Inception Report Date:-1st July 2011. 1. Background It is well known situation that Karnali is far away from the development factor. After the overall analysis of this situation, it is found that the awareness level of the people is quite low and on the other hand subsidize / services providing by the local governance is also found misused. Paying attention to this petty condition Karnali community development center, Mugu forwarded its steps towards to help the people to overcome the vary situation. This action is all about to sensitize the local people on their rights and responsibilities and also make the District Development Committee and Village Development Committees accountable towards the people with the financial support of Local Governance and accountability facility signing on Local body grants expenditure review and community engagement theme. During the 8 month project period the genuine issues of the DDC, VDCs will be picked up, make them public concern, held the public hearing program, the commitment from the side of local governance will be disseminated and broadcasted. Commonly, the poor have no access development efforts especially Dalits, vulnerable and women are highly affected by poverty and backwardness as shown by human development empowerment indicators. So, feeling in these matters, public expenditure grant is one of the major factors to resolve the poverty for these communities, the effectiveness of public expenditure grant is low because of weak prioritization, weak process of selecting projects and smaller amount of budget allocation in relation to a grant projects. Poverty is not reduced as targeted because of ineffective public service delivery and lack of access of poor to the services delivered. Similarly, different problem/issues are shown for proper implementation of available DDC/VDC grant at local level. Therefore, there is needed to result oriented and strengthening of inclusive participatory decentralized concept in the basis of minimum services and facilities of peoples especially marginalize, vulnerable and women. So every move and action forwarded by the side of Karnali Community Development Center Mugu will move around mentioned issues for their proper address. 2. Objective The objective of the Local body grants expenditure review and community engagement is to ensure the transparency among the DDC and VDCs and enhance the communities as well. 3. Methodology Carried. a. Hands on coaching 28th June 2011 All the staffs were well equipped with Hands-on Coaching on 'Accountability Promotion. The concept and core message of the 'Local body grants expenditure review and community

engagement, as well as the germination of the 'Local governance and accountability facility is well introduced. b. Desk study - 29th June 2011 The issues of the District Development committee and Village Development Committee were discussed in detail among the KCDC Mugu staffs. The services provided by the DDC & VDCs of the catchment area were cross checked accordance to the DDC/VDCs annual
development/periodic plan, LBs council and committee meeting minutes, progress reports, publications, manuals & "Gaun Bikash Anudan Sanchalan Karebedhi 2067".

c. Staff mobilization - 29th June 2011 The staffs including VDC Secretary of the "Namuna Gaun Bikash Samiti" Karkibada V.D.C., Gaun Bikash Samitee Pina, Gaun Bikash Samitee Rowa, Gaun Bikash Samitee Ruga were consulted for the diagnosed problems. Different staffs were mobilized for different VDCs 3.1 Documents Reviewed A. Review of meeting minutes of different program of DDC & VDCs. B. Review of minutes of district council. C. Review of process of the budget release & public participation. D. Review of bill and voucher of different project lunched by pina and karkibada VDCs. E. Discuss about the Gaun Bikash Anudan Sanchalan Kavebedi 2067 F. Discuss about the District Development Committee Anudan Sanchalan Karebedhi 2067 3.1.1 Preliminary Findings from document review Most of the VDCs of catchment area found that they divert the budget from one to another topic as coming under pressure of the community people and whatever the VDCs staffs think situation ally appropriate, for instance, the budget of 'Aek Ghar Aek Rojgar' was given for toilet construction which was initiated by some other NGO at Karkibada VDC. The grant is not release in timely according to local governance rule & regulation. Many VDC level projects are not implemented successfully because of grant block through DDC and VDCs. 4.1 Accomplished consultative meetings - 30th June & 1st July 2011 All the VDCs secretaries of the catchment area were requested for their presence at DDC office Mugu. This process was chosen because of time frame. While the meeting, total budget, its theme and utilization came under discussion. The name of offices, persons and their designation is given below. 4.1.1. District Development Committee Mugu 30th June Prem budha Act. LDO 4.1.2. Village Development Committee 1st July 2011. Resham Rawal (Secretary) - Model Village Development Committee Karkibada Resham Rawal (Secretary) - Village Development Committee Pina. Jagat Rokaya (Secretary) - Ruga Village Development Committee Lok Prasad Upadhaya (Secretary - Rowa Village Development Committee.

4.1.1 Results of the consultative Meeting. It is found that VDCs secretaries ignored the rule and regulation by the state for effectiveness and smoothness of service delivery system; on the other hand the communities are also not sensitized / aware on government policy. The grants block problem seems in every VDCs of the catchment area which really interfere the smoothness of the launched project. We found many other problems about the grant disbursement in different project lunched by the different VDCs. Therefore, after this consultative meeting the DDC & VDCs secretary made a commitment on the block grant, maintaining transparency, timely budget release & participation of community people will be increased in upcoming days. 5.1 Field visits 1st July 2011. During the visit with leaders of the different political parties, Women, Dalit, Dalit Women were discussed separately. They were talked on if, they are satisfied with the services by the VDC and treat by the VDCs staffs as well. On the other hand the objective of the LGAF and our visit is also mentioned. While the visit, VDCs secretaries Rashem Rawal, Jagat Rokay and Lok Prasad Upadhaya respectively from model VDC karkibada, Village development committee pina and Ruga VDC were also consulted. The negotiation was focused on the tools they have considered to balance the transparency and accountability as well."Some time we have to face the problem of timely budget released by the side of DDC replied the secretaries for our question If they have to face any problem on budget realizing process? As a whole, the communities people, political parties and other concern body seemed to help the activities they directly benefits the common people, that may initiated by anybody else. 5.1.1 Change of working VDC It is mentioned that the covering areas of the very program will be Karkibada ,Pina, Ruga and Rowa VDCs of the mugu district. After the field visit and findings, it is felt that the Rowa VDC should exclude and Shreenagar Model VDC will be included for the following reasons: a) Due to having a model VDC Shreenagar has a larger area and budget as well. b) Rowa VDC has a disaggregated communities, this may influence on issues identification and analysis as well. c) A collective voice against the Shreenagar VDC is heard while the field visit and coordination meetings. d) It is felt necessary to compare the strengths and weaknesses of two models VDCs Karkibada and Shreenagar that may be the learning point for other VDCs. e) The grant block ratio in Shreenagar VDC is higher than proposed VDC and f) The dalit population is also high in Shreenagar VDC.S

Expected outputs Staffs will get an idea on accountability and will run the program smoothly. Staffs will well inform on the process and procedure of service delivery system of local governs.
