The Waneta Expansion Project near Trail is one of the largest hydroelectric
projects currently under construction in British Columbia. When complete
in 2015, it will generate 335 MW of clean, hydroelectric energy by sharing
the water from the existing dam. The project incorporates the most recent
advancements in hydro technology.
Past the halfway mark of construction, the project is on schedule and on budget.
This fall, the project reached milestones with the installation of both stay rings
and transformers in the powerhouse area. Major construction activities are
now focused on concrete and mechanical work in the powerhouse area and
construction of the second transition form for the tunnel/intake.
In June, the project welcomed over 1,500 guests to celebrate Community Day.
The celebration included tours of the construction site, First Nations cultural
presentations, live music, childrens activities, a complimentary BBQ and
informational displays.
PROJECT HIGHLIGHTS
t Currently over 350 people are working directly on the project, providing
37 apprenticeship opportunities. Equity hiring provisions are in place for
women, persons with disabilities, First Nations and/or visible minorities.
t Regional spending on goods and services exceeds $160 million.
t High standards of safety, quality and environmental protection.
t A Community Impact Management Committee meets monthly to provide
ongoing support to encourage positive community impacts.
t The projects socio-economic monitoring program shows substantial

Halloween Journey
Have you ever wanted a healthy, fun, less candy focused
Halloween celebration for your family? Te Nelson Wal-
dorf School does just that! Small groups of children are
guided along an enchanting pumpkin-lit path through
the forest, past various scenes and characters a Hallow-
een journey for children and their parents.
On All Hallows Eve, when the veils between worlds are
thinner and one can see into the Magic world, the children
meet gnomes, fairies, and magicians who will gif them
with natural healthy treats. Tis is a silent journey, to bet-
ter see the magic of the night, and no photographing or
videoing is permitted. Te event is outdoors, so everyone
must dress for the cold crisp moonlight, chilly mysterious
clouds, furious freezing rain or sparkling snow.
Te Halloween Journey is scheduled by pre-booked
times only, at ten minute intervals, to allow time for the
children to move from station to station without running
into other groups. Tere is a limited number of journeys,
and as hundreds of children have enjoyed this event
every year it is always fully booked, well in advance of
Halloween. Bookings can be made, starting Tursday,
October 24 at 8 am by going to the website www.hallow-
eenjourney.eventbrite.ca
Tis event is ideal for children between the ages of three
and ten years. Adults/babies are free when accompanied
by children. Cost is $10 per booking. Journeys take place
between 5 pm to 7:30 pm on Tursday, October 31. Tere
will be a bonfre for warming up before and afer the jour-
ney. Popcorn and cider will be available for $2.

Jumbo Update Autumn 2013
I learned the following by phone on October 4, 2013
from my government contact person, the Manager of Ma-
jor Projects in the Mountain Resort Branch of the Min-
istry of Forests, Lands, and Natural Resource Operations:
Te West Kootenay Eco-Societys Judicial Review (JR),
challenging the BC governments creation of a municipal-
ity without residents in the Jumbo Valley, possibly goes to
court in November of this year.
Te Ktunaxa Nations JR, challenging the Jumbo Glacier
Resorts Master Development Agreement, possibly goes to
court in January 2014. Te Ktunaxa have consistently op-
posed the resort as the Jumbo Valley area holds cultural,
environmental and spiritual values for them.
Even though Glacier Resorts Ltd was issued a Road Use
Permit in spring 2013, no industrial vehicles have gone
into the Jumbo Valley this season, where the main resort
is to be built. Access to the valley was limited due to a
bridge that was out and a slide which closed the road until
late in the season.
Te Environmental Assessment Of ces 2004 Condi-
tional Approval has 199 legally binding conditions and
commitments attached to it, and there is a 10 year prove-
up clause. In order to gain full approval on October 12,
2014 Glacier Resorts must show substantial start to con-
struction. Te Ministry of Environment makes that de-
termination.
Once again Glacier Resorts advertised ski team training
and recreational opportunities on the Farnham Glacier
starting June 29, 2013. Tis area is accessed by the Hor-
sethief Creek Road. Because of many washouts, that road
was not accessible until late July, and the road continued
getting washed out throughout the season. Glacier Resorts
holds a Lease to Operate a day lodge and glacial recreation
for Farnham Glacier one of the four assigned within the
recreation area. As the glacier melts it leaves pretty rough
terrain on its fractured toe, making access onto the glacier
impossible without extensive excavator work.
Commitment #35 of Appendix F states, No artifcial
modifcations of the glaciers will occur other than snow
covered passages (wooden rafs) over open crevasses and
roping of danger areas ... no use of explosives or bulldoz-
ers is proposed. Te JUMBO WILD Citizens Democracy
Camp was watching out for possible abuses to Commit-
ment #35 this season.

Member Loans Campaign
Hit Important Milestone
Afer one week, the Kootenay Co-ops member loan cam-
paign has hit an important milestone. We reached $400,000
in committed loans afer the frst 7 days and expect to hit
$500,000 by the end of this week, reports Board Director
and Member Loans Committee Chair Susan Morrison.
Te Kootenay Co-op launched its Member Loans Pro-
gram on October 1
st
with a goal of raising $1.5 million to
equip the new store, which they expect will open in early
summer of 2015. Te Co-op is asking members to con-
sider making a loan as a way of supporting the Co-ops
growth. Our members have been telling us for years that
they want more space, an indoor seating area, store park-
ing, a great classroom and meeting space, says Morrison.
Tis is a big project and our members, through the Mem-
ber Loans program, will play an important role in turning
those hopes into a reality.
General manager Deirdrie Lang anticipates that it will
cost approximately $3M to take the store from an emp-
ty, unfnished 20,000 sq f space to an inviting commun-
ity-owned space, with energy ef cient equipment, com-
missary kitchen, caf, checkout counters, display units,
lighting and all the other fxtures that will turn the build-
ing into our new Co-op store.
Support for the Co-op is not the only reason members
are committing to making loans. I have spoken with
many members who are very excited about this local in-
vestment opportunity at a time when they are disenchant-
ed with the traditional investment options; they want to
invest in our Member Loans Program so they can watch
their money at work right here in Nelson. Additionally,
they are keen to support the Co-ops move to the new store
and the beautifcation of Hendryx Street between Baker
and Vernon, says Member Loans program coordinator
Marya Skrypiczajko.
All members of the Kootenay Co-op are eligible to make
a loan to the Co-op, and other community members ex-

effort to help our residents tidy up yards and

Tuesday, October 29 for lower Kaslo, and south of Kaslo River
Wednesday, October 30 for upper Kaslo, and Kaslo Bay area.
Please make a note on your calendar.
A few things to keep in mind are:
Absolutely no garbage mixed in with garden trimmings
- anything other than organics will NOT be picked up;
leaves, dead plants and grass trimmings must be bagged in
compostable bags available for purchase in quantity at
local retail outlets; small branches must be cut to lengths
less than 6 feet and bundled.
Ensure adequate access for equipment.
Everything must be ready for pick-up from your boulevard

A memorial service was held on October 12
th
in the Kaslo
Legion Hall for Norman (Bud) Garrett. He was born in Kaslo on
August 20
th
, 1935 and passed in the Trail Hospital September
27
th
, 2013. His working years were spent in Retallack, Toby
Creek (Invermere), Trail and Kaslo. During his life he had many
health challenges including diabetes. In his younger years he
was a Kinsman and volunteer freman. In later years he became
a member of the Legion, senior citizens, United Church, seniors
exercise group and the fre department once again, and headed
the volunteer group that maintained the two cemeteries. He
enjoyed playing jokes on others. He was very proud of his
children and grand children.
Bud was predeceased by his parents Clarence and Gertie,
brothers Doug and Bill, sister Irene, eldest son Gordon, and
in-laws Bob and Anne Gilker. He is survived by Roberta, his
wife for 57 years, his sister Dorothy Phillips, his children Debra
(Bob) Reimer, Mark (Bev) Garrett, Diane (Jim) Coghlan and Pam
(Glen) Walker, as well as ten grandchildren and three great
grandchildren. He had many nieces, nephews and cousins.
He will be missed and remembered by his family and friends.

Winston passed away peacefully
with his family at his side at Kelowna
General Hospital on Sunday,
October 6th, 2013. Remembered
and always greatly missed by his
wife of 52 years, Maureen; children
Alan (Roseannej of Kaslo, and
Linda (Rickj of Calgary; and his
loving grandchildren Skye (Shanej
of Rocky Mountain House and
Stephen & Heather of Calgary. He
will also be missed by his surviving
brothers James and Robert (Sheenaj
of Calgary. He will mostly be missed
by his wee dog Keltie, who was his
golf cart sidekick all her life.
He was born in Glasgow, Scotland
on July 15, 1940 and immigrated to
Calgary in 1963 with Maureen and
Alan. Winston was a machinist at
CP Rail, Ogden Shops for 26 years.
Winston and Maureen moved to their
dream property on Shutty Bench
and their new life in Kaslo in 1989,
where Winston became a marriage
commissioner and process server.
He was involved in the refurbishing
of the SS Moyie whistle, and was
also a master wine maker. Winston
enjoyed working on his property in
Shutty Bench and took pride in it,
calling it one of the most beautiful
places in the world."
At this time, the family will not be
having a service. There will be a
celebration of his wonderful life in
the summer of 2014.
Winston's goal in life was to always
make people laugh and to always
try to put a smile on everyone's face.
He will be dearly and greatly missed
by his family and friends. Gone but
never forgotten.

Kaslo SurvivalFest
Despite the adverse weather conditions, Kaslo Suferfest
2013 was a great success, with 469 registrations, 398 new
attendees, and 71 participating in more than one event.
177 volunteers braved the cold rain to support the
racers...they were AMAZING, the heroes of the event:
Te volunteers were all so upbeat and encouraging, con-
sidering how wet the conditions were. Awesome volun-
teers! ~ Jim
Te crowds were down due to the weather, but spirits
remained high for those that did stick around. Te event
ran very smoothly, with no major injuries. Wow...an
amazing job of organizing Suferfest. We had an amazing
weekend of fun muddy running and will be back for years
to come. ~Leanne
And yes, planning is already underway for next year,
when it will be called Kootenay Suferfest, a three day
festival that will draw together the communities of Kaslo,
New Denver and Nakusp. Te evolution of Suferfest
begins! To help the event to continue to grow, it will be
moved to the Labour Day long weekend, August 29 to
September 1, 2014. Mark your calendars!

Urgent Request For Sweaters
Put those extra sweaters in your closet to good use! As-
cension Lutheran, Nelson, is organizing a sweater drive
to provide some warmth and comfort to Syrian refugees!
Over 100,000 people, who have fed the violence in Syria
and are living at the Zaatari refugee camp in Jordan, are
bracing themselves for another harsh winter without ad-
equate clothing. We know the generous, caring attitude
of Nelson residents and believe that we can gather 1000
sweaters before Friday, October 25.
Mens, womens and childrens sweaters of all sizes are
needed and can be dropped of at Rosemont Elementary
School; Blewett Elementary School; Waits News on Baker
Street.
Te sweaters will be distributed through Canadian
Lutheran World Relief. Hippersons Home Hardware,
through an arrangement with Home Hardware Canada
and Canadian Lutheran World Relief, will be providing
free trucking for the sweaters in their east bound trucks.
Other warm clothing will be accepted for distribution
at Free Day at Ascension Lutheran (which meets at
Rosemont School); only sweaters will be shipped to Syr-
ian refugees.

who holds a degree in journalism.

and fair, how to unpack and difuse threatening or nega-
tive questions, and how to ensure you get your messages
out during an interview. By getting in front of the camera
to practice being interviewed, you will come away better
prepared to meet the press whether it be print, radio, tele-
vision or new media, says Visser. You will have fun and
learn useful communication skills in this supportive and
experiential workshop.
Tis is the course for you if you anticipate being inter-
viewed or if you just want to improve your ability to think
on your feet and communicate more persuasively in
meetings or public speaking situations.

Organizations located in Area E East are eligible to apply
for funding for recreation programs, recreation services
and building improvements for projects located in Area E
East. Individuals wishing to access this grant program must
do so under the sponsorship of an eligible community
organization.
The Recreation Commission #10 Strategic Plan priorities
currently focus on recreation programs and services
directed to pre-teens (ages 7-12) and seniors and to
projects involving lake access and trail maintenance.
Grants will generally be under $1000 per project but larger
projects will be considered on their merits.
One building improvement project will be considered
for the 2013/14 fscal year. The grant can be up to $5000
with the applicant providing matching funds. Applicants
must have all local, provincial and federal permits required
for their proposal. Any proposal for delivery of recreation
services to children will require criminal records checks to
be conducted on service providers.
Applications will be accepted electronically up to
November 30, 2013 for programs or projects starting
in early 2014. Grants are subject to approval of the
RDCK board. For grant applications please e-mail

These are just two of the cutie-pie young kittens that KAAP has
available right now for adoption. Tilly and Tommy are very social,
friendly, playful kids that will come running out to meet you
when you visit them. They are used to active young children, and
small and big dogs. They will make great family pets. T&T have
been vet checked and vaccinated. Tilly has already been spayed,
and Tommy will be neutered very soon. Come and meet them!
