7 SOCIO ECONOMIC FACTORS

Any costs associated wilh this GPAlZC appljcalion are bom by the applicant Any changes in the center

resulting from the redesignation will be bom by the owner and tenants only

8 LAND USE and PLANNING CONSIDERATIONS

The proposed GPAlZC changes the land use and zoning from Town Center to Commercial General This
change impacts the building setbacks and lhe types of land uses available Given lhal lhe two
commercial zones are fairly similar lhe difference im the variety of land uses available between the two

9 TRANSPORTATION

The proposed redesjgnation primarily changes only lhe types of land uses available to the parcel The
are no signjficanl differences in available land uses between lhe zones that would have the potential to

create any major new impact on the local roadways or circulation syslem

10 CULTURAL RESOURCES

See Item No 1 Response

11 HEALTH SAFETY and NUISANCE FACTORS

This application proposes a change from the Town Center to the Commercial General zone The
requirements regarding noise odors and olher potential health hazards are general standards and do
not change between zones With regards to the proximity of velerinary businesses to restaurants which
was a consjderaljon in this application the San Diego County Health Department does not have specific

regulalions that mandale a minimum business separaljon The appljcanl provided examples where
similar situaljons already existed within lhe City of Poway As such it does nol appear to be a sjgificant
issue

12 AESTHETICS

The Town Center zone has unique architectural requiremenls Changing the zone to Commercial
a

General CG would remove the compliance with these requirements However since the existing cent
was built 10 the CG standards nol significanl impacts are anticipated

13 UTILITIES and PUBLIC SERVICES

The proposed redesignaljon primarily changes only lhe types of land uses available 10 the parcel There
are no significant differences in available land uses between the zones that would have lhe potential to

create any major new impact on lhe ulility systems or govemmenl service

14 ENERGY and SCARCE RESOURCES

The proposed redesignatjon primarily changes only lhe types of land uses available 10 the parcel There
are no sjgnificanl differences in available land uses between lhe zones that would have the potential to

creale any major new demand or impact on any energy system

Commercial General CG In order to maintain consistent zoning on an area thai is

continuous and closely relaled staff recommends that if GPA 02A
98 is approved this area

also be redesignaled

EXISTING CONDITIONS

The project area consists of lhree parcels and three separale commercial buildings located
on a 16 9 acre site south of Hilleary Place between Community Road and Midland Road

Localed on lhe first parcel is the former Payless Shoes building The 2 900 square foot
building is presently vacant Situated to the east and soulh on a 5 84 acre parcel is the
129 000 square fuol WalMart center Northeasl of WalMart is the old Post Office building

currently occupied by Plow Boys Produce AlIlhree sites are completely developed wjlh
omamental setback and parking lot landscaping comprising lhe only vegetation in the
immediate area Access to the businesses is via Community Road Hilleary Place and
Midland Road

The of lhe allhe southeast comer of Hilleary Place and Community Road has
owner parcel
submitted a request 10 have property rezoned to Commercial General CG which is lhe
his

subject of GPAlZC 9802A The parcels being considered under this application are also
north of the Town and Country Shopping Center and are more closely associaled with the

property under consideraljon in GPAlZC 98 02A than to other properties in the Town
Center area It is therefore recommended thai if GPAlZC 98 02A is approved GPAlZC
98 02B also be approved so that lhe entire area north of the Town and Country Shopping
Cenler will retain consislent zoning

AL TERNATIVES

Other zones similar to the Town Center are the Commercial General CG and Community
Business CB The CB zone is the predominant zone along Poway Road west of
Silverlake Drive The other commercial zone closesl to the subject parcels is the CG zone

found within the Old Poway area along Midland Road Since the location of lhe subject
parcels relates better to lhe uses and localion of the Old Poway area the CG zone is

preferred

ENVIRONMENTAL REVIEW

Staff has conducted a investigation and prepared an environmental initial study based
site
on the submitted land and zone change applicalion request form The jnilial study
use

indicated that since the site was completely developed lhe difference in the variety of land
uses permitted between lhe two zones is nol signjfjcanl and the number of vehicle trips
