CURRENT INCIDENT OBJECTIVES:
Current weather: Temp 68°F, raining. Winds from the SW at 5 mph. DEP inspected and cleared all
catch basins in area of West and Vesey.
"Ground zero" has been divided into 4 "sectors" or quadrants; agencies will use these quadrants to
regionalize their operations (see Attachment 1).
Fire/EMS continuing field search and rescue operations (FDNY, FDNY EMS).
Law Enforcement maintaining secure perimeter of the affected area; continue investigation of the
WTC crime scene. Credentialing is becoming more effective and efficient (see "Law Enforcement
"below).
Human Services continues to work on several functional areas: donations, volunteers, services, and
special needs (see "Human Services" below).
All public inquiries regarding any type of donation(s) must be directed to the NY Donations Hotline
staffed by SEMO (800) 801-8092.
Mental health counseling and services to the community are being provided around the clock.
Debris removal and sorting remain on going (see DSNY "debris management" below).

PROJECTED INCIDENT OBJECTIVES:


• Continue to assist in the debris removal and logistics required by the recovery effort.
• DoITT developing a capability for aggregating detailed engineering drawings of all infrastructure
organizations with facilities in or around the disaster site.
• Public Works coordinating inspection protocols and re-occupancy criteria.
• Educate all agencies on the badge and access procedures.
• Complete inventory of all equipment and consumables in staging areas.
• Emergency Mapping and Data Center will add more layers of data for analysis purposes.

• Arranged for their contract vendor, Healthcare Waste Management, to pick up the
medical/hazardous wastes from the DMATs and DMORTs at a specified location.

State Fire
Statewide Mutual Aid and Mobilization plan remains in effect.
The OFPC Command post is being operated on a 24-hour basis in Albany.
Providing assistance to FDNY to the NYS RRT #1 UTSAR Team by providing relief coverage
for UTSAR members and staff.
Supporting on-site rescue /recovery operations as directed by FDNY and performing other
duties appropriate for the situation.
Projected objectives include an improvement in communication with NYC OEM and SOC.

CURRENT OBJECTIVES:
• Five (5) DMATs (Disaster Medical Assistance Teams) providing coverage at various
locations including "ground zero" see the USPHS report below.

• Two (2) Disaster Mortuary Operational Response Teams (DMORT) are positioned at
Vesey Street and Trinity and Liberty.
• DoH addressing environmental issues such as food, water, and air safety, as well as,
rodent control.
• Ensuring safety of on-site workers with PPE, feeding and sanitary facilities.
• Conducting hospital, rescue worker, syndromic, and initial injury surveillance; working
to obtain number of response personnel on-scene at "ground zero" to serve as baseline.
• Distributing fact sheet for individuals and rescue workers on issues including asbestos,
respiratory, issues, blood-borne pathogens, and re-occupation.

PROJECTED OBJECTIVES:
• NYU Downtown Hospital on generator power; restoration in process.
• NYS and NYC DOH working to address food issues and re-opening of restaurants in
lower Manhattan.
• Freon testing to be conducted daily in WTC area. No current problems reported. Up to
160,000 Ibs of liquid freon was stored in the basement area between WTC Towers 1&2.
• OSHA will take over fit testing at PS 89 on 9/20

CURRENT OBJECTIVES:
• Occupational and Public Health Issues being addressed for emergency responders.
• Washdown stations for trucks and personnel coordinated by DEC, EPA, NYCDOH and
NHSDOH.
• Pursuant to a directive from John Odermatt distributed 9/19/01 only representatives from
25 specific agencies will be allowed access to the red zone. All other agencies will
provide lists of personnel that need access to the area will supply a list to OEM
credentialing officer who will approve it and fax it to the credentialing checkpoint at
West and Chambers.
• Investigation and evidence collection


Security Detail at Channel 13 Victim Hotline Center.

PROJECTED OBJECTIVES:
• FBI, DSNY, and OEM have discussed the procurement of additional resources at Fresh
Kills.

• Problems with controlling/credentialing the shear numbers of contractors and insurance

• 44 Worth Street remains closed. DOITT has prioritized restoration of telecommunications at
this location.
• Probation HQ at 33 Beaver still not operational due to poor air quality.

INFRASTRUCTURE:
CURRENT SITUATION/OBJECTIVES:
• All catch basins in area of West Street & Vesey Street were inspected and are in working
order for the projected rain fall.
• ConEd working to restore power to the Courtlandt network. As of 1200 hrs 9/18 5,256
customers still without power.
• ConEd working to restore gas to buildings in the affected area.
• DSNY working to clear streets and work with DoH for cleanliness in affected area.
• USCG maintaining the Waterway Emergency Response Zone and the UN Zone.
• Verizon working to restore telephone service and emergency requests.
• DOB inspectors and engineers are available 24 hours to respond to inspection requests.
• DOITT restoring data and telecommunications to a prioritized list of public and private facilities.

• Electrical damage is very extensive. Restoration times are estimated based on working

minutes other hours until midnight and hourly from midnight to 0600.

TBTA (Tri-Borough Transit Authority)


• TBTA maintaining high-level of security throughout system in response to numerous bomb
threats.
• All TBTA bridges and tunnels are open in both directions with the exception of the Brooklyn-
Battery Tunnel, which remains closed in both directions (except for emergency vehicles and
express buses).
• Holland Tunnel closed. Restricted to emergency vehicles only.

TLC (Taxi and Limousine Commission)


• The 40 Rector Street building has been declared structurally sound; there is electric but no
telephone service. The building, however, is located within the red or restricted zone, therefore
no public access is allowed to the building.

• FEMA has activated a full cadre of federal agencies and established a Disaster Field Office
(DFO) at Pier 90 to support the five counties included in the President's declaration. On Sep
18th, the President authorized 100% Federal funding for Public Assistance Programs to State
and affected local governments. In addition, Incident Management Teams, five DMATs
(Disaster Medical Assistance Teams), eight USARs (Urban Search and Rescue Teams) and
many other specialized teams are deployed to support emergency operations. Eight (8) USAR
teams have been deployed.
