Lifelong Learning Programme


The European Commission adopted a new Lifelong Learning Programme for the period 2007 2013 that replaced the former Socrates, Leonardo da Vinci and e-learning programmes which were in place until the end of 2006. The Lifelong Learning Programme comprises four sectoral programmes, the transversal programme and the Jean Monnet programme: Lifelong Learning Programme Comenius School education Erasmus Leonardo da Vinci Higher education Initial and further and further studies vocational education and training Grundtvig Adult education

Transversal programme Four major spheres of activity: education policy (Cedefop, Arion etc.), language learning, ICT, dissemination of information. Jean Monnet programme Three major spheres of activity: Jean Monnet activities, European institutions, and European associations. The total budget for the Lifelong Learning Programme is 6,970 billion euro for the period 20072013. The objective of the Lifelong Learning Programme is to contribute through lifelong learning to the development of the Community as an advanced knowledge-based society, with sustainable economic development, more and better jobs and greater social cohesion. It aims to foster interchange, cooperation and mobility between education and training systems within the Community, so they become a world quality reference. The Education Exchanges Support Foundation administers the Lifelong Learning Programme in Lithuania. The objectives of the Foundation are to gain benefits from international cooperation, administer programmes and disseminate results of activities. The Leonardo da Vinci programme was set up to support people that participate in vocational education and training and further vocational education by helping them to acquire and use knowledge, skills and qualifications; and also to promote personal professional development and increase possibilities of employment and participation in the European labour market. The main objective of the programme is to unite institutions of various European countries including local authorities, employers organisations and other public organisations in preparing the policy of future vocational education and training.

Mobility projects of the Leonardo da Vinci programme


The mobility projects offer a possibility to visit 31 European countries participating in the programme for the purpose of professional development and improvement of professional knowledge and skills, as well as the possibility to participate in practical traineeship in enterprises, become familiar with innovations and new technologies in the sphere of vocational education and training, make new contacts and exchange experience with colleagues. The Leonardo da Vinci mobility projects are intended for three target groups: 1. IVT mobility of trainees in initial vocational education and training (minimum duration of visits is from 2 to 39 weeks); 2. PLM mobility of people in the labour market (minimum duration of visits is from 2 to 26 weeks); 3. VETPRO mobility of professionals in vocational education and training (minimum duration of visits is from 1 to 6 weeks). While assessing mobility project application of the Leonardo da Vinci programme in 2008, national priorities were given to project proposals aimed at: Integration of socially isolated groups into the labour market; Improvement of business education; Integration of information and communication technologies (ICT) in vocational education and training; Preparation for vocational skills competition (Euroskills); Grant applications; Applications from institutions of Alytus, Utena, Teliai, Marijampol and Taurag counties. In 2008, the Education Exchanges Support Foundation received 105 applications for Leonardo da Vinci programme mobility projects. 99 of the submitted applications complied with the eligibility requirements. The Education Exchanges Support Foundation, regarding the proposal of the Leonardo da Vinci programme evaluation committee and the evaluation of independent experts, selected 74 projects for financing. According to the ratio of submitted and selected project applications under the Leonardo da Vinci mobility projects competition Grant award procedure for 2008, the overall success rate is fairly high70 percent of applications were financed. Content

The total grant allocated from the European Commission funds for the financing of the Leonardo da Vinci programme mobility projects in Lithuania in 2008 amounted to 1,510,000 euros. In the submitted applications, for the realisation of their ideas, applicants requested a total grant of 1,854,246 euros. Following the results of the quality evaluation of applications, 1,315,547 euros were allocated for financing the projects. 73 organisations from all counties of Lithuania participated in the Leonardo da Vinci programme mobility projects competition for 2008. The majority of applications was received from the largest counties of Lithuania Vilnius, Kaunas and Klaipda. Projects from 52 organisations in 9 Lithuanian counties were granted. As in previous years, vocational education and training schools were the most active in the mobility projects competition for 2008. 35 projects submitted by vocational education and training schools were financed. It is very important to realise that compared to previous years the mobility projects competition attracted not only enterprises but also professional guidance and consultation centres, as well as various associations and government institutions.

The number of participants of mobility projects under the Leonardo da Vinci programme, who go to other European countries to acquire new skills in a different cultural environment, is constantly growing. It is important to note that this year the number of applications for mobility of employees considerably exceeded the number of applications received in the previous year. This proves that business enterprises are also actively participating in mobility project competitions. Within the framework of Leonardo da Vinci mobility projects financed in 2008, 1,067 participants are planning to go abroad to enhance their qualifications. They will go together with 70 accompanying persons.

When implementing the project, trainees will attend Finnish, German and Danish vocational education and training schools that have vast experience in training hairdressers and cover a wide range of computer technologies. During the placements, trainees will improve their professional skills, especially in the spheres of information and communication technologies, general foreign language and social skills. Transfer of innovation projects of theLeonardo da Vinci programme


Transfer of innovation projects are multilateral projects with the aim to improve training systems and focus on transfer of innovations in the vocational education and training area, including linguistic, cultural and legal adaptation of innovative products and processes created under different conditions for national needs. The objective of the transfer of innovation project is to improve the quality and attractiveness of the European vocational education and training systems by adapting and integrating the innovative content or results from previous Leonardo da Vinci or other innovative projects into public or private vocational education and training systems and companies at national, local, regional or sectoral level. In 2008, the Education Exchanges Support Foundation received 18 applications under the Leonardo da Vinci transfer of innovation projects, i.e. seven applications more than in 2007. This year, two applications did not comply with the eligibility criteria and the remaining 16 were assessed by independent external experts. The Education Exchanges Support Foundation, while taking into consideration the proposal of the Leonardo da Vinci programme selection commission, as well as the decision of the European Commission and an evaluation of independent experts selected five projects for financing. Funds allocated to the financing of these projects amount to 1,164,633 euro. This year, 17 Lithuanian organisations participated in the competition. One of themthe Lithuanian Labour Market Training Authority under the Ministry of Social Security and Labour of the Republic of Lithuaniasubmitted two applications. Partnership projects of the Leonardo da Vinci programme


Partnership projects are small-scale projects which focus on cooperation among institutions working in the field of vocational education and training and participating in the Lifelong Learning Programme and seeking mutual benefits. Results achieved during the Leonardo da Vinci partnership projects are later developed and used in further activities as products created by the partnership. The Leonardo da Vinci partnership projects fill the existing gap in activities under the Leonardo da Vinci programmes (i.e. mobility projects and transfer of innovation projects), as they enable wider-scale cooperation in the sphere of vocational education and training (than that within the scope of mobility projects) without requiring a high budget as is the case in transfer of innovation projects. Partnerships can be formed while seeking to continue cooperation, based on which, useful results are created during mobility projects; or alternatively, partnership projects can be the first step towards the transfer of innovation projects. The most important attention of vocational education and training partnership projects under the Leonardo da Vinci programme is paid: 1. Improvement of quality and attractiveness of vocational education and training; 2. Development and implementation of common tools for vocational education and training; 3. Strengthening of mutual learning; 4. Involvement of all interested parties. In 2008, 76 applications under the Leonardo da Vinci partnership projects were submitted, including 11 applications, where Lithuanian organisations wished to par ticipate as project coordinators, and 65 applications, where Lithuanian organi sations wished to participate as partners. 72 of the applications complied with formal eligibi lity requirements and further participated in the competition. The Education Exchange Support Foundation, while taking into consideration the decision of the European Commission, as well as evaluations of independent experts and the proposal of the Leonardo da Vinci programme selection commission, selected 16projects for financingthree projects will be coordinated by Lithuanian organisations, and Lithuanian organisations will participate as partners in 13 further projects. In 2008, the grant envisaged for Leonardo da Vinci programme partnership projects amounted to 220,000 euros. 197,000 euros were awarded to projects that received the highest ratings among all countries participating in the Lifelong Learning Programme. By the decision of the European Commission, if at least one partner is short of funds, neither partners of the same country will be subsidised. Therefore, the total amount of grant under the programme has decreased. According to submitted partnership project applications, the requested grant amounted to 923,000 euros. The total amount requested in applications for financing the projects exceeded the awarded amount by about 79%. 95

All participating schools are vocational schools training students for the profession of shop assistant. After the extension of the European Union, as new members joined, the labour market in this area also expanded. During LdV trainee placements, common problems were noticed in all countries. Although similar requirements for trainees placements are raised, the curricula for the same profession are different as they are based on national research and demands. The objective of the project Quality in Vocational Education and Training Systems (QUAVETS) is to bring together a diverse and rich range of experience and expertise from six countriesNorway, Iceland, UK, Spain, Portugal and Lithuaniaand to address the concept of quality of education and training (quality indicators), in four study programmes: Construction, Tourism, Social Care and Health, and Food and Restaurant. The focus will be on: a) experience and views of trainees regarding quality, b) quality expectations of employers in this field of study, c) Project description teachers definitions of quality, d) and the views of work place instructors regarding quality. The group is expected to evaluate and reconsider quality indicators within the four study sectors. The revision of indicators will help us increase effectiveness, transparency, recognition and mobility within and across countries concerned with common competences of skilled workers; it is also a means to diminish or scale down the gap between providers of education in work placement learning and school based learning. This project will lead the way to further development and implementation of quality indicators in our four VET-systems. 8 9,000 EU Partners involved in e-learning for e-working promotion have formed a partnership to organise joint workshops and meetings; this partnership focuses on discussions related to development of an innovative e-learning package (module) that will help promote e-work in Europe. During the project, all partners will organise a two day workshop in their country, where the project team will share experiences, discuss project related issues, and work together on chapters of the HEP-Handbook for e-Working Promotionthe final output of the project. All partners of the project focus on improving professional qualifications of teachers and practical training supervisors in the context of lifelong learning. The project will help develop concepts and qualification enhancement modules, aimed at improving the staff training process. Employees (teachers, practical training supervisors, education managers, consultants) of participating institutions seek to start cooperation with business entities in the same field, i.e. those concerned with qualifications of employees. SAZ as the coordinating institution will introduce the concept of a practical Products/results of theproject module for designing the teaching process and at the same timethe basis for vocational education and training and enhancement of qualifications. Institutions that participate in the project will also present their qualification enhancement concepts and share respective pedagogical experience. It is planned to discuss these concepts and experiences and implement them into the concept of the enhancement of qualification of employees of participating institutions in the context of lifelong learning. All this will crystallise into a common culture for improving skills and will serve as a basis for the development and improvement of qualifications.

Zwiazek Zawodowy BUDOWLANI, Poland. 5 9,000 Partners from Germany, Lithuania and Poland come together in this partnership to jointly and actively work on the issue intercultural conflicts on international building sites in Europe with special focus on solving these conflicts by mediation. The partnership will develop strategies for conflict solutions and a didactic approach to put this solution into practice by Blended Learning methods. This will be followed by a programme in the form of a process and activity oriented, sustainable and interactive module of about 15 minutes duration which marks the starting point for further activities.

Thus, the content and methods of vocational education and training related to the clothing industry must be changed and adjusted to suit new industrial relations and needs of developing markets. The objective of the project is to create an international database of advanced study courses for European clothing employees on the basis of international cooperation. Integrated European experience in vocational education and training will provide new and innovative professional knowledge, and will allow modernisation of existing study programmes and creation of new advanced courses for continued lifelong learning. Long-term guidelines for cooperation, which will allow implementation of new projects while taking into consideration the advantages of each partner of the project.

Lapland Vocational College, Finland. 12 12,000 This project is a follow-up project involving several training centres in the partner cities after a joint LdV pilot project in 2005 (Obinelli, institution responsible for the project XARXA Barcelona), which created mutual trust for the next step in building closer relationships through student exchanges (LdVtrainee mobility application 2008) and development of a mutual concept for recognition of competences obtained during their work placements abroad. The partnership is an activity for teachers mobility, which is supposed to increase the number of mobility students, and includes a concept for mutual recognition. In order to judge and certify this project in a qualified mannerskills, knowledge and competences will have to be defined. This catalogue of elements must be agreed upon by the partnership members. For this reason trainers must get together regularly. Preparation of CD containing: list and description of skills, knowledge and competences necessary for specialists of IT, electricity and electronics; description of how these skills should be evaluated in credits in order to implement the basics of ECVET; list of criteria for choosing enterprises for practical training.

The project Coach in VET aims to develop guidelines for tool coaching in VET and make them accessible to systems in partner countries. Coaching in vocational education and training (VET) is becoming increasingly important. It is a flexible, yet specifically applicable tool, which arouses interest and receives much appreciation. As a result, it has replaced counselling for learners in VET to a great extent. Furthermore, it has become a tool for self-reflection of management boards in the system of VET. It meets employees and members of organisations common needs when it comes to the Project description question of how life and work should be organised. Many teachers in VET are not yet prepared to live up to the role of vocational education pedagogue. Personnel in vocational education need to be professionalised. The demand for counselling is decreasing; coaching has superseded offers of counselling for the customer and is currently replacing offers of further education (CE). Training related to, for example, time management, communication, coping with conflicts, and other soft skills; is no longer carried out in terms of courses or workshops. 24 20,000 The objective of this project is to enhance the knowledge of vocational career consultants in the area of counteracting discrimination at work, including all possible kinds of discrimination (direct and indirect): age, race, religion, sexual discrimination etc. In the course of the project a website will be developed, where all available materials will be gathered in English and all partners national languages. These materials will be supplemented with examples of actual best and worst practices developed by the partnership. In the course of this mobility project, career consultants will meet colleagues from other partner countries and learn about the problems of discrimination at work and the methods for preventing discrimination in other countries.
