MAYOR Functions and powers of Executive Mayor An executive mayor is entitled to receive reports from committees of the municipal council and to forward these reports together with a recommendation to the council when the matter cannot be disposed of by the executive mayor in terms of the executive mayor's delegated powers. The executive mayor must:

identify the needs of the municipality; review and evaluate those needs in order of priority; recommend to the municipal council strategies, programmes and services to address priority needs through the integrated development plan, and the estimates of revenue and expenditure, taking into account any applicable national and provincial development plans; and recommend or determine the best way, including partnership and other approaches, to deliver those strategies, programmes and services to the maximum benefit of the community.

The executive mayor in performing the duties of office must: 1. Identify and develop criteria in terms of which progress in the implementation of the strategies, programmes and services can be evaluated, including key performance indicators which are specific to the municipality and common to local government in general; 2. Evaluate progress against the key performance indicators; 3. Review the performance of the municipality in order to improve- the economy, efficiency and effectiveness of the municipality; - the efficiency of credit control and revenue and debt collection services; and - the implementation of the municipality's by-laws; 4. Monitor the management of the municipality's administration in accordance with the directions of the municipal council; 5. Oversee the provision of services to communities in the municipality in a sustainable manner; 6. Perform such duties and exercise such powers as the council may delegate to the executive mayor in terms of section 59 of the Local Government: Municipal Systems Act, 2000. 7. Annually report on the involvement of communities and community organisations in the affairs of the municipality; and 8. Ensure that regard is given to public views and report on the effect of consultation on the decisions of the council. An executive mayor must perform a ceremonial role as the municipal council may determine. An executive mayor must report to the municipal council on all decisions taken by the executive mayor. The deputy executive mayor of a municipality exercises the powers and performs the duties of the executive mayor if the executive mayor is absent or not available or if the office of the executive mayor is vacant. If the executive mayor is absent or not available and the municipality does not have a deputy executive mayor, or the deputy executive mayor is also absent or not available, the council must designate a councillor to act as executive mayor.

VICE MAYOR Functions and powers of Vice Mayor Act as the presiding officer of the Sangguniang Panlungsod or Sangguniang Bayan and shall only vote to break a tie. Sign all warrants drawn on the city or municipal treasury for all expenditures appropriated for the operation of the Sangguniang Panlungsod or Sangguniang Bayan. Subject to civil service law, rules and regulations, appoint all officials and employees of the Sangguniang Panlungsod or Sangguniang Bayan, except those whose manner of appointment is specifically provided in R.A. No. 7610 Assume the office of the city or municipal mayor for the unexpired term of the latter in the event of permanent vacancy as provided for in R.A. No. 7160. Exercise the powers and perform the duties and functions of the city or municipal mayor in cases of temporary vacancy as provided for in R.A. No. 7160. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance. Upon assumption of office, make a full disclosure of financial and business interests in accordance with R.A. No. 6713 and other related laws. Disclose any business, financial, or professional relationship or any relation by affinity or consanguinity within the fourth civil degree, which he may have with any person, firm, or entity affected by any ordinance or resolution under consideration by the Sangguniang Panlungsod or Sangguniang Bayan, which relationship may result in conflict of interest.

BARANGAY CAPTAIN Functions and powers of Barangay Captain 1. Enforce all laws and ordinances applicable within the barangay. 2. Negotiate, enter into, and sign contracts for and on behalf of the barangay upon authorization of the Sangguniang Barangay. 3. Maintain public order in the barangay and assist the city or municipal Mayor and Sanggunian Members in the performance of their duties and functions. 4. Call and preside over the sessions of the Sangguniang Barangay and the barangay assembly, and vote only to break a tie. 5. Appoint or replace the barangay treasurer, barangay secretary, and other appointive barangay officials upon approval of a majority of the Sangguniang Barangay. 6. Organize and lead an emergency group when necessary to maintain peace and order or on occasions of emergency or calamity in the barangay. 7. Prepare the annual executive and supplemental budgets of the barangay in coordination with the Barangay Development Council. 8. Approve vouchers for the disbursement of barangay funds. 9. Enforce laws and regulations on pollution control and protection of the environment.

10. Administer the operation of the Katarungang Pambarangay (Barangay Justice) according to the provisions of the Local Government Code. 11. Supervise the activities of the Sangguniang Kabataan. 12. Ensure the delivery of basic services as mandated under Section 17 of the Local Government Code. 13. Conduct an annual Palarong Barangay in coordination with the Department of Education (DepEd), with traditional sports and other disciplines featured in national and international games. 14. Promote the general welfare of the barangay. 15. Exercise powers and perform duties and functions prescribed by law or ordinance.

BARANGAY KAGAWAD Functions and powers of Barangay Kagawad Barangay Kagawads are mandated to function as the legislative workforce of the barangay. They function in a similar manner as their counterparts in Congress and the Senate as kagawads are expected to create and sponsor barangay resolutions and ordinances. For this reason, basic knowledge of the law is required and is expected of each barangay kagawad in order to perform their mandated responsibilities. A Kagawads, as a member of the Sangguniang barangay, should also ensure to provide their constituents with basic services such as peace and order, formulating measures to eradicate drug addiction, maintain barangay-owned properties and infrastructures, maintain cleanliness and beautification of the community and to promote the well being of the youths. Barangay Kagawads are also expected to assist the Punong Barangay in performing his or her function. SK CHAIRMAN Functions and powers of SK Chairman The barangay SK Chairman/President represents the barangay in the municipal or city federation. The president of the city and municipal federation becomes a member of the provincial or metropolitan federation. They elect their own president as well. The presidents of highly urbanized and independent component cities (Metropolitan Federation) and the provincial federations compose the membership in the national federation. They elect the national federation president who automatically sits in the National Youth Commission as ex-officio member of the commission.

SK KAGAWAD Functions and powers of SK Kagawad The Sangguniang Kabataan (SK) (Youth Council) is a governing body in every chapter of the Katipunan ng Kabataan (Youth Federation). Each barangay in the Philippines is mandated by law to have its own chapter of the Katipunan ng Kabataan, aging from 15 to 18 years old who resides in their respective barangays for at least 6months and registered in the Sangguniang Kabataan, or in the official list in the custody of the barangay secretary. It is the local youth program and projects implementation partner of the government. The Katipunan ng Kabataan members elect their officers known as Sangguniang Kabataan which serves as the local youth legislature in the village. The Sangguniang Kabataan is an off-shoot of the KB or the Kabataang Barangay (Village Youth) which was abolished when the Local Government Code of 1991 was enacted.
