INTRODUCTION Purpose and structure of the report The Site Selection Methodology (May 2009) paper (paragraphs 2.3.29 - 2.3.34) outlines the process to be used to create the preferred list of shaft sites, and this process also applies to CSO sites. Paragraph 2.3.31 lists the type of general considerations that will be addressed in each site suitability report, but they depend on the relevance to the site and professional judgement made in the assessments. This report was prepared through the assessment of information from the perspective of a number of technical disciplines: Engineering, Planning, Environment, Property and Community. The reports have been prepared on the basis of the information listed in Appendix 1 - Sources of Information, and this level of information is considered to be appropriate to the current stage. The Background Technical Paper provides information on the requirements for different site types, their sizes and typical activities/facilities within the sites. Each site suitability report considers a particular site on its own merits. In addition, an engineering options report was produced. Information from both of these reports will feed into the technical assessment of how well the site may fit in with tunnel design options, ensuring combinations of sites spread across the length of the tunnel route provide a reasonable spatial distribution of sites (that will best assist with the construction of the tunnel, operation and maintenance). This is considered in the Preferred Scheme Report. Background The process for selecting sites is set out in the Site Selection Methodology (May 2009) paper. The final part of Stage 1 includes this report. The following is an overall summary of all elements that apply to all the sites on the final short list: Part 1C - Creation of the Preferred List of shaft (and CSO) sites - site data, site visits, site suitability reports, engineering options report and optioneering workshops that will result in the Preferred Scheme Report.

Consultation The Thames Water project team held meetings with London local authorities, statutory and other stakeholders to review the provisional short list of shaft and CSO sites. All general and site specific comments can be found in a separate report titled Consultation on the Short List of Sites: Consultation Feedback Report. These comments were considered to help determine the final short list of sites, but they were also considered at the optioneering workshops. Further meetings were held with London local authorities, statutory and other stakeholders between January and March 2010. Comments are included in this report.

SITE INFORMATION Site and surroundings This site is one of the shortlisted sites for Frogmore Storm Relief Buckhold Road CSO. This section provides an overview of all the site information that will be used by one or more disciplines to assess the site in sections 3 to 9 of this report. The proposed site would occupy the car park of 1 60 Park View Court, within the London Borough of Wandsworth. Park View Court consists of residential flats situated at the junction of Broomhill Road and Buckhold Road. Access to the car park is taken from Broomhill Road opposite the semi-detached dwellings at 9 24 Broomhill Road. A site location plan is attached as Appendix 2. The area is generally mixed, with Wandsworth Town Centre located 150m to the north, and the Business Village immediately adjoining the northern boundary of the site. West Hill Primary School is located to the northwest. The area to the west and south of the site is residential and King Georges Park is located to the southeast. The area east of the site consists of a mix of residential and retail, including the Southside Shopping Centre. The boundary of the Wandsworth Town Conservation Area is located close to the proposed site. The site falls within an archaeological priority area, while Green Chains and links pass through the local centre, following the route of the River Wandle. All the mapped designations are shown on the planning and environment plans in Appendix 3. Photographs of the site and surroundings, together with an aerial photograph of the site, are attached as Appendix 4. There is road access to the site via Broomhill Road, which is a short distance from the A3. The site is 2.3km from rail access, using the route A3 and A3036. East Putney London Underground station and Wandsworth Town rail station are less than 1.5km from the site. There are no existing jetty/wharfage facilities at the site and it is remote from any potential river route. A transport plan for the site is attached as Appendix 5. Third-party assets and significant utilities are listed below and are shown on the services and geology plan in Appendix 6: Residential buildings to the southwest and east.

The locations of other third-party assets, such as BT and fibre-optic communication cables, are to be confirmed by further studies and utility searches and may not be shown on the services and geology plan. Information on the geology specific to this site can be found within the services and geology plan, which is in Appendix 6. This plan shows that the shaft would be founded in London Clay.

2.1.10 It is understood that National Grid is planning to build a cable tunnel which would run through the outside eastern part of the site. If this site is selected, there would be dialogue with National Grid to consider matters if applicable (such as timing, engineering constraints, cumulative effects of the projects, potential for site sharing, etc.) 2.2 2.2.1 Type of site The site C07BD is being considered as a CSO site to intercept the Frogmore Storm Relief Buckhold Road CSO (CS07B). PROPOSED USE OF SITE CONSTRUCTION PHASE The proposed construction phase layouts for the CSO site are located in Appendix 7 Construction Phase Layout, and are based on a preliminary assessment.

The construction phase layout drawings are illustrative and show: the layout as a CSO site potential access point.

These drawings provide initial preliminary schematic layouts that have not been optimised. If the site proceeds to the next stage as a preferred site, construction phase layouts would be optimised to minimise impacts. Photographs of typical activities associated with the CSO site construction phase are provided in Appendix 7. Potential above ground construction features include: approximately 3m high hoarding around the site boundary welfare facilities, temporary structures, approximately 3m high grout plant, approximately 3m to 5m high, including silos mobile crane, approximately 30m high (maximum and not for full construction duration).

A preliminary assessment of the traffic management which would be required is indicated on the temporary traffic management plan in Appendix 5. PROPOSED USE OF SITE OPERATIONAL PHASE Introduction The indicative operational phase layout for the CSO site is located in Appendix 8 Operational Phase Layout, and is based on a preliminary assessment. The generic elevations of structures shown on the operational phase layout are located in Appendix 8 and provide an illustration of typical examples of the permanent structures which are applicable to CSO sites. The above ground infrastructure at this site is likely to comprise a ventilation column 10m high and 3m diameter, a ventilation building 5m x 15m x 5m high and a 20m x 10m top structure with openings. The top structure is to provide access and egress into the main shaft and flap valve chamber.

structures would be raised to approximately 3m above the current ground level. For further information on the generic layout of this top structure, refer to Appendix 8. 4.1.5 4.1.6 A hardstanding would be provided to the top structures. The site would not be fenced. Preliminary data associated with the operational phase are provided in Table 4.1. If any buildings were demolished, these would not be reinstated unless required. ENGINEERING ASSESSMENT Access This section should be read in conjunction with Section 7.2. Road 5.1.2 5.1.3 The site is immediately adjacent to Broomhill Road, which is directly off the A218 (Buckhold Road). Access from Broomhill Road would apply to both the construction and operational phases. Rail 5.1.4 There is no rail network local to this site. Rail access is not considered to be a significant factor for CSO sites. River 5.1.5 River access is not a requirement for CSO sites. In addition, the site is remote from any feasible water route. Construction works considerations The site is within the car park of properties fronting Buckhold Road. The CSO drop shaft would be located approximately 20m away from the nearest residential building. The construction working area would use up most of the car park area, but the site could be arranged to provide limited car parking spaces for residents in the adjacent buildings.

The drop shaft would be approximately 45m from Frogmore Storm Relief Sewer as a direct connection. The length and depth of this shortest route connection to the interception chamber may preclude tunnelling/pipejacking under the multi-storey residential building. Therefore, the proposed interception chamber has been located at the junction of Broomhill Road and Buckhold Road so that the CSO connection culvert could run into and under Broomhill Road for approximately 85m, using an open cut or tunnelling method. No demolition would be required on this site. Data available on third-party assets and significant utilities show that the items of concern at this site are the residential buildings along the east of the site. Construction methods would be adopted, as appropriate, to mitigate potential settlement of this asset. It is likely that the proposed works can be constructed within the overall construction programme. Permanent works considerations The top structures to the drop shaft and flap valve chamber would be finished at ground level. Health and safety There are no unusual health and safety issues with this site. PLANNING ASSESSMENT Introduction The planning assessment builds on the advantages and disadvantages reported in Table 2.3 and covers the following areas: Planning applications and permissions Planning context Planning comments.

Planning applications and permissions An initial desktop search of the London Borough of Wandsworth online planning applications database did not identify any planning applications submitted within the last five years applicable to the site. Planning context The following is a summary of the relevant local planning policies and designations affecting the site and are taken from the current statutory development plan for the borough. The local plan comprises the saved policies from the Wandsworth Unitary Development Plan, adopted August 2003, and the Consolidated London Plan, adopted February 2008. Policy TBE14, Archaeological Priority Area, states that where development involves ground disturbance, the council will require developers to undertake an archaeological investigation. As appropriate, the council may, under Policy TBE15, require the preservation of findings either in situ or by excavation. The site lies adjacent to residential properties. Policy GEN12, Housing in determining proposals for development, the council will seek to protect and enhance the character and amenity of residential areas. The proposal site is located adjacent to the Wandsworth Town Conservation Area.

Policy TBE10, Conservation Area, prohibits development which would harm the character, appearance and setting of a conservation area. Policy ON7, Green Chain Links, prohibits development that would harm the open nature of any open land that might contribute towards Green Chain or links between open spaces and especially between Metropolitan Open Land, and where they form strategic links between boroughs. Consultation comments A series of consultations on the shortlisted sites were held with London local authorities, statutory and other pan-London stakeholders during July to September 2009 and January to March 2010. This section summarises factual comments that have been made by consultees, and which have informed the SSR assessments. London Borough of Wandsworth

No comment. Planning comments A number of planning designations apply to the land both within and adjacent to the site. These designations and applicable policies have been identified and described in Section 6.3. The site falls within a designated archaeological priority area. The appropriate level of site investigation should be agreed with the LPA in accordance with policies TBE14 and TBE15. Further appraisal of the archaeological potential on the site is provided in Section 7. The proposal site is situated close to residential dwellings. The closest residents fall within approximately 5m from the operation area. The operation of the proposal site is likely to impact upon residential amenity due to noise, dust, vibration and traffic movements. It is unlikely that adequate mitigation would remedy these potential impacts due to the close proximity of the works. Furthermore, the car parking for the residents of Park View Court would be lost, and providing alternative car parking facilities within the immediate vicinity is likely to be difficult. The proposal site is also within close proximity to West Hill Primary School and mitigation would also be required to avoid potential amenity impacts on this sensitive receptor. The site is adjacent to the Wandsworth Town Conservation Area. With appropriate mitigation to reduce potential impacts on setting, appearance and local views, the proposal

should not cause an unacceptable level of impact on this designation. Further appraisal of heritage considerations is provided in Section 7. 7 7.1 7.1.1 ENVIRONMENTAL APPRAISAL Introduction The following sections summarise specialist assessments which are provided in Appendix 9 Environmental Appraisal Tables. Transport The site is suitable. However, use of the site would involve the loss of 40 residential and six on-street parking spaces. Some parking is available onsite for the workforce but on-street parking in the surrounding roads is unsuitable due to pay restrictions. However, there is the potential to use a nearby NCP car park to replace displaced parking and to provide for workforce shortfall. River access is not essential as excavated material would be transported to a main hub site by road. Access to the TLRN is only 500m away. However, routes to both rail and TLRN are constrained by the junction treatment at the Broomhill Rd/ Buckhold Rd junction, which may require removal. Rail transport is unlikely to be required due to the small volumes of excavated material produced by the site. There is reasonable potential for the workforce to use public transport to access the site. The connection culvert runs across the carriageway to the interception chamber, and these features would require temporary traffic management to enable construction. Archaeology The site is suitable as no records of archaeological remains have been identified, although due to a lack of previous investigations in the area, the nature and extent of archaeological receptors cannot be confidently predicted. With the currently available information, it is possible that archaeological receptors of high or medium value may be present within this site. While no direct evidence has been revealed, waterlogged remains and peat deposits of high or medium value may also be present. Built heritage and townscape The site is suitable because it would not result in any direct impacts upon the historic built environment and the local townscape character. Impacts upon the character of the site and some local views, as well as upon one Grade II listed building (Down Lodge, 75m to the southwest) and the Wandsworth Town Conservation Area could be mitigated through the scheme design and/or screening of the site. Water resources hydrogeology and surface water In terms of hydrogeology, the site is suitable because the drop shaft is to be constructed in London Clay (non-aquifer). The Chalk piezometric head is likely to be approximately 5.1m above the base of construction and should be taken into account in the engineering design. No impact on the Chalk aquifer is expected. The superficial deposits are Kempton Gravel, which is classified as a minor aquifer at the shaft site. There would be a limited impact on flow in the shallow aquifer due to the use of a diaphragm wall or caissons. In terms of surface water resources, this site is less suitable because there is potential for a clash with the Frogmore Storm Relief Sewer and, as such, specific mitigation would be required. However, there is no overland pathway for pollution to the surface water.

Ecology The site is suitable and may only require basic ecological surveys, if selected. Flood risk The site is suitable because it is within Flood Zone 1 and has less than a one in 1,000-year risk of flooding. There is limited space for SuDS onsite and an investigation is required to determine the suitability for infiltration SuDS. Air quality The site is less suitable for use as a CSO site as there is potential for fugitive emissions of dust during construction to have a perceptible impact at nearby residential properties. These impacts can be minimised with standard dust control measures. There is potential for HGV movements on the local road network to cause localised air quality impacts in areas of already poor air quality. However, this can to some extent be mitigated by minimising the movement of HGVs during peak hours. Noise The site is less suitable due to the short distances to the nearest residential properties at Park View Court and Broomhill Road. Any shielding afforded by the site perimeter barriers would be largely ineffectual due to the height of these properties. It is also anticipated that a large number of vehicles associated with the construction phase and the proposed access route along Broomhill Road are likely to cause an adverse noise impact. Land quality

7.10.1 The site is less suitable, based on the moderate potential for contamination of the site to have occurred, specifically from the works and gas mantle operations historically undertaken in the vicinity of the site, and the potential presence of storage tanks in the vicinity of the site. This potentially poses a risk to construction workers and adjacent human receptors through direct contact and inhalation exposure pathways. 8 8.1 8.1.1 SOCIO-ECONOMIC AND COMMUNITY ASSESSMENT Socio-economic profile The site is within the Southfields ward of the London Borough of Wandsworth. Statistics from the Office of National Statistics (ONS) 2001 Census data show the following indicators for the ward, in comparison to the rest of Wandsworth, London and England as a whole: A higher rate of full-time employees and self-employed people. A higher rate of employment in professional occupations. A substantially higher proportion of people educated to Level 4/5 (degree level). Fewer people aged 19 or under, or 45 and over, (with comparably more people in their twenties and thirties). There is a high percentage of young children (aged 0-4 years), indicating that there is a growing population in the area. Approximately 82% people are white and around 74% of people were born in the UK. A higher proportion of residents reporting a good state of health. 8.1.2 Overall, this community profile suggests that the ward population consists of mainly young professionals.

Issues and impacts Due to the engineering requirements for a CSO site in this location, the greatest potential impact, from a community impacts perspective, appears likely to be caused by the loss of the car park to Park View Court and the likely disturbance to residents living in close proximity to the works area. The surrounding land uses are mainly residential; therefore, similar noise related impacts are likely to affect residents in proximity to the site. Wandsworth Business Village is opposite the site to the east and is likely to experience some disruption from works on the site. Also in the vicinity to the northwest is the West Hill Primary School, which is potentially affected by the use of the site, and which also appears to offer some adult education services. PROPERTY ASSESSMENT Introduction The site under consideration as a CSO site comprises the car parking area and grounds for residential flats at Park View Court, Broomhill Road. Crown Land and Special Land comments The land is owned by Peverel Properties Limited and is used as car parking associated with the adjoining flats, which are also owned by Peverel. This site appears to be neither Crown Land nor Special Land and there should be no procedural difficulty in acquiring the land using compulsory purchase powers. Land to be acquired The working area is the car park to a block of flats that appears to have been built in 1992. The compensation assessment assumes that the worksite would be acquired temporarily, via the acquisition of new rights for the period of the works stated in the engineering section above. The operational phase would require the permanent acquisition of an area, with dimensions of approximately 15m by 15m, near the Broomhill Road frontage. Property valuation comments The freehold is owned by Peverel Properties Limited and is subject to various long leasehold interests in relation to the flats. There is no information to suggest what rights the leaseholders have over the car park area, but it is likely that rights exist. The planning history shows no recent search results for the site. It therefore appears that there are no intentions to redevelop the site. If compensation is assessed on the basis of diminution in value to the flats for the duration of the works and on a market value basis for the permanent acquisition, the costs are likely to be acceptable. If compensation is assessed on the basis that temporary car parking can be provided nearby for the duration of the works and on a market value basis for the permanent acquisition, the costs are likely to be acceptable. Disturbance compensation comments The site is used for parking and therefore there is not likely to be any significant disturbance compensation payable.

Offsite statutory compensation comments There should be limited potential for offsite statutory compensation under Section 10 of the Compulsory Purchase Act 1965, as there is unlikely to be any physical interference with public or private property rights. There should also be limited potential for claims under Part 1 of the Land Compensation Act 1973, as the completed works are unlikely to result in diminution in value to property. Site acquisition cost assessment The statutory acquisition costs are likely to be acceptable. SITE CONCLUSIONS BY DISCIPLINE Introduction

10.1.1 The conclusions presented in this section are drawn from each disciplines assessment , and are designed to inform the workshop where a final conclusion on whether the site moves forward as one of the preferred sites or not. 10.2 Engineering
10.2.1 This site is less suitable as a CSO site as it would be some distance away from the interception chamber and the proposed route for the connection culvert to the drop shaft would run under the main road for approximately 85m. Further investigations would be required to determine if the shortest route connection under the multi-storey residential building would be feasible. The shaft would be in very close proximity to residential buildings. However, the site would have good vehicular access and would be of adequate size. 10.3 Planning
10.3.1 On balance, the site is considered to be not suitable for use as a CSO site. 10.3.2 The site is located very close to residential properties and is likely to have a detrimental impact on residential amenity that would be very difficult to satisfactorily mitigate. 10.4.1 Overall, the site is considered to be suitable for use as a CSO site. 10.4.2 The site is suitable from the perspectives of transport, archaeology, built heritage and townscape, hydrogeology, ecology and flood risk. 10.4.3 The site is considered less suitable from the perspectives of surface water, air quality, noise and land quality. 10.4.4 Overall the site is considered suitable, subject to further investigation of whether air quality, noise, land quality and surface water impacts as well as transport and townscape impacts can all be adequately mitigated. Likely mitigation considerations would include the following: Transport provision of alternate parking for residents Townscape high-quality scheme design and/or screening would be required to protect the character of the area, including local views Air quality minimising of the movement of HGVs during peak hours may be required to mitigate local air quality impact

Noise standard noise barriers are unlikely to be entirely effective and other techniques may be required to reduce construction noise to acceptable levels Surface water investigation of Frogmore Storm Relief Sewer site constraint Land quality any required remediation of contamination (at this moderate risk site) and / or measures to ensure no mobilisation of contaminants retained in situ. 10.5 Socio-economic and community
10.5.1 From a community impacts perspective, this site appears less suitable for use as a CSO site. Use of the site appears likely to have a significant impact on residents of Park View Court due to the disturbance of the works themselves and the loss of the car parking. 10.5.2 The site is adjacent to and opposite further residential dwellings, as well as the Wandsworth Business Village and West Hill Primary School. These also appear likely to be affected by the noise and visual disruption. Mitigation may be provided through limiting site hours and noise reduction measures to minimise any disturbance to the dwellings. 10.6 Property
10.6.1 This site is considered suitable as a CSO site. 10.6.2 The advantages of the site are as follows: Acquisition costs should be acceptable The site is relatively undeveloped. 10.6.3 The disadvantage of the site is as follows: The loss of parking and the execution of the works would create a significant amount of disruption for the occupiers of the adjoining flats.

Transport Site considerations Access to road network Comments Site to be accessed via existing access on Broomhill Road. Access suitable, however, up to 6 on street parking bays may need to be removed in order to improve visibility to the left and to provide a sufficient swept path for HGVs turning left out of the site. Right turn movement out of site not possible due to no entry restriction on Broomhill Road to north of access. Permanent access proposed through a different site access further south. Broomhill Road is subject to a 30mph speed limit and is lit. On street parking located on Broomhill Road, however, this will not restrict HGV access. On street parking available to resident permit holders and pay and display ticket holders, but latter subject to four hour limit, therefore unsuitable for workforce. Site located within 500m of TLRN strategic highway network. Route to TLRN largely unconstrained however raised junction / table at Broomfield Rd/ Buckhold Rd junction may need removing. Traffic Management
Summary: The site is suitable site access is possible. However use of the site will involve the loss of 40 residential and 6 on-street parking spaces. Some parking is available onsite for the workforce but on-street parking on the surrounding roads is unsuitable due to pay restrictions. However there is the potential to use a nearby NCP car park to replace displaced parking and to provide for workforce shortfall. River access is not essential as excavated material will be transported to a main hub site by road. Access to the TLRN only 500m away however routes to both rail and TLRN constrained by the junction treatment at the Broomhill Rd / Buckhold Rd junction which may require removal. Rail transport is unlikely to be required due to the small

The site does not appear to have been developed until the 1930s with a single large building labelled on the 1962 OS as TA Cent. No archaeological receptors are recorded within the site. An archaeological evaluation and excavation took place in 1992 immediately to the north east of the site. The work revealed brick lined watercourses and structural remains of post medieval date. This does not preclude the possibility of unrecorded archaeological receptors of high value being present within the site. No archaeological receptors are recorded within the site. There is the potential for 10 listed buildings (two Grade II* and eight Grade II listed buildings) and 2 conservation areas (the Wandsworth Town Centre Conservation Area and the West Hill Road Conservation Area) to be indirectly affected by C07BD.
Of the 10 listed buildings within 250m of C07BD, only one (Down Lodge, Merton Road, Grade II) shares a visual relationship with the site. The development therefore has the potential to impact upon the setting of this listed structure and mitigation in the form of a high quality scheme design and/or screening may be required. The other 9 listed buildings are unlikely to experience any impact and mitigation will therefore not be required. C07BD shares a visual relationship with the Wandsworth Town Centre Conservation Area which is located to the north of the site. The development therefore has the potential to have a visual impact upon the setting of and views to and from the designated area. Mitigation in the form of a sensitively designed scheme and/or screening may therefore be required to reduce any visual impacts. Existing traffic issues The main traffic issue in this area is exhaust emissions from vehicles along the A3, A217, A218 and A3209 corridors. See existing traffic issues above. There is no data at likely access to the TRLN network and the nearest existing data indicates existing AQLV exceeded. The risk from additional exhaust emissions from construction HGVs is undefined at present. The risk from dust impacts at residential properties is moderate. There are relevant air quality sensitive receptors present along the route construction traffic is likely to take and close to the proposed construction works.
