 Introduction
The topic of this document is to present the general specification of the elevators to be provided for the KAFD Monorail Project. The main components of the elevators are mechanical and electrical equipments: Mechanical equipment : Car, Hoist, emergency brake, counterweight, suspension cable, emergency actuator, landing doors, air treatment of the machinery room Electrical equipment : Power supply, cable, control cabinet and boxes, lighting, safety switches

7.2 Functional and technical criteria


7.2.1 General characteristics Elevators shall be of public service and heavy duty type and will be either of electrical type or hydraulic type. Elevators shall comply with the standards and regulations in force, notably with European standard EN 811 and amendments (Safety rules for the construction and installation of lifts electrical lifts), EN 81-2 and amendments (Safety rules for the construction and installation of lifts hydraulic lifts) or equivalent International Standards. Compared to hydraulic type, electrical type elevators allow a higher number of starts per hour, higher operation speed and are generally applied for height higher than 8m. Electrical elevators shall be of machine-room-less type. The main technical characteristics of the elevators shall be as follows: Rated load Rated speed: Starts per hour: Car doors: Car floor: Acoustic pressure: Noise level: Control mode: 8 passengers 630 kg 1m/s at least 180 automatic, horizontally sliding type and centrally Door actuator shall be able to operate 240 cycles per hour able to withstand with a load of 600kg/m not exceed 80dBA at a distance of 1m from any rotating machine not exceed 60 dBA local / remote (monitor by CCTV) split

Air Conditioning shall be provided to maintain high level comfortable conditions inside the car with up to 8 passengers (the air conditioning can be the air from outside the car but the temperature inside the car should maintain comfortable conditions for the users) Emergency stop buttons and emergency intercoms will be provided inside the elevator to the passengers. The intercoms should interface with the telecommunication system (IP/Internet Protocol/ intercom preferred).

All measures shall be taken to avoid transmitting vibration to neighbouring structures. Elevators shall be designed and selected with fire detection and fire fighting system according to NFPA 130. 7.2.2 Safety requirements Contact with the public Elevators shall be designed and selected so that they present no risk for passengers and staff (operation and maintenance). Generally speaking, all components that passengers are liable to come close to, to touch or to tread upon shall be designed so as to avoid all accidents and inconveniences. The passengers shall be able to call operation staff through the intercom systems which will be implemented at each landing and inside the car of all elevators. Elevators cars shall be fitted with an emergency hatch to enable passengers evacuation. Hatches will be located on the roof of the car. Emergency lighting is required inside the car (should be preferably connected to the emergency lighting circuit of the station itself) and inside the shaft (mainly for maintenance staff).

7.3 Performance criteria


7.3.1 Availability The availability of the elevators shall be at least 98% when operating one hundred and forty hours per week (twenty hours per day). The availability of each individual elevators shall be calculated considering an operating time of 7300 hours a year (20 hours per day, every day of the year). 7.3.2 Reliability The number of faults on each elevators shall be less than 2 per month. 7.3.3 Life The life of the elevator shall be at least 30 years without requiring major work as the changes of the car, the doors or the motor.

7.4 Maintenance criteria


Lighting, ladder, accesses (even from elevator itself) and manual operating device shall be provided as a minimum to elevator shaft to ease maintenance. Metric dimensions shall be used and threads shall comply with the International standards. All detailed parts used in all elevators shall be identical and interchangeable. No parts subject to wear or which require adjustment shall be attached to neighbouring components by welding, riveting or any other inseparable type of fastener.

8. ESCALATOR SPECIFICATION
8.1 Introduction
The topic of this document is to present the general specification of the escalators to be provided for the KAFD Monorail Project.

8.2 Functional and technical criteria


8.2.1 General characteristics Escalators shall be of compact, public service and heavy duty type. Escalators shall comply with the standards and regulations in force, notably with European standard EN 115-1 (safety of escalators and moving walks Construction and installation) or equivalent International Standards. Escalators shall be designed and selected for indoor and outdoor installation types. Noise:

Escalators shall be designed and selected with some special safety features such as emergency brake, speed detection, permanent protection installed around return stations, fire detection and fire fighting system according to NFPA 130. All measures shall be taken to avoid transmitting vibration to neighbouring structures.

8.2.2 Safety requirements Contact with the public Escalators will be designed and selected to not present any risks for passengers or maintenance staff during normal use or maintenance operations. The design and method of adjusting escalators shall allow certain situations which can arise due to the behaviour of passengers using escalators in a public transport system, such as vandalism, abnormal behaviour (abusive use of safeties, people sitting on the handrails, climbing onto the trim or jumping on the step or landing plates) and incidents (people carrying bulky objects, the possibility of panic and the need of emergency or the use of a stopped escalator as a normal staircase). Emergency stop button should be provided on both extremity of the escalator and easily visible and accessible to the public (warning signage associated with this button should be adequate).

8.3 Performance criteria


8.3.1 Availability The availability of the escalators shall be at least 98% when operating one hundred and forty hours per week (twenty hours per day). The availability of each individual escalator shall be calculated considering an operating time of 7300 hours a year (20 hours per day, every day of the year). 8.3.2 Reliability The number of faults on each escalator shall be less than 0.6 per month. 8.3.3 Life The life of the escalators shall be at least 30 years without requiring major work as the changes of a shaft or the motor.

8.4 Maintenance criteria


Escalators shall be designed and selected to facilitate maintenance operations. The escalator mechanisms are only accessible from inside the driving and return stations or through an aperture created by removing a number of steps. Consequently, any components which require frequent access (adjustments, safeties, etc.) shall be installed in areas which are perfectly accessible with no special restrictions. Protection: removable guards shall be mounted round any drive components which could present a risk. Metric dimensions shall be used and threads shall comply with the International standards. All detailed parts used in all escalators shall be identical and interchangeable. No parts subject to wear or which require adjustment shall be attached to neighbouring components by welding, riveting or any other inseparable type of fastener. Independence of escalators (when two are adjacent to each other): all possible measures shall be taken to ensure that all components of one escalator can be removed or replaced without interfering with the operation of the adjacent escalator and without jeopardising the safety of passengers or staff.

This document is indicative as the Tenderers have to include in their proposal their own Time Schedule for the whole project. Nevertheless the key date for the start of the commercial operation should be complied. We call the attention of the Tenderers that, due to the strong interface with the buildings (Attractors for stations 2 to 6, Podium for station 1) in which the stations are fully integrated, the availability of the "stations space area" can be subject to variation from the Client.

11. PREAMBLE
For each disciplines listed below, the EPCO Contractor must fill the quantities (where they are not mentioned) required in the respective BOQ. These quantities shall be considered sufficient to fulfil the whole work. The following BOQ will not pretend to be exhaustive. The Contractor can add all items he believe useful to justify his proposal. In any case the EPCO Contractor must fulfil the whole work within the maximum limit of the GRAND TOTAL price of his proposal, independently of the quantities proposed (turn key system based on lump sum). For each discipline, the cost of all studies shall be included in the item "Design", except for Civil Works where there is only one item per location of construction (e.g.: 6 stations and 1 depot) including the design, procurement, construct, test & commissioning, documentation/drawings, etc. The Contractor shall include in the detailed breakdown items all expenses to be foreseen, notably any and all services stipulated in the functional and technical specifications or in the Contract and not listed as distributed between the different items comprising the detailed estimate. The following prices should be in accordance with a Project Time Schedule to be provided by the EPCO Monorail Contractor at the tender stage.

Training: The Client will be trained during the project training sessions. The number of Client's trainees will be of 15 maximum (number to be used for tender pricing purpose). In addition the Client reserves his right to be trained during the O&M period of 10 years at no extra cost (cost should be included in the GRAND TOTAL price). The number of Client's trainees will be up to 10. At the end of the O&M training for these 10 persons and if they succeed to the training tests, they will receive from the EPCO Monorail Contractor a "certificate" to operate and maintain the monorail system (this event may occur after the contractual period of 10 years).

NOTE: All the cables trays shall be designed considering 50% spare capacity. Cables shall be selected considering 20% spare wires (one pair spare at a minimum), except those for DC traction power, the medium voltage feeders and any other cables provided he gives all relevant justifications. Spare parts list shall be prepared, listed and quoted by the Contractor. Local and imported items (equipment, cables, etc.) should be identified in the detailed breakdown items to be submitted by the Contractor. Local prices, if any, should be indicated in USD in the corresponding columns. (Rate: 1 USD = 3.75 SAR)

12. CWK scope


The CWK scope includes: The design, procurement, with the following details: erection, test and commissioning, spare parts and documentation,

Guideway detail scope (list not limited to): The civil work itself (with the necessary landscaping around the piers and the civil work interface at every station of attractor/podium + at the depot building). The track switch bridges (with the necessary landscaping around the piers). The painting of the bridges, piers, and beams according to the general landscaping of KAFD district. The earthing and lightning system. Any emergency access/egress construction/equipment/walkway along the guideway, where applicable (including signage and lighting). If Blue Light Stations are required for emergency purpose, they are part of the PWS & COM scope of work and thus part of the KAFD monorail scope of work. Stations detail scope (list not limited to): The Escalators and the Elevators (including local control panels and the interface with the SCADA system). The Lighting (including local control panels and the interface with the SCADA system). The Plumbing and Drainage (the part not included in the Fire Fitting scope of work). The Finishing (Floor, wall, ceiling, etc...). The false floor in the rooms where applicable. The false ceiling. The signage (inside the stations and on the very near proximity). The station interior walls with the adequate compartmentalization and fire rating. The doors with the adequate fire rating (except the PSD with are in a separate scope of work). The specification of the civil work interface at the platform level for the PSD.
