1.0 INTRODUCTION

A laboratory information system is a complete software program for clinical laboratory collection, reporting, and quality assurance of specimens. And the Laboratory Information

Quality is such an important part of the supply chain that manufacturing companies implement information systems specifically for the laboratories that perform the quality inspections on finished goods and in-process materials. The Laboratory Information Management System (LIMS) is an information system that can schedule testing, track tests and pass test results to other systems in the supply chain, such as an Enterprise Resource Planning (ERP) system.

The East Avenue Medical Center was organized by virtue of EO #48s. 1986 of President Corazon C. Aquino. It was formerly named the Hospital ng Bagong Lipunan which was established on January 8, 1978 by virtue of Presidential decree# 1411 after the dissolution of the old GSIS General Hospital which was transferred all its assets, liabilities and properties to the Ministry of health.

Regarding to the Laboratory Information System of East Avenue Medical Center it has a vision quoted The premier standard reference laboratory in the country and Asia Pacific Region for environmental and occupational health, toxicology and micro-nutrient assay. While its mission is to Provide leadership and technical expertise in diagnostic technology, surveillance and monitoring, quality assurance, training and research for the promotion health. Also East Avenue Medical Center has 5 core values including Quality, Professionalism, Leadership, Competence and Commitment.

The East Avenue Medical Center Laboratory Information System (EAMC-LIS) focuses on the transactions regarding to the laboratory of the hospital. It is the storage of data and information that connected to other information system in the hospital of East Avenue Medical Center. The common advantages of using a laboratory information system are fallows. First, it

can generate daily, weekly, monthly and annually reports. Second, It can query laboratory test results of the in and out patients of the hospital and also identified what kind of test is been implemented to the patient that has record on the Laboratory Information System of East Avenue Medical Center. Third, the accuracy and the security of the data that been stored in the laboratory information system. Fourth, Ability to analyze trends. By using a Laboratory Information system we can lessen errors and make the information and laboratory results of the patients confidential and secured.

Scope of the EAMC-LIS

Links are provided with a central main frame computer for immediate patient identification and historical data processing. Automated entry of the result of any gather data from the analytically work load. Results inquiries of the patient have been tested and information about the result tested. Can generate daily, weekly, monthly and annual report of laboratory result of the patients. Networking is implemented to have connection to the doctors of the hospital. Data archiving of Laboratory test results.

1.1. Project Overview

East Avenue Medical Center has a Laboratory Information System but somehow it has a general problem stated that the accuracy and transferring of data from the ancillary or the laboratory to the administration office transact manually because the laboratory information system of the East Avenue Medical Center didn't connected to the hospital information management system of the hospital because of this problem time is consume in encoding of datas from the laboratory to administration office also there are some issue that laboratory request of the doctor to the physicians or nurses is unreadable. Lastly, the records of some transactions get misplaced because of the manual process that still implemented in the hospital. Therefore we has an opportunity to make a laboratory information system that will prevent all the problems of the process that East Avenue Medical Center have.

Our Goals and Objectives is to develop a laboratory information system that will transfer the data and information of the laboratory automatically to the administrator office or hospital information management system, To create a system that can lessen manual process in the laboratory, To develop process that will electronically transfer file via network of hospital and also to create a system that help them to be in secured manner of their record. In order to have success we will focused to meet the needs and request of the East Avenue Medical Center and get the approval of this company regarding on the EAMC-LIS that we are developing. At the end of this project all the problems of East Avenue Medical Center regarding on their Laboratory Information system will be solved by the EAMC-LIS that we are implementing. But also we are looking forward for some risks that the East Avenue Medical Center may not approved the system that we will present to them at the end of this project.

1.2 Statement of the Problem

1.2.1. General Problem
The general problem of East Avenue Medical Center is the accuracy and transferring of data from the ancillary or the laboratory to the administration office manually because the laboratory information system of the East Avenue Medical Center didnt connected to the hospital information management system of East Avenue Medical Center.

1.2.2 Specific Problems

1.2.2.1 Time Consuming in encoding of datas from the laboratory to administration office. East Avenue Medical Center has a lot of patients and the datas that didnt process or encode immediately will stock on the laboratory office and it may cause a long period of time before it will uploaded to the laboratory information system of the hospital.

1.2.2.2 Unreadable laboratory request of the doctor to the physicians or nurses. The laboratory request of the doctors only placed on a small sheet paper and all the kind of test is included in the request and the physicians or nurse are the one who will identify what kind of test the doctor gave the patient. 1.2.2.3 Records of some transactions get misplaced The Manual process still exists and some of the data printed out when the test is done and it is automatically printed out some of the printed out copy can get misplaced by some reasons.

1.3 Objective of the study

1.3.1 General objective
To develop a laboratory information system that will transfer the data and information of the laboratory automatically to the administrator office or hospital information management system.

1.3.2 Specific Objectives

1.3.2.1 To create a system that can lessen manual process in the laboratory. The laboratory information system helps the laboratory of East Avenue Medical Center to input immediately the data and information that process on that day and time as soon as possible. 1.3.2.2 To develop process that will electronically transfer file via network. In order to have an appropriate request from a doctor to a physician on the laboratory via email process because it is better than using manual laboratory request form by a doctor.

1.3.2.3 To create a system that help them to be in secured manner of their record And all records that they need will be process in safe because it provides a special task and after the entire laboratory test of a patient the result will be automatically stored in database and uploaded on the laboratory information system of the hospital immediately. The project was initiated by the people involve to produce a system that will help the future user in developing their system in a way of the laboratory process, by planning how to create a unique system that will provide the needs of the hospital such as how to maintain the security of the system, planning how to secure the record of data and monitor the updating process of the daily and monthly reports. a. Current relevant institutional gaps East Avenue Medical Centers facilities and equipments are well-maintained and at a good condition but compared to other hospitals that received the most modern equipments for their hospital services. Until now, manual processing is still practiced in the hospital. That is, the keying in of information of patients and the results of the laboratory tests that are directly encoded in the system if the modern equipments are being used. the EAMC also faced the usual problem, which is to have the employees who have the capability to encode information to the system, even though they have the equipments, these employees dont have the ability to do so, resulting to the bunch of records that are stocked in their offices. When it comes to the accuracy of the laboratory results that will be given to the patients or to their relatives, the EAMC tends to give it in a traditional way. compared to other modern hospitals who will give compact disk (CD) or patients will have to go online to check their laboratory results, EAMC still give hardcopy containing the result of the patients laboratory tests. Although CDs and online results will practice safer and more accurate hospital service, EAMC hold onto the

convenience of the patients and not to the EAMC itself. If they still present hardcopies for the results, they make a patient-friendly service. The patients dont have to go online or dont have to open a gadget just to check the laboratory results. And it is convenient to the patients who dont have those gadgets. Behind these traditional ways of hospital services offered by EAMC, the management has the confidence to assure the patients and its relatives the accuracy of the laboratory results that they will provide. b. Improvements/enhancements to the current running system Giving them a middleware system that will connect the Laboratory Information System (LIS) to other sub system of Hospital Management System (HMS) is an improvement that they will have to enhance in their current running system. Theres a need in this improvement because their LIS are not connected to the HMS and in turn, their processes and services tend to slow down most especially the issuance of bills of payment to the patients. Having online transactions especially through e-mails is an enhancement after lessening the manual process in certain services to make the transactions faster and more accurate. Through this, finding important patients files will be easier as well as encoding information. c. Requests by users/client for systems development initiative The administrator of the EAMC-LIS tells us if we can lessen the manual process of the laboratory information system that they have. And also they said that if we will have a middleware software that can connect of LIS to other information system to make the transaction faster and accurate

1.4 Significance and Scope

Links are provided with a central main frame computer for immediate patient identification and historical data processing that will connect the laboratory information system of East Avenue Medical Center to the Hospital Management System of this hospital.

Automated entry of the result of any gather data from the analytical work load so that all the data after the result of the laboratory will input automatically to laboratory information system of East Avenue Medical Center.

Results inquiries of the patient have been tested and information about the result tested to ensure that the laboratory test of the patient is accurate and right before it will enter the Laboratory Information System of East Avenue Medical Center.

Can generate daily, weekly, monthly and annual report of laboratory result of the patients in order to make the accuracy of the data and information of different patients that finished the laboratory test.

Emails are implemented to have connection to the doctors of the hospital to make the request of the laboratory electronically transfer from the doctor to specific laboratory test. Data archiving of test results when the database of the specific patient is been idle for the long period of time, the database of the undeclared patient will archive and store in a Compact Disk and also on an online storage.

Most common problems of the company that were interviewed are the connection of the laboratory information system to the hospital information system of east avenue medical center and also the manual process that still existing on the transaction in the hospital.

The company has existing system and they usually used a employee module about the system to guide the user of the system on how to used it module by module.

In figure 1.5.3.1 Patient will send order to laboratory and the laboratory will receive it and the laboratory will send the pay slip on the patient and she/he will receive it and then she/he will pay it on the cashier then after the billing end the patient will give the receipt on laboratory and he/she will wait until he/she hear her/him name when it is called by the laboratory to start the test on his/her specific doctor.

1.6.1 Description of how users/clientele currently copes with the problem
The Hospital transaction handles the process by giving extra effort and man power when entering data and information on the Laboratory Information System. 1.6.2 Assess the best available resources for addressing the problem The Hospital must have well oriented employees, organized facilities, and having a good quality of machines to cover up the problem with the transaction an employee that will exert extra effort on encoding the data and information on the laboratory information system. 1.6.3 Describe how you proposed to take advantage of existing and current best practices in your project To take advantage on creating a system that will minimize the time and effort of servicing to the patient.
