With continued growth in enrollment numbers but declining space in schools, Golden Hills School Division (GHSD) is looking at ways to see a new school come to Strathmore. There are eight schools in town, all of which have been doing well and are continuously improving, but all of which are also quickly running out of space. Growth brings renewal, brings additional funding, addition taxation base and is good in many ways but it also brings challenges when it comes to finding space for the increase in students. The additional students ultimately results in better programming for kids and so were very pleased to see that happen. We have worked hard in our school district over the last number of years to provide high quality academic programs, enhance programs in other ways and we have focused on developing connected, collaborative graduates who are tech savvy and who are creative problem solvers, said Bevan Daverne, superintendent of schools for GHSD. In Strathmore the schools are in a constant cycle of renovation and addition to provide the space needed. At Crowther Memorial Junior High, they are now officially out of space to add portables. Wheatland Elementary has portables, now called modular classrooms, coming and with the addition of those they will be close to out of space there. Westmount Elementary has approximately 500 students and is bursting at the seams. The school has been renovated numerous times and modular classrooms will be added later in the year, but the school will quickly run out of space. There are plans at Brentwood Elementary to add more modular classrooms as well. Trinity Christian Academy is not housed in a GHSD building. It is currently leasing space and there have been changes with lease support, said Daverne. At some point the school will require its own building, but for now the school is continuously renovated to provide space. The division has been working with administration to try to find a site for a new school in town. While there are challenges for school space, there are also challenges for recreational facilities in town, said Daverne, which was part of why he and chair David Price made a presentation before council at the Sept. 18 meeting. All our facilities are booked flat out basically 24/7 throughout the school year as a result of demand across the community. We understand that many of you get calls for additional recreation space in the community and certainly within the Quality of Life master plan that you had done there was some mention of providing additional space in there as well, said Daverne. The Way I Was Raised climbs the country music charts


Shannon LeClair Times Reporter Standards own country music star Drew Gregory released a new video in early September. The Way I Was Raised is steadily climbing the music charts, and is the title track off of his new album. The video is quickly growing in popularity and is now being played on CMT, which is a first for the singer and a milestone event. Gregory is known for writing many of his own songs, but on this album he decided to use a few outside songs. He said for those who want to know which are written by him and which arent, people will just have to buy the album. He did tell us, though, that The Way I Was Raised is one of the songs he didnt write for the album. That was one of the first ones I found that we really, really liked as an outside cut. I said if I was going to cut any of the songs they definitely had to really speak to me and really be something I could very strongly relate to, said Gregory. Even from the first couple of lines from that song I definitely knew it was going to be for me. The more we listened to it, the more I fell in love with it and it ended up being the title track of the album and then our newest single. Im pretty happy with how it all turned out, said Gregory. Gregory hadnt planned on being a country singer all his life. He started playing guitar and singing a bit in Grade 9, but didnt really take it seriously until years later. When people would hear him sing they would encourage him to put out an album, and so five years ago he packed up his truck and took off for Nashville to see what it was all about. I decided to pack up the truck and head down to Nashville and that kind of shed some light on what the whole industry is about. I just kind of went for fun to see what happens, said Gregory. As soon as I came back I knew it was definitely what I wanted to do. Since his first trip to Nashville, Gregory has signed a management deal with Sirroma Entertainment. He recorded three songs that were released as singles. In January of 2012 Lay it all out there was released, followed by Country Hurricane in April and Small town way in August. In June 2013 Truck, Beer, Girl was released, which is still charting in the UK. Gregory said the next little while will continue to be busy for him; he has a lot of shows booked this fall, and now that harvest is over, he is planning to take his music west. He has gone east a few times to promote himself and his sound, but said now is the time to head out to British Columbia and work on finding new fans out west. While Standard is home, and will

Golden Hills School Division and town eye potential partnership


Continued from Page 1 The town is looking to attract new families, and new families means additional revenue that will allow the town to continue to do a better job for existing residents. The division sees the same thing within the school system. Daverne said the two needs, of recreation and education space, means the potential to work together and provide a facility that would work for both of them. Other communities have created partnerships to fill both needs, which sparked the thought for GHSD. Really at this point were just sharing ideas and looking at ways we can work together, our two organizations, to both better meet our needs, said Daverne. Innovation, creativity and partnership have become some of the criteria that receive additional consideration proposals from school districts with the province in looking at new schools and modernizations and facility plans. Partnerships between school districts and private enterprise or the community or the town receive, we believe, additional consideration when the province is looking to invest in infrastructure across the province. From point of decision it takes two to three years to have the school up and operating. The more work done now, and the more checks and balances in place, the more likely it is Strathmore will happen sooner rather than later. Councillor Rocky Blokland asked if the division will soon get to the point where they have to turn away kids. I promise you it will never get to that point where were turning away kids. We will continue to be creative and problem solve through this so that we can provide good facilities for students and well continue to make that happen. It will get interesting, said Daverne. We know that we will need a new school in the next few years. We dont know what that number is exactly. If, as a town council, you feel the same way about recreational facilities in town we have a win, I think, and it makes sense for us to work together because we both know were going to need those things. Were definitely in need of a recreation facility, we have all talked abut that many times and I for one definitely like that sort of concept and project, said Mayor Steve Grajczyk. The option of a potential partnership will continue to be explored by administration and GHSD.

Arts and Sounds in the Park


The Strathmore Regional Arts Collective (SRAC) in partnership with the Town of Strathmore held the first Annual Arts and Sounds in the Park Festival on Saturday, Sept. 28. The festival kicked off at noon with a performance from local talent Kristyn Johnson on the main stage followed by the Brentwood School Grade 6 melody chimes players. The event was chalk full of local and surrounding artists of all types from beadwork, face painting, to art and theatre actors. The event had a great turnout and plans for next year are already in the works.

Shannon LeClair Times Reporter Have you ever dreamed of being Harley Quinn or maybe Wonder Woman? Whether you have wanted to be a super villain or a superhero the Strathmore Rural Fire Department Firefighters Association is inviting you to join them in your best super costume on Oct. 5. This year marks the 12th year for the annual Ladies Night fundraiser. After batting around a few ideas, the association voted on superheroes and villains as their theme. Over the past 12 years, the night has gone a long way to help support firefighters and the Firefighters Association. It has kind of tapered off over the last few years but I think thats just because peoples lives are getting busy. It seems to be a popular event and people enjoy coming out, the foods always good, said Trevor Dalstra president of the Firefighters Association and chairman of the Ladies Night board. Dalstra said the association doesnt have a goal in mind of how much they would like to see raised from the event; instead they are appreciative of any and all support they receive from the community. They know everyone at the Ladies Night is there to support the members and thats good enough for them. The funds raised from the event directly benefit the firefighters. This is for if the firefighters get injured its to help them and their families out a little bit. Its to help with extra training that our funding from the county doesnt provide and just some specialty equipment that isnt part of our mandate as well, said Dalstra. The money is used to help in those areas, and to help better equip the guys and provide specialized training. Tickets are on sale for $50 each, and are available at Pro Water, Unit D 202 Canal Court, and also available at the door. The event takes place at the Civic Centre with dinner at 6 p.m. and entertainment at 9 p.m. There will be a live band again 50/50 tickets, a silent auction and a grand prize trip for two to Vegas draw at midnight.

During a stay in hospital, your medications may be changed and some older medications may be stopped. Its important to be sure to not take these medications when you get home. Part of our job as your pharmacist is to be a final check to ensure this transition from hospital to home occurs smoothly. Many admissions to hospital are due to a medication problem...not taking them properly, taking too much or too little or due to a drug interaction. Having a complete record of your medications helps us to ensure youre taking your medications correctly and safely. A vasectomy is still one of the best birth control methods. A minor operation using a local anaesthetic, it involves severing the tubes that carry sperm from the testes to the penis. The operation doesnt result in immediate sterility so alternate birth control methods should still be used. No sexual difficulties result from the operation however it doesnt protect against sexually-transmitted diseases. Weve mentioned the polypill in this column in the past. Its a drug delivery system that combines 4 drugs in one pill for patients with heart disease. The pill contains ASA, a cholesterol-lowering drug and one or two blood pressure-lowering drugs. Its a way of ensuring the patient gets all the medication needed to reduce the risk of heart attack and stroke. Not on the market yet, but perhaps soon. Understanding how a drug works and its importance to your health will help you remember to take them correctly. We can help.

Schools throughout Strathmore held their annual Terry Fox Runs on Sept. 26 and 27. Each school has their own way of commemorating the man who brought cancer and his battle to light. Most share a slide show, or talk about why we still run and who we are running for. Today there are over 200 kinds of known cancers, and with continued support and fundraising, the hope is a cure will be found for all of them.

The Strathmore Fun Runners presented Jason Peck with the Brant Wheeler Memorial Trophy for this years Strathmore Car Show. Jason Pecks 1970 Chevelle SS L78396 is just the type of car that would have appealed to Brant Wheeler. Brant Wheeler passed in 2011. He was 57 when he lost his battle to cancer. His friends describe him as the best storyteller, He always had a good story to share. explains Todd Blakney. He was also the type of man to enjoy life, and was out to have a good time with his family and friends. This is the second year the Fun Runners have presented this award to a participant in the Strathmore car show. Last years winner was Kurt Neilson and his 2006 Ford GT40. Super shy but has already made great progress compared to when she came to us as a very feral young cat. She had to be removed from where she was living as the property owners sold and the new people moving in did not want any animals living there. Petra would do well adopted as a shy buddy to another cat, she is excellent with any other cat - respectful of territory, initiates play and is very gentle towards the other cats. She shys away from more than a quick touch but we can tell she wouldnt mind a nice neck scratch if shed just stay still! Petra is very small, comparable in size to a 3-4 month old kitten. She is sleek and shiny and very healthy. If you have experience with shy cats and have another cat at home who is lonely, please consider Petra :)

Sharon McLeay Times Contributor The possibility of video conference participation for council meetings got a wait-and-see response from Wheatland Council, with most preferring to be present for meetings if possible. The idea was part of the Procedural Bylaw that came up for first reading on Sept. 17, 2013. I have a problem with councillors missing two or three meetings and attending council while they are in Hawaii or something, said Councillor Brenda Knight. Chief Administrative Officer (CAO) Alan Parkin shared that other municipalities used the option; however the practise isnt currently wide spread. He said he was aware of one municipality where a councillor who worked shifts in Fort McMurray, and another that was a snowbird and travelled in the winter, had used the technology successfully. In the past, telephoneconnected discussions had many technical problems, but with new technology offsite participation links can be quite good. The times are changing folks, said Councillor Ken Sauve. The communication system is key. If I had the choice of attending this way or not, I would take the opportunity that allowed me to participate in the meetings. If someone represented me, I would want them there. With new technology being installed in the council chambers upgrade, the option might allow councillors to save mileage and increase possibilities for meetings where travel time was a factor in postponing meetings. Councillor Ben Armstrong could see the option had practical uses in multi-membered committee meetings such as SAEWA. There was discussion that it may be practical when road conditions prohibited travel.

Participants dont get engaged the same way, said Councillor Alice Booth, who had experienced the video conferencing within the Canadian Badlands meetings. When they vote me in, they expect me to be here physically doing my job. My job is to be here. You get better communication face-to-face, said Councillor Don Vander Velde. Reeve Glenn Koester said that some municipalities require a physical quorum of members present for the option to be used. He thought discussing the idea is premature now, but once the new electronic system was installed, the option could be reviewed again. Councillor Berniece Bland suggested it be left until after the election in October. Another procedure of the bylaw was discussed, concerning whether the council chair should have the right to close public hearings early and set a later date to reopen the public hearing. It is used in case the hearing goes into later hours. Sometimes people cant concentrate and it allows you to recess and set it at a later date, said Parkin. Reeve Glenn Koester suggested that giving one person the power to make that decision puts a lot of pressure on them. He also wanted the public to know that decisions were made by council as a whole. In the past, council has taken a break during public hearings for more information or clarification. Councillor Ben Armstrong suggested council use the Municipal Government Act as a reference, which provides structures for council to use. It also gives the public knowledge of council processes and protects councils from missing something or dealing with challenge situations. Council directed staff to revise the Procedural bylaw and bring it back for their review.

Strathmore Handi-Bus September Report First of all on behalf of the Wheatland Lodge, I would like to thank the Handi-Bus dispatch for going the extra mile in making our social outings possible all throughout the year. We want you to know that we greatly appreciate all your sacrifices and efforts in providing transportation for all of our lodges social outings. In-spite of a very busy schedule, and last minute notices, you continue to put on a positive attitude and willingness to support by making a difference to our seniors at the lodge. We have been very lucky to be able to go to places of interest with very less trouble because of your dedication, flexibility and of course fun enthusiasm! Thank you to Lana and all of our wonderful drivers for being a part of our exciting journey. The government requires CWD testing on all deer harvested within Wildlife Management Units (WMUs): 102, 116, 118, 119, 124, 144, 148, 150, 151, 152, 160, 162, 163, 164, 200, 202, 203, 204, 230, 232, 234, 236, 238, 254, 256, 258, 500, 728, and 730. It is mandatory to submit deer heads harvested in these areas. In 2013, four new voluntary units were added: 138, 142, 156, and 166. Antlers and skull cap can be removed before the head is submitted.

SAY hosts pre-election event at SHS


Alexandra Bird SAY Representative In an attempt to put youthful spin on the campaign process, the Strathmore Assembly of Youth (SAY) will be hosting a mock election at Strathmore High School on Wednesday, Oct. 9. At 4 p.m., the mayoral candidates have been invited to hold a small forum in the schools cafeteria, where they will answer Strathmore Youths town related questions. After the forum, visitors at this event will be invited to visit the 15 candidates at their own individual tables, set up along the schools street (main hallway). At each table, visitors will receive a stamp, allowing them to enter a draw for a prize. At the conclusion of the event any youth attending will be encouraged to vote in the mock election. The voting experience will be replicated through the use of ballots, private voting booths, and the ballots box. The ballot box will be sealed at 5:30 p.m. and results will be counted and announced in conjunction with the actual election results on Oct. 21. SAY is excited to be able to offer youth an opportunity to become involved an informed about our community, learn more about the political process, and have their ideas heard. All are encouraged to attend the event youth and youth-at-heart! Forum Event The event is designed to increase youth engagement in the political process. The event will have three parts: the mayoral candidates forum, a chance to meet the candidates and the youth election. Mayoral Candidates Forum 4 - 4:30 p.m. in the Strathmore High School Cafeteria. Candidates will have a microphone and podium. Hosted by a SAY member There will be three to six questions (depending on time) that have been generated by youth. The questions are: - What motivated you to run to be the Mayor of Strathmore? - What experiences have you had that make you qualified for the position of Mayor? - What do you like about our community? What do you tell others when you are talking about Strathmore? - What are your goals for the Town of Strathmore in the next 3 years? 10 years? - Identify an issue that you feel needs to be addressed in Strathmore, and suggest how you would like to see it solved. - What is the biggest challenge Strathmore currently faces? Meet the Candidates 4:30 - 5:30 p.m. All Candidates are invited to set up a table containing literature along the main hallway (The Street) in the Strathmore High School. Guests will visit candidates at their tables after the Mayoral Forum. In order to promote discussion between the candidates and visitors each person will receive a stamp/sticker/signature from each candidate they converse with, which they will use to enter a prize draw. The back of the Stamp Sheet will contain a list of conversation starters to encourage visitors to strike up a conversation with candidates. The questions included are: - What are your goals for the Town of Strathmore in the next 3 years? 10 years? - What experiences have you had that make you qualified for the position of Town Councilor? - How would you work to improve (identify an issue you believe exists in Strathmore)? - What do you like about our community? What do you tell others when you are talking about Strathmore? Youth Election As the guests leave, the youth (anyone under age 18) are invited to vote in a mock municipal election. Ballots, private voting booths, and a ballot box will be used to simulate a true voting experience. Getting Canadas energy resources to new markets


Kevin Sorenson, M.P., Crowfoot Parliamentary Report In our riding, many constituents know about our Conservative governments efforts since 2006 to expand international markets for our agricultural products. In addition to agriculture, which continues to be a major industry in Alberta, natural resources and energy exports are full of potential. Thats why we have been successful cultivating new markets and enhancing existing ones. We know that we are an exporting nation and it is challenging to increase our exports in an increasingly global economy. Our governments focus is on what matters to Canadians jobs, growth and long-term prosperity. In our region of Alberta, agriculture continues to be our major industry. In Alberta, energy is our major export. In Ottawa, our government is aggressively working to enhance Canadas position as a stable, secure and environmentally responsible energy supplier to North America and the world. Natural Resources Minister Joe Oliver is responsible for developing new markets for Canadas energy products. Recently, the Minister delivered the keynote speech at the Global Energy Summit in New York City. Minister Oliver emphasized the pivotal contribution that Canadas diverse energy mix can make to North Americas economic prosperity, while also allowing us to make a significant contribution to global energy security and economic stability. In his speech, he points out that Canada has the resources in place to meet our own needs as well as the growing energy demands of global markets. Canada is well-positioned to help fill the demands for energy resources from countries who need them. In fact, Canada: has the third-largest known oil reserves in the world; has the fifth-largest production of hydroelectricity; is the fifth-largest producer of natural gas; is the second largest producer of uranium; and has the ninth largest installed capacity of wind power. Canadas approach to the responsible development of natural resources includes supporting jobs, economic growth, environmental protection and the energy security of North America. Our plans also entail reaching new markets for our energy resources to create opportunities for Canadian companies. Since 2006, our government has invested more than $10 billion in green infrastructure, energy efficiency, clean energy technologies and the production of cleaner energy and fuels. Most recently, Canadians are considering TransCanadas Energy East Pipeline Project Proposal. TransCanada has released the Deloitte & Touche LLP report on the job creation and economic benefits of their Energy East proposal. The Deloitte reports findings demonstrate that the Energy East pipeline project would generate high-quality jobs for Canadians, including Aboriginal peoples, in every province along the pipeline route. The report estimates that more than 10,000 full-time jobs would be created during the development and construction phase, and another 1,000 during the operation of the proposed pipeline. The project would also generate $35 billion in gross domestic products and $10 billion in tax revenues for municipal, provincial and federal governments. In Alberta, we are hopeful that this project would transport western Canadian oil to the east and new markets abroad. At the same time, pipeline safety an integral part of our governments plan for Responsible Resource Development. We have increased protections and will only allow such energy projects to proceed if they are proven safe for Canadians after an independent, science-based environmental and regulatory review. Understanding the MGA


Linda Nelson Deputy Chief Administrative Officer for the Town of Strathmore Municipal Governments are essentially creatures of the province. Their responsibilities generally include: sewage, waste collection, public transit, land use planning, emergency services, animal control, and economic development. The Municipal Government Act (MGA) is the primary provincial legislative framework in which all municipalities and municipal entities across the Province of Alberta operate. It is one of Albertas largest pieces of legislation, containing 18 parts and more than 650 sections. The MGA provides the governance model for cities, towns, and other forms of local government. It lays the foundation for how municipalities operate, and how municipal councils function. It also sets out the roles and responsibilities of municipalities and municipal officials. The MGA contains three major themes or areas of focus: governance; planning and development; and assessment and taxation. For example, Part 17 of the MGA contains legislation setting out the procedures, types of arguments that can (and cannot) be considered in planning & development decisions, and the rules that govern various planning processes. It sets out the authorities designated to oversee and approve developments in the Province of Alberta; provides guidelines and parameters for municipalities to administer local improvements; set planning policies and make decisions; establishes a hierarchy of plans (from the MGA to municipal plans and beyond); the framework outlining development authority and procedures (plans, overlays, etc.), and in what order they are considered. Under Albertas Municipal Government Act, the purposes of municipal government in Alberta are to: provide good government, provide services, facilities or other things that are necessary or desirable and develop and maintain safe and viable communities. Each municipality is governed by a council, and includes one member who is the Chief Elected Official (Mayor or Reeve). The MGA states that a council is responsible for: developing and evaluating programs and policies; making sure that municipal powers, duties and functions are appropriately carried out; and carrying out the powers, duties and functions expressly given to it through legislation; however, it must not exercise any power, function or duty assigned to the Chief Administrative Officer (CAO) or a designated officer. Councillors have the following duties:

consider the welfare and interests of the municipality as a whole; participate generally in developing and evaluating policies and programs; participate in meetings; obtain information from the CAO; and keep in confidence matters discussed in private. Under the MGA, the primary responsibility of council is to establish the policies and guidance necessary to carry out these policies. Council is the legislative body; its members are the communitys decision makers. The CAO serves the council and the community in carrying out policies and overseeing the delivery of municipal services, serves as the professional administrator of the municipality and is responsible for coordinating all day-to-day operations and administration. These duties include personnel and labor relations, administration of the municipal budget, intergovernmental relations and organizing the implementation of the councils policy, etc. The CAO also serves as the chief advisor to the council.

Why picking rural Albertas pocket is a bad idea


To the Editor (Large urban municipalities are proposing to the municipal government a redistribution formula for taxation that will transfer dollars from rural municipalities to larger centres. This is President Bob Barss of the Alberta Association of Municipal Districts and Counties (AAMDC )reply) Rural Alberta is being targeted for the tax dollars it collects, with the belief it should be shared with their urban neighbors. While its true that rural municipalities do raise significant funds through industrial taxes, equally real are the costs incurred to support those industries. Making a case for sharing taxes based on revenues alone is overly simplistic and misinformed. Even in business, its not about corporate revenues, but what is left over after you pay the bills. For rural Alberta, those bills carry a high price. No matter where we live, we all rely on rural areas to provide the essentials of our daily life - gas for heating, oil for our cars, and grain and meat for food. These industries call rural Alberta home because there is land and resources to support them, in bringing their products to market. That needed infrastructure comes with a cost, and the math is pretty simple. Rural communities manage the big majority of Albertas roads and bridges. Roads costs $500,000 to $1 million per kilometre. Bridges have similar costs. Expenses are high to say the least. Rural Alberta is a good neighbour to their urban counterparts by sharing costs. That way our taxpayers know exactly where their hard-earned tax dollar is going and what benefit they get for it. What resident, rural or urban, would accept anything less? Rural communities simply have more roads and bridges to service than money to pay for it. Urban centres have similar challenges with providing services that rural Albertans can only dream about. Ultimately, we all could use more money to meet the needs of Albertas people and industries. However, picking our back pocket is not the solution. (Since 1909, the Alberta Association of Municipal Districts and Counties (AAMDC) have helped Albertas rural municipalities achieve strong, effective local government. The association provides Advocacy and Aggregated Business Services for the provinces 69 counties and municipal districts. The AAMDCs membership manages 72 per cent of all roads in the province. Noise concerns
To the Editor We, the residents of Strathmore are gearing up for another election. An issue which is becoming a major concern for many residents is noise pollution. After discussing this issue with Dwight Stanford, he assured me Strathmore has a noise by-law. My reply was when is this by-law going to be enforced? We live in Lambert Village, which is located across the street from Kinsmen Park. A great location, except that the hot rods and motorbikes spoil a peaceful environment with their very loud noises. They seem to feel they must race up this street at great speeds, making as much noise as possible with their noisy mufflers. This happens most nights, especially shortly after 10 p.m. till midnight. An easy solution would be to install a speed bump along this street in front of Lambert Village. Many other towns have solved this problem by installing speed bumps. Walmart and Sobeys in Strathmore have installed them with satisfaction. The councilors who are willing to tackle the noise pollution problem in this town would certainly get my vote.

Hello! With the introduction of the four-year term for mayor and council, there should be a mandatory checks and balances program halfway through the term to ensure transpar-

ency and accountability. This could be accomplished through public forums, or open houses where the public can participate and raise issues or ask questions. The general idea is that if there are any critical issues or concerns, council will have another two years to address these matters. This will accomplish two things; one, councillors will know how they are doing; and two, the public will have a voice and will know that the council they elect are complying with Part 5, Division 3 of the MGA which deals with the duties, titles and oaths of councillors.

Fortunately our town employs a phenomenal staff, including an award winning CAO, who is adept at teaching councillors the finer points of the act when necessary. There are however three general areas where I am confident improvements could be made; section 199, which governs conditions under which meetings are held, could be modified to encompass digital media that would allow for councillor and public attendance when they are not able to be physically present in chambers. This expands into areas where council is required to post notices in newspapers; this could also be done on websites and in other media venues. Sections 219 to 226 outline rules for petitions; adapting and transforming these sections to allow for on-line petitions would allow for a greater level of participatory government. Section 275.1 summarizes the conditions for remuneration for councillors; I believe that no government official, federal, provincial or municipal, should be allowed to vote for their remuneration, nor should they be entitled to appoint committees for this purpose. An independent third party would be better suited to determining remuneration for publically elected officials. I welcome comments and insight from all Strathmore citizens. I firmly believe that the Municipal Government Act should be structured and regulated by the provincial government as to maintain its integrity and therefore governed and enforceable by the provincial government. The Strathmore Municipal Government, Strathmore Town Administration and the citizens of

Strathmore (and all Albertans) have the ability and right to make suggestions to the provincial government to revise or maintain the current Municipal Government Act Legislation. I personally do not feel at this time there is any need to revise or alter the Municipal Government Act from its current wording in the legislation. Furthermore, I do not see the relevance of this question as it pertains to the 2013 Election. There are serious questions on the minds of the voters that deserve answers. It is clear that many things have changed over the past 17 years, therefore there are surely many changes and additions that can be made to help keep pace with our ever-evolving province. Necessary changes and additions should be left to those who are familiar with the act, those who work amidst it and know what does and does not work. As for myself, I am eager to become more familiar with the act and to see what the future holds after its review is done.

The Alberta Government is in the process of reviewing three main parts of the act; Governance, Planning and Development, Property Assessment and Taxation. While I could go in a number of directions, I thought I might look outside the box for an answer. I should start by mentioning that an often-discussed complaint I share with many residents is the smell we regularly encounter

The Municipal Government Act, since being reformed back in 1994 has allowed local governments to be freer to act in the best interests of their communities. Municipal Governments in Alberta are responsible for delivering specific services such as police, fire and emergency services as well as solid waste, water and parks and recreation. As nice as it is to be able to prioritize how our local tax dollars are spent, we still find ourselves short of the funds needed to repair local infrastructure but in being able to build new infrastructure such as recreational facilities, road works or even special projects which would enhance

the community, such as a local museum without having to look to the provincial government for short term funding or having to go into debt. The Alberta Urban Municipalities Association laid out a Municipal Funding Framework to the provincial government on Feb. 12, 2012. Basically, as a community we do not have direct control over tax dollars collected in our municipalities. With the proposed funding framework each municipality would be able to have better access to tax dollars collected locally and distribute them where they feel they are needed most. So even though as a municipality we can govern more freely, we are still dependant on the provincial government for a great deal of funding with our own tax dollars. The change in the MGA I would like to see, is the ability for local governments to be able to allocate tax dollars as they think they are needed without reliance on provincial funding or by carrying a huge debt load.

from one or all of the feedlots that surround our town. I would ask that the government review Part 2 Division 1(7) and Division 2(12) of the act. This relates to a municipalities ability to enforce its bylaws outside of their designated boundaries. If Strathmore were to adopt or amend a bylaw that includes noxious odors, feedlot operators may need to find ways to lessen their impact on the surrounding town. Checking wind direction, day of the week, or time of day prior to fouling the air could be mandated. This change to our bylaw jurisdiction may be applied in other situations like smoke from controlled fires. I would like to see the MGA revised under Part 17 Planning and Development. One change I would like to see would be seeing the

developers help by contributing to the building of fire halls. This would take some of the financial burden off the town and continue to ensure that we have adequate emergency services to protect our citizens and our town. I would also like to see the developers assist with recreational facilities. Again this would assist the town with the financial burden of building the recreational facilities and continue to keep our citizens healthy and promoting a family orientated community.

Currently, under the MGA, developers dont have any responsibility to contribute any costs toward parks and green spaces apart from what is allocated to Municipal Reserve Land and landscaping. I would like the Act to change so that the developer has to help with

up front capital costs like playgrounds and soccer fields. On the topic of changing an act, I would like to see the Municipal Elections Act change so that people with criminal records are not eligible to run for office. As well, I think there should be a local by-law change so that a potential candidate must have more than five signatures to be able to run. As a town of over 10,000, we are allowed to increase this number up to 100. Perhaps a number of 50 signatures would ensure all candidates are serious, and have support, before they can run. As of yet, I have not had to utilize the MGA so it would be hard for me to suggest any changes or additions. I will, however, state that there may be some situations or issues

I can promise that I will do whatever it takes to learn everything that I can to make the most sound and best decisions for Strathmore. In answer to the question of the week I would like to suggest that even though my point is covered under the Local Elections Authority Act, possibly it could be part of the Municipal Government Act in that property and business owners who do not reside within a municipality be allowed to cast a ballot in the local election within that municipality. I realize that this could cause difficulties as this person would be allowed to vote in both a county and other municipality, but these owners have a vested interest in that municipality as they pay taxes as well. One of the conditions in an election would be that the property or business owner would have to declare which municipality or county they would be voting in. This point has been brought to my attention during this campaign and would be worthwhile exploring the possibility of such a recommendation. Again, if this ever did come to fruition, this change would have to done through the Alberta Provincial Legislature and would have to be highly regulated and monitored.

Towns should have more decision making power over roads within their jurisdictions where the decision impacts the municipality, and the province should be responsible for ensuring more funding is available for road infrastructure. Municipalities with a population of 10,000 or over should automatically have jurisdiction over their roads. The above is only one example of what I would like to see changed in the act as well as many more. I would also like to see an easier, simple plain language version, which could alleviate many misunderstandings for the average lay person.

One area that I would like to see changed in the Municipal Government Act deals with is linear assessment (referring to taxes received from oil and gas wells, petroleum pipelines, and finally electric power, telecommunication and cable television systems). As most of these systems are found in rural

areas, all taxes go to the rural municipality. This has created a severe imbalance in tax incomes most often to the detriment of various towns and cities located within counties or municipal districts. Our own town sees about one per cent of the total industrial tax base in Wheatland County. I believe a more equitable system must be brought in by the Municipal Government Act and note that some municipalities have actually amalgamated to deal with the sharing of linear assessment income (for example, Fort MacMurray ceased being a city in 1995 and became a hamlet within the Regional District of Wood Buffalo).

One improvement I would consider to the Municipal Government Act is within Section 275.1 Expense Allowance. I would add a subsection that stipulates amounts paid to councillors for expenses must be publicly reported by name of councillor, amount paid and reason for the expense. Presently any expenses paid to councillors in Strathmore do not provide any details and are included

as a lump sum in the towns financial statement under legislative. Strathmore citizens do not have any details on amounts claimed as expenses by the current council. A second improvement to the act would be to prevent councillors from approving their own raise. The MGA should stipulate any increase in remuneration will not take effect during the term of the current council. As an example, the current council approved their raise three years ago and the increase was immediate. If you elect me as your mayor I will lobby for these changes at the first AUMA I attend. This is a very important question. The Municipal Government Act is a very large and comprehensive piece of legislation containing

18 distinct parts and 650 sections. One of the most important issues with regards to the act would be Strathmores status as a town or a city. I believe Strathmore should become a city as this would aid in economic and retail development. This would also impact how elections are handled. Strathmore would have to consider establishing specific wards of the municipality and councilors would then run and represent specific regions. I think this moves democracy forward.

Meeting minutes should be posted, online for those with Internet access and in public view for those who dont have access to the Internet. Any bylaw that is changed should be communicated to the public so they are not surprised when they are either in violation of a bylaw or when they go to pay fees that have gone up without notice. Recently the dog license fee has gone from $10 annually to $25 annually, thats an increase of 150 per cent without informing the constituents of Rockyford. I think if there were an addition to the MGA (Municipal Government Act) in respect to transparency, we would ensure the public is well informed of all things important to them.

Also, posting the agenda for upcoming meetings for the community to see would be a good addition to the advertising as it will allow members of the community to get involved. Granted, there are some ideas that have to be discussed behind closed doors, but others can be out in the open. The municipality plays a key role in providing the many services that impact people most in their day-to-day lives, so the community should be aware of any upcoming meetings so they can share their input.

The MGA review is an overdue process and with the planned consultation with stakeholders over the next three years municipalities in Alberta have a great opportunity to shape our future. With the discussion around governance, development, assessment and taxation I believe that the provincial government should give the municipalities an ability for a more local decision making process. back to the big city. I am currently between jobs, but my husband commutes to Calgary for his work. I am very passionate about animals and volunteer for a rescue organization in Sosua, Dominican Republic updating their website and creating regular newsletters. We have rescued five street and beach dogs and give them a better life with us. The change that I would like to see for Rockyford is the people should be able to elect their mayor rather than the council members appointing a mayor on an annual basis. The Municipal Government Act (MGA) is such a large act; it is actually a book larger than the English dictionary. So this makes it almost impossible for village councillors to know and understand the whole MGA. As councillors who do not work full time as councillors whenever we have had to refer to the act we simply read the portion that pertains to our question or talk to our Village CAO who has a better working knowledge of the act. So without going into detail all I can say is that I hope the government doesnt forget about small town Alberta - that the government will allow villages to have input by keeping communication open. By the provincial government using municipalities as sounding boards hopefully changes made to the MGA will be positive for Albertans.

About Corey: Hello my name is Corey Fisher. I reside in the Village of Hussar with my wife Michelle and our two beautiful children. I have just recently completed my EMT studies. I have also been serving my community as a volunteer firefighter for the past 17 years. The proposed act includes a part entitled How Can I Influence What My Municipality Does? This is an addition I would like to see. This part obliges a municipality to provide information

following the request of any person unless there is good reason for withholding information. The proposed act does specify when a good reason to withhold would arise but also states a municipality may release information when public interest consideration outweigh a reason for withholding it. There are also specific provisions allowing for petitions to amend or appeal a by-law or resolution or to pass a new by-law or resolution. Also the public is granted extensive petition powers, whereby they can petition a municipal council about any power, duty or function of the municipality. I believe this new part will allow for greater public participation in the municipal government process, which adds to greater transparency and hopefully get more of the public involved in their local municipal government.

The funding has to be of a level that would allow us to be successful well into the future. There should be at least a cost of living increase each year to support the villages, as cost increases are inevitable. Major needed projects should be allowed to be done in an appropriate time frame and not have to wait years to complete if ever. While there should be requirements and expectations for an application to be met, communities should have the right to make an application if they feel the time and circumstances are right, without feeling like the attempt is futile. I am not really sure why this is an issue, I believe as long as they are published by means deemed by the municipality to be adequate that the public has access to, then the manner it is published shouldnt be an issue. Fortunately the County of Wheatland has a well-produced website, but for those who dont and feel local media rates are costway it is. I think the government should not waste the taxpayers dollars on something that is not broken. The act has served us well and should not be changed. I believe it should stay the way it is and I have no changes that I would like to see done to it. I believe its time the government stopped wasting our money on things that there is nothing wrong with, and use it where it will do some good.

The reason the Municipal Government Act is under review is to mostly bring it up to date. The MGA is what the councils and governing bodies all over the province have to follow in order to govern. I feel that this act is quite an important one. Such acts are not unfamiliar to me; for example, while volunteering with the RCMP for 11 years, there were numerous government acts that were necessary to follow. There are many reasons that an act may be changed: it may simply be renamed or reworded, or new laws may be added. A section of the MGA that I would like to see changed is the section regarding the way unsightly or dangerous premises (Order to remedy dangers and unsightly prop-

erty 546(0.1); if a property is neglected to the point that it is unsafe, or causes your property to lose its value (which does affect the community as a whole), this section of the MGA helps councillors and tax payers deal with it. The appeal process can be a lengthy, costly, and time consuming one. What I would like to see is the elimination of this appeal process for repeat offenders - the county would instead remediate the property immediately. This would allow a faster way for the issues to be dealt with. This county and its communities are beautiful, and this is a great area to live in - I aim to keep these communities safe and help encourage newcomers. Thank You.

Alberta Agriculture, various chambers throughout the province, Dine Alberta, as well as Travel Alberta and several others, all recommend diversifying your agriculture practice to increase income in the form of Agri-business and Agri-tourism. While this all sounds great there is no definition or guidelines in the Alberta Municipal Government Act. Alberta is a world-class tourism destination. Tourism is a $7.8 billion industry in our province, employing approximately 139,000 people and attracting more than 35 million visits each year. Given Wheatland Countys close proximity to major centres, there is a lot of potential for growth in both Agri-business and Agri-tourism. At the present time, Alberta Agriculture, along with the provincial government and municipalities, are working on adding a section to the MGA to represent this growing industry in our province. I believe this change to the MGA would benefit our communities and the County of Wheatland.

I believe that by working alongside all stakeholders as a school board Trustee that the best possible decision will be made for all students. School board trustees are advocates for students, which will only be enhanced by input and support of stakeholders.

Bringing Vegas to the prairies


The Global Legacy Foundation held its second annual Vegas Comes to Strathmore Funny Money Casino night at the Strathmore Civic Centre on Sept. 27. New reservoir almost complete


Shannon LeClair Times Reporter Just over two years ago, it was announced at council that a new water reservoir was needed or the town could be in trouble in the case of a waterline break. The potable water storage was at less than two days, and in order to bring the town to where it needed to be for safety measures, the project was estimated at nearly $10 million. In early 2012 tenders were in for the new Wildflower Reservoir and a budget of $7.2 million was given. The prediction was that the project would be complete by the end of 2012. With the water line break in January of this year, construction was delayed. There have been a few construction challenges that are being cleared up and have to be addressed prior to the commissioning. Theres just some issues with the yard pipe that services the reservoir from the east Calgary regional waterline. The contractor has to just open up their yard pipe and verify the connection to the pump station and reservoir is done correctly, said Jesse Parker, director of operations and engineering for the town. Parker said the contractor is still working on issues they believe are due to the break that occurred in January, which they say delayed everything over all. Weve kind of been of the opinion that things should have been finished earlier than now, theres a bit of a back and forth that has been going on for some time now, and we have been collecting liquidated damages for the contract, said Parker. The town gave the contractor an extension after the pipe burst until the spring. Since spring, the town has been collecting liquidated damages but it hasnt had the expected effect of speeding things up. Parker said in terms of liquidated damages, the town is collecting engineering fees associated with project management and engineering on the project as damage for being late. Parker said the piping, pumps and reservoir itself are in place; its just a matter of correcting a couple of deficiencies that have been identified and starting commissioning with EPCOR. He is hoping that it will be completed and they will be able to seed the landscape before winter hits.

New pianist for Primary choir


Brentwood choir welcomes a new pianist this year. Her name is Britney Davidson (seated at the pianoleft) and she is a Grade 10 Strathmore High school student. She is volunteering her time to accompany the Primary choir on piano. Britney is also a private music student of Carolyn Steeves (piano-right), working on her seventh level of piano certification. Steeves is known for her wonderful and complex recital material and Davidson said she is up for the challenge. The students first choir practice of the year was Monday, Sept.16 and Strathmore will be looking forward to their first performance, which Davidson expects will be the Remembrance Day ceremony.

Wheatland Elementary School kicked off their annual Pack a Snack program at the school on Sept. 30. The schools Student Leadership Executive Council led the kickoff with an event known as the Big Crunch where all 400 students simultaneously bite into apples. Pack a Snack is a healthy eating program that encourages students to make healthy food choices. Students are given a punch card that is used to keep track of their healthy food choices over time. Once the card is completed they win an active living prize.

Dust control solution


Sharon McLeay Times Contributor Concerns over trucks hauling gravel from Wheatland County gravels pits were addressed in council on Sept. 17, with Councillor Ben Armstrong putting forward a solution for councils consideration. Trucks hauling gravel from the Naglor-Treacy, Ridgeland, and Indian Springs pits are creating drastic conditions for residents, said Armstrong. Armstrong said it is the same all over the county, and with county trucks also hauling gravel, it was important that council came forward with some help for this particular situation. Currently water truck applications are occurring only when the county receives a complaint and the application is not controlling the problem with so many trucks rolling in and out of the pits. Armstrong suggested money be allocated out of the Community Aggregate Payment (CAP) funding, which is set aside by the county, to cover the dust control in these commercial hauling areas. It was suggested that 400-800 ft road allowance bordering the pits access intersections be covered with calcium and gravel applications, at an approximate cost of $1,200. The CAP fund currently sits at $8,000. Southern Alberta Energy from Waste Association (SAEWA) Movement on establishing a SAEWA plant in Southern Alberta is moving forward with an Executive committee meeting that was held on August 22. They began a review of the product development plan, which was scheduled for completion at the end of September. There were meetings with Alberta Development to encourage dialogue about changes to regulations needed for the plant to become operational. The dialogue was very open and they were receptive to the issues discussed, said Wheatland Councillor Ben Armstrong. A grant for $250,000 was secured by the county of Bighorn to form a subcommittee to develop governance guidelines and voting structure policies for the project. Once those are in place there may be opportunities to apply for other grants to build the plant. SAEWAs Annual General Meeting will be held November 22 in Champion. There are six communities that have put forward their desire to host the project and 24 vendor groups that are currently in support of the plan. The location of the plant will bring jobs and produce energy from gases collected through recycling waste products. For more information see www.saewa.ca

Laureen F. Guenther Times Contributor Holy Cross Collegiates parent council invites Strathmore adults to the councils third annual Oktoberfest, to be held Oct. 18 at the Civic Centre. Guests are invited for cocktails at 6 p.m. and dinner at 7 p.m., with a dance to follow. The adult-only event also includes door prizes, a 50/50 draw, a silent auction and a dessert auction. Andrea Culshaw, chair of the parent councils Social Committee, says this years dinner will feature a new menu. We are having sauerbraten, German potato salad, warm cabbage salad, a cucumber salad, (and) buns, she says. Stacey Palmiere, the volunteer whos preparing the meal, has experience as a caterer and is known for being a great cook Culshaw says, so this dinner is definitely something to look forward to. Last years dessert auction was a blast, Culshaw said. Creative supporters had donated a dozen desserts for auction, ranging from cupcakes on fancy stands to decadent desserts. This years auction is guaranteed to be just as much fun and the council hopes it will be just as profitable. Our expectation was (to raise) a couple hundred dollars, (but) we came out with $1,200.00, said Culshaw. People love their desserts! Bobbi and Michael Molina, a father-son team, are the dance DJs. Michael graduated from Holy Cross last year, and he and his father have been favorites at Holy Cross events for several years. As at previous Oktoberfests, the funds go directly back into the school, and are divided among the core courses, said Culshaw. The 2012 Oktoberfest raised $10,000, enabling the parent council to help the school purchase a new electronic sign. The council hopes to equal or exceed that amount on Oct. 18. Christmas Hamper takes over the Community Coats Program


Dave Collins Strathmore & District Christmas Hamper Society The Community Coat Program has always been operated by the Wheatland FCSS out of the town library building at 85 Lakeside Blvd., but with the Wheatland FCSS moving out to its new location on Highway 1 East, that obviously posed a problem. The Strathmore & District Christmas Hamper Society has therefore decided to take up the operation of the program. Dave Collins, Chairperson of the Christmas Hamper Society states that the charitable mandate of the Hamper Fund is to assist needy families in Strathmore and the surrounding Wheatland County at Christmas time and the program therefore falls neatly under the Christmas Hamper wing. We are pleased to say that the Program is up and operating at the same location in the library building with the assistance of the Strathmore FCSS. Gently used coats, both adult and childrens along with toques and gloves can be dropped off on the hangers provided and anyone in need of those items are free to call and see if any are of use in their family. This has always been a well-used community program and we expect it to continue this year. The Strathmore & District Christmas Hamper campaign kicks-off with the Annual General Meeting at 7:00 p.m. on Monday, Oct. 7 at 85 Lakeside Blvd and the actual collections will start around town on Saturday, Nov. 16.

This is the eighth auction held, and to date over $18,000 has been raised. The money is sent to the provincial office and is used as needed and when needed. I think it is a really good way that we can support Childrens Wish locally, said Larry Betts, branch manager for Chinook Credit Union. We can provide a space or a venue where Childrens Wish is able to raise some money and provide good things for kids that need it. Betts said Chinook Credit Union will continue to provide the space for the auction in years to come, as long as Littlefair and Childrens Wish need it.

Rosebud School of the Arts welcomes graduates into fellowship


Laureen F. Guenther Times Contributor For four years, Jesse Anderson, Amy Burks, Natalie Gauthier and Laura Gillespie have studied at Rosebud School of the Arts. They took classes, read textbooks and wrote papers, but they received much more the coaching, example and affirmation of working alongside their instructors in Rosebuds theatrical and musical productions. Rosebud School of the Arts (RSA) is a guild school. In the time-honoured European tradition, RSA students are apprentices, mentored by instructors who are always polishing and practicing their own craft. On Sept. 29, at a ceremony called the ROSAs (Recognizing Outstanding Student Achievement), RSA presented Anderson, Burks, Gauthier and Gillespie with the schools highest honor, welcoming each one into the guild as a Fellow of Rosebud School of the Arts (FRSA) in Acting. At the ROSAs, the school also presents scholarships and bursaries to students in all four years of study. Maki Van Dyke, Registrar, said annually RSA grants $23,000 in scholarships and bursaries. In addition, the newly-named BMO Production Grants are given to students whove worked in Rosebud Theatre productions. They (BMO) wanted to invest in arts as well as in education, said Van Dyke. It shows real vision on their parts. Gauthier gave an address, expressing gratitude to donors who make scholarships possible. She and her fellow graduates, she said, would not have made it through their four years without that financial support and encouragement. Paul Muir, RSAs director of education, explained that becoming an FRSA means the graduates are now considered peers. We consider you a member of the guild, he said. We consider you a colleague. The line between student and colleague goes away. For the brand-new FRSAs, it also means, no matter where they are, no matter whats happening in their life, they will always have an artistic and a spiritual home here in Rosebud, Muir said. They will always have a place here as a member of the guild. Amy Burks already feels the truth of that. Some of the highlights of her years in Rosebud were the hard times, the really hard times, she said. Thats when ... the community surrounds you, like a protective hug. And its amazing to experience that. Laura Gillespie agrees. The people of Rosebud are so supportive, she said. Im so glad that this place is now my home. Im part of the guild and it will always be my home. Jesse Anderson referred to the personalized speech each graduates advisor gave for her. Renita Hamm, Student Life Advisor, spoke in Andersons honour, and she captured my heart so beautifully, Anderson said. I dont think any other school could do that. They dont know you that well. Each graduate treasures the memory of her first Rosebud performances. Gauthier loved performing dinner music for Rosebud Theatre, recording her first album, and producing her Final Project, the one-woman play I, Claudia. Anderson was thrilled to perform in her secondyear student show. We did Revenge of the Space Pandas, and I was cast as the Captain of the Space Panda Army, she said. It was brilliant. Gillespie was honoured to play City Her in Rosebud Theatres Gifts of the Magi. I had a bunch of fabulous costumes, she said. It was also her first musical. I love singing and I love dancing, but Id never done them together on the stage. And it was such a small and intimate cast and I felt so supported. Burks is currently performing in Rosebud Theatres Our Town. In November, shell perform in a play called Three Monologues in Red Deer. In December, shell be in Five Women Wearing the Same Dress, with Calgarys Theatre Basement. Im very excited, she said. Anderson, whos interested in childrens theatre, will work with Trickster, Evergreen Theatre, and Stage West for Kids, before Christmas. Then shell enter Edmontons Concordia University College, where theyve agreed to transfer her Rosebud credits, so she can get her degree. Gauthier is also performing in Our Town. Over the next nine months, shell work with Fire Exit Theatre, Sandbox Theatre, Evergreen Theatre and Rosebud Theatre. Shell also be releasing and touring her debut album. Gillespie has been cast in a play with Northern Light Theatre of Edmonton this fall. Theres going to be some fights and somebody gets shot onstage. .... Its sort of a heist gone wrong, she said. Im excited to meet the people (in Edmonton) and just to start doing this work.

WAYNE DOWNEY MEMORIES OF GROWING UP IN CARSELAND
My first hockey memory was of Maynard Lausen being escorted, bleeding and still wearing his skates and equipment, into our kitchen so Mom could patch him up, as she was a nurse. I guess this was my first view of a hockey player so that later views were not that surprising. There was a year or two that the town was without a skating rink. But within a few years the community had built one. Hockey teams were organized from pee wee to the mens team. The mens team was especially good entertainment and fights were quite thrilling. I can remember one especially bitter contest with our arch enemy from Ogden. A serious fight began on the ice but soon spread over the boards and into the spectators. One very enthusiastic fan named Sib who was co-owner of a delicatessen was knocked down in the early part of the skirmish and then several came to his aid and the fight was really on. A few of the Ogden players were off the ice and swinging at the fans. I cant recall how the brawl ended as there was probably no RCMP at the game. Between periods the spectators (except for those who cleaned the ice) would retreat into the waiting room to warm up and have a coffee and burger at the north end of the curling rink and the players went into dressing rooms at the south end. I also remember a great ball team from this time period which was probably made up of the same men. There was a big baseball trophy that had Carselands name on it for many years. It used to be on display in Bill and Dale Coles business premises. Oh, and I believe this trophy is now located in the Strathmore High School the last I heard. Carseland also had some successful school league hockey and baseball teams. We had some good football teams too but because harvest coincided with football season we usually never got a chance to play. But one fall we did and it was against our arch rival Strathmore. We wore our hockey sweaters, shoulder pads and elbow pads. Dave McDonald was our quarter back and we won the game. It was a good game and the score was close. There was only one notable injury and that was a Strathmore player, the only guy wearing a complete football outfit. I guess he was a target.

The Strathmore Lions Club would like to thank the community for their support over the past year. We would also like to thank the volunteers that came out to help at Heritage Days. We appreciate the time and dedication the volunteers gave us throughout those hectic days. Without the donations and support of the community we would not be able to provide our services as thoroughly as we did this year. We were able to provide an alarm system for the Crisis Shelter here in Strathmore, send the Strathmore Scouts to their annual camp, as well as helping many other organizations and families throughout the year.

The Strathmore High Spartans volleyball team defeated Strathcona Tweedsmuir at home on Sept. 25, by a score of 3-2 for both the seniors and juniors. Both varsity and junior varsity won their first sets, slipped for the next two, and came back strong for the best of five win.

Aryssah Stankevitsch Times Reporter After winning the first two sets and losing the next three against Oilfields on Sept. 18, the Spartans senior boys volleyball team did not want to make this a regular pattern for the season. During their next game on Sept. 25, against Strathcona Tweedsmuir, they won the first set, and lost the next two. Strathmore came back in the last two sets for a 3-2 victory. I think they were doing all the little things right, said Coach Brandie Dundas. During their really good moments, they were passing on target, going in, maximizing with their serve; there were definitely lulls when they werent doing those little things, but they were able to focus and get things organized. Dundas believed the boys simply had a mental lapse in their first game of the season. That game, we didnt adapt or adjust as much as we needed to based on what they were doing to us. We just werent making the changes we needed to make, she said. Dundas has been switching positions within her team, and has been impressed how theyve filled their new roles. Last year Brady Morris was the teams go-to setter, whereas this season hes been experimenting with hitting. Everyone embraces the team aspect, and tries to make sure theyre communicating enough, Dundas said. Clearly we had breakdowns, but for the start of the season, Im pretty happy with the effort. Cole Hintz, coach of the junior boys, noted that his squad has made a successful adjustment from junior high to senior high volleyball. The juniors defeated Strathcona Tweedsmuir as well on Sept. 25, with the exact set pattern as varsity. Theyre handling it well, and you could tell in the match and in our end result. They got a lot more comfortable as the match went on, Hintz said. Weve been working on a lot of fundamentals; basic passing, basic technique, basic setting just to give us a good foundation to build off of. In Strathmore Highs volleyball program, boys in any grade can move up to varsity if the skillset is there. There is such a difference between a Grade 10 boy and a Grade 12 boy, its very rare that you can make that transition, Dundas said. But there are a lot of boys in this school that could play senior. Its all about working, getting into the system, and pushing hard enough to get there. Theres a lot of athletes. Athleticism cant really be taught. They have the raw materials, Hintz said.

With great goaltending and a solid team effort, the UFA Bisons are undefeated after their first two games this season. On Sept. 27, they conquered the Calgary Buffaloes 4-1, and the Lethbridge Hurricanes two days later, 3-2.

Aryssah Stankevitsch Times Reporter The UFA Bisons had a successful opening weekend, victorious over the Calgary Buffaloes on Sept. 27, 4-1, and inching out the Lethbridge Hurricanes on Sept. 29, 3-2. The Bisons were tied with Calgary after the first period, but scored three goals in the second the score stuck until the end of the game. Carter Seminuk took the net against the Buffaloes, while Garrett Mason defended the crease against Lethbridge. Weve had very good goaltending, said Coach Dan MacDonald. Theyve both played well. They give us every chance to win. Though proud of two wins to start the season, penalties were of high concern for both games. Against Calgary, there were two instances where the Bisons were down 5 on 3. It was a similar case against Lethbridge. We have to teach them better, how to keep their stick down when they go into their hits, MacDonald said. As soon as you touch the helmet with your hands, you get two or four min-

utes. The Bisons have been working really hard, individually and as a team, MacDonald said. They all had their moments. Its really been a team effort, he said. Were just working on fundamentals right now. If you work hard, youve got a chance. Speaking to that team effort, defenseman Philip Anderson left the game against Lethbridge, stating he had a headache following a hit in a scrum. Fraser, a forward, took over for Anderson. That really helped to just switch and make that change, MacDonald said. Guys are doing what they have to do to be successful right now. Its presumed Anderson has a concussion. Everyones very careful these days for hits to the head. So well see how he does this week, MacDonald said. In the next few days, athletic therapists will see how to proceed with their fallen defenseman, and when hell be ready. The Bisons are back in action this weekend when they host the Sherwood Park Kings (Oct. 5, 8 p.m.) and the MLAC Maple Leafs (Oct 6, 2 p.m.) at the Strathmore Family Centre.

Aryssah Stankevitsch Times Reporter After suffering another 6-0 loss against Holy Trinity on Sept. 24, the Spartan varsity girls soccer team rallied for a 1-0 victory over Highwood High two days later. The team has suffered in recent years; this is their first win in three seasons. That was a great win for us, said Roz Goldsmith, co-coach with Kaitrin McDonnell. Great support here by the fans lots of people came out. The girls just hustled, everywhere. They were on the ball all the time a really great effort by all of them. Shayna Westlund, and Dami Lawal were on fire that game Goldsmith said. The team was not deflated after the loss against Holy Trinity. They had really good passing, Goldsmith said. Skill level, they were a little bit more advanced. We kind of just didnt show up until the last 10 minutes. We were struggling to make the passes and get the ball up the field. The girls had their last game of the season in Canmore on Oct. 1, of which the results were not available at the time of print. Canmore had recently lost

Aryssah Stankevitsch Times Reporter After Junes floods swept into Calgary, the Southern Alberta Jubilee Auditorium suddenly cancelled Expressions Dance Studios annual recital. On Oct. 5, 100 students finally get their chance to perform. They were so incredibly disappointed. The Jubilee cancelled such last minute didnt give us any warning or heads up, said Heather Thomas, owner and director of the studio. But theyre thrilled that they get to be at the Jubilee. Its a huge venue, and its so gorgeous. Its such a fabulous experience. Over 50 programs are available at the studio tap, ballet, lyrical, acrobatics, musical theatre, modern. Adult combo classes and team street jazz classes are also offered, with registration still ongoing. Into its 31st year, the dancers will be able to perform two shows this session, as this seasons recital is coming up as well. Weve been doing rehearsals, and back into doing last years routines, Thomas said. They have all these beautiful costumes that they get to wear that they didnt have a chance to use. Theyre super excited. Its been a very stressful ordeal, having to delay the show for three months, and still wanting to give the kids a positive feeling from the outcome of Junes disaster; some students have moved or have other commitments.

Expressions Dance Studio is having their 30th annual recital at the Southern Alberta Jubilee Auditorium on Oct. 5 at 4 p.m., after their original scheduled time was interrupted by the floods in June. Over 100 performers are set to entertain.

Making connections We can watch the news or listen to it on the radio or read it in the papers or online. its easy to become discouraged and concerned when we read of all the bad things that go on in the world. However, when we make connections with others in our various communities, we often find most people are essentially good and we can still to heart that the world may not be such a bad place after all. i recently acquired a dog and started to take her to our local off-leash park. its interesting how quickly community can form when a group of people come together with one main thing in common. Here you find people connecting and sharing: sharing stories about their lives and their dogs; sharing water for thirsty pooches; sharing doggy toys and even sharing doodie bags! People get to know each other and they get to know and recognize each others dogs. they look out for the safety of each others dogs. My dog and i are always greeted with a friendly welcome and invariably wind up walking a few laps around the park with our new found friends. i always find it remarkable that people from all walks of life and of all ages can connect and form bonds around one common interest or concern. Without this one common thing, its unlikely such a varied group of people would find themselves spending time together. surely this experience isnt unique to the dog park. im sure many who are reading this have found similar experiences in their clubs or activities. Were social beings, were not built to be alone and its healthy for us to find our place in a community. there we find belonging, purpose, support and a host of other good things. our worshipping communities are no different. Were just made of people: from all walks of life, all ages, all states of life. Were all different but all very much the same in that we have a common concern: our desire to know god and a better way to live life. i would encourage everyone hasnt been (or hasnt been in a while) to visit a local community of worship this week. Wherever you go, i am sure you will find a warm welcome and make a connection with community of people just like you. Blessings this week! Aryssah Stankevitsch Times Reporter Week five of Spartan football is complete, and the bantam boys are leading the way; theyre the only team to have won all of their games so far, most recently against Springbank at home on Sept. 28, by a score of 12-0. Defense was solid today. Its become a staple of our team over the last couple of games strong, tough defense, said Coach Doug Klauck. Twelve points, however, is a low total for a team that had accumulated 132 in their first three games of the season. Klauck blames laziness. Our offensive line wasnt blocking. They just didnt have the step they needed to get the job done, he said. Practices have been getting a little slack. It shows with some of the guys out of position on certain plays. We just need to be consistent and continue practicing four nights a week. The bantam boys hope to continue their hot streak into Cochrane on Oct. 5. This was a big game for us. Were shooting for home field advantage throughout the playoffs, and another shut out would help us, said Klauck. The peewees have only one loss on their record; they defeated Rocky Mountain House 38-0 after the bantam game. Were executing a whole lot better than we did from the second game and the first game, said Coach Chuck Holloway. I tried to explain to them, I knew this was one of the weaker teams in the league. So a lot of my guys got to play more than first string. Most minor injuries suffered in previous games had healed, leaving many more players to participate. Weve still got room for improvement, Holloway said. We oversized them on the line, so we pretty much imposed our will on them. But other than that, I think we need to work on we took too many penalties. Size of the kids will look to be very important in this league; for example, against Lacombe, Holloway had trouble against one particularly tall boy on the opposing team. The rest of the teams are pretty evenly matched like we are, thats the only team thats the big size difference, said Holloway. I know its going to be us and

them in the championship. And as for that one Lacombe giant? Hit him every single time. I hope that works, he said. The peewees will travel to Red Deer on Oct. 5, while Strathmore High Schools (SHS) team stays at home to battle Crescent Heights High School at 2:30 p.m. The SHS Spartans lost an exhibition game against Chestermere on Sept. 24, 41-14, and again this past Saturday, 39-8 to Brooks. Were just trying to get some execution down, said Coach Carl Seafoot. Things are just starting to click. Not that Saturdays game was any reflection of that though I was almost thinking that was one of our worst games of the year. SHS is still looking for their first win of the year. Offensively especially against Brooks Seafoot said they just werent connecting. Most of the other games, you could always say, well, that was working, or that was working. But we didnt have much working at all in this one, he said. Were struggling out of the gate; letting the guys get a good jump on us. We always seem to be fighting out of the hole.

Hawks gain experience


Aryssah Stankevitsch Times Reporter After two games into the season against Strathcona Tweedsmuir on Sept. 18, and Holy Trinity Academy on Sept. 25 Holy Cross Collegiates (HCC) senior boys volleyball team have been shut out twice, 3-0. The Holy Trinity Knights took control with the help of their veteran players, 25-15, 25-16, and 25-13. T h e i r team is a very experienced team. They have several club players, said HCC Coach John Reinhart. We had difficulties handling their hitting game, with our blocks being a little bit late. Reinhart says his young squad has a lack of experience in comparison to the larger schools at this point in the season, but knows they will improve. As the boys are getting exposed to better teams and better players, theyre getting a better idea of what high school volleyball is all about, he said. For most of them, theyre used to junior high where theres very little hitting, and pretty basic systems. Last year, the Hawks finished third in the league and were one game away from going to provincials. Many of the stars from 2012 graduated. Reinhart has one Grade 12, two Grade 11s, and ten Grade 10s on the varsity team; 13 players is a great deal in comparison to the seven Reinhart had last year. I didnt have to make substitutions as much because there were less players. They just knew the system perfectly because they were playing it all the time and never had to worry about coming off the court, he said. Early in the season, I want the kids to play as much as possible, and get as much experience as possible. In practice, HCC plans on working the basic systems and speeding up their game to be able to attack. We did not have an offensive attack enough to put much pressure on them so it was easy for them to run their offense we have to make it more difficult for them to run their offense, Reinhart said. I was pretty happy, the effort was there, we just have to execute better.

David worked in the insurance business for over 30 years; from owning his own insurance company in Calgary, being President of Western Union Insurance in Calgary, and a manager for Countryside Agencies/Western Finance Group in Strathmore before he retired. He is survived by his wife, Shirra; four children Jim, Christy, Lesley, and Chuck; and eight grandchildren. Ivy (nee. Hunter) October 6, 1915 to September 27, 2013
Ivy passed away peacefully at the Meadowlark Senior Care Home in Strathmore. She was born in Gleichen. Ivy is survived by her children, Marian Christensen, Judy (Walt) Schopfer, George/Bub Fraser (Kim), Deb (Wayne) Kube, son-in-law Sunny McMillan & 14 grandchildren & 14 great grandchildren. Ivy was predeceased by her husband of 65 years Tommy Fraser (2003); son-in-law Norman Christensen (1977); daughter-in-law Nancy Fraser (1993); and daughter Diane McMillan (2013). Ivy moved to Standard after her marriage in 1938. She was very active in the community for many years. Ivy was a good friend and many people enjoyed the warmth of her home. Numerous meals over the years were shared with whoever was there at mealtime. There was always enough food; always a pot of coffee and usually goodies for everyone who stopped by. In November, 2005, Ivy moved to the Strathmore Wheatland Lodge, and in June, 2011 to the Meadowlark Senior Care Home. A funeral service will be held on Monday, October 7, 2013 at Nazareth Lutheran Church (Standard) at 2:00 p.m., with Pastor Brad Everett officiating. Interment to follow at Standard Cemetery. Aryssah Stankevitsch Times Reporter Four games into this season, the AA Wheatland Warriors have dominated their competition. The peewee Braves sit 1-2, and the midget Chiefs begin their season on Oct. 5 against the Taber Golden Suns. The Warriors first game of the year, Sept. 21 against the Badlands Longhorns, resulted in an 11-2 victory. Rylan Longmuir scored three, and added an assist, while Kyle Merkosky had a natural hat trick in the third period. Joel Krahenbil added two, while Brady Skiffington, Chayse Hnatowich, and Wacy Sandum had single goals. The next day the Warriors continued their streak, defeating the Red Deer Ramada 5-2 after going down 2-0 early in the game. Longmuir added another hat trick; Hnatowich continued his goal streak, and Ryan Bell contributed one of his own. On Sept. 28, the bantams beat out Cranbrook CPC, 9-3. Skiffington and Bell each had two. Other contributors were: Merkosky, Krahenbil, Cole Clayton, Robert Butterwick and Kaleb Jardine. The Southwest Rockies were at the Warriors mercy by a score of 8-1 on Sept. 29; Jardine added two, along with Hnatowich, Butterwick, Krahenbil and Merkosky. The AA Braves lost their first two (2-1 to the Airdrie Lightning on Sept. 21, and 4-2 to the Foothills Bisons the following day), but won by the latter score against the Medicine Hat Venom on Sept. 28. The losses against the Lightning and Bisons were particularly tough, as Hassan Akl scored at the end of the second but didnt have enough time to pull off the win against Airdrie; in the Foothills game, the peewee boys were originally winning 2-1, but the Bisons came back, scoring three in the third. Ryan Orford, Ethan Phan, Tarun Fizer and Eric Sandum scored against the Venom; Phan also added two assists with his goal. Both he and Fizer are on a two game goal streak.
