OLMSTED COUNTY AND WABASHA COUNTY HAVE RECEIVED REQUESTS FROM A GROUP OF PROPERTY OWNERS WHO OWN LAND IN OLMSTED COUNTY AND WABASHA COUNTY ADJACENT TO LAKE ZUMBRO REQUESTING THE ESTABLISHMENT OF A LAKE IMPROVEMENT DISTRICT (LID). THE COUNTY BOARDS WILL INITIATE THE PROCEDURE TO CREATE A LAKE IMPROVEMENT DISTRICT ON LAKE ZUMBRO PURSUANT TO MINNESOTA STATUTES SECTION 103B.515 AND 103B.525. THE SPECIFIC PURPOSE OF THE LAKE IMPROVEMENT DISTRICT SHALL BE TO ASSESS ADJACENT LANDOWNERS FOR A PORTION OF THE COST OF DREDGING LAKE ZUMBRO.
ON AUGUST 20, 2013, A WABASHA COUNTY BOARD MAJORITY (HALL, SPRINGER, WOBBE) PASSED A RESOLUTION OF INTENT TO ESTABLISH A LID, THEREBY STARTING A PROCESS THAT WILL FORCE YOUR LAKE PROPERTY INTO A LID, LEAVING ONE LAST OPTION IF YOU OPPOSE THE ESTABLISHMENT OF A LID, THE GOVERNANCE OF A LID, AND ASSESSMENT TO YOUR LAKE PROPERTY,

- A PETITION FOR REFERENDUM.

TO BRING THIS MATTER TO A VOTE BY ALL AFFECTED PROPERTY OWNERS, CITIZENS MUST CALL FOR A REFERENDUM ON THE QUESTION OF WHETHER OR NOT TO ESTABLISH A LAKE IMPROVEMENT DISTRICT BY FILING A PETITION REQUESTING SUCH A REFERENDUM. THE PETITION MUST BE SIGNED BY 26 PERCENT OF THE LAND OWNERS WITHIN THE PROPOSED DISTRICT. UPON RECEIPT OF SUCH A PETITION PRIOR TO THE EFFECTIVE DATE OF CREATION OF THE DISTRICT, THE COUNTY BOARDS SHALL HOLD THE CREATION IN ABEYANCE PENDING THE REFERENDUM VOTE OF ALL QUALIFIED VOTERS RESIDING WITHIN THE BOUNDARIES OF THE PROPOSED DISTRICT.

IT DOESNT MATTER WHETHER YOU ARE FOR OR AGAINST. WHAT MATTERS IS THAT ALL ELIGIBLE PROPERTY OWNERS HAVE THE OPPORTUNITY TO VOTE AND HAVE A SAY IN THE FINAL OUTCOME, ONCE AND FOR ALL, VERSUS A DECISION BASED SOLEY ON THE POLITICAL PANDERING OF OUR ELECTED SERVANTS.

Mississippi River might be tapped to help White Bear Lake


The idea to divert water is one of several to replenish the lake, an issue growing in urgency. The Mighty Mississipp has inspired writers and artists, helped whole cities sprout, is one of the worlds major highways of commerce and gives life to millions as it meanders through the nations heartland. And it could be the salvation of White Bear Lake. A plan to divert water from the Mississippi River, which would be unprecedented in its scope in the Twin Cities, is being looked at as one possible solution to the plummeting level of White Bear Lake, which has lost about one-fourth of its volume over the past decade. The big question is not so much how to get the water there, but how much it would cost and who would pay. With $2 million in Clean Water Legacy funds from the 2013 Legislature , the Metropolitan Council is undertaking an effort to see if such a plan, with other options, might be the answer. Its the first step in what will be a comprehensive look at water supplies in 186 communities across the region, which are being strained as the population grows, said Ali Elhassan, the councils water supply planning manager. None more so than in the northeast metro. Thats a hot spot at this point because of W hite Bear Lake and its declining water levels, he said. Another $537,000 from the Legislature will pay for the U.S. Geological Survey to continue its study of the interaction of groundwater and surface water in the northeast metro. We dont want to have another White Bear Lake in the metropolitan area, Elhassan said, adding that White Bear Lake is not the only one that is shrinking, just the biggest. The lake not only gives the city its name, identity and quality of life, it draws thousands of anglers and boaters who help buoy the local economy .
