The criteria as set out below define the Authority's performance requirements for proposals to provide advertisement within existing and new RTS networks. The Operators shall use the criteria in the preparation and implementation of advertisement proposals in the RTS networks. These criteria shall be fully complied with. Where the proposal has specific deviations from the criteria, the Operators shall seek waiver from the Fire Safety & Shelter Department and the Authority and written approval shall be obtained before work commences.

2.1

Quantity and Location

Particular attention shall be paid to ensure that advertisements do not cause obstruction or distraction to the visibility of safety exit routes/equipment, signage, artworks or the station entrances within the urban landscape.
2.2 2.2.1 Submission of Proposals Existing Stations

All submissions for additional advertising within the existing stations shall include material the specifications, sizes and locations of the proposed advertisements, together with photographs showing the proposed advertisements in context. For short-term "ambient' advertising campaigns, the submissions shall include full details of the extent of the advertising and the duration of the campaign. For proposal that does not comply with the requirements set in the criteria, the Operators shall highlight and submit the proposal with reasons for non-compliance and measures to mitigate the shortfalls shall be provided when seeking waiver from the Fire Safety & Shelter Department and the Authority.
2.2.2

Submissions shall be made at an early stage of design development and shall include comprehensive proposals showing the proposed sizes, locations and specifications of the advertisements.

General Criteria for Advertisement Proposals Applicable to Aboveground station Under-ground or enclosed station

The Operators shall comply with the requirements of the Building Control (Advertisement) Regulations of the Building Control Act (Chapter 29, Section 50). They shall also obtain a license from the Advertisement Licensing Section of Building and Construction Authority before any advertisement is displayed in the station premises. RTS station entrances must remain recognisable even when covered with advertisements. (To be read in conjunction with s/n 21). There shall not be advertisement panels or proposals that block or cover the openings of station entrances for underground stations. Advertisement panels or proposals shall not cover or block the louvers of any ventilation structures. Advertising on station walls using projector is permissible. Care shall be exercised to ensure operation safety when positioning wall projection in station. Advertising panels should not damage the infrastructure. Drilling is allowed only if the Operators make good the holes that have been drilled. If drilling is done during the Defects Liability Period, the Operators will take over the warranty of the items drilled during the remainder of the Defects Liability Period. The Operators must submit their method statement to LTA for approval before the drilling work can commence. LTA reserves the right to require Operators to remove advertisements that do not comply with this set of criteria. Depending on prevailing circumstances, LTA may revise or amend the criteria or issue new guidelines for compliance as it deems fit without any liability to any party on cost incurred or revenue forgone by any party. In the event that Operators are required to remove the advertisements from the stations or trains, LTA shall not be liable for claims of compensation from any party whatsoever.

The content of the advertisement shall comply with the requirements of the Undesirable Publications Act, and the Singapore Code of Advertising Practice (2nd edition) by the Advertising Standards Authority of Singapore. The Ministry of Information & Arts should be consulted if in doubt on the appropriateness of the advertisement content. Artworks/murals located in the MRT stations should not be blocked.

All materials used for the advertisement panel housing including those at trackside advertisement shall be constructed of non-combustible complying with BS 476:Part 4. All materials used for advertisement panel covering shall be constructed of non-combustible complying with BS 476:Part 4 (e.g. glass). Exception: For aboveground station provided with natural ventilation, other than space or area along or beneath open stairs and escalators and at platform level, the materials used for advertisement panel covering can be materials with low flame spread rating of Class 1 if tested in accordance with BS476:Part 7 (e.g. Select polycarbonate).

There will be no restriction to locations of advertisement panels if the panel constructions including the front covering are of non-combustible materials. There will be no restriction to locations of noncombustible advertisement panels with Class 1 low flame spread panel covering if the advertising panels are located in aboveground station except platform level, space or area along or beneath open stairs and escalators. All cables used for advertisement proposals shall be fire retardant or fire resistant types. When used in underground stations, the cables shall also be of a low smoke and halogen-free type. All cables shall be housed in metal conduit /trunking. Advertisement panels fixed beneath the RTS viaduct at station area shall be made of non-combustible materials. Fire safety signs (eg. Exit and exit direction signs) within the stations shall not be blocked or concealed by advertisement proposals. The requirements for sticker advertisement for aboveground stations provided with natural ventilation shall comply with the followings:

The total fire loading in station public area caused by fitting of sticker advertisement shall not exceed 1200 MJ at any one time per station (this fire load calculation will exclude any sticker advertisements on the external facade of the station); and The requirements on toxicity of the gas emission of the advertising materials shall be tested and assessed according to the methods defined in NF X 70-100 and weighted summation of toxic fume, R, calculated in accordance with Annex B of BS 6853:1999 shall not exceed 1.0. No stickers shall be fitted to ceiling boards or soffit of station structure; and Materials proposed must satisfy flame spread index and smoke density as stated in Table 8.4 of NFPA 130:2003 for wall lining; and Stickers shall be fully pasted onto the non-combustible substrate and there shall be no air gap; and Maximum length of each sticker shall be capped at 35 m; and Sticker advertisement proposals will only be allowed in the following areas: At two ends of fare collection gates; Head reflector (to warn passengers of obstruction along escalator); Floor at ticketing concourse level (must not be installed within 6 m of any commercial spaces); Platform benches; Stairs risers outside station entrance doors; Doors at station entrances Short sticker (up to 400mm long) can be wrapped around handrail of open stairs with clear spacing of 2 m in between each sticker; Walls/columns at ticketing concourse level (must not be installed within 6 m of any commercial spaces); External facade of station. The Operators must make sure that the RTS station is fully recognisable as a RTS station when installing stickers in the above areas. For example, the station name, sign and logos should be available for identification as a RTS station. (To be read in conjunction with s/n 1). 18. The requirements for sticker advertisement for underground stations or enclosed stations (without natural ventilation ) shall comply with the followings: a. and smoke density as stated in Table 8.4 of NFPA 130:2003 for wall lining; and Stickers shall be fully pasted onto the non-combustible substrate and there shall be no air gap; and Maximum length of each sticker shall be capped at 35 m; and Sticker advisement proposals will only be allowed in the following areas: 150mm wide along the width of the platform edge glass panels; Walls at pedestrian subway leading from the edge of station structural box to station entrance at grade. (To be read in conjunction with s/n 1). 19. Banners made of vinyl can be displayed at the following areas: On external walls of station facing the exterior; On external walls of station entrances for underground station; and On picket fence at ticketing concourse for aboveground station provided with natural ventilation. Banners shall be fixed at a height of not less than 2.5m from floor level. It shall not be displayed on the sides of any viaduct structure. (To be read in conjunction with s/n 1). 20. The requirements for advertisements on trains shall comply with the followings: The fire load caused by fitting of advertisements inside and/or outside the car shall not be more than 5% of the specified above-floor fire load.i.e.5% of 22,000 MJ = 1100 MJ. Advertisements in the train interior shall not obscure the safety signage and travel signage; Advertisements shall not be pasted on train window with misting functions; and The requirements on toxicity of the gas emission of the advertising materials shall be tested and assessed according to the methods defined in NFX70-100. b b

Advertising shall not cause an obstruction along the ingress and egress routes from the station platform to point of safety at exterior or vice versa. They must also not reduce the exit capacity of the fire escape route from station platform all the ways to the station exterior. Advertisement panel/banner/sticker advertisements shall not cover or obstruct any directional and informational signs, which must be prominently displayed in the RTS stations. Sticker advertisements shall keep a minimum 3m gap from the escalators/travellators in RTS station.

Any proposals for advertisement must be within the demised boundary of the MRT stations. If the advertisement panels increase the gross floor area of the station, the RTS operator shall seek approval from URA and other relevant authorities, and pay for differential land premium and other related charges imposed by these authorities. Outside the demised boundary of the MRT/LRT station, the landowner would have to be consulted. In most cases, this will be the Singapore Land Authority.

The criteria do not apply to the choice of glass and glazing systems for use in Civil Defence shelters. The designer shall refer to the Building and Construction Authority for any civil defence materials and workmanship specifications. Accepted, Reviewed, directed, rejected, endorsed and similar expressions mean accepted, reviewed, directed, rejected, endorsed in writing by the Engineer The designer shall assume the responsibility to fully develop, analyse and document the proposed design by appropriately qualified and experienced licensed professional engineers. The design shall be adequate to satisfy structural requirements, aesthetics, air and water leakages, etc. The designer shall verify that the design complies with the applicable regulations. Fabrication shall not proceed until the written approval of the Engineer is obtained.

PERFORMANCE

2.1

Impact

Glazing shall be used such that the public are protected from danger. All glass that the public are likely to come into contact with must comply with the requirements of Singapore Standard SS 341: Safety Glazing Materials for Use in Buildings (human impact considerations). The impact load from an external object shall be limited to that required in SS341. Where risk assessments show that there is an increased possibility of accidental breakage, the impact load shall be that required by the German anti-vandal standard, DIN 52290 Part 4, category A2. Feasible mitigation measures (e.g. impact barriers) acceptable to the Engineer shall be provided where glazing systems are susceptible to impact.
2.2 General Loading

The design of the structure shall be in accordance with AS 1288, established good engineering practice and principles. The design and loading requirements shall be as follows: a) The loads specified and effects for the most severe combination of forces on every component /member. b) The method and sequence of construction shall be specified and taken into account in the design. c) Possible imperfections in fabrication and erection shall be considered in the design. The structurally acceptable margins of tolerance shall be clearly specified for critical members and installation/ operations. d) Unless otherwise demonstrated by the Designer and accepted by the Engineer that there is no impact on public safety in case of glass failure, all glass above 2.1m shall be designed for one ply failure. The remaining unbroken/ un-shattered glass ply shall be designed to carry self-weight of the whole panel and wind load. e) Structural fixings shall be designed to resist all anticipated loads such as dead loads, live loads, wind loads, etc. including all structural movements individually and in combinations. All fixings shall accommodate the worst combination and the overall articulation of the glazing. f) All glazing elements shall be designed such that effective maintenance and replacement of these elements can be carried out without damaging adjacent components. This shall be demonstrated as specified in Clause 6.2.1.7. g) The breakage or removal of any panel of glass or any component shall not lead to a collapse or failure of adjacent elements or the system as a whole. h) Horizontal elements of suspended glass such as skylights, etc. shall be designed to withstand all the anticipated loads including the imposed roof loads as specified in the Civil Design Criteria without material failure or permanent deformation of structural members. i) The loads appropriate to the design of glass parapets and balustrades shall be in accordance with the Civil Design Criteria. j) The design shall incorporate the clearances, dimensions, configurations and withstand the loads created by the selected window washing system. Loads induced by the system shall be considered to act simultaneously with the design wind pressures.

Page-3/5 k) The glazing system shall be capable of withstanding dynamic effect, including vibrations if appropriate. When the glazing is adjacent to a carriageway, it shall be designed to withstand a vibration of 10mm/sec without breakage of the glass or separation of the glass from the supports.
2.3 Temperature Loads

a)

Glazing shall be designed to provide for expansion and contraction over the following temperature ranges without buckling, sealed joint failure, glass breakage, stone breakage, undue stress on members or anchors, and other detrimental effects: b) External environment: Temperature range ambient from 15C to 37C. c) Internal environment: Temperature range ambient from 20C to 35C. In addition, if the premise is air conditioned, additional temperature range of 21C +/- 6C shall be considered. d) Surface temperature allowance shall be +33C i.e. 60C.
2.4 Design Calculations

The Designer shall submit calculations for all the elements. The following calculations shall be submitted:a) Structural calculations for frames, connections and glass panels including calculations for one ply failure condition to show that the total maximum stresses and deflections do not exceed specified performance requirements under full design loading. Building movements including loading deflections, shrinkage, creep, temperature variation and vibration, etc. are to be taken into account. b) Thermal stress calculations for each type, size and thickness of exterior glass. c) Calculations on expected expansion and contraction shall be compared against the allowable values in the design. d) Structural calculations for the anchorage of the glazing washing systems. e) Calculations for all the anchors, inserts and fasteners, demonstrating that they will sustain all imposed design loads.
2.5 Maximum Deflection

The maximum deflection limits shall be as follows: a) Suspended glass wall system: Maximum deflections shall comply with the requirement of SS CP 96: Code of Practice for Curtain Walls. b) Horizontal and sloped elements of suspended glass (e.g. skylights etc): Maximum full load deflections, normal to the projected area of the suspended glass, for any support member shall not exceed 1/240 of its clear span or 19mm, whichever is less. Maximum full load deflections, parallel to projected area of suspended glass, shall not exceed 75% of the design clearance dimension between that member and the panel, glass or other part immediately adjacent. c) For glass to be considered as four-edge fully supported, the deflection of edge of the glass shall be limited to glass span/175. This requirement shall also be applied to the one ply failure condition. Only self-weight and wind load (if applicable) need to be considered under such a condition. d) Permanent deformation: Weld or fastener failure, component dislodgement or breakage shall not occur under loading equal to 1.5 times the design load pressures. Permanent deformation is defined as deflection without recovery exceeding length/1000.
2.6 Testing

Tests carried out to demonstrate that should one ply of any laminated glass break, the remaining unbroken plies held within the actual fixings, shall have sufficient strength to carry the weight of the broken ply, together with all anticipated loads with the broken glass being required to remain in position for a minimum of 72 hours.

GLASS TYPES

Only laminated glass shall be used for all glass above 2.1m. All tempered glass shall be heat soaked in accordance with DIN 18516: Part 4 German Standard for Heat Soaking.

4.1

General

The support systems shall be detailed such that they are: - Easy to install and replace; and - Require minimum maintenance. If point-supports are used for these glass structures, the design of the fixing details shall incorporate sufficient redundancy to avoid glass falling off the supports under the one ply failure condition. Stress concentration around holes in the glass (e.g. at support locations) shall be considered in the design. Finite element method or other appropriate analytical method shall be used to predict the stress concentration. The choice of glass type must be considered in the light of the support systems chosen by the designer. However, countersunk support (support with recess in glass) shall not be used.
4.2 Detailing of Supports

Holes at the supports shall be isolated by nylon bushes. Countersunk supports with recess in the glass shall not be used. The dimension of the holes shall be at least equal to the thickness of glass. The typical point support detail is shown in Fig 6.1.

GLASS SIZES

Designers are encouraged to consider alternative types of glass suited to the size of panel and the support system adopted. The designer shall ensure the panel sizes and weights for all glass panels compliment the required glazing replacement provisions and delivery access routes and require no additional equipment than allowed for in the maintenance strategy. For all non-vertical glass panels, the length of each glass panel shall be not more than 1.5m and weigh not more than 150kg unless otherwise justified and subject to acceptance by the Engineer.

GLAZING SCHEDULE

Designers shall prepare a full glazing schedule identifying all types of glass used in a station, including its associated support system, material properties and location. Glazing schedules must be included in each formal design submission and accepted by the Authority.

Page-5/5 7 MAINTENANCE STRATEGY

A comprehensive maintenance strategy for the glazing system shall be submitted for approval. The strategy shall include periodical inspection requirement of the glazing system and methodology for replacement of broken glass and routine cleaning. The methodology shall be demonstrated during design stage and verified on site with a full mock up at construction stage. Site specific access and lifting equipment details shall be submitted for approval to demonstrate that panel replacement can be achieved, including all time required for mobilisation and demobilisation of such equipment, within 4 hours for all glass panels 8 SUMMARY

The Authoritys performance requirements are mandatory. Designers are encouraged to consider a variety of ways to meet the Authoritys performance requirements. Designers shall be required to obtain the Authoritys acceptance of their choice of glass or glazing system as part of the design review process and demonstrate, using the risk assessment approach criteria in Engineering Standard PED/DD/K9/910/004 that the design will not result in an unacceptable risk to station users, the public, or the building.

Standard Requirements
1. The proposed finished floor shall provide a safe and hazard free environment. Any potential risks with appropriate mitigating measures shall be identified. Submit full information on the proposed material for open walkways to be maintained by LTA. (brand/ country of origin/name of manufacturer & supplier/ brochures/ product reference etc.) Comply to Slip Resistance (Coefficient of friction for dry & wet.) SS485:2001 for "Slip resistance classification of public pedestrian surface material". The material selected shall be stain resistant and shall not react chemically under prolonged moist and wet conditions. Comply to surface hardness according to Mohs scale 7. The material selected shall comply to the respective water absorption and compressive strength test requirements of a recognised regulatory body, eg SPRING Singapore. The material selected shall have joints that are adequately spaced to cater for movement to prevent debonding. Submit a digital image of the proposed material taken with the existing neighbouring tiles (for open walkways to be maintained by LTA only). The material selected shall comply with any applicable URA Development Control requirements for the particular location.
