Engr. Robert C. Rubina or Robin holds a Bachelor of Science in Electrical Engineering (BSEE) and Bachelor of Business Management (BBM) degrees at Pamantasan ng Lungsod ng Maynila (PLM). He started his career after teaching in his alma mater with the Lopez Group, by joining Philippine Electric Company, a transformer manufacturing plant, as a design engineer in 1989 and has since then assumed roles of increasing responsibility in Engineering and Quality Assurance. He joined First Gas, a Power Generation Group of Companies, in 1997 as Project Development Manager as was tasked to head the Environment, Safety and Health (ESH) Department. From then on, Robin designed and managed the ESH management system of the company, including the preparation, design and conduct of ESH awareness seminars and competency programs, incorporating the latest innovations in training management like accelerated learning. As the QESH Management Representative (MR), Robin is responsible in successfully attaining an Integrated Management System certification in the latter part of 2003. Because of this, the company was recognized as the first Power Generation Group of Companies in the Philippines and British Gas Assets to be certified simultaneously to ISO 9001, ISO 14001 and OHSAS 18001 without any previous experience in any international set of standards. Locally, he was the resource person, trainer, facilitator or convention speaker of the Safety and Health Association of the Philippine Energy Sector (SHAPES), Safety Organization of the Philippines (SOPI), the Occupational Safety and Health Center (OSHC), the Pollution Control Association of the Philippines (PCAPI), the Institute of Integrated Electrical Engineers of the Philippines (IIEE), and the Department of Energy (DOE). He was able to chair, conduct and facilitate numerous quality, environmental, safety and health-related trainings to various multi-national companies and SMEs in the Philippines, Malaysia, Indonesia, Singapore, Vietnam and Brunei. Robin received in 2004 the Secretary of Labor and Employments Award, the highest individual award conferred by the judges during the 4 th Gawad Kaligtasan at Kalusugan (GKK) and the Lopez Achievement Award (LAA), in recognition of his contributions in the area of occupational safety and health. Presently, he is also an active examiner of the
