INTRODUCTION Purpose and structure of the report The Site Selection Methodology Paper (May 2009) (paragraphs 2.3.29 - 2.3.34) outlines the process to be used to create the preferred list of shaft sites, and this process also applies to CSO sites. Paragraph 2.3.31 lists the type of general considerations that will be addressed in each site suitability report, but they depend on the relevance to the site and professional judgement made in the assessments. This report was prepared through the assessment of information from the perspective of a number of technical disciplines: Engineering, Planning, Environment, Property and Community. The reports have been prepared on the basis of the information listed in Appendix 1 - Sources of Information, and this level of information is considered to be appropriate to the current stage. The Background Technical Paper provides information on the requirements for different site types, their sizes and typical activities/facilities within the sites. Each site suitability report considers a particular site on its own merits. In addition, an engineering options report was produced. Information from both of these reports will feed into the technical assessment of how well the site may fit in with tunnel design options, ensuring combinations of sites spread across the length of the tunnel route provide a reasonable spatial distribution of sites (that will best assist with the construction of the tunnel, operation and maintenance). This is considered in the Preferred Scheme Report. Background The process for selecting sites is set out in the Site Selection Methodology (May 2009) paper. The final part of Stage 1 includes this report. The following is an overall summary of all elements that apply to all the sites on the final short list: Part 1C - Creation of the Preferred List of shaft (and CSO) sites - site data, site visits, site suitability reports, engineering options report and optioneering workshops that will result in the Preferred Scheme Report.

Consultation The Thames Water project team held meetings with London local authorities, statutory and other stakeholders to review the provisional short list of shaft and CSO sites. All general and site specific comments can be found in a separate report titled Consultation on the Short List of Sites: Consultation Feedback Report. These comments were considered to help determine the final short list of sites, but they were also considered at the optioneering workshops. Further meetings were held with London local authorities, statutory and other stakeholders between January and March 2010. Comments are included in this report.

SITE INFORMATION Site and surroundings This section provides an overview of all the site information that will be used by one or more disciplines to assess the site in sections 3 to 9 of this report. Sites S68WH and S69WH are located in the London Borough of Wandsworth, adjacent to the railway lines that run parallel to Chelsea Bridge and located directly on the riverfront. Site 68WH is occupied by the disused Grade II* listed Battersea Power Station. Site S69WH is occupied by two industrial buildings, which are surrounded by general purpose hardstanding for parking and loading/unloading, although the southern area of S69WH is narrow and less useable. Both sites are irregular in shape and access is via Cringle Street. A site location plan is attached as Appendix 2. The sites and the surrounding area are predominantly industrial with several businesses in the immediate and wider vicinity, including motor parts and repairs, a gas holder station and Battersea dogs and cats home. The nearest residential developments are located 56 metres from the southern boundary of S68WH, separated from the site by Battersea Park Road. Site S69WH is not close to any residential developments. Both sites have views towards the residential properties located on Grosvenor Road, on the north bank of the river. The site is covered by various planning and environment designations in the Wandsworth Unitary Development Plan (2003). All the mapped designations are shown on the planning and environment plans in Appendix 3. Photographs of the site and surroundings, together with an aerial photograph of the site, are attached as Appendix 4. There is road access to the site from Cringle Street via Nine Elms Lane (A3205). There are London Underground stations less than 1.5km from the site (Pimlico, Vauxhall, Sloane Square and Victoria). There are existing wharfage/jetty facilities serving this site. A transport plan for the site is attached as Appendix 5. 2.1.10 Information on the geology specific to this site can be found within the services and geology plan, which is in Appendix 6. This plan shows that the shaft would be founded in London Clay. 2.1.11 It is understood that Transport for London is planning to extend the Northern Line, which could affect the works. The exact route is at present unknown. If this site is selected, there would be dialogue with TfL to consider matters if applicable, such as timing, engineering constraints, cumulative effects of the projects, potential for site sharing, etc. 2.2 2.2.1 Type of site The site S68WH is being considered as: a single main shaft site a split double main shaft site (S68WH combined with S69WH) an intermediate shaft site. 2.2.2 For the split double main shaft site, the two shafts are located a sufficient distance apart to allow the length of tunnel in-between to be used by both tunnel drives as a back shunt for the construction trains. In the permanent works, one shaft would be backfilled or capped off below ground level. In the latter case, a high level connection to the other shaft may be required to ventilate air from the capped shaft when the system fills. PROPOSED USE OF SITE CONSTRUCTION PHASE The proposed construction phase layouts for the shaft sites are located in Appendix 7 Construction Phase Layout, and are based on a preliminary assessment. The construction phase layout drawings are illustrative and show: the layout as a single main shaft site the layout as a double main shaft site the layout as an intermediate shaft site potential access points. 3.1.3 These drawings provide initial preliminary schematic layouts that have not been optimised. If the site proceeds to the next stage as a preferred site, construction phase layouts would be optimised to minimise impacts. Drawings of typical activities associated with the shaft construction phase are provided in Appendix 7. Potential above ground construction features (dependent on type of shaft) include: approximately 3m high hoarding around the site boundary welfare facilities, temporary structures, approximately 3m high grout plant, approximately 3 to 5m high, including silos mobile crane, approximately 30m high gantry crane, approximately 8m high. 3.1.5 Construction requires the western end of Cringle Street, approximately 50m in length, to be closed. The rest of Cringle Street, from the closure to the junction with Kirtling Street, would be closed with access only. A preliminary assessment of the traffic management which would be required is indicated on the temporary traffic management plan in Appendix 5. Preliminary data associated with the construction phase are provided in Table 3.1.

PROPOSED USE OF SITE OPERATIONAL PHASE Operational requirements The indicative operational phase layouts for the shaft sites are located in Appendix 8 Operational Phase Layout, and are based on a preliminary assessment. The generic elevations of structures shown on the operational phase layout are located in Appendix 8 and provide an illustration of typical examples of the permanent structures which are applicable to shaft sites. The underground infrastructure at this site is likely to be made up of a shaft, double flap a valve chamber and a 10m wide overflow culvert . For the double main shaft site, this assumes one of the shafts would be backfilled. The above ground infrastructure at this site is likely to comprise a ventilation column 10m high and 3m diameter, a ventilation building 5m x 15m x 5m high and a 20m x 10m top structure with openings. The top structure is to provide access and egress into the main shaft and flap valve chamber. For the double main shaft site, this assumes one of the shafts would be backfilled.

The top structures are envisaged to be finished at a level of 107m tunnel datum (TD) (7mAOD), and since the ground level mean value at this site is 104mTD (4mAOD), the top structures would be raised to approximately 3m above the current ground level. For further information on the generic layout of this top structure, refer to Appendix 8. Hardstanding would be provided to the top structures. The site would be fenced. Preliminary data associated with the operational phase are provided in Table 4.1.

It was anticipated that an overflow culvert would be required at shaft sites when the assessment in this report was undertaken. Although this was subsequently changed with overflow culverts no longer required at all sites, the assessment was not revised as it was considered that the difference would not change any disciplines conclusion on the suitability of the site. b It was anticipated that the ventilation column at shafts sites would be 10m high when the assessment in this report was undertaken. Although this was subsequently changed to 15m high, the assessment was not revised as it was considered that the difference would not change any disciplines conclusion on the suitability of the site. c It was anticipated that the elevation of top structures at both CSO and shaft sites would be finished at 107mTD when the assessment in this report was undertaken. Restoration and after-use The portion of the site not occupied by the permanent works would be restored to its original condition on completion of the construction works. If any buildings were demolished, these would not be reinstated unless required. ENGINEERING ASSESSMENT Access This section should be read in conjunction with Section 7.2. Road

Access to the site for all layouts would be from Cringle Street via Nine Elms Lane (A3205). Depending upon the use of the site, either single or multiple temporary access roads would be required from Cringle Street. If the site is to be used as a double main shaft site, the vehicle movement for the western site could be improved by introducing a through road system, accessing via Battersea Park Road and regressing through Cringle Street. Rail

There is no rail network local to this site. There are London Underground stations less than 1.5km from the site (Pimlico, Vauxhall, Sloane Square and Victoria). River

River access and jetty and wharfage facilities are present onsite. Information available suggests that these are not protected. The facilities are substantial and it may be possible to utilise them as part of the facilities required for this work (with or without development). However, for the purposes of this report, it is assumed that new facilities would be required and these are as indicated on the construction layout plans. If the site is to be used as a single main shaft site, two jetties would be constructed: one would serve as a material delivery point and the other as a material removal point. There is insufficient river frontage to accommodate both jetties and to respect the 100m buffer zone of the railway bridge (Grosvenor Bridge). For a split double main shaft site, the total berth face would need to double that required for a single shaft site. Restrictions on the river frontage length only allow for the construction of a 200m-long jetty for excavated material removal, and for two 100m-long jetties for material delivery. This arrangement does not maintain a 100m buffer zone from the railway bridge (Grosvenor Bridge) and also impinges on the protected Cringle Wharf. It should, however, be noted that an existing jetty already extends inside the 100m buffer zone. As such, provision of jetty/wharfage facilities represents a significant risk in respect of the viability of this site.

There would also be an impact on river usage/navigation. It would be necessary for this to be examined in detail in the form of a specific risk assessment (including modelling of barge movements) which would require discussions with and approval of the PLA. Material movement for an intermediate shaft site would be likely to be by road. However, as the site is adjacent to the river, there may be feasible opportunities to use barge access as described above. Construction works considerations No demolition is required. Available data on third-party assets shows that the main assets of concern are all those listed in Section 2.1. Construction methods would be adopted, as appropriate, to mitigate potential settlement of these assets. The shaft locations were chosen to avoid the various known tunnels that run through the site, although it is possible that there are additional, uncharted tunnels and further investigations are necessary to check on this. Ground contamination from the disused power station should be considered. It is likely that the proposed works can be constructed within the overall construction programme, although for the main shaft site options, this is totally dependent upon the availability of adequate jetty/wharfage facilities. Permanent works considerations The top structures to the shaft and flap valve chamber would be 3m above ground level. Health and safety Ground contamination associated with the disused power station would need to be investigated and taken into account as necessary. Mitigation measures may need to be put in place during construction. There are no other unusual health and safety issues with this site. Planning applications and permissions An initial desktop search of the London Borough of Wandsworth online planning applications database identified a long history of planning applications submitted since 1989 applicable to the site, both approved and currently pending decision, for the comprehensive redevelopment of the disused Battersea Power Station. The site has drawn a lot of attention in the past decade, especially recently when prospective developments for the site have been widely publicised. According to the boroughs records, there have been numerous consents granted but none implemented for the Battersea Power Station site. Initially, works for a leisure scheme planned for the site came to a halt in 1989. The site returned to the spotlight some seven years later, when new developers, Parkview International London plc, acquired the site in 1996. Approval was given in March 1997 to proposals (application no N/96/0713) for a leisure/entertainment complex in the power station, plus on adjacent land, the development of business use floorspace, post-production film studios, hotels, theatres, residential units, product showcase

pavilions, a railway station and 3,500 car parking spaces. A legal agreement between the developer and the council covering many aspects of the scheme, particularly transport and parking, was completed in May 1997. Details for the development followed, with Parkview submitting revised plans in 2004. The revised outline planning permission was granted and the legal agreement completed on 21 January 2005. 6.2.4 6.2.5 There have also been several planning applications within the past five years for temporary structures to host exhibitions and events. Most recently, application numbers 2009/3575, 2009/3576, 2009/3577 and 2005/3578 have been submitted. These seek planning permission and listed building consent for the repair, restoration, extension and conversion of the former power station, and demolition of the water pumping station to provide residential, retail, business, culture, event and conference uses. The applications also seek development of land surrounding the power station to provide retail, business, hotel, serviced apartments, residential, community and culture, assembly and leisure uses, including the construction of a basement to provide servicing, parking, energy centre, plant and storage. The proposals incorporate landscaping and open space, alterations to existing and creation of new pedestrian and vehicular access routes, parking and enabling works. Planning context The current planning policy context is provided from the saved policies in the Wandsworth Unitary Development Plan, adopted December 2003. The planning designations and policies that are applicable to the site are detailed below. All three sites are wholly located within the designated Thames Policy Area. Several policies are applicable to this designation. According to Policy R1, within the Wandsworth Thames Policy Area (WTPA) outside the industrial employment areas, Metropolitan Open Land, Putney Embankment Area and the safeguarded wharves, as defined on the proposals map, development of sites of 0.5 hectare and over will only be permitted if it includes a mix of uses, including housing, business, industry, river-related activities and other employment-generating activities; and lastly leisure activities, pubs and restaurants, hotels, community, education, health, small-scale retail uses, visitor attractions and open space. Policy R2 states that the development of sites on the Thames riverside within the WTPA, defined on the proposals map, will not be permitted unless provision is made for a riverside walk of at least six metres wide, incorporating provision for cyclists, and any new accesses linking the riverside walk to the surrounding area are at least three metres wide. The sites are located within a wider Archaeological Priority Area. Policy TBE14 states that where development involving ground disturbance is proposed in archaeological priority areas, the council will require developers to make provision for archaeological investigation. Normally, the submission of an archaeological evaluation report will be requested prior to determination. Archaeological investigation may also be required elsewhere in sites of archaeological potential. According to Policy TBE15, in appropriate cases, the council may also require preservation in situ, or excavation. The recording and publication of results will normally be required. Site S68WH is occupied by the disused Battersea Power Station, a Grade II* listed building. Under Policy TBE12, development involving the total or partial demolition of a listed building will not be permitted unless: a) it is not practicable to continue to use the building for its existing or a previous purpose and there is no other viable use for the building; or b) the special architectural or historic interest of the building would be enhanced by partial demolition.

6.3.10 Policy TBE13 also states that development involving alteration, extension or change of use of a listed building will not be permitted unless it would preserve the building, its setting and any features of special architectural or historic interest. Other development will not be permitted if it would harm the setting of a listed building.

6.3.11 Policy TBE11 states that development involving demolition in a conservation area will only be permitted if: a) the structure to be demolished makes no positive contribution to the character or appearance of the area or is incapable of further useful life; and b) detailed proposals for the reuse of the site, including any replacement building or other structure, have been approved. 6.3.12 A Green Chain designation runs along the northern boundary of the sites, along the waterfront. 6.3.13 Policy ON7 seeks to resist development proposals which would harm the open nature of any open land, which could contribute to a Green Chain, or links between open spaces, especially between areas of Metropolitan Open Land and where they would form strategic links with adjoining boroughs (see Map 5 of the UDP). 6.3.14 The site is adjacent to the River Thames, which is a protected Site for Nature Conservation. 6.3.15 Policy ON8 states that development which would harm a Site of Special Scientific Interest, Local Nature Reserve or any other site of nature conservation importance, or a protected species, will not be permitted unless it can be subject to conditions that will prevent damaging impacts, adequate mitigation measures are included, or other material considerations are sufficient to override nature conservation considerations. 6.3.16 A conservation area (Battersea Park) is within close proximity to the site but separated by railway lines to the west. The Churchill Gardens Conservation Area also lies on the opposite side of the River Thames. 6.3.17 According to Policy TBE10, development will not be permitted if it would: a) harm the character, appearance or setting of a conservation area; or b) fail to respect the grain of the area. 6.3.18 The site is situated within the Nine Elms Opportunity Area. This designation covers the whole of the site. The land lies within a long-standing industrial area that is safeguarded for industrial use under this designation. Use of this site for other purposes may require justification and mitigation. 6.4 6.4.1 Consultation comments A series of consultations on the shortlisted sites were held with London local authorities, statutory and other pan-London stakeholders during July to September 2009 and January to March 2010. This section summarises factual comments that have been made by consultees, and which have informed the SSR assessments. London Borough of Wandsworth S68WH 6.4.2 The council advised that there is a current planning application for major development renewal which will bring the Grade II listed Battersea Power Station building into beneficial use. Construction is due to commence in 2011 and a planning performance agreement is due for summer 2011. However, there maybe slippage, given the configuration of the Northern Line, which will possibly be extended to the southern part of the site. The council advised that there are possible implications for the power station application and that there are also proposals for the American Embassy in the vicinity of the site S69WH 6.4.3 The council stated that the site, located east of Cringle Dock, is a Treasury site and incorporates a Grade II* listed building which it wishes to see retained.

English Heritage S68WH, S69WH 6.4.4 English Heritage advised that there is concern about impacts upon the Grade II* listed Battersea Power Station, and whether proposals would jeopardise the longer term proposals for the power station site. Environment Agency S68WH, S69WH 6.4.5 The Environment Agency advised that there are Treasury Holdings proposals to redevelop the area to include a CHP plant and to bring in fuel barges for the plant. There may be a fuel mooring docking facility at the location. A package of mitigation has been agreed and the existing developer is planning to use the jetty to take away waste. There is currently a floating jetty/ pontoon at the site. There are aspirations to bring in a ferry service to the site (Thames clipper services). The Environment Agency also raised the issue of contaminated land. There are two large oil tanks below the ground which are currently being dealt with by the developer. Port of London Authority S68WH 6.4.7 The Port of London Authority stated that there is good access to the jetty, which has recently been refurbished. The tide here places restrictions on barge movements. S69WH 6.4.8 The Port of London Authority stated that a waste barge operation is currently operating in-between S69WH and S70WH. Any space for barges is currently already used and at capacity. It may therefore be difficult to have additional barge operations at this location. All of Middle Wharf, owned by Thames Water, is safeguarded and although it would be possible to use the wharf, it will be necessary to ensure that its future use is protected. Operations on the site currently provide heat and power for the housing estate on other side of the river. Transport for London S68WH, S69WH 6.4.9 No comment. Other statutory consultees S68WH, S69WH 6.4.10 The Greater London Authority advised that an Opportunity Area Planning Framework is being prepared for an extensive area which covers all of the shortlisted sites in this part of Wandsworth apart from Battersea Park. It is possible that there will be a reduction in industrial/ storage facilities, but not a reduction in wharves. There are Treasury Holdings proposals for Battersea Power Station. 6.5 6.5.1 Planning comments There are a number of planning designations that are applicable both on and adjacent to the site. These designations have been identified and described in Section 6.3 and of these designations, those relating to the potential redevelopment of the disused Battersea Power Station and its status as a Grade II* listed building are likely to be the most affected by the proposed development.

6.5.2

The site has a long history of applications submitted and approved for the redevelopment of the Battersea Power Station, however, none of them have been implemented. Approval was given in March 1997, shortly after the site was acquired by Parkview International London plc in 1996, to proposals (application no N/96/0713) for a mixed-use development including residential units, leisure, hotels, theatres, car parking, etc. A legal agreement between the developer and the council covering many aspects of the scheme, particularly transport and parking, was completed in May 1997. Details for the development followed, with Parkview submitting revised plans in 2004. The revised outline planning permission was granted and the legal agreement completed on 21 January 2005. The GLA has concluded in its Stage 1 report, dated 27 January 2010, that the comprehensive redevelopment of the Power Station site is supported in principle. The report states that the current planning applications (numbered 2009/3575, 2009/3576, 2009/3577 and 2005/3578) comply with a number of applicable London Plan policies. However, a number of deficiencies are also highlighted. Further work and additional information is therefore required across a number of key areas of the proposal. These include the retail assessment, affordable housing and children's play space provision, transport assessment, detailed urban design and strategic views issues, reassessment of social and community infrastructure requirements, demonstration of compliance with the blue ribbon network, climate change and safeguarded wharf policies, and a reduction in the proposed car parking provision. The GLA has indicated that if this information is provided in line with its recommendations, then the aforementioned planning applications could become fully compliant with the London Plan. Notwithstanding the recent Stage 1 decision by the GLA, the status of the redevelopment of the site is uncertain at this stage. However, it is envisaged that, due to the extensive site size, this could be used for an intermediate shaft site and the remaining area could be redeveloped for alternative uses during the tunnel construction phase, therefore not delaying or preventing the redevelopment of a significant portion of the site or of the listed power station. The practicalities of this will require further consideration, particularly in the case of a main and split double main shaft, since the proposed working areas cover a large proportion of the site along its river frontage and additional working areas to the south of the power station. The scale of onsite construction operations that would be involved with the double main shaft option could, in effect, prohibit the ability to simultaneously redevelop the site for other purposes. This scenario would be problematic and may be met with resistance by the LPA, who wish to see this longstanding derelict site redeveloped. The location and amount of construction activity proposed is likely to have an impact on the appearance and setting of the Grade II* listed power station building, Grade II buildings (Battersea Water Pumping Station and Battersea Park Railway Station) and the Churchill Gardens Conservation Area. This is particularly applicable to the main and split main shafts. A detailed assessment of impact and potential mitigation measures is provided in the built heritage assessment in Section 7. In all cases, on the completion of the tunnel works, the remaining site area may then be incorporated into a redevelopment scheme. Integration of the remaining top structure, which is likely to stand at 2m above current ground level, and other associated above ground infrastructure will require further consideration and mitigation to reduce potential visual impacts and impacts on the setting of the power station, in accordance with the Thames Policy Area designation and Listed Building policies. The site main and split double main working areas extend into a Site of Metropolitan Importance for Nature Conservation designation, which covers the entire River Thames. The main and double main shaft options both propose significant structures within the foreshore, and the impact of these structures on the designated area is considered in Section 7 of this report. Given the purpose of the Thames Tunnel Project to improve the environmental condition of the river, there is some compliance in principle with the associated SNCI policies. Further to this, any development onsite could have an adverse effect on plans for improved access to the riverside and the provision of a riverside walk, including provision for cyclists. However, potential redirection of those could be considered, in order to comply with Policy R2.

As the site is within an archaeology priority area, suitable investigation and remediation works would need to be agreed with the LPA in accordance with Policy TBE14. Further appraisal of the archaeological potential on the site is provided in Section 7 of this report.

6.5.10 Development of the site may interrupt the green chains and links designation, which runs along the northern boundaries of the sites, since a significant conveyor and jetty structure would be located within the foreshore. 7 7.1 7.1.1 ENVIRONMENTAL APPRAISAL Introduction The following sections summarise specialist assessments which are provided in Appendix 9 Environmental Appraisal Tables. Transport The site is suitable for use as an intermediate, main or double shaft site, but may require the construction of a new access road through the site. Access for the recycling depot, also accessed via Cringle Street, would need to be maintained. The route to the TLRN (A3205) is suitable as it is only a short distance, with no visible constraints. There is potential rail access adjacent to the site at Battersea Power Station but it would require the construction of a new connection and be subject to line usage. There is a possibility for the workforce to utilise public transport to access the site, and onsite parking could potentially be provided for some of the workforce. Alternative on-street parking is also likely to be available along Kirtling Street. The main and double main shaft site is adjacent to the river for river access via material conveyors. Archaeology Based on current information, the site is suitable as an intermediate, main or double shaft site as no archaeological receptors have been identified at this stage. It is, however, possible that archaeological receptors of high or medium value could be located within or near the site. Previous disturbance by the 19th century waterworks and the extant power station is likely to have been relatively extensive. Further research is required to clarify the potential for archaeological remains. Peat deposits containing archaeological material have been commonly recorded throughout London in a similar proximity to the River Thames. Given the location of the site and wider evidence for historical occupation along the river, it is a reasonable assumption to suggest that waterlogged remains of archaeological value may be present. Built heritage and townscape The site is less suitable for use as an intermediate, main or double shaft site because it has the potential to result in a direct impact upon the Grade II* listed Battersea Power Station and its curtilage. There is also the potential for indirect impacts on a further two Grade II listed buildings, one locally listed building and one conservation area, as well as upon the local townscape character and the character of the River Thames and its frontage. Mitigation in the form of a high-quality scheme design, screening and landscaping of the site could help reduce any adverse impacts. This would, however, require very careful consideration and would need to satisfy listed building consent for the works. Special attention would have to be paid to the location of constructional and operational features within the site and their relationship to the Grade II* Listed Battersea Power Station and its curtilage. Water resources hydrogeology and surface water In terms of hydrogeology, this site is suitable as an intermediate, main or double shaft site, as the shaft is to be constructed in London Clay (non-aquifer). The Chalk piezometric head is likely to be approximately 4m above the base of construction and should be taken into account in the engineering design. No impact on the Chalk aquifer is expected. The

superficial deposits at the site comprise alluvium and infilled scour feature, which are classified as a minor aquifer and which are likely to be subject to a limited impact on flow due to the use of a diaphragm wall or caissons. 7.5.2 In terms of surface water resources, this site is suitable as an intermediate, main or double shaft site because there is no direct pathway for pollution. Standard mitigation techniques would be required to ensure that the drainage system does not become a pathway for pollution. Ecology (terrestrial and aquatic) This site is considered less suitable as an intermediate, main or double shaft site because of a number of ecological issues. The sites are within a Site of Borough Grade I Importance, which would require sensitive working practices and potentially compensatory habitat provision. Specially protected bird species (black redstart and peregrine) are present, breeding onsite, which would affect working practices and may restrict times at which works could commence so as to avoid the breeding season. The construction of the overflow culvert on the River Thames foreshore is likely to require negotiation with the Environment Agency and mitigation, which may include compensatory habitat provision and post-works restoration. In addition, the main and double main shaft sites would require temporary and permanent land-take from the foreshore within a Site of Metropolitan Importance. This would likely require sensitive working practices and some compensatory provision. Flood risk This site is likely to be suitable for use as an intermediate, main or double shaft site (with S69WH) as although there may be constraints on SuDS due to suitability for infiltration, there is potential space for surface attenuation and the site is protected to the one in 1,000-year flood level. Air quality This site is suitable for use as an intermediate, main or double main shaft site as there is sufficient distance from the sites to potential dust sensitive receptors, and provided standard dust control measures are in place, there would be a low risk of a perceptible impact. There is potential for heavy goods vehicle (HGV) movements on the local road network to cause localised air quality impacts. However, this could be mitigated by minimising the movement of HGVs during peak hours. Noise This site is suitable for use as an intermediate, main or double shaft site, given the distances to the nearest residential receptors and as both the sites themselves, and the immediate surrounding area, already experience relatively high noise levels due to industrial uses, road and rail traffic. If the temporary working area is situated within the northeast corner of the site, this will assist in reducing potential noise impacts. However, it is recommended that noisy construction activities, or activities which may cause vibration, be undertaken during daytime hours only. This would reduce the noise impact during construction. In the case of the double main shaft site, the number of vehicles associated with the construction phase is likely to cause an adverse noise impact if HGVs travel along Kirtling Street. It is therefore recommended that HGVs travel to Nine Elms Road via Crinkle Street only. Land quality

7.10.1 The site is less suitable for use as an intermediate, main or double shaft site (with S69WH), based on the high potential for contamination to have occurred at the site. It has previously been developed for industrial use, principally water works, power station and engineering works. Potentially offsite contaminating activities also include gas works, landfill facilities, and railway lines. These potential contamination sources may impact upon construction

workers and other offsite human receptors through direct contact and inhalation exposure pathways. Additionally, the potential exists for contaminants to be drawn to the deeper aquifer. Migration to surface water receptors could also occur through groundwater transport. 8 8.1 8.1.1 SOCIO-ECONOMIC AND COMMUNITY ASSESSMENT Socio-economic profile The site is in the Queenstown ward. The ward has a higher percentage of unemployed people than the average for London or England, and a higher percentage of people with high level qualifications. The area has a mixed population, with a range of ages and ethnicity. While the site itself was inaccessible to fieldworkers, site visits found that the area is used mainly by employees of the many industrial works. Issues and impacts Due to the proposed location of the engineering works for a split double main shaft site, main shaft site or intermediate shaft site, it seems likely that the greatest impact would be on the surrounding industrial and commercial premises, especially the refuse transfer station adjacent to the site to the east, loss or change of access to which may affect members of the local community. The double main shaft site would have works in the southeast of the site, opposite Brook Court, a gated residential development on Cringle Street. Given the developments current proximity to an industrial area, however, the relative effects of works on the double main shaft site are likely to be low. The works and remnant structures onsite would restrict or otherwise affect any future development of the Battersea Power Station and its surroundings. PROPERTY ASSESSMENT Introduction The site comprises the Battersea Power Station and the immediately surrounding area. The site falls within the Battersea Power Station regeneration area, which is deemed a significant regeneration site in London. The scheme includes retention of the existing power station building with a mix of residential, office, leisure, retail and hotel uses, together with extensive public realm. Crown Land and Special Land comments It is not envisaged that there will be any issues relating to acquisition due to Crown or Special Land procedures. Land to be acquired The compensation assessment assumes that the worksite and access to it will be acquired temporarily via the acquisition of new rights for the period of the works stated in the engineering section above. It assumes that at the end of the works, a smaller area would need to be acquired permanently. Property valuation comments Compensation for the acquisition of new rights is normally based on the diminution in value to the land caused by the acquisition. Compensation for the permanent acquisition of land is normally based on market value. However, compensation for the permanent acquisition of unusual types of property, where there is no general market, can be assessed on the basis of the cost of equivalent reinstatement at a new site, but there must be a genuine intention to reinstate.

No rights of way or easements have been included in the assessment of this site acquisition cost. The site is identified as a significant and iconic regeneration scheme. An extensive master plan has been produced, outlining the proposals. A planning application was recently submitted in respect of the site. Consent is sought for 3,700 new homes, 1,500,000 square feet of office space and 500,000 square feet of retail, restaurants and leisure facilities. The site has changed hands in the last few years and the price reported was 400m. Disturbance compensation comments The main building on the site has been unused for a number of years. It is noted that parts of the site are occupied for temporary uses, such as a site compound in connection with nearby construction works and an area for parking or events, such as concerts. Given the development aspirations for the site, it is assumed that none of these uses are for a long-term basis and so it is unlikely that there would be active occupiers to displace from the site. Offsite statutory compensation comments It is unlikely that statutory claims will be founded under either Part I of the Land Compensation Act 1973 or Section 10 of the Compulsory Purchase Act 1965, provided (in the case of the latter) that access is maintained at all times to the adjacent properties on Cringle Street. Site acquisition cost assessment Based on the transactional evidence and the pending planning application, it is considered that the site acquisition costs will be significant. It is unlikely the costs will be acceptable to the project. SITE CONCLUSIONS BY DISCIPLINE Introduction

It is possible that there are other tunnels and underground structures associated with the power station in addition to those currently identified. 10.3 Planning Main shaft site and split double main shaft site 10.3.1 This site is considered less suitable for use as a main or a split double main shaft site. 10.3.2 Use of the site for a single main or split double main construction site would result in a significant land-take across the site and a substantial amount of construction activity, both onsite and in the river. The level of construction activity would reduce the potential to redevelop the site in parallel with other uses, which could cause significant delay or even hinder the potential for regeneration of such a prominent site. 10.3.3 Potential impacts on the appearance and setting of the Grade II* Battersea Power Station listed building are likely to require significant mitigation in both cases, and the level of disruption may be considered unacceptable. Intermediate shaft site 10.3.4 This site is considered suitable for use as an intermediate shaft site. 10.3.5 Due to the smaller site size required for an intermediate shaft, it may be possible to implement regeneration proposals alongside the use of the site for the Thames Tunnel Project, with later integration of the temporary working areas. 10.3.6 However, the proposed location of the construction works will be highly visible from the river and is likely to have an impact on setting and appearance of the listed building. Such impacts will require mitigation. 10.3.7 Under all three proposed scenarios, the design, permanent access and particularly visual impact of the remaining after-use structures will also require further consideration in relation to the Grade II* listed power station and future regeneration plans. 10.4 Environment

10.4.1 Overall, the site is considered to be suitable as either an intermediate, main or double main shaft site, although mitigation would be required to enable the site to be used for either purpose. 10.4.2 Based on current information, the sites are considered suitable from the perspective of transport, archaeology, water resources, flood risk, air quality, and noise. 10.4.3 The sites are considered less suitable from the perspective of built heritage, townscape, ecology and land quality. 10.4.4 Overall, the sites are considered suitable, subject to further investigation of whether built heritage, townscape, ecology, and land quality impacts can be adequately mitigated. Likely mitigation considerations would include:

10.5.1 This site is regarded as suitable for use as either a split double main, main or intermediate shaft site, as it appears unlikely to have a significant impact on the local community due to the existing industrial and commercial land uses around the site. 10.5.2 Industrial and commercial properties in the vicinity of the site appear the most likely to be impacted by the proposed use of the site. Of these premises, the adjacent Cringle Dock Refuse Transfer Station to the east, which is used by residents of the borough, appears the most likely to be affected. Mitigation may involve discussions around maintaining access to the waste facility. 10.5.3 The current site layout for the split double main shaft site also shows the site workshop and materials storage area adjacent to Battersea Park Road. While this may have some likely impact on the local residential development opposite, taking into consideration the proximity to an industrial area and a main road, the magnitude of the impact is likely to be minimal. Mitigation may involve discussions around minimising noise disruption along the south-eastern boundary of the site. 10.5.4 Due to the presence of Battersea Power Station a high profile London landmark currently in the spotlight for redevelopment on the site, groups with an interest in the area may emerge at a later stage. Mitigation may involve discussions with such groups, the local authority and even future developers over the use of the site, as well as restoration and after-use. 10.6 Property

10.6.1 This site is not suitable for a main shaft, a double main shaft or an intermediate shaft site due to significant acquisition costs.

Transport Intermediate Site considerations Access to road network Comments The site access is onto the western end of Cringle Street within Battersea Power Station land. This would possibly require the construction of a new access road through the site. Access to the Cringle Dock Refuse & Recycling Centre would need to be maintained. Cringle Street is a two-way no through road subject to a 30mph speed limit. It is street lit and has a carriageway width of 7.5m with single yellow line parking restrictions on both sides. Parking was noted to occur along Cringle Street, mostly consisting of HGVs. Mitigation required and conclusions Access to the recycling depot would need to be maintained. A new access road would possibly require construction and access to the recycling depot would need to be maintained. Route to TLRN (A3205) is via Cringle Street with no visible constraints. Summary Based on current information the site is suitable as an intermediate shaft site as no archaeological receptors have been identified. It is however possible that archaeological receptors of high or medium value could be located on or near the site. Previous disturbance by the 19th century waterworks and the extant power station is likely to have been relatively extensive. Further research is required to clarify the potential for archaeological remains. Peat deposits containing archaeological material have been commonly recorded throughout London in a similar proximity to the Thames. Given the location of the site and wider evidence for historical occupation along the river, it is a reasonable assumption to suggest waterlogged remains of archaeological value may be present. Category 3 Assessed as High Risk The site is less suitable with respect to land quality, based on the high potential for contamination to have occurred at the site. It has previously been developed for industrial use, principally water works, power station and engineering works. Potentially off-site contaminating activities also include gas works, landfill facilities, and railway lines. These potential contamination sources may impact upon construction workers and other off site human receptors through direct contact and inhalation exposure pathways. Additionally, the potential exists for contaminants to be drawn to the deeper aquifer. Migration to surface water receptors could also occur through
