Telangana decision irreversible

hile reiterating that the decision to go ahead with the process of creating Telangana was irreversible, the Congress today appealed to political parties in Seemandhra to give up violence and create a congenial atmosphere for dialogue. Noting that the agitation against the creation of Telangana was effecting essential services in the state, including the disruption of power supply, t h e Congress called upon the Andhra Pradesh government to invoke the Essential Services maintenance Act (ESMA), if necessary , if those agitating against the creation of Telangana did not agree to a dialogue. The Congress expresses its deep anguish on the situation in Seemandhra and makes a fervent appeal to the Seemandhra parties to give up agitation and create a congenial atmosphere for dialogue, AICC spokesperson P C Chacko told reporters. He said while the Congress felt that the apprehensions expressed by Seemandhra people on the future of Hyderabad are genuine and that the party was committed to address their concerns, at the same time he called on those agitating to come forward to dialogue as the continued agitation and violence had

brought life to a standstill in the state and was affecting people of the state. In this context, he called on the state government to take strong steps to bring the life back to normal by imposing ESMA, if necessary. Because of continued violence, the party wants the Government the

state Government as well as the Centre to take strong measures to bring life back to normal. There is a need to deal with the power crisis which is affecting many districts. The party feels that if the agitationists come to the table , many issues can be sorted out. However,i f despite all the pleas, they

do not come forward for dialogue, strong measures need to be taken. The situation cannot be allowed to continue. Invoking ESMA may become necessary, h e said. Mr Chacko said the party wants the state government to invoke ESMA, if necessary, to bring things under control.

New Delhi: Even as regions of Andhra Pradesh have been witnessing protests following the decision of the Union Cabinet to create Telangna region, a top Congress leader today asserted that there was no question on taking back its decision on Telangana and will do its best to make it possible. In an interview with a news channel, Congress General Secretary Digvijay Singh said the decision to create Telangana was a conscious decision. We are a party with commitment and will do all that is necessary to see that the decision is implemented and address the concerns of people of Seemandhra and Telangana regions, he said. The decision had nothing to do with coming elections,he said. He said the issue of Telangana had been on the boil ever since 1999 when Late Y S Rajasekhara Reddy was the Leader of Opposition and about 40 MLAs met the President seeking creation of Telangana State. After this, the UPA Government had consulted almost all political parties on the issue and each one of them had given their views in writing excepting Communist Party of India - Marxist. Almost all political party leaders from Seemandhra as well as Telangana including Andhra Pradesh Chief Minister Kiran Kumar Redddy, Deputy Chief Minister Damodar Rajanarasimha and State Congress President Botsa Satyanarayana were consulted before arriving at a decision and the Congress Working Committee had taken its decision on the creation of the new state. Polavaram project was to be treated as National Project and build a second capital fully funded by the Central Government with Hyderabad as a joint capital for 10 years. Mr Digvijay Singh said he was in touch with Mr Kiran Kumar Reddy on a daily basis and all leaders were allowed to express their views. Mr Reddy may have a constituency to address. To a question, Mr Singh said it would be unfortunate if Mr Reddy were to term the decision to create Telangana as a huge mistake. The party leaders were allowed to express their views and they had given an assurance that they would go by the partys decision.

Asking the state government to take strong action to check the gravity of the situation in the state, Mr Chacko while replying to a question on Central intervention, said that situation has not come. There is a government which is in control. Stating that the decision to create Telangana was irreversible, Mr Chacko said, the CWC decision was the right decision at the right time. A l l the processes were undergone and a decision taken. It was a decision the previous Government at the Centre did not dare to take. No government had the courage to take this decision. BJP, Mr LK Advani and other political parties accused us of delaying the decision. N o w, after creation of Telangana by Congress, they are playing opportunistic politics, M r Chacko said. Why this historic decision was not taken by any other party? BJP government, even after supporting the idea, did not have the courage to take the decision of carving out Telangana from Andhra Pradesh, Mr Chacko added. The government has to take the difficult decision as it was part of the partys Manifesto and the common minimum programme.

rime Minister Manmohan Singh today set foot on this capital of tiny nation of Brunei on a two day visit with an agenda to further upgrade Ind i a s ties with ASEAN, the 10-nation group of the countries of South East Asia, through his participation in the 11th IndiaASEAN Summit and the Eigth East Asia Summit. Dr Singh would be announcing Indias decision to have a separate mission f o r ASEAN headed by an ambassador to be set up in Indonesian capital of Jakarta, the seat of the ASEAN secretariat.

As he said before departing for Brunei from home today, I n d i a s engagement with the ASEAN and its member countries was the cornerstone of our Look East policy and has evolved into a strong, comprehensive and multifaceted partnership in recent years. It started with a strong economic emphasis, with focus on commerce and connectivity, but has increasingly acquired strategic content,Dr Singh said. He will participate in the East Asia Summit tomorrow morning and then in the 11th India-ASEAN Summit in the afternoon.

Sonia Gandhi approves coordination committees for AP, TN
New Delhi: Congress President Sonia Gandhi today approved coordination committees for Andhra Pradesh and Tamil Nadu. The six member coordination committee for Andhra Pradesh will be headed by Congress General Secretary Digvijay Singh and has Chiranjeevi and Damodar Raja Narsimha as members, a release from Congress General Secretary Janardan Dwivedi said.

Cyclonic storm hits Andaman, Nicobar


Visakhapatnam: A cyclonic storm today hit the Andaman and Nicobar islands and is expected to reach the coast of Andhra Pradesh and Odisha over the next 48-72 hours, According to Cyclone Warning Centre (CWC) here tonight, there was a deep depression over the North Andaman Sea and East South East of Visakhapatnam and lay centered over East central Bay of Bengal near latitude 13.5 degrees North and longitude 92.5 degree East and about 220 km north-west of Port Blair, 950 km southeast of Paradip, 1050 km east-southeast of Visakhapatnam here. Under the influence of this system, rainfall at most places with heavy to very heavy fall at a few places and isolated extremely heavy falls (25 cm) would occur over Andaman and Nicobar Islands during the next 23 hours.

Three deaths have been confirmed and the injured are being taken to a nearby hosp i t a l , a fire department official said. The report of the building collapse reached us at 0745 hrs and we sent rescue teams immediately to rescue the trapped people, he added. The rescue operation was on in full

swing with police and fire officials assisting other local agencies in helping the affected people. Three-four fire engines and other rescue machinery have been pressed into service for rescue operations. The locals were also assisting the rescue workers to help the affected. The building, said to be quite old, collapsed with a thud as people were about to start their day. Some construction activity was going on in the adjoining building, which could could have triggered the collapse. Investigations are on, police said.

Ms Kumar conveyed her concern over continuing terror emanating from Pakistan and areas under its control at a meeting with the Speaker of the National Assembly of Pakistan Sardar Ayaz Sadiq on the sidelines of 129th Assembly of InterParliamentary Union (IPU) in Geneva. Father arrested for sacrificing 8 month-old baby in UP


Barabanki: A man was arrested for sacrificing his 8-month old child at Ramnagar area here today. Raj Kumar Kanauijiya was held after he admitted that he has sacrificed his son when his wife was preparing food in Nairaipurwa village. The accused, who was recently admitted to the mental hospital, admitted before the police that he was ordered in his dream by some one to sacrifice his son during Navratra.

Rape cases are lodged against Asaram and his son Narayan Sai by two married women, both sisters, with Surat police. The team left for Jodhpur to get custody of Asaram, who is jailed in Jodhpur after Chief Judicial Magistrate, Gandhinagar issued a transfer warrant against him last evening.

The team will return Ahmedabad as soon as it gets the custody of the accused guru, the police said. Meanwhile, Surat police has intensified its search for Narayan Sai, who has disappeared alongwith with his mother and sister after the rape complaint was lodged against him in Surat. Surat Police Commissioner Rakesh Asthana said that four teams have been formed to trace Narayan Sai to nab him. A lookout notice has already been issued

against him to prevent him to flee out of the country. The women, have alleged that they were raped during 2002-2004 when they were working i n Asaram Ashram. According to the comp l a i n t , Asaram raped elder sister in his ashram i n Ahmedabad whereas younger sister was repeatedly raped by Narayan Sai in his ashrams at Surat and Banaskantha. Asaram is already in a jail in Jodhpur in Rajasthan after a minor girl lodged a complaint of sexual assault against him with Jodhpur police.
