This is the first high-level review meeting chaired by the Defence Minister after the 15-day operation by the Army last month in Keran sector along the LoC over which questions have been raised. The meeting is also understood to have discussed the recently-signed Border Defence Cooperation Agreement with China to prevent any face-offs on the Line of Actual Control and its impact in addressing India's concern there.

ROHIT SINGH RANA At Patnas Gandhi Maidan, soon after the serial bomb blasts political fight of the lowest degree resulted into a rush for statements, aimed at either creating a false impression or making a curtain of haze around the blasts. Congress, SP, BSP and Nitesh Kumars Janata Dal (U) have perfected the art of duplicity and deceit to a level, where terrorists are made to look innocuous men, rather victims and BJP made into a villain. As if Modis Hunkar rally was the sole reason for the terrorists to target it. Otherwise, they are good men, who believe in peace and welfare of the people of India! At the Hunkar rally, two disparate things happened, on one a dream of a prosperous, peaceful yet assertive India was articulated by Modi and on the other blood, cries, death and pain was made to inflict upon the innocent people. First dubious dart came from the Janata Dal (U)s Minister Sabir Ali, who raised a finger of suspicion towards BJP for the blasts. His statement makes it amply clear that he suspected something fishy in the matter. A peep into his statement is not out of context, "When I checked it with the district magistrate. He was not aware of the incident. Janata Dal-United (JD-U) leader Sabir Ali questioned why "such incidents were happening after JD (U) parted ways with BJP." There is something suspicious. I can feel. They will divide the nation; divide the people only for power." A pernicious argument laced with a complete ignorance of terror philosophy is being propagated in the country. This will eventually result in the weakening of war on terror and also divide the nation into various parcels, having their own political agenda to pursue. Months earlier, another coreligionist of Sabir Ali, the union minority affairs minister feigned total ignorance about the existence of a terror organisation named Indian Mujhaideen. He dropped a bombshell saying any terror group of such name does not exist at all. Established more or less as it is that it was Indian Mujhahideen responsible for the Patna serial blasts will these politically scrupulous men revise their wisdom on terror in the country? Secondly, the statement of Bihar Chief Minister that enough security was in place and no intelligence inputs were available before hand that the rally was to be targeted has come a cropper. This runs in total contravention to what the Bihar Police and other security agencies have said that reports of the rally being targeted were already given to the Bihar government. One fact which rubbishes the claim of Nitesh Kumar is that a very powerful bomb, timed to explode at 2 PM was recovered close to the stage where Modi and other top brass of BJP were to take seat. Unfortunately, the response of the political leaders to terror is already sluggish and selective. If credible intelligence inputs are ignored, it speaks a lot about how serious the opportunistic political parties are towards terror. This lack of understanding on the terror philosophy and the indulgence of many in the political class of India, to look the other way when blasts happen or create politically narrow minded theories in order to weave a motivated confusion. Sadly, this spectacle of gross impropriety is reducing the response of the country towards the real face of terror as weak, fractious and selective. Curiously, Indian Home Ministers have too displayed a lack of commitment and sensitivity to terrorism. In a typically dismissive way Sushil Kumar Shinde soon after the blasts went to attend a musical function held in connection with the upcoming film Rajjo of Kangana Ranaut. What shall it be called, the lure of Bolly wood or to escape from the cries and pain of the blast victims. What an evil prospect for India, its home minister attends musical function when Patna is ripped apart with bombs. We had yet another home minister Shiv Raj Singh Patil who went to the sites of terror attacks in immaculate suits and swanky dress. For such men what a best way to exhibit the dress sense, than the scene of bomb blasts where bodies are scattered and blood is spilled. Lastly the Digvijay tweet gives a fulsome summation of the incident. He said BJP gains most from the blasts. True, because if the responsibility of providing security at the venue is abdicated, BJP will have a sympathy undercurrent going in their favour. When Indira Gandhi was murdered Congress gained most from it. In comparison when Modi is hitting hard at the opposition on genuine counts and his common sense concerns are brushed aside in the political arena of vote bank politics, it is but natural that he has been able to create a significantly large constituency across the country. Digvijay has again washed his dirty linen in the open regarding the bomb blasts. Saying BJP is to benefit most, points out to yet another prospect, could be that he in a veiled way implicates the largest opposition in the blasts. No hope for the situation to improve, when same poisonous politics is in flow, despite being established that Yasin Bhatkals aides of Indian Mujhahideen are involved in the blasts. Unfortunately, with such a response from Congress leaders, the Prime Minister already in political hibernation and on silent mode, it is doubtful whether the nation will ever have a consolidated policy to control and respond to religious terrorism.

Dengue menace: No matching medical response


Dengue was unheard of in Jammu Samba and Kathua are reeling under the dengue epidemic with many lives lost and more than 400 cases registered. Jammu city is also under threat. Many young men have lost lives. Government Medical College, the final destination of dengue patients is ill equipped with the measures to counter it. While the authorities ought to have been on war mode to take all measures to control it, no concrete medical treatment is yet available so that the patients could find some respite. It is strange that facility of providing platelets and blood constituents, crucial for dengue victims is not available in the government hospitals and where it is that is grossly inadequate. Many patients after wasting hours in the medical college for real time treatment are told to deposit blood and then go to SMGS Hospital where platelets will be separated. This loses precious time. As a result patients with deadly form of dengue are forced to go outside the state in panic for immediate treatment. Jammu Municipality Corporation should have embarked on large scale fumigation of the city, especially in low lying areas where big drains are breeding ground for mosquitoes. Pradhan said after interrogations during raids at Dhruva in Ranchi last night it had emerged that Imtiaz, his nephew Tophek, Tariq Ansari and Noman Ansari had gone to Patna on Saturday and two others had joined them on the way. The four had, however, told people of their locality that they were going to Kolkata but left for Patna on Saturday. Tariq died while allegedly handling explosives yesterday and Noman and Tophek were absconding, while Imtiaz was arrested after the blasts in Patna, Police said. The home-grown IM has links with Pakistan-based terror outfit Lashkar-e-Taiba (LeT). "The Ranchi module(of IM) has been set up recently," Pradhan said, adding the police also suspect that the same IM module might have been behind the Bodh Gaya terror attack on July 7 as explosive materials and digital timer device found in Patna blasts were identical. "A fail-safe connection has been established between the two blasts," he added. Five people including two monks were injured in the Bodh Gaya strike. The ADG said a National Investigation Agency team had arrived here today to investigate links of the newly set up Ranchi module of IM and further investigations are on. Earlier in the day, three persons detained in Ranchi yesterday in connection with the Patna blasts were released after interrogation last night. The district judge asked special cell sleuths to produce Bhatkal and Akhtar before the designated court for trying the cases being probed by the special cell of Delhi Police for seeking their custody. The accused were then produced before additional sessions judge Daya Prakash who remanded both the accused to police custody for 15 days till November 12. Advocate M S Khan, appearing for the two, however, opposed the police custody plea, saying the accused have already been investigated by the NIA and the special cell has no locus standi to seek their fresh custody. Bhatkal and Akhtar was earlier taken to Hyderabad after being arrested on September 21 and September 17 respectively by NIA's Hyderabad unit in connection with the Dilsukhnagar blast case that claimed 16 lives. The blasts were triggered by IEDs planted near Konark and Venkatadiri theatres on February 21 this year. The court had earlier issued NBWs against Bhatkal and Akhtar in the illegal arms factory case, in which the special cell had already arrested 16 alleged IM men, as they were absconding since then. The special cell had in November 2011, busted an illegal arms factory located in Meer Vihar area of Nangloi in Outer Delhi and several alleged IM suspects were arrested. An FIR was registered against Bhatkal in the case on November 22, 2011 and later a non-bailable warrant was also issued against him for setting up the factory.

Navy holds wargames along the coast of Gujarat


he Indian Navy is carrying out a weeklong war game codenamed Exercise Defence of Gujarat along that state and Maharashtra to test the operational preparedness of its fleet in defending vital offshore assets. The week-long exercise started last week and is scheduled to end on Tuesday, a Navy release said. A large-scale annual operational exercise of the Western Naval Command of the Indian Navy will conclude tomorrow off the littorals of Gujarat and Maharashtra. The exercise Defence of Gujarat Exercise tested the operational readiness of the Navy in relation to littoral combat and the defence of vital offshore assets in the northern coastal states of Western seaboard of India, it said. The Navy has deployed its frontline assets for the exercise including large warships such as the Delhi class destroyers, Teg and Godavari class frigates operating under the Flag Officer Commanding Western Fleet (FOCWF).

Regarding the review of the revision of the electoral rolls, the concerned officers were directed that every effort shall be made in order to prepare correct and ensure cent percent registration of people of all age groups before the prescribed date. Reviews developmental progress and winter preparedness
KULGAM, OCT 28: After taking review meetings at Baramulla and Kupwara, Chief Secretary, Mr. Mohammad Iqbal Khandey continuing with his series of visits to all districts of Kashmir Division, on Monday reviewed the development works in Kulgam and Anantnag districts. Chief Secretary along with Divisional Commissioner Kashmir, Mr. Shalindra Kumar and other senior officers have been staying at the major District Headquarters overnight and meeting scores of deputations besides taking ground appraisal of the supply and stock position of all essential commodities for the ensuing winter months in the valley. In addition, Chief Secretary has also asked Deputy Commissioners to chalk out a befitting snow clearance plan well in advance, keeping men and machinery ready. At the review meeting in Kulgam, Chief Secretary was briefed about the overall progress of developmental projects in the district by Deputy Commissioner Kulgam, Mr. Jahangir Ahmad Mir. Presenting, the details, Mr. Mir informed the meeting that during 2013-14, out of the approved District Plan outlay

JAMMU, OCTOBER 28Continuing with their efforts to stop illegal use of subsidized LPG Gas cylinders at commercial establishments, a joint team of Legal Metrology department and representative of oil companies led by Joint controller Legal Metrology Mr Amar singh, Deputy controller Consumer protection Manoj Prabhakar & Sr Sales officer of HPCL Anees Quari conducted extensive checking of commercial establishments at Nanak nagar, Bahu plaza & Apsra road. More than 30 establishments dealing in Hotels, restaurants, sweetshops, halwais & road side food venders were checked & 16 cylinders were seized on the spot from thirteen establishments which were using it in commercial purposes. All the seized cylinders were handed over to the respective oil companies with the direction to cancel all the domestic connections which are being utilized for commercial establishments & detail enquiry be conducted to ascertain the distributor feeding to such establishments & strict action be taken against the defaulter. The team also inspected M/s Imperial grill, M/s Caf coffee day, M/s Nescafe, M/s Barista, M/s Lakshya garments & other establishments dealing with serving of food to the consumers & a readymade garments store & five cases were booked by Inspector Mohisin Khateeb for different violations under the existing provisions of law enforced for the purpose for not marking mandatory declarations as prescribed under rules. The department have warned the traders not to indulge in unlawful activities to cheat the gullible consumers & consumers are also advised to be cautious before investing their hard earned money.

LAGAMA (URI), OCT 28: Minister for Medical Education, Youth Services & Sports, Mr. Taj Mohi-ud-Din on Monday said the Government is making efforts to mitigate the problem of urban poverty for which many schemes are underway. Addressing a function organized in connection with disbursement of cheques to the beneficiaries under Integrated Housing & Slum Development Programme (IHSDP), the Minister asked people to come forward and take advantage of these schemes. Mr. Taj said a lot has been done for the development and enhancement of civic amenities with the aim to improve the living standards of people. He said many flagship programmes like NREGA, JNNURM, NBA, IHSDP etc. in Rural and Urban areas are R.S.PURA OCT.28:Madan Lal Sharma Member Parliament Jammu Poonch Constituency conducted an extensive tour of Border Villages of R.S Pura Block i.e Gharani, Gharana , Kapoor pur, Avdal, Nai Basti Gulab Garh, Suchetgarh, Khotorana, Khotorana Khurud, Abdullian, Chandu Chak,Bega, Bera, Samka, Raipur,Tokani, Hanso Chak, Chak Jujuia, Fathepur and appealed the State Government to declare border belts on IB as RBA in view of their ongoing problems which seems unending. He asked the Administration to carry out a detailed assessment and register all such migrants, so that proper support can be provided. Mr. Sharma demanded construction of Bunkers for the Civil Population in Border Villages, so that they can take shelter in case of heavy firing and shelling. He informed that in view of heavy shelling and ceases fire violation by the Pakistani Army in Jammu, Samba, Rajouri and Poonch Districts People who are unable to move from their houses are unable to earn their livelihood. He demanded that relief and ration should be given to such households. He also demanded enhancement in compensation to the victims of border firing and shelling at par with the victims of militancy in J&K presently border victims are entitled for Rs.01 lack and Militancy victim for Rs.05 lacs. SRINAGAR, OCT 28: As many as Rs. 3 crore are being spent for acquisition as well as compensation to affected households for widening of road from Aali Kadal to Mirwaiz Manzil besides Rs. 86 lakhs have been earmarked for road development, adding that acquisition work will be completed by November this year. This was stated by Minister for Rural Development and Panchayat Raj, Mr. Ali Mohammad Sagar while interacting with people during his extensive tour of downtown Srinagar city on Monday. While taking stock of con-

struction work of Community Hall at Sokalipora near Mirwaiz Manzil, the Minister said Rs. 1.50 crore are being spent on the project and its completion is expected by March next year. Various deputations called on Minister who had come from various areas of Valley which include Pampore, Pahalgam, Magam, Baramulla and apprised the Minister about various problems confronting them. The Minister gave patient hearing to the deputationists and assured them that all genuine problems will be solved in a phased manner.

Army to procure the latest radio and cell phone jammer systems to check militant attacks
JAMMU, OCT 28: With increasing threat of remote controlled IEDs being used by militants to target security forces in Jammu and Kashmir, Army will procure the latest radio and cell phone jammer systems to check such attacks on its personnel in the state. A Request for Proposal (RFP) tender was issued recently by the General Officer Commanding-inChief, Northern Command, for procurement of 22 'Sakriya' Radio and Cell Phone Jammer Counter IED systems for the army units deployed in the state. "These counter IED jammers will be put to use for service deployment and operational usage for quick reaction teams, VIP protection vehicles, convoy escorts, movements of troops and counter insurgency operations," officials said. The procurement of jammers has become important in view of increasing threat of security personnel being targeted by IEDs detonated by cell phones and radio signals, they said. The "Sakriya" jammers are based on advanced Digital Signal Processing (ADSP) technology with frequency jamming of GSM, CDMA, DCS and 3G bands of cell phones besides, frequency modulation (FM) and preinitiator of 136 MHz to 174 MHz frequency, the officials said. The jammers would have a weight of 80 kg along with its batteries, they said. KULGAM, OCT 28: Minister for Social Welfare, Ms. Sakina Itoo on Monday said that the state government has extended road connectivity to remote and far flung areas of the state besides provided all the basis amenities to the people living in urban, semi urban and rural areas. The Minister was addressing a mammoth public gathering at village Tangmarg of Noorabad constituency. To mitigate the grievances of rural populace, the government speeded up development and welfare programmes besides providing adequate drinking water and power supply to inaccessible areas of the state. Lauding the role of Chief Minister, Omar Abdullah in improving the socio-economic conditions of the rural masses, Ms. Itoo said that the coalition government is committed to balanced development of all the three regions of the state. KISHTWAR, OCT 28J&K State Pollution Control Board organized public hearing for environment clearance of 560 MW Kwar Hydroelectric Project at village Padyarna, District Kishtwar in which large number of people, members of various NGOs, local people from various villages including Bhagna Padyarna, Bhagna Druhla, Semna Bhatta etc participated. Sajjad Mufti, Regional Director, J&K State Pollution Control Board, Jammu highlighted the importance of conducting public hearing in accordance with the guidelines of Ministry of Environment and Forests, Govt. of India. Rajeev Sachdeva, General Manager Kiru-Kwar Hydroelectric Projects, Chenab Valley Power Projects (CVPP) Ltd, gave a detailed account of the importance of proposed project with respect to the ever increasing power requirement and the socioeconomic development of the region in general and local area in particular. He also stated that the villages situated on the right bank of River Chenab along the project corridor, at present don't have any transporta-

tion facility owing to non availability of bridges across the river whereas this problem of inaccessibility shall be sorted out by construction of bridges and other allied infrastructure as envisaged under this project. He also described the components of the project, its salient features and layout plan. Prof. Anil K. Raina, Environment Consultant provided description of the environmental impact associated with the establishment of proposed project and an account of the management plan devised for proper mitigation of such impacts. He also presented the details of rehabilitation and resettlement plan prepared for the project affected families. Later, Sanjay Rathore, District Officer, J&K SPCB sought public opinion regarding the project. The public representative including sarpanchs, Naib Sarpanchs and Panchs of the affected villages and project affected persons put forth their queries regarding various aspects of the proposed project especially with respect to rehabilitation package and employment opportunities, besides the

measure for overall development of the area. The people of the area extended their full support and cooperation for execution of the project. Speaking on the occasion, Mohd hanief Malik, ADC Kishtwar highlighted the potential of the project in expediting the development of the area. While stating that construction of this project would open a new window for the future of the local people, he said that by construction of this project a lot of development would take in the area resulting in improvement in the quality of life and generation of employment for local unemployed youth thereby uplifting the socioeconomic status of local population. Fisheries Deptt produces 19.95 thousand metric ton fish


SRINAGAR, OCT 28: The Department of Fisheries J&K Government has initiated various developmental programmes to boost fish production in the state which has reached to 19.95 thousand metric tonnes. The Jammu & Kashmir State has already achieved a breakthrough in commercial trout production by the establishment of village Trout Farming Project, Kokernag being a mother producing centre in J&K State which is one of the biggest trout project in Asia. In 2005, the Department of Fisheries introduced carp fish culture in private sector by constructing demonstration ponds. Subsequently, during 2005 the scheme was takenup under Prime Minister's Employment Programme where more than 400 beneficiaries have been covered and 236 trout raceways under private sector have been constructed till date. Owing to the successful results of propagation of fish culture in the private sector, the department continued it under various state and centrally sponsored schemes. In 2009, the Department of Fisheries for the first time in the history of the State successfully propagated Trout culture in the private sector to provide livelihood avenues to the education un-employed youth. Presently the beneficiaries are provided with a onetime package of Rs.1.50 lakhs for carp ponds which includes constructed cost, provision of inlet and outlet, feed, seed equipment etc. In the trout culture the beneficiaries are provided with a package of Rs. 2.40 lakhs which includes construction of one pair of concrete raceways, feed, seed, equipment etc. In order to acquaint the selected beneficiaries with carp and trout culture, the department provides technical expertise at various levels. In this regard, the department has developed Regional Fish Farmers Development Agency (RFFDA), which acts as a nodal agency in providing the training programme to the beneficiaries and tour visits programme. Chief Project Officer, RFFDA, Mr. M. M. Bazaz informed that the agency is an organized wing of the department conducts training programme in all districts and on 28-10-2013, it is being conducted at Training Cum demonstration Centre, Pandach, Srinagar under RKVY (National Mission for Protein Supplement) where the private fish farmers of District Srinagar, Ganderbal and Budgam were imparted technical-know-how about the modern techniques of fish culture. In trout sector under the scheme National Mission for Protein Supplement (NMPS) a beneficiary incurs Rs.3 lakhs out of which 2.40 lakhs is being provided by the department (Rs.0.60 lakhs is beneficiary's hare). In Carp culture under the scheme NMPS a beneficiary incurs Rs. 2 lakhs out of which Rs. 1.50 lakhs is being provided by the department (Rs.0.50 lakhs is the beneficiary share). The main objective of the training programme is to improve the professional skills of the fish farmers regarding the exponential growth of their fish production. The training programmes are to be conducted in each and every district as per the instructions of Minister of State Fisheries & Co-operatives, Dr. Manohar Lal Sharma with the objectives that the fallow land shall be utilized for fish culture in order to provide employment avenues to the un-employed educated youths of J&K state. The Director Fisheries Mr. R.K. Dogra also attended the function and is monitoring the programmes meticulously. He welcomed the farmers in the said training programme and advised them to attend such programmes as it shall prove useful for them. He stressed upon that the concerned officers to ensure that all the farmers shall participate in the programme so that it shall in turn increase their production manifold after acquiring latest technical know-how from the lectures being conducted by the officers of this department during such events which are being organized in every district. Bali, Joint Director Fisheries (Projects Mr. R.P.Singh) and Joint Director Fisheries Kashmir Division, Mr. R. K. Pandita also attended the said programme. The interaction session was also conducted by the officers of the department and the private fish farms shared their experiences and success stories with the achievement of high income.

I don't blame the people that booed, you know. "If I go to the football stadium, for example, I cheer for the home team. The first moment you maybe don't appreciate the outside or the away team to score a goal, the guy who actually scored a goal you don't appreciate him being an amazing player and you might boo because other people boo," he said. "Obviously it doesn't feel great but if you have a love for.. for example for Ferrari or McLaren... think if people think about it they understand but in the heat of the moment, you know, there's nobody really to blame. It's not necessarily my fault. I think I'm mature enough to understand that."

He then bowed, jumped on to his car and threw his gloves towards his fans, making for unprecedented scenes at any F1 Grand Prix.

NEW DELHI: Former Indian skipper Dilip Vengsarkar on Monday made a startling revelation about underworld don Dawood Ibrahim entering Indian team dressing room during the 1986 Sharjah tournament. Vengsarkar disclosed that Dawood entered the team's dressing room and was introduced by the famous actor Mehmood as a businessman. However, Dawood was asked by the then India's captain Kapil Dev to get out of the dressing room. "Dawood offered a car to each player of the team if they beat Pakistan in the match that was to be played the next day," Vengsarkar said at a function in Jalgaon.

"Dawood had said: 'If you guys win the tournament, I will give all of you a Toyota car each. The offer was rejected by the team," Vengsarkar. The Americans restarted the Strategic Dialogue with Pakistan, promised to help with the energy sector, and in general agreed to support Mr. Sharifs trade, not aid dream. Drone strikes While President Barack Obama was cordial and effusive on the economic front, he didnt budge on drone strikes, an issue that Mr. Sharif repeatedly complained about during the visit. Apart from regulation nods to finding constructive ways to work together that respect Pakistans sovereignty, Mr. Obama made no promises either to end or even curtail the drone strikes. In other words, if Pakistan cant deal with terrorists operating from its territory, the U.S. will. Interestingly, as Mr. Sharif was hyperventilating against drone strikes, the U.S. administration on purpose leaked information to no less a journalist than Bob Woodward of The Washington Post to show how Pakistans military and the Inter-Services Intelligence (ISI) secretly approved, endorsed and received regular briefings on drone strikes. The leak was probably also necessitated by a report released by Amnesty International also timed for Mr. Sharifs arrival on civilian deaths caused by drones. The debate on drones is complex, and experts have raised serious questions on claims of civilian casualties. Mr. Obama seems to understand Pakistans double game on terrorism, but is unwilling to deal with it front and centre, at least not at this time. In his public remarks, he indirectly hinted at Pakistan being the centre of most terrorist activity, and in private asked Mr. Sharif why the masterminds of the Mumbai attacks had not been brought to justice, and why the venomous Hafiz Saeed roamed free. Afghan withdrawal Merely asking doesnt amount to much, unless he can link it to tangibles. But he wont because of 2014 the date which currently determines all U.S. policy towards Pakistan. To be sure, this latest U.S.-Pakistan patch-up is yet far from re-establishing a good, workingpartnership. What the Americans want is the use of Pakistani land routes to bring out their troops and heavy equipment from Afghanistan. What the Pakistanis want is a promise of togetherness after 2014, not a repeat of the 1990s when they felt used and dumped by the Americans. Mr. Obama has given an assurance of a longterm partnership, but how he plans to build that in the face of extreme hatred of America and all things American in Pakistan remains a question. When 92 per cent of the population hates you, as several Gallup and Pew surveys have shown, it is hard to build relations or dams. Similarly, more Americans view Pakistan negatively, a factor that will increasingly show up through elected representatives in the U.S. Congress when it comes to approving more aid. How many times can a U.S. administration declare national security imperatives and grant waivers to Pakistan over the wishes of the U.S. Congress to keep the money flowing? Over time, Pakistan has always negotiated with a gun to its head and issued implicit threats more terrorism, more nukes. And now it has begun saying it is too big to fail. The Americans always accede to the blackmail. Even at this juncture, when they know that Pakistans army is not an honest participant in the creation of a stable Afghanistan, they have willingly suspended their disbelief and resumed military aid. For India This muddling through only postpones the hard questions about the intentions of Pakistans military and the ISI, but doesnt answer them. Pakistans Deep State continues to make it extremely difficult for Indias leaders to make real breakthroughs in the face of constant violations of the Line of Control and infiltration. It keeps things simmering on both borders Afghanistan and India while extracting its many pounds of flesh from the Americans. Why the Americans should continue to feed the military beast is unfathomable, especially in the face of all the evidence they themselves have collected since 9/11. Besides, it only undermines the efforts of civilian leaders to gain primacy in the ongoing struggle to bring the military under their control. The new, long-term partnership should be built with civilian leadership as the fulcrum if it is indeed meant to be new. More investments and more access to U.S. markets will help toward that goal and create a possibility however remote to reverse the trend toward radicalisation. (Seema Sirohi is a columnist.) Not much comfort
The revelation that the Pakistan establishment not only knew in advance but had also endorsed drone strikes by the U.S. on its territory has knocked the stuffing out of Prime Minister Nawaz Sharifs U.S. visit. It is fairly obvious why classified Central Intelligence Agency documents on the strikes were leaked to the Washington Post while Mr. Sharif was in the U.S. This was his first meeting with President Barack Obama after assuming charge as Prime Minister in June. Mr. Sharif would have used this visit to demand greater parity in U.S.-Pakistan relations. Drone strikes along Pakistans north-western border were a hot-button issue during the parliamentary elections, and there was enormous pressure on the Prime Minister to call out this violation of sovereignty. In addition, Mr. Sharif hoped to elicit a favourable statement from the Obama administration on Kashmir. While the U.S.-Pakistan Joint Statement does allude to the need for uninterrupted dialogue on all outstanding issues between India and Pakistan, there is little else that Mr. Sharif can take comfort from. If anything, the Posts expos allowed the U.S. to blunt criticism from the Prime Minister and make it appear that drones were a mutually determined counterterrorism measure. The leak of CIA documents has ensured the U.S. retains the upper hand in its strained relationship with Pakistan ahead of NATOs troop withdrawal from Afghanistan. Drone strikes and covert military operations which require a pliant administration in Islamabad will continue to be a key instrument of U.S. policy after 2014. The U.S. would also like to see the Sharif government rein in its plans to pursue peace talks with the Tehreeke-Taliban-e-Pakistan. The proposal to negotiate with the TTP has found support across Pakistans political spectrum but serves little purpose other than to strengthen extremists hands. President Obamas seeking an explanation from Mr. Sharif on the delay in trying the 26/11 Mumbai attack suspects must be viewed in this context. Although India and the U.S. share a goal in nudging Pakistan to fight terrorism, New Delhi should not hedge its bets on President Obamas words. Mr. Sharifs visit passed by without so much a murmur from the U.S. on the killing of Indian soldiers at the Line of Control this August. Whether on Kashmir or counterterrorism, the subcontinents interests are best served by sustained bilateral dialogue: if Pakistan would do well to stop pretending the U.S. is an honest broker, India must not base its policies on Washingtons.

Muslims, who used to live across Ahmedabad, are now increasingly flocking to ghettos, mostly along the citys fringes Sajid Row Houses in the Maqdoomnagar locality of eastern Ahmedabads Vatwa suburb is an unauthorised colony that has existed for nearly 15 years. And so does Dharmabhoomi Society, divided by a wall nearly 10 metres away. But the similarity ends there. This is one of the very few mixed neighbourhoods left in communally divided Ahmedabad, with more ghettos coming up over the last decade. Muslims from many areas who used to be scattered across the city are now flocking together in ghettos like Vatwa, a disorganised, industrial suburb. No isolated instance And a staggering four lakh-plus of them from all walks of life have moved into Juhapura, considered to be the biggest Muslim ghetto in Asia. Before the 2002 communal riots, Juhapura had an estimated 2.5 lakh people. Most ghettos have come up on the fringes of the city, away from the Hindu mainstream and lacking in basic amenities. Sajid Row Houses, that has 150 houses, and Qutb-e-alamnagar with around 500 in Maqdoomnagar present a picture of filth, slush and puddles of dirty water. They swarm with flies and mosquitoes. There are no sewerage lines. A foul smell permeates the air. There is no water supply, and whatever is drawn is not always potable. The garbage van from the Bharatiya Janata Party-controlled Ahmedabad Municipal Corporation (AMC) is erratic. In contrast, if you are perched on the top floor of any house in the Sajid Row Houses and look over the wall on the other side, Dharmabhoomi Society looks quite different. It has almost all the facilities that this neighbourhood lacks. This is not an isolated instance, and is the same story in other places too. What more can explain the reality than the fact that ours is a Muslim colony and theirs is not? quips Subedar Shaikh, a retired railway employee living in Sajid Row Houses. Unauthorised They came to live here in 1998, but out of the blue the AMC declared this reserved land for public purposes in 2004, and so our colony has now become unauthorised, he says. The AMC would not even include the society under its impact fee scheme that envisages regularising unauthorised constructions for a fee, points out Shabbir Shaikh. We are ready with all legal procedures completed but they would just not listen to us. Wasim Ansari, a local BJP leader for the last 15 years, counters this. This problem is not restricted to Maqdoomnagar. It exists in all illegal Muslim colonies in Ahmedabad because of the nexus between the Muslim builder mafia and Congress councillors. They set up illegal societies without providing any facilities and later leave the residents to fend for themselves. Look at the Hindu builders and the colonies they build. They are so well laid-out with all facilities. It is not right to blame the ruling party and give a communal angle to this, he argues. What Mr. Ansari says, however, is only

The manner in which leaders of the principal political parties have traded allegations in the last few days over the tragedy of the Muzaffarnagar communal clashes reflects an increasing trend of competitive irresponsibility. This latest round started with the Congress vice-president, Rahul Gandhis reckless comments that some of the Muzaffarnagar riot victims were being cultivated by Pakistans Inter-Services Intelligence Directorate. He quoted Indian intelligence sources; this was a grave impropriety in itself, raising the disturbing question as to how a person outside government could have had privileged intelligence briefings. More damagingly, his words have had the effect of questioning the national loyalty of Muslims. As is well known, the minority community has been subjected to periodic tests of its loyalty, especially during election campaigns when competitive communalism is on the ascendant. As the Sachar Committee report on the status of Muslims pointed out, the community carries the double burden of having to prove its loyalty to this country while being subjected to the unfair perception that it is the recipient of policies of appeasement by political parties. Presumably, Mr. Gandhi meant to draw attention only to the unaddressed sufferings of Muslims post the communal riots in Muzaffarnagar and highlight their vulnerability. Yet, by his awkward and ill-thought conceptualisation of this concern, he ended up offending the sensibilities of the very community he was trying to reach out to in the context of the upcoming elections to five State Assemblies. The BJPs prime ministerial candidate, Narendra Modis attempts to capitalise on Mr. Gandhis egregious mistake seemed to be designed to underscore the theme of the national security risk by his repeated references to this theme. While seeming to be sympathetic, Mr. Modis expressed outrage over the remarks appeared synthetic. The credibility gap for Mr Modis secular credentials remains a challenge that he needs to overcome. His overture to Muslims is seen as less about inclusiveness and more designed to break down the resistance of secular forces in the larger national arena. Some months ago, a participant at one of Mr. Modis Muslim outreach programmes pointed to the paradox of the BJPs website continuing to carry literature suggesting that Muslims carried divided loyalties. The BJP has still to remove the offensive material. Trading of charges is a part of election discourse. But surely Mr. Gandhi and Mr. Modi need to be aware of the dangers of crossing the line on such emotive and potentially explosive issues as national security and Muslim patriotism. This country requires a constructive debate especially during these crucial elections, on critical issues of livelihood and development, and could do without such debilitating arguments that take the discourse nowhere.

The contrast between Muslim Juhapura and Hindu Vejalpur, neighbourhoods on either side of a road that is popularly known as Border, is as striking as it is between Sajid Row Houses and Dharmabhoomi Society in Vatwa. One is a story of neglect, another is one of development split by just a road.

put even names of persons making recommendations for Padma awards on website though after announcements of awards on Republic Day eve on 25th January. CIC-verdicts will make recommending persons feel some responsibility before making recommendations for these prestigious nations honours when even willful financial defaulters and persons with criminal/controversial backgrounds are also often recommended and awarded too while genuine recommendations made by some very renowned and responsible personalities are ignored. For the balance three finds covering an area of 316 sq km, he agreed with RIL-BP that the DGH had not been insisting on drill stem test (DST) for confirmation of a discovery in the past and had decided to rake up the issue of absence of DST in case of D29, D30 and D31 finds after 8 months of commerciality documents being submitted and around 40 months from the discovery. There has been practice in the past not to insist for the DST for declaration of the commerciality (a prerequisite before investment plans are considered) by the DGH and a circular to that effect is still in existence, Mr. Moily wrote. The state government seeks an additional Central assistance of Rs. 1,590.09 crore out of NDRF to complete the process of relief and restoration measures on account of heavy rain and flood during October 21-26, Special Relief Commissioner P.K. Mohapatra said. The state government submitted the memorandum to the visiting inter-ministerial central team headed by Rashmi Goel. Earlier, the state government had submitted a similar memorandum to Union Home Secretary Anil Goswami demanding Rs. 4,242.41 crore as central assistance for the damage caused due to cyclone Phailin and resultant floods. Kerala mulls providing Z category security to Chandy


TH IRUVANANTHAPURAM, OCT 28: Describing the attack on Chief Minister Oommen Chandy in which he was injured in stone pelting at Kannur on Sunday as a planned one, Kerala government on Monday said placing him under Z category security would be taken after consultation with him. It was proposed to provide Z category security to Mr. Chandy, but a final decision in this regard would be taken only after consultation with Chief Minister, Home Minister Thiruvanchoor Radhakrishnan told reporters here. What happened during the CPI-led LDF opposition protest was a well planned one as LDF volunteers were blocking Mr. Chandys official engagements across the state for the past five months, he said. On the condition of Mr. Chandy, who was admitted to Medical College Hospital here, he said Mr. Chandy has a swelling in chest and he has to undergo a CT scan to find out whether any glass particles had pierced his forehead. LDF under the cover of showing black flags had virtually indulged in violence and so far 207 police personnel had been injured in the last five months at various places, he said. On the one side LDF say they were holding peaceful protests and on the other hand they indulge in violence. Is it not a double standard, he asked. Refuting reports that security lapse led to the incident, Mr. Radhakrishnan said in view of intelligence report that there would be trouble in Kannur, unprecedented security measures were taken during yesterdays meeting. Nearly 1000 police personnel were deployed for security purpose and DGP has been examining how the incident happened even after such a high security, he said. So far 21 persons have been arrested in connection with the incident and all of them were CPI(M) activists, he said. Mr. Chandy was injured in stone pelting during a protest demonstration by LDF as part of their agitation against him on solar scam issue turned violent. LDF was on an agitational path in the state demanding resignation of Mr. Chandy on solar scam issue, which related to cheating a few persons by one Saritha S Nair and her accomplice Biju Radhakrishan by offering solar panel solutions. RAIPUR, OCT 28: Police have received inputs of Naxals planting Improvised Explosive Devices in a bid to disrupt the electoral process Five improvised explosive devices (IEDs), allegedly planted by Naxals to target security personnel during polls, were unearthed by security forces in Chhattisgarhs Maoist-hit Bijapur district. on a tip off, five IEDs two of 5 kg each and three of 3 kg each were found planted at a weekly market of Usoor village on Sunday evening, a senior police official said. Security personnel have undertaken demining exercise in several areas of Bastar after receiving a tipoff that Maoists had planted landmines near polling booths and important roads in the region ahead of elections, he said. Following the inputs, the joint contingent of CRPF, CAF and district police force rushed to the spot on Sunday evening and defused the bombs, he said. The IEDs were cleverly hidden under the soil at the weekly market and if activated, it could have caused a major tragedy for security forces, the official said. Apart from IEDs, wire, five detonators and explosives were also recovered from the spot, he said. Eighteen Naxalaffected constituencies of eight districts Bastar, Bijapur, Kondagaon, Sukma, Narayanpur, Dantewada, Kanker and Rajnandgaon will go to polls in the first phase on November 11. Taking a serious note of the Maoist threat, the Centre has sent additional 400 companies (40,000 personnel) of paramilitary forces to ensure peaceful polling.

Delhi police arrests Bhatkal, sent to 15 days custody


NEW DELHI, OCT 28: Indian Mujahideen co-founder Yasin Bhatkal and his close aide were on Monday sent to custody of Delhi Police for 15 days after a court here allowed the plea of the probe agency to arrest them in a case lodged in 2011 for allegedly setting up an illegal arms factory. District Judge I.S. Mehta allowed the Delhi Police Special Cell to arrest Yasin Bhatkal and his aide Asadullah Akhtar after they were produced before it by NIA, Hyderabad which said the accused are not required for custodial interrogation. The district judge asked special cell sleuths to produce Bhatkal and Akhtar before the designated court for trying the cases being probed by the special cell of Delhi Police for seeking their custody. The accused were then produced before Additional Sessions Judge Daya Prakash who remanded both the accused to police custody for 15 days till Outer Delhi and several alleged IM suspects were arrested. An FIR was registered against Bhatkal in the case on November 22, 2011 and later a non-bailable warrant was also issued against him for setting up the factory. According to Delhi Police, the weapons manufacturing unit had elaborate equipment like moulding machine, cutting machine, assembly drilling machine and grinding machine besides explosives and rocket launchers. During the proceedings before the district judge on Monday, Bhatkal and Akhtar informed the court that they were threatened by the NIA, Hyderabad and were forced to write their confessional statements. Defence counsel Khan argued that NIA, Hyderabad threatened to kill both the accused in an encounter if they refused to write their statements as desired by the agency. The NIA, however, said the allegations are false and the accused were not tortured. The agency also said that they were properly represented by their counsel so there was no point of torturing them. Meanwhile, Mohd Manjer Imam, another aide of Bhatkal who was arrested by NIA in connection with terror strikes across the country since 2003, was also produced before the district judge who extended his judicial custody till November 11. Seeking extension of judicial custody of Imam, NIA said its probe into the case was going on. Bhatkal was taken to Hyderabad after he was arrested on September 21 by NIAs Hyderabad unit in connection with the Dilsukhnagar blast case that claimed 16 lives. The blasts were triggered by IEDs planted near Konark and Venkatadiri theatres on February 21. Akhtar was arrested in connection with the blast case on September 17. Ashraf al-Qedra, the spokesman of Gazas emergency services, said there were no injuries. Palestinians said it was the first Israeli airstrike in Gaza in about a year. An Israeli military statement said the targets hit were two concealed rocket launchers. Earlier, Gaza militants launched two missiles at the southern Israeli coastal city of Ashkelon early on Monday. TOKYO, OCT 28: In their first meeting since Japan created a new, more independent nuclear agency 13 months ago, the top regulator on Monday urged the head of the utility that runs the crippled Fukushima plant to take drastic steps to mitigate a spate of mishaps at the complex. Nuclear Regulation Authority Chairman Shunichi Tanaka summoned Tokyo Electric Power Co. President Naomi Hirose to his office to express concerns about growing problems at the plant, including human errors that have led to a series of leaks of contaminated water used to cool the damaged reactors. It was the first time Tanaka met with a utility president in part because of his attempt to counter criticism that the previous

nuclear regulator, which was under the wing of the trade and industry ministry, was too close to the utility sector. Such criticism contributed to the creation last year of a separate, independent nuclear regulator that Tanaka now heads. Agency officials said the meeting indicated Tanakas grave concerns.

Tanaka and other commissioners have said they plan to step forward to provide more proactive instructions in the future. Tanaka also urged the plant to do more to reduce radioactivity at the site to allow workers to workwithout full-face masks, which distract communication and contribute to hard working conditions.

Sensex slips 113 pts to nearly RBI set to hike rates as inflation control remains priority 2-wk low ahead of RBI meeting
NEW DELHI, OCT 28: Reserve Bank of India (RBI) Governor Raghuram Rajan is likely to hike a key policy interest rate by at least 0.25 percent Tuesday, analysts said. This will be the second increase in the repurchase or repo rate in nearly one-and-ahalf months to curb inflation. In his first policy review announced just a fortnight after he took charge Sep 4, Rajan had increased the repo rate by 0.25 percent to 7.5 percent, terming the inflationary situation "worrisome". Most analysts feel Rajan would opt for at least 0.25 percent hike in repo rate again Tuesday as fighting inflation remained his priority. "We are expecting 25 basis points hike in repo rate and also 25 basis points reduction in MSF rate," senior economist at Dun & Bradstreet India Arun Singh said. The RBI had cut the marginal standing facility (MSF) rate by 75 basis points or 0.75 percent to 9.5 percent in its previous policy review announced Sep 20. MSF is a window for banks to borrow from the RBI. Arun Singh said in the growth versus inflation dilemma, Rajan seems to be giving priority to inflation control. Chief economist of HDFC Bank Abheek Barua said the RBI would hike repo rate by 25 basis points to 7.75 percent, the peak level after which Rajan`s predecessor Duvvuri Subbarao had started easing the rates. Currently, the repo rate, the rate banks pay when they borrow money from the central bank to meet their shortterm fund requirements, stands at 7.5 percent per annum. Reverse repo rate, the interest rate that the RBI pays to commercial banks when they keep their surplus shortterm funds with the central bank, is at 6.50 percent. The central bank is also expected to hike the reverse repo rate by an equal measure to maintain a 100 basis points, or one percent, gap between the two rates, which has long been the default setting. Repo and reverse repo are key policy rates that determine lending and borrowing rates by the commercial banks. Chief economic adviser at State Bank of India Soumya Kanti Ghosh said 25 basis points hike in repo rate is expected, but the RBI might also surprise the markets by keeping it on hold. "We believe a hike in repo rate by 25 basis points is expected to anchor inflationary expectations," Ghosh said. She said the RBI would also cut the marginal standing facility rate, to help reduce the cost of borrowings of banks and keep the cost of government borrowing programmes within manageable limits. The RBI has been struggling to maintain a balance in its policy action in view of the persistent high inflation for more than three years, except a brief relief at the beginning of the current fiscal, and recent slump in economic growth. The wholesale price indexbased inflation, the country`s main gauge of price rise, jumped to 6.46 percent in September. The inflation has risen in the recent months after coming briefly within the RBI`s commonly perceived comfort level of 5 percent at the beginning of the current financial year. The 30-share index, which had lost 210.37 points in previous four trading sessions, opened firm and hit the day's high of 20,771.36. However, bouts of profit-selling pulled the Sensex down to 20,570.28 -- registering a loss of 113.24 points, or 0.55 percent over Friday's close. This is the lowest closing value since 20,415.51 (October

17). The gauge's five day downtrend, its longest losing string in three months. Volatility was also high as market participants seemed directionless on whether to roll over their positions in the equity futures & options (F&O) segment as contracts expire on Thursday, traders said.

Shabir lays foundation of HS building Hatansari

RAJOURI, OCT 28:Minister of State for Health, Mr Shabir Ahmad on Monday laid foundation of High School Building at Hatansari, a remotest village in Rajouri District. The construction work of this High School building would be completed at an estimated cost of Rs 39.60 lakh which would provide adequate accommodation to the students with laboratory and library facilities. Addressing a public meeting after laying foundation, the Minister said that expansion of educational infrastructure besides providing higher and job oriented education to the students at their door steps has received focused attention of the government. He said number of new educational institutions with thrust on job oriented courses opened especially in remote and hilly areas during last over four years in the State. JAMMU, OCT 28:-The Pension & Group Schemes (P&GS) Unit of Life Insurance Corporation of India (LIC) on Monday organized an awareness camp at office of CDPO Vijaypur in district Samba. DSW Officer Samba, Jasmeet Singh was the chief Guest on the occasion. The focus of the Seminar was Aam Admi Bima Yojana and Aaganwari karayakarti Bima Yojana which provides Insurance Cover at a very low cost to people living under or marginally above poverty line. While speaking on the occasion, Jasmeet Singh apprised the participants of the various social security group insurance products and its characteristics. Parents prefer CBSE schools for tiny tots


RANCHI, OCT 28: As admission dates for nursery and preparatory classes are approaching, most parents are busy zeroing in on schools. Selecting the right board forms a large part of choosing a good school. So, parents are engaging in last minute checks to decide among the three boards ICSE, CBSE and state board. Overall development of the child is the most important criterion that the parents are discussing among themselves. Schools which will provide a holistic approach to studies will top every parents list of preferred institutes. Many prefer CBSE board among the three and those who can afford to send their wards to a CBSE board school are not missing the opportunity. "When we were young, ICSE board was considered the best and coming from an ICSE board school I was given more preference while getting job. However, things have changed now and CBSE board seems to be the best board for a child's overall development," said Anita Arya, a teacher adding that the best part about CBSE board is that all competitive examinations are based on the board syllabus. So, a child passing out from a CBSE board school will be prepared to face any kind of competitive examination. Parents, whose children don't get admission in a CBSE board school, now look for ICSE board schools as their second preference. "I will be filling up the admission forms of both CBSE and ICSE boards for my child. If he does not get through one of the best schools of CBSE then we will put him in an ICSE board school," said Abhinav Prakash, father of a five-year-old boy. However, despite trying to make the syllabus similar to CBSE board, the state board fails to attract students from middle-class families. Sanjay Kumar, a fourth grade worker in a government office, said he does not want his daughter to study in a state board school. "I studied in a government school and could not achieve much in my life. I cannot even read or understand English properly and I do not want my daughter to face the same problem. I will eat less but I will make sure that my daughter studies in a good CBSE board school and becomes a doctor," he said. Chairperson of Jharkhand Academic Council, Anand Bhushan said the state board schools cannot be compared with private schools. "He said state board schools focus on teaching all those students who cannot afford to go to schools by paying huge fees. But it does not mean that students studying here will not achieve anything in their life.

IIT-M to expand its campus for more Japanese ventures


CHENNAI, OCT 28: The research park at IIT Madras is set to expand its campus and open its doors to more Japanese ventures. Construction of the 0.8 million sqft campus will be completed by the end of 2014, said IIT-M director Bhaskar Ramamurthi at the alumni meet of the Post Graduate Program for Executives for Visionary Leadership in Manufacturing (PGPEXVLM). IIT Madras Research Park located on the IT corridor has 55 companies with their research and development verticals. "Japanese firms are welcome to set up their R&D units at the park," said Ramamurthi. "The companies may also be interested in recruiting our graduates of this programme." Every week, he said, at least one Japanese firm sets shop in Tamil Nadu and the research park already has firms like Nissan and AMADA. IIT-M has signed MoUs with 10 universities in Japan. PGPEXVLM, an executive MBA programme, was launched in 2006 by India and Japan through National M a n u f a c t u r i n g Competitiveness Council and Japan International Cooperation Agency (JICA). Every batch visits Japan as part of the course . Meanwhile, JICA will start its feasibility survey on the Comprehensive Integrated Master Plan for ChennaiBangalore industrial corridor this December. The survey will take one and a half years to be completed, said JICA senior representative Ichiguchi Tomohide. "We will also improve infrastructure at the Chennai and Ennore ports. The operations and infrastructure at the ports are insufficient. The industrial zones need better roads, water supply and power connection," he said. JAIPUR, OCT 28: Sixty six candidates from Delhi and Haryana were arrested for allegedly cheatingduring a Staff Selection Commission exam held in Sikar district of Rajasthan by using a special bugging device fitted in their vest. The arrested were caught using automatisc mini mobile like bugging devices at the 28 centres where the exam was being held on Sunday, SP Sikar Haider Ali Zaidi said. "The device had incoming facility only. Its minute receiver, not easily visible, was plugged into the candidates' ears. A person from outside, who had the list of answers, was dictating them in serial order," he said. "Raids were conducted after some candidates were spotted with the devices outside the centres," he said, adding that the SSC officials had been informed about the incident. Over half a dozen luxury vehicles were also seized during the raids, the SP said. "The candidates are being interrogated to ascertain details of the gang involved in facilitating cheating in the exam," he added.
