Housing Stability Affordable Housing and Development
Providing affordable housing took on a new sense of urgency in 2008 with the increasingly
challenging housing market and general economic climate. PPL has seen a 50% increase in phone
calls and people walking in—families seeking help with finding affordable rental housing. Moreover
the need for specialized supportive housing has also increased. As demands have grown, PPL has
responded with smart, thoughtful, and prudent housing options.

PPL and partner Cabrini Partnership received a “Best in Real Estate Award” from the Minneapolis-St.
Paul Business Journal for C h a r l o t te C o m m o n s A p a r tm e n t s . Completed in 2008, Charlotte
Commons represents the first phase of the Va n C l e v e D e v e l o p m e n t , PPL’s largest affordable
rental and homeownership project to date, and involves new construction and reuse of an industrial site near the University of Minnesota. Charlotte
Commons has 35 units of rental housing, 8 of which are supportive housing units. The second phase of the project, Brook Commons, began in the
fall of 2008 and is set to open in early summer 2009. When completed, the multi-phase project will consist of 236 units of housing: 86 units of
affordable rental, 138 planned condominiums, and 12 townhouses, 5 of which have been completed by Habitat for
Humanity.

Economic Advancement Employment and Job Training
2008 was both a year of reflection and a year of forward thinking for our employment and
job training programs. Two programs celebrated milestone anniversaries and new programs
took advantage of the expertise and facilities gained in PPL’s merger with LNB.

P P L S H O P celebrated 20 years as a retail business with an on-the-job paid training

program for hard-to-employ adults. Many SHOP trainees are just returning to the workforce
after being incarcerated. They receive a variety of work experiences and job-preparedness
training that enable them to successfully obtain and maintain a job. As Sue Jaqua, PPL
SHOP Program Manager puts it, “We are the opposite of good business practice. We hire
people who others have passed on and then we get rid of our good workers.”

Tr a i n to W o r k celebrated 10 years and 100+ classes. Offering work-readiness training for

low-income adults, Train to Work includes four weeks of full-time paid classroom and on-the-job education. Job placement, intensive job retention, and
supportive services are also provided. Graduates move into positions such as nursing aide, linen aide, dietary aide, film librarian, and
bank teller. Since its inception, this program has graduated 894 people and placed 673 participants. I wo

Family Stability Support Services
PPL provides services that help individuals and families set goals, find resources, increase
skills, and have the support they need to achieve self-sufficiency and family stability.
Services offered include classes in computer skills and job search basics; family health and
nutrition workshops; individualized referrals and support; programs such as Connections to
Work and the Young Fathers Program; and regular opportunities for residents to gather and
build relationships.

One of only 14 sites in the country, PPL’s C e n te r f o r W o r k i n g F a m i l i e s (CWF)

opened last year and quickly became a significant resource for low-income families. CWF
provides bundled services around employment/career coaching, income and work supports,
and financial coaching/asset building. These services help low-income families increase their Ij

Youth Achievement
Ac a de m ic S uc c e s s a nd Yo u t h E n r ic h me nt
The children and youth that PPL serves often face multiple barriers to school success and healthy development. From housing instability to being
new to the English language to family health concerns, our participants balance a lot at young ages. To help them cope, overcome, and succeed, PPL
offers a variety of academic and youth development programs from pre-school through high school age. In 2008, our youngest participants truly
benefitted from our organizational merger.

In the fall of 2008, we saw the merger’s slogan­ “joining forces” in action, when Re a d y f o r S c h o ol was launched to improve school readiness
among children living in PPL housing. It combines the strengths of the Self-Sufficiency Program with the expertise of the Early Wonders Preschool
to improve school-readiness among children in our housing. Early Wonders staff help resident parents develop an understanding of the importance of
early childhood education, provide them with resource referrals, and teach parents to incorporate activities into their daily schedules that will help
prepare their children for kindergarten. Sheila Walker, Early Wonders Preschool Manager, states “Early childhood education is like a bank account.
The interest, (children’s skills), continues to grow over time with each new deposit (further education/experiences). The earlier you start investing,
the greater the gain.”

PPL’s alternative high schools provide students with a safe, encouraging, and respectful
learning environment. The 2008-09 school year saw 47 students graduate, 22 from had.

2008 Financial Summary
PPL continues to maintain a strong financial position. Cash and cash equivalents were
approximately $8 million and net assets exceeded $12 million at year end. Grants and
contributions from individuals, corporations, foundations and governmental sources exceeded
$7 million. Earned income revenue from affordable housing rental properties, PPL SHOP, and
PPL Industries exceeded $9.0 million.

However, PPL was not immune to the tumultuous financial circumstances impacting
Minnesotans. As part of PPL’s affordable housing mission, we have several home ownership
developments. Unfortunately, we needed to take a substantial valuation adjustment on these
units. We also saw a significant decline in marketable securities, retail sales at the PPL SHOP,
and revenue declines at PPL Industries as corporate and county contracts were reduced.

In spite of these challenges, we were still able to serve more people in 2008 than in 2007.
This remarkable organizational flexibility will continue to propel us forward, finding new,
more efficient ways to utilize limited resources to meet growing community needs.
