1. Requirement Introduction

Surge Protection Device (SPD) connected in the mains power supply, needed to protect the electrical and electronic equipment, should be able to withstand maximum of 100 kA per mode (10/350sec).As per IEC 62305-1, LPL 1 (Lightning Protection Level) maximum expected lightning current is 200 kA. As explained in IEC 62305,100 kA will be dissipated in earth and the balance 100 kA will reach the electrical supply lines. Power Line SPDs are to be connected at the mains incoming panel and in addition Distribution Boards which are more than 15 meters away from the incoming panel. DBs which is feeding power to critical and sophisticated electronic equipment. SPDs must be installed ignoring the cable distance. Suitable SPDs also to be used in all Telecommunication, Signaling, automation and instrumentation equipment according to the Zonal concept explained in IEC 62305 for a perfect protection of complete electronic installations. All SPDs should be tested and ensure performance requirements according to IEC 61643 2. Scope 2.1. This specification covers for Type I, II & III (Class B, C & D) Surge Protection Devices (SPD). Bidders shall quote for the tender accordingly for the given specifications / options only. Whole unit shall be design as one unit within single metal / Self-extinguishing high quality Polycarbonate enclosure and shall be able to mount to wall without any modification to the enclosure.

3. Environmental & Operating Conditions 3.1. The equipment shall be constructed in such a manner to operate satisfactorily in tropical conditions to withstand, 3.1.1. Ambient temperature variation from 0oC to 45o C. 3.1.2. Relative humidity up to 95% non-condensing 3.1.3. All the protectors shall be enclosed in powder coated metal enclosure (IP 54) to withstand for explosion or fire generated by SPD. An option in Self-extinguishing high quality Polycarbonate boxes too can be given. 3.1.4. Special care shall be given to the salt mist as some of the sites are located closer to the seaside.

3.1.5. Offered equipment shall be capable of operating and delivering the expected performances without degrading the specified performances under the environmental conditions mentioned above. 4. Technical requirement 4.1. Mechanical Construction 4.1.1. The entire surge carrying connections shall be of bolted connections. 4.1.2. The mechanical Dimensions & weight shall be specified in schedule of requirement. 4.1.3. Powder coating shall be applied for the Enclosure. 4.1.4. Enclosure shall be design so that input power cable and output power cable separate with considerable distance to avoided surge interference to the output. 4.1.5. Plastic Cable glands (Polyamide) shall be provided with the enclosure to fix the input and output cable. The class of the gland should be IP 67 4.2. Electrical Specification 4.2.1. All component of the panel shall be compatible to the following characteristics of the main supply. 4.2.1.1. Nominal Voltage: 400V (line to line) 20.0%; 3, 4 wire. TT System 4.2.1.2. Nominal Voltage: 230V (line to Neutral) 4.2.1.3. Frequency: 50Hz 2 Hz. 4.2.1.4. Existing power distribution system is TT type where earthing of the neutral line is done only at the commercial bulk supply point at the utility transformer. 4.2.2. The offered surge protective devices should not change the parameters of the power supply under any loading condition. 4.2.3. The Maximum Continuous Operating Voltage (MCOV) - Uc of the protective device shall be 320Vrms for Phase to Neutral and 255 Vrms for Neutral to Earth. 4.2.4. No components of the protector shall degrade at or below the Maximum Continuous Operating Voltage. 4.2.5. All SPDs should be DIN rail mountable & be of IP class 20. 4.2.6. For 3 phase system, 3 Nos. of Line to Neutral SPD & 1 No. of Neutral to Earth SPD are needed.

5. Design Characteristics 5.1. Option I 5.1.1. The design characteristics of the power line protector shall be fully complied & tested for / with relevant international standards and specifications which is IEC 61643 for providing required protection to sensitive telecommunication equipment. 5.1.2. The offered protector shall be a modular design. 5.1.3. The Surge protective device shall protect the system for both Common Mode and Transverse mode Surges, transients coming from Commercial Power lines. Protection modes shall be clearly specified. 5.1.3.1. Line Neutral : Encapsulated/Non-exhausting Spark Gap 5.1.3.2. Neutral Ground : Encapsulated/Non-exhausting Spark Gap 5.1.4. Protector shall Type 1 (Class B ) protector which can be used between LPZ 0 and LPZ 1 (LPZ-Lightning Protection Zone) specified in international standard IEC 62305-4 5.1.5. The capacity of the Type 1(Class B) SPD shall be, 5.1.5.1. Impulse current (Iimp) between Line to Neutral shall be 50 kA at 10/350 s impulse. 5.1.5.2. Impulse current (Iimp) between Neutral to ground shall be 120 kA at 10/350 s impulse. 5.1.6. The let through voltage for the SPD should be <1.3 kV 5.1.7. A test report from an independent test laboratory for the above clause 5.1.1, 5.1.2, 5.1.3, 5.1.5 & 5.1.6 shall be submitted. Bids without the test report will not be considered. 5.1.8. The surge suppression of the protector shall be bi-directional and it shall protect telecommunication equipment from both the positive and negative surges. 5.1.9. Visual indicators shall be provided for each mode of protection. Normal operating condition: green color, failure: red color. And remote alarm facilities with voltage free contacts. Visual indicators shall be provided on the front panel of the protective device. 5.1.10. The offered protector shall not induce fire hazard either in an event of diverting any power line surges or in an event of sustaining over voltage 5.1.11. Provisions shall be made for extension of alarm condition mentioned on clause 5.1.9 to a distant location via potential free contact.

Protector shall Type1+2 (Class B+C ) protector which can be used between LPZ 0 (Lightning Protection Zone) and LPZ 2 specified in international standard IEC 62305-4 5.2.5. The capacity of the Type 1 + 2 (Class B + C) SPD shall be, 5.2.5.1. Impulse current (Iimp) between Line to Neutral shall be 7 kA at 10/350 s impulse. 5.2.5.2. Impulse current (Iimp) between Neutral to Ground shall be 25 kA at 10/350 s impulse. 5.2.5.3. Nominal current (In) between Line to Neutral shall be 30 kA at 8/20 s 5.2.5.4. Nominal current (In) between Neutral to Ground shall be 50 kA at 8/20 s 5.2.5.5. Maximum discharge current between poles should be 50 kA at 8/20 s 5.2.6. The let through voltage for the SPD should be < 1000 V between L-N & 1.2 kV between N-E 5.2.7. A test report from an independent test laboratory for the above 5.2.1, 5.2.2, 5.2.3, 5.2.5 & 5.2.6 shall be submitted. Bids without the test report will not be considered. 5.2.8. The capacity of the Type 2 (Class C) SPD shall be, 5.3.5.1. Nominal current (In) between Line to Neutral shall be 20 kA at 8/20 s 5.3.5.2. Maximum discharge current (Imax) between Line to Neutral shall be 40 kA at 8/20 s 5.3.5.3. Nominal current (In) between Neutral to Ground shall be 50 kA at 8/20 s 5.3.5.4. Maximum discharge current between Neutral to Ground should be 50 kA at 8/20 s 5.3.6. The let through voltage for the SPD should be < 900 V between L-N & 1.2 kV between N-E 5.3.7. A test report from an independent test laboratory for the above 5.3.1, 5.3.2, 5.3.3, 5.3.5 & 5.3.6 shall be submitted. Bids without the test report will not be considered. 5.3.8. The surge suppression of the protector shall be bi-directional and it shall protect telecommunication equipment from both the positive and negative surges. 5.3.9. 5.3.10. The offered protector shall not induce fire hazard either in an event of diverting any power line surges or in an event of sustaining over voltage. 5.3.11. Provisions shall be made for extension of alarm condition mentioned on clause 5.3.9 to a distant location via potential free contact. 6. Standards Offered manufacture or (and) product shall complied to the following standards 6.1. ISO 9001-2008 & ISO 14001 - 2009 6.2. UL listed 6.3. IEC 62305 & 61643EN 7. Installation Materials The installation materials needed for installation of the protective device shall be supplied with the protective device. 8. Spare parts 8.1. Supplier shall guarantee the supply of all types of spares of equipment for at least ten (10) years from the date of purchase of equipment. 8.2. List of spares and annual price variation for each spare part for ten (10) years period shall be provided with the submission

9. Samples A sample of the offered protective device together with necessary installation materials shall be provided within two weeks upon a written request by SLT to the tenderer. 10. Drawing literature, hand books & documentation 10.1. Technical broachers of offered SPD with all the technical details shall be submitted with the technical bid. 10.2. Successful bidder shall provide three comprehensive technical hand books including followings. 10.2.1. Functional and operational instructions. 10.2.2. Drawings of the circuit diagrams. 10.2.3. Installation guidelines with industrial best practices.

10.3. One set of each above literature (comprehensive technical hand book) should be provided with the bidding documents, for the evaluation purpose of the Technical Evaluation Committee. 11. Training 11.1. Supplier shall arrange the local training for technical officers of SLT from foreign or local qualified trainer. 11.2. Supplier shall provide the details of the resource person for such training along with the bids. 11.3. The training program shall include 11.3.1. IEC 62305 11.3.2. Physics of lightening 11.3.3. Characteristics of protectors and parameters 11.3.4. Protection of telecommunication systems against lightening 11.3.5. EMC: how these effects on systems and possible ways of avoiding damages 11.3.6. Characteristics of offered arresters theoretical data sheets 11.3.7. Correct installation and maintenance methods 11.3.8. Earthing & Improvements of earth and chemical earthing 11.3.9. Related Surge Protection and earthing standards 11.3.10. Installation Practices of the offered product 11.3.11. Periodical Maintenance Practices of the offered product 11.4. Supplier shall provide the details of the training schedule and the place within two weeks period after issuing Letter of Intent (LI) 11.5. The successful Tenderer shall provide two extra sets of training materials to SLT. 12. Warranty Warranty shall be of Three (03) years from the date of issuance of Goods Received Note (GRN) by SLT for the equipment supplied under this project. Supplier shall replace any faulty module with new module during the warranty period. Any defective part repaired or replaced during the warranty period shall itself be subjected to a further warranty period of one year. 13. Delivery Successful Tender shall deliver all the equipment within Ten (10) weeks from the date of letter of Intent (LoI).

Technical Description 4.1.4 Enclosure shall be design so that input power cable and output power cable separate with considerable distance to avoided surge interference to the output. Plastic Cable glands (Polyamide) shall be provided with the enclosure to fix the input and output cable. The class of the gland should be IP 67 Electrical Specification All component of the panel shall be compatible to the following characteristics of the main supply. Nominal Voltage: 400V (line to line) 20.0%; 3, 4 wire. TT System Nominal Voltage: 230V (line to Neutral) Frequency: 50Hz 2 Hz. Existing power distribution system is TT type where earthing of the neutral line is done only at the commercial bulk supply point at the utility transformer. The offered surge protective devices should not change the parameters of the power supply under any loading condition. Efficiency of the protector shall be better than 98% at full load. The Maximum continuous Operating Voltage (Uc) of the protective device shall be 320V RMS. (Phase to neutral) (There are possibilities of having L-N faults) The leakage current of the surge protection device (Leakage of Surge Protective Device and Indicator circuit current) shall not be greater than 10mA at Environmental & Operational conditions stated above. Technical Description 6 6.1 6.2 6.3 7 8 8.1 Standards ISO 9001-2008 & ISO 14001 - 2009 UL listed IEC 62305 & 61643EN Installation Materials Spare parts Supplier shall guarantee the supply of all types of spares of equipment for at least ten (10) years from the date of purchase of equipment. List of spares and annual price variation for each spare part for ten (10) years period shall be provided with the submission Samples Drawing literature, hand books & documentation Technical broachers of offered SPD with all the technical details shall be submitted with the technical bid. Successful bidder shall provide three comprehensive technical hand books including followings Functional and operational instructions Drawings of the circuit diagrams Installation guidelines with industrial best practices One set of each above literature (comprehensive technical hand book) should be provided with the bidding documents, for the evaluation purpose of the Technical Evaluation Committee. Training Supplier shall arrange the local training for technical officers of SLT from foreign or local qualified trainer. Supplier shall provide the details of the resource person for such training along with the bids. The training program shall include IEC 62305 Physics of lightening

Warranty Warranty shall be of 3 years from the date of issuance of Goods Received Note (GRN) by SLT for the equipment supplied under this project. Supplier shall replace any faulty module with new module during the warranty period. Any defective part repaired or replaced during the warranty period shall itself be subjected to a further warranty period of one year. Delivery Successful Tender shall deliver all the equipment within Ten (10) weeks from the date of letter of Intent (LoI).
