PennFuturejoinedthePAMunicipalityAuthoritiesAssociationandtheChesapeakeBay FoundationPAinopposingthebill. ThetextofthePennFutureletterfollows PennFuturehassignificantconcernswithSenateBill994,andurgesyoutoopposethebill shoulditcomeupforavoteinitscurrentform. Weareopentothegeneralconceptofnutrienttradingtoattaincosteffectivereductionsin nutrientpollution.Wearealsoopentothegeneralconceptofpublicinvestmentsinemerging technologieswithpotentiallysignificantenvironmentalbenefitstohelpbringtheemergingtechnologiesto marketorscale.However,SenateBill994doesnotmerityoursupportforthefollowingreasons: SenateBill994wouldmanipulateandskewthenutrientcredittradingmarketonbehalfofone technologybeingadvancedbyonecompany.Wehavesubstantialconcernsastowhetherthe technologybeingadvancedbythesupportersofthislegislationwouldbeacosteffectiveinvestmentin reducingnutrientpollution. ItislikelythecreditscreatedbySenateBill994wouldnotbeapprovedbytheU.S.Environmental ProtectionAgency,meaningPennsylvaniacouldnotusetheminmeetingitsfederalTMDLobligations. SenateBill994wouldconcentratepublicresourcesatahandfuloffacilities,whichwouldonlybenefit afewtributariesandcommunitiesasopposedtotheexistingsystemthatencouragesimprovements acrossamuchwiderrangeofmunicipalities. SenateBill994wouldlikelydivertemphasisandfundsawayfromestablishedandeffectivewater qualityandpollutionreductionprogramsthataremuchbroaderinscopeandprovideadditionalbenefits suchasreducedfloodingandstormwaterrunoff,andprotectionofhabitatandpublicdrinkingwater supplies. DespitetheamendmentsmadebytheAgricultureandRuralAffairsCommittee,wearestill concernedthatthelegislationopensthedoortoraidsonexistingsourcesoffundingforenvironmental programs. SenateBill994wasmovedoutofCommitteewithoutthebenefitofapublichearing.When thebillwasvoted,referencewasmadetoafuturejointhearingonthebilltobeheldbytheSenate AgricultureandRuralAffairsCommitteeandtheSenateEnvironmentalResourcesandEnergy Committee. Weaskyoutoholdsuchahearingsothattheconcernsraisedandquestionsposedbythe

SusquehannaRiverBasinCommissionOpensNewWaterQualityDataPortals TheSusquehannaRiverBasinCommissionThursdayannouncedtheavailabilityoftwonewdata portalsonitswebsitetoprovidemoredataandinformationonwaterresourcesinthebasin. TheCommissiontakesveryseriouslyoneofitscoremissionfunctionsofprovidingpublic informationandeducationaboutthewaterresourcesofthebasin,saidSRBCExecutiveDirector AndrewDehoff.ThereleaseoftheWaterQualityandMineDrainagedataportalsmakesavailableto thepublicanotherlargeportionofthedatatheCommissioncollectsandcompiles,inordertoenhance theirknowledgeofwaterqualityconditionsacrosstheSusquehannaBasin.
