1 (a) Outline the importance of monitoring as part of a health and safety
management system. (6)

(b) Identify the:

(i) active (proactive), and (5)

(ii) reactive measures (5)

by which an organisation can monitor its health and safety performance.

(c) Explain why monitoring reports should be submitted to the Chief
Executive or Managing Director of the organisation. (4)

(a) why it is important to involve workers in the development of a safe system
