Upstate Service Corps Financial Stability AmeriCorps Member Assets Attainment Counselor Position Description Full-Time position (1,700

hours of service for the year) Overview: The Assets Attainment Counselor AmeriCorps member is intended to facilitate and amplify the operations of United Way in its mission to promote financial stability. Programs under this initiative will help low-income workers increase their personal income, build savings, and gain and sustain assets. This is a full-time position administered through the South Carolina Commission on National and Community Service (SCCNCS) as described on the AmeriCorps website. AmeriCorps: http://www.americorps.gov/for_individuals/benefits/benefits_ed_award.asp CNCS: http://www.nationalservice.gov/ Length of Appointment: The Assets Attainment Counselor will serve from August 20, 2013 through July 31, 2014. The member will serve up to 40 hours a week, totaling 1,700 hours of service for the year. Required Minimum Education and Experience: High school graduate or equivalent. Computer skills including MS Office applications.

Prinicple Working Relationships: The Assets Attainment Counselor will serve directly with the leadership of The Benefit Bank and Volunteer Income Tax Assistance (VITA) programs including the Program Director and Site Supervisor. He/She will also interact with agency staff and volunteers as needed. Essential Functions: Learn and understand the overall workings of the United Way AmeriCorps program and provide basic program information to the community. VITA Tax Preparation Obtain IRS tax certificataion at appropriate level Prepare tax returns for all qualifying taxpayers. Answer basic financial stability questions and refer VITA participants to additional assistance. IDA Learn and understand the overall workings of the IDA partner network and provide basic information to the community about the IDA program. Recruit clients through community events that promote awareness of the program. Assist agencies with client enrollment. Assist agencies with assessing client needs and developing a savings plan. Assist IDA Program Coordinator with gathering program data and prepare reports. Facilitate IDA network communications between CommunityWorks Carolina, agencies, and clients.

Workforce Development Learn and understand the overall workings of the Upstate Service Corps program and provide basic program information to the community. Perform outreach and awareness for workforce programs and programs related to financial stability. The Benefit Bank Successfully complete training for The Benefit Bank Provide basic information about the program to the community and potential clients Determine eligibility for state and federal benefits for Benefit Bank clients Counselor will have capacity to navigate through the various screens and forms associated with software Attend Community events to promote The Benefit Bank Financial Literacy Perform outreach and awareness for financial literacy programs. Provide basic financial literacy principals to the community and potential clients. Determine if clients will need to be referred to other financial literacy agencies.

Additional Responsibilities: Although not essential position functions, the Assets Attainment Counselor may also be responsible for the following as needed: Assist other departments in major projects as needed as it relates directly to the Upstate Service Corps program. Perform other duties as assigned as it relates directly to the Upstate Service Corps program. Awareness and Sensitivity to the External Environment Situational awareness; is aware of United Ways position in the community and the affect of their words and actions on that position; demonstrates savvy in dealing with agencies, volunteers and donors; is promoting and affirming in conversations about and on behalf of the United Way. Sedentary Work: Member is required to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally and all other sedentary criteria are met. Physical Activities:

Manual Dexterity: Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand or arm as in handling. Communicating: Expressing or exchanging ideas. Activities must convey detailed or important spoken instructions to other workers accurately, loudly or quickly. Listening: Ability to receive detailed information through appropriate communication. Visual Acuity: Member is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or expansive reading. Service Conditions: Member is subject to both inside and outside environmental conditions. Benefits: This position is eligible for a stipend, health benefits, and an education award. The stipend for a full-time member is $12,100 and the education award is $5,550.
