a. Flash floods hit south-western Orissa

Incessant rain has triggered floods in the western and southern parts of the State. The Mahanadi lower
catchments are still free from the threat of a severe flood in the, officials maintained.

Eight more persons died on Sunday taking the toll to 36 as heavy rains lashed Orissa with a low pressure
over Bay of Bengal triggering floods in several parts of the State. While two persons were swept away in
Rana river in Banki area of Cuttack district, two others including a woman were killed in lightning in
Kendrapara district. At Gunthala ghat on Baitani river under Rajkanika block in Kendrapara district two

kanwarias went missing when their boat capsised on Sunday evening. A search is on to locate them, official
sources said. Three persons — an infant and two women — were killed when a wall of their mud house
collapsed in the heavy rain at Sarumuhana in Sundargarh district.

Mahanadi, Bansadhara, Rushikulya and Hati rivers inundated many areas and disrupted road communication
in Sambalpur, Balangir, Gajapati, Ganjam and Kalahandi districts, the sources said.
The flood situation in the southern and western parts is still grim. Major rivers including Bansadhara,
Nagbali and others are in spate due to torrential rains. Bansadhara has crossed the danger level at
Kashipur. Water is flowing over the Rayagada-Koraput road snapping road communication over the road.

Badanadi at Nuagaon has created a flood like situation near Bhanjanagar in Ganjam district. Bhanjanagar
has been totally cut off from the State capital due to disruption of bus services. The water is flowing at a
height of about 10 feet above the bridge at Nuagoan near Bhanjanagar and villages located along the river
side have been facing a near submerging situation.
The rainwater in Badanadi is flowing at a height of around 8-10 feet above the Nuagaon Bridge near
Bhanjanagar in Ganjam. The villages like Kamalabadi, Raijhola, Nuagaon, Jhinkarei and other nearby
villages have been on the verge of submerging.

The road links has been totally cut off at nearby places due to which bus services were completely
disrupted. The roadways from Bhanjanagar to Bhubaneswar and other neighboring districts like Nayagarh,
Kandhamal has been cut off due to the rainwater flowing above the Nuagaon Bridge and on the road at
several places like Jhinkarei where the water is flowing at 1.5 feet height above the road. Even the water
is flowing at a danger level in Loharkhandi canal flowing through the Bhanjanagar town.

Two persons were killed owing to tree falling and wall collapse at two different places in Ganjam district.
A young girl named Pratima Sahu of Nuapalli village near Kabisuryanagar was killed after a tree fall on her,
while another young girl named Jhumuri Patra (8) of the Manjhigaon under Golanthara police station died
due to wall collapse.

The upper catchment areas at Mohana, Kutriguda, Mahendragad, Gudari has received heavy rain fall. An
alert has been raised in Rayagada district following the opening of 22 gates of Gota barrage by Andhra
Pradesh to divert flood waters. Dashmantpur area remains cut-off from other parts of the State.

Similarly, 80 villages in Nayagarh district have been inundated due to flashfloods. Floodwater is also
flowing over Gania-Batmul, Daspalla-Bhanjanagar, Nayagarh-Khandapada, Mahipur-Odagaon road. Road
communication between Khurda-Bolangir has been disrupted due to the breaches formed at Macheli.

b. Heavy rains throw life out gear in Balangir

Normal life in Balangir and other towns of the district were severely affected due to intense heavy rains,
which lashed the areas from 5 am till 12.30 pm, bringing the road communications to a grinding halt.

The traffic on Balangir-Titilagarh road was disrupted as water flowed at a high level on the outskirts of
Balangir. Similarly, as water flowed above the temporary submersible bridge in Sambalpur near
Gandhinagar, the bus services were affected in the area. Besides, the road communication between
Balangir and Patnagrh was also affected as water flowed high over the road at Patharchepa, 5 km form
Balangir town.

As the rainwater entered into houses of the low-lying areas of various parts of Balangir town, including
Brahmanpada, Barpalipad, Gandhinagar, Talpalipada, Sagarpada and parts of Dampada, the residents faced
a tough time. The rainwater choked the drains, further aggravating the situation.
The district administration distributed dry foods to the affected people who took shelter in school
buildings.

The situation worsened further as there was no electricity from 6 am to 10 am.

c. Relief operations geared up in flood-hit Bhadrak

District Magistrate and Collector of Bhadrak Krushna Chandra Patra on Sunday directed the BDOs and
tehsildars in the district to take immediate steps to supply dry foods like flattened rice, molasses, bread
and biscuits, clothes, medicines and polythenes to flood affected people in the district. The emergency
department is geared up to follow rescue operation in affected areas.

Besides, the district administration had alerted the officials to take precautionary measures to save people
from the predicated danger of cyclone. Meteorological department had declared that a cyclone would be
happened within next 48 hours. Patra told the mediapersons that precautionary measures were also taken
to meet the predicted danger of cyclone. All services would be conducted under his personal supervision,
he added.

Besides, Patra assured the farmers to supply the fertilisers through authorised dealers. He cautioned the
black marketers of drastic legal action if they hamper farmers’ interest in the district. Legal steps would
be initiated against the illegal stocker of essential commodities like potato, onion and vegetable.

d. Many swept away in flood water

BHUBANESWAR/CUTTACK: Incessant rains claimed eight lives as several rivers swelled causing flash floods
in coastal, southern and western parts of Orissa. Torrential rains lashed the State under the impact of a
low pressure formed over Bay of Bengal. The system lay 350 km east off Paradip and is expected to
intensify into a depression which could trigger more rains in the catchment areas in the next 24 hours. With
showers not relenting, most rivers and their tributaries are in spate.

Bansadhara was flowing along the danger level at Gunupur while it was above the red mark in Kashinagar.
With rains lashing its upper catchment, it was expected to swell further.

In Rayagada, Chhattisghat nullah overflowed severing vehicular traffic with neighbouring Koraput, while
Nakti grampanchayat was cut off from the mainland. Rushikulya showed a rising trend but remained steady
following a drop in rainfall. Water level in Mahanadi is rising as the gauge-reading said the river is swelling
at Khairmal and Tikarpada. As yet, six sluice gates of Hirakud are open.

Among others, Brahmani, Budhabalanga and Baitarani rivers are rising.

Four grampanchayats in Cuttack’s Narasinghpur were cut off and the district administration has announced
relief for three days.
Three members of a family in Nakhpara village in Cuttack’s Narsinghpur block were swept away in Dhanua
rivulet on Saturday night. In fact, all seven from the family were caught in the swirling waters but four
managed to survive. A 41-year-old villager Raibari Samal, his daughter Lily Samal (17) and granddaughter
Sunita Samal (11) are feared dead. The area had received over 17 cm rain in the last 24 hours.

In Tulasipur village of Cuttack, two bodies were retrieved by firefighters from Tangi area. Both were swept
away in Rana river two days back.

Similarly, in Sundargarh’s Rajgangpur, a thatched house collapsed following heavy rains killing three,
including a nine-month-old girl and her mother. The total death toll caused by the deluge stands at 31 in
the last 10 days.

BHUBANESWAR: The death toll in the Orissa flash floods, triggered by heavy monsoon rains over the past
week, rose to 27 Sunday after two more people died in Ganjam district, an official said.The highest number
- 11 deaths - have been reported from Nayagarh district followed by four in Ganjam. Kenojhar, Koraput,
Kandhamal and Cuttack reported three deaths each, Bhimsen Gochayat, officer on special duty in the state
revenue control room, told IANS.
While majority of the deaths were due to drowning some died when their mud houses collapsed, the
official said.
The river Rusikulya is flowing above danger level in several places in Ganjam and Gajapati districts, he
said.
The same river has developed at least eight breaches in different places and submerged hundreds of acres
of land in the low lying areas, he said.

RAYAGADA: Heavy rains since yesterday have triggered a flood-like situation in Rayagada district. Both the
Nagavalli and Bansadhara rivers are flowing above warning levels. Bansadhara is flowing at 346.95 mt
against the danger level of 348.70 mt at K.Singhpur. Similarly, Nagavalli is flowing at 83.80 mt against the
danger mark of 84 mt. Official sources said water levels in both the rivers are expected to cross the danger
mark by this evening. As river Jhajawati, a tributary of Nagavalli, is in spate at Sankesh, road
communication between Koraput and Rayagada has been snapped.
The sources added that Rayagada has registered 54 mm of rainfall, Kolnara 36 mm, K. Singhpur 74.4 mm,
146 mm at Kasipur, 46 mm at Gunupur, 48 mm at Padampur, 54.4 mm at Gudari, 42 mm at Ramanguda,
42.4 at Bissamcuttack and 60 mm at Muniguda blocks.

BHUBANESWAR: Even as the north coastal districts of Andhra Pradesh - Srikakulam and Vizianagaram - are
being ravaged by floods because of the swelling Nagavali and Bansadhara rivers, a fresh warning of heavy
rainfall in the two districts has sent the people and officials into a tizzy. All the 22 gates of Gotta Barrage
at Heeramandal in Srikakulam on the Bansadhara have been lifted and flood water is being let out
downstream.

NAYAGARH: As many as 27 villages have been marooned due to heavy rains in the district since yesterday.
The villages have been inundated by the swelling Kuanria river, Brutang river, Mahisha and Besali rivulets.
One of the worst hit area is Daspalla which has received 140 mm of rainfall.
Water of Mahisha rivulet entered Bogara, Kauda and Khamarisahi villages under Khamarisahi gram
panchayat and Damodarpur and Duaragaon villages under Dihagaon gram panchayat.
Similar is the fate of Madhyakhand village that has been inundated by Besali rivulet. A huge breach has
occurred near Rajing village and the Sorada-Jagannath Prasad road has been submerged under four feet of
water.

The NH-224 stretch of road near Chakradharpur has been badly damaged due to the incessant rains.
Sources said one sluice gate of Kaunaria reservoir has been opened in Daspalla.

SAMBALPUR: With the inflow into the Hirakud dam reducing, six sluice gates were kept open today from
the 13 earlier. As per reports, inflow into the dam has gone down to 1,41,184 cusecs against 1,71,427
registered yesterday while the outflow has been 1,21,122 cusecs. The water level in the dam stands at
613.15 ft. About 9.32 mm of rainfall has been recorded in the upstream of the dam while the rain
downstream has been 66.42 mm against 10.16 mm registered yesterday.

SONEPUR : Incessant rains have led to overflowing of Khujen nullah in between Shivtalla and Kaintara
under Tarbha police limits of Sonepur district. Sources said water is flowing over the NH-224 at the spot.
Although it is learnt that two persons have been washed by the water current, it is yet to be ascertained by
officials concerned.

j. More heavy rains to hit flood-battered Orissa

More rains were predicted in Orissa Monday where flash floods triggered by continuous heavy rains for a
week have caused the deaths of at least 36 people and displaced thousands.

The state government has alerted all the district collectors to remain prepared to meet the challenges and
advised fishermen not to venture into the sea as conditions will be rough.

The well marked low pressure area has intensified into a depression over north west Bay of Bengal and lay
centred at about 160 km east south east of Balasore, according to a bulletin issued by the Bhubaneswar
meteorological centre.

'The system is likely to intensify further and move in a west north westerly direction and cross north Orissa-
West Bengal coast between Balasore and Digha today (Monday) evening,' it said.

Under its influence, heavy to very heavy rains are likely to occur at a few places with extremely heavy
rainfall (more than 25 cm) at isolated places during next 24 hours, the bulletin said.

Bhubaneswar: The flash floods that were triggered by heavy monsoon rains continued to play havoc in
Orissa with the death toll climbing to 36 on Monday and officials rescuing hundreds of victims.

The heavy downpour from last week has flooded most of the state's rivers and streams. Officials said the
flood waters caused breaches on embankments and roads as a result of which several areas in eight of the
state's 30 districts remained cut off.

`So far, 36 rain related deaths have been reported,` state's Revenue and Disaster Management Minister
Surya Narayan Patro said. 'While many of them died due to drowning, some of them have died after their

The local meteorological centre Monday predicted more rains during the next 24 hours. State officials said
the situation is likely to remain grim for the next few days if the state had more rain.

The water of the overflowing rivers and streams may not get discharged into the sea because of the high
tide, as it is new moon on Wednesday.

NEW DELHI: Eight more people ded in the heavy rain that battered Orissa on Sunday, even as the rain-
deficient north received light to moderate showers at several places.

Low-lying areas were flooded and major rivers burst the banks in Orissa, as heavy rain snapped road links
and disrupted power supply at many places. Death toll in the past one week is now 36.

In the north, rain lashed parts of Punjab, Haryana and Rajasthan, where the monsoon showed signs of
gaining momentum. It was subdued in the National Capital and some other places.

The level in the Hirakud reservoir across the Mahanadi , which had full capacity of 630 ft, rose to 613.12
feet, as rain pounded Ganjam, Gajapati, Cuttack, Puri and other districts since Saturday night.— PTI

State revenue control room puts toll at 25

BHUBANESWAR: Major rivers of Orissa are in spate with death roll rising to 34 in the torrential rains that
have been lashing all districts for the last couple of days.

Three members from a family in Nokhapada village of Kanjiapada gram panchayat under Cuttack district
swept away in swirling waters. All the three bodies were fished out, said Koshore Mohanty, district
magistrate of Cuttack.

About 171 mm of rainfall occurred within a few hours leading to flash floods in Narasinghpur area of the
district and floodwaters entered at least four gram panchayats on Sunday.

Similarly, three persons were killed in Sundargarh district when wall collapsed at Sarumuhan village under
the Rajgangpur police station.

In Ganjam district, a 17-year-old girl, identified as Pratima Sahu, died when a huge coconut tree fell on
her. Reports said another girl was killed in wall collapse under the Golanthara police station. However, the
State revenue control room put the toll at 25.

Rainwater entered low-lying areas of Western Orissa town of Bolangir throwing life out of gear. For several
hours people could not come out of their houses due to heavy rain.

Heavy rainfall

During the past 24 hours, places such as Khairmal, Alipingal, Puri, Tikerpara, Banapur, Dasapalla and
Kakpatpur received rainfall over 100 mm. Under the impact, water level was rising at seven river gauge
sites across the State. Water level in rivers such as Mahanadi, Vansadhara and Rushikulya was steadily
rising.

The incessant rain cut off major road connectivity for several hours on Sunday. Rayagada-Koraput and
Bhubaneswar-Bhanjanagar road was badly hit in the rain.

BHUBANESWAR (Reuters) - Floods triggered by heavy monsoon rains over the past week have killed at least
36 people in Orissa and inundated half a million homes, officials and witnesses said on Monday.

Rivers breached embankments, submerged hundreds of villages in low-lying areas and damaged thousands
of hectares of rice in at least eight of the state's 30 districts, leaving thousands of people stranded.

Much of India in recent weeks has suffered a bad start to the monsoon, whose uneven progress caused
drought in some states and floods elsewhere.

Authorities worry the high waters will persist in the flood-prone Orissa, home to more than 36 million
people, with more rains expected over the next 48 hours.

"Thirty-six flood-related deaths have been reported so far," Orissa's revenue and disaster management
minister, Surya Narayan Patro, told Reuters. "The number of displaced will be more than 5,000."

Patro said hundreds of people had been rescued since Sunday, after rains flooded the homes of an
estimated 500,000 people.

The heavy downpour triggered by a low pressure trough over the Bay of Bengal has breached roads and
disrupted public transport.

"The flash floods have damaged rice paddy in more than 10,000 hectares," Orissa's agriculture and food
production director, Arabinda Kumar Padhee, told Reuters.

TV footage showed people in other areas sheltering on rooftops or wading through knee-deep water in
towns.

Catchment Rainfall Summary

Very heavy rainfall has occurred at isolated places over Lower Mahanadi catchment. Heavy rainfall has
occurred at isolated places over Burhabalaga, Upper and Lower Brahmani, Upper and Lower Mahanaedi,
Rushikulya and Vamsadhara catchments. Rainfall has occurred at most places ove all the catchments of
Orissa.

Chief Synoptic Situation


South West monsoon has been active over Orissa. Yesterday's welll marked low pressure area over North
West Bay of Bengal off Orissa coast intensified in to depression over North West Bay of Bengal and lay
centred at 0830 hours IST of today the 20th July 2009 near Lat. 21.0 deg. North and Long. 88.5 Deg. East
about 160 Km East South East of Balasore. The system is likely to intensify further and move in a West
North westerly direction and cross North Orissa, West Bengal coast between Balasore and Digha to day the
20th July 2009 evening. The axis of monsoon trough at sea level passes through Ganganagar, Delhi, Kanpur,
Daltonganj centre of depression and thence South East wards to East central Bay of Bengal.
