NEWS IN BRIEF
NEW DELHI, OCT 28: The situation along the Line of Control and the International Border, which have been witnessing frequent ceasefire violations, came up for a review at a high-level meeting headed by Defence Minister A K Antony Monday. The issue of ceasefire violation was discussed at the
meeting attended by National Security Adviser Shivshankar Menon, Defence Secretary R K Mathur and the three Services chiefs, Defence Ministry officials said here. This year, there have been more than 140 ceasefire violations by the Pakistan Army along the LoC and the IB, and even today a Junior
Commissioned Officer (JCO) of the Army was killed in the firing in Uri sector of Jammu and Kashmir. The issue of ceasefire violations has been discussed between the DGMOs of the two countries more than twice in the last week where the Indian side is understood to have asked for a flag meeting between the BSF
and its Pakistani counterparts. During the one-hour meeting, Antony was briefed by the army about the steps taken by it in the situation and its ways of handling ceasefire violations by the Pakistan Army. The army has asked its local formation commanders to respond to any ceasefire violation in the strongest possible manner and adopt an aggressive stance there. This is the first high-level review meeting chaired by the Defence Minister after the 15-day operation by the Army last month in Keran sector along the LoC over which questions have been raised. The meeting is also understood to have discussed the recently-signed Border Defence Cooperation Agreement with China to prevent any face-offs on the Line of Actual Control and its impact in addressing India's concern there.
Mufti Sayeed says Congress natural ally, no truck with BJP Nitesh's lies exposed: centre had alerted Bihar govt on Patna rally
SRINAGAR, OCT 28: Opposition People's Democratic Party (PDP) on Monday reached out to Congress saying the party was its "natural ally" even as it scotched any talk of joining the BJP-led National Democratic Alliance (NDA) with all eyes on Lok Sabha polls next year. "There is no alliance (with NDA)... Congress is our natural ally," PDP patron Mufti Mohammad Sayeed said in response to questions as to which camp his party would prefer to join. "Jammu and Kashmir had a golden period during the PDP-Congress alliance government (between 2002 and 2008)," he said. Congress is presently part of the coalition government in highway from Srinagar to Jammu, which was taken up by Sayeed during his tenure as chief minister. Sayeed also praised Prime Minister Manmohan Singh for generously supporting the state. He said the Centre had accepted all the demands for the development of J&K and referred to the Rs 24,000 crore Reconstruction Plan for J&K announced in November 2004. "Whatever signs of development you see in the state are because of that (reconstruction plan)," he added. Sayeed, however, declined to comment when asked to give his opinion as to the difference between the Vajpayeeled BJP and the party under Narendra 8Contd p2 lous" attitude and demanded a high-level probe and a review of security of its Prime Ministerial candidate. Leader of the opposition in Rajya Sabha Arun Jaitley said at a press conference here that government needs to rethink on the security drill to be carried out for political rallies ahead of next general elections and redefine its policy. "This is an attack of Narendra Modi and other senior BJP leaders. It was intended to intimidate our party which has vowed with greater 8Contd p2

NEW DELHI, OCT 28: Claiming that a specific alert was issued to Bihar government about Narendra Modi's rally in Patna, BJP today accused the Nitish Kumar government of lapses that led to serial blasts and charged it was soft on terror due to vote-bank politics. The opposition party accused the state government of adopting a "casual and cal-

the Bihar DGP had received an intelligence alert on October 23 about a possible attack in Patna and wanted the state government as well as the Centre to clarify on the issue. Jaitley's contention was countered by Ravindra Kumar, ADG, Patna, who said there was no specific intelligence input and that only general alerts were given. The death toll in the serial blasts, meanwhile, rose to six after an injured person died at the Patna Medical College and Hospital (PMCH) late last night. Currently, 37 injured persons, many of them in critical condition, are being treated in the hospital. Jharkhand ADG (law & order) S N Pradhan said the probe so far showed that Imtiaz Ansari, one of the two arrested terrorists, allegedly had contacts with Tahseen Akhtar, an alleged close aide of arrested top IM operative Yaseen Bhhatkal. The other terrorist was identified as Tausim. Pradhan said after interrogations during raids at Dhruva in Ranchi last night it had emerged that Imtiaz, his nephew Tophek, Tariq Ansari and Noman Ansari had gone to Patna on Saturday and two others had joined them on the way. The four had, however, told people of their locality that they were going to Kolkata but left for Patna on Saturday. Tariq died while allegedly handling explosives yesterday and Noman and Tophek were absconding, while Imtiaz was arrested after the blasts in Patna, Police said. The home-grown IM has links with Pakistan-based terror outfit Lashkar-e-Taiba (LeT). "The Ranchi module(of IM) has been set up recently," Pradhan said, adding the police also suspect that the same IM module might have been behind the Bodh Gaya terror attack on July 7 as explosive materials and digital timer device found in Patna blasts were identical. "A fail-safe connection has been established between the two blasts," he added. Five people including two monks were injured in the Bodh Gaya strike. The ADG said a National Investigation Agency team had arrived here today to investigate links of the newly set up Ranchi module of IM and further investigations are on. Earlier in the day, three persons detained in Ranchi yesterday in connection with the Patna blasts were released after interrogation last night. Raids were carried out in Jharkand soon after Bihar Police tipped off their counterparts in Ranchi that some suspects in Patna blasts hailed from the state, police said adding black powder, materials used to make IEDs, pressure cooker and extremist literature were seized. geted by IEDs detonated by cell phones and radio signals, they said. The statement of Singh was severely criticised by politicians after which National Conference ministers and MLAs moved a motion against him for alleging that some ministers in Jammu and Kashmir were paid money to get certain jobs done since Independence. Mir had denied any wrong doing and Chief Minister Omar Abdullah wrote a letter on September 25 to Prime Minister Manmohan Singh seeking a credible probe into the allegation for restoring faith of people in mainstream politicians in the state.

to arrest Yasin Bhatkal and his aide Asadullah Akhtar after they were produced before it by NIA, Hyderabad which said the accused are not required for custodial interrogation. The district judge asked special cell sleuths to produce Bhatkal and Akhtar before the designated court for trying the cases being probed by the special cell of Delhi Police for seeking their custody. The accused were then produced before additional sessions judge Daya Prakash who remanded both the accused to police custody for 15 days till November 12. Advocate M S Khan, appearing for the two, however, opposed the police custody plea, saying the accused have already been investigated by the NIA and the special cell has no locus standi to seek their fresh custody. Bhatkal and Akhtar was earlier taken to Hyderabad after being arrested on September 21 and September 17 respectively by NIA's Hyderabad unit in connection with the Dilsukhnagar blast case that claimed 16 lives. The blasts were triggered by IEDs planted near Konark and Venkatadiri theatres on February 21 this year. The court had earlier issued NBWs against Bhatkal and Akhtar in the illegal arms factory case, in which the special cell had already arrested 16 alleged IM men, as they were absconding since then. The special cell had in November 2011, busted an illegal arms factory located in Meer Vihar area of Nangloi in Outer Delhi and several alleged IM suspects were arrested. An FIR was registered against Bhatkal in the case on November 22, 2011 and later a non-bailable warrant was also issued against him for setting up the factory.

Vengsarkar: Dawood entered Indian dressing room in 1986
NEW DELHI: He leaves Indian shores as one of the greatest Formula One drivers ever but Sebastian Vettel was a picture of humility as he acknowledged every person who made a contribution to his triumphant run, showed respect to his critics and became a showman for the fans. At 26, he is the youngest quadraple world champion but showed maturity beyond his age in his words even though there was childlike enthusiasm in his actions and gestures. He knew that what he had chosen to do after winning the Indian Grand Prix will not amuse the race stewards but he did it. After being booed by Ferrari fans for his easy victories in most of the venues, he got a tremendous reception from the Indian fans and he responded to that in the best possible manner. Instead of parking his car as the rules would suggest, he performed donuts with his RB09, named 'Hungry Heidi'. He then bowed, jumped on to his car and threw his gloves towards his fans, making for unprecedented scenes at any F1 Grand Prix.
He was expectedly reprimanded by the stewards and his team Red Bull was fined 25,000 euros. The German said it was a spontaneous outpouring of emotions. "Rocky, my engineer called for the usual procedure but I said 'yeah, not this time' and there's so many people here on the main grandstand that I had to do it. Usually we are not allowed to -- but it felt so right at that time," he said.
"It is also a special place to win at and yeah, when my engineer called for the usual procedure - parc ferme, park the car - I said to myself I don't care, I go there, the crowd was great in the main grandstand and I'll have some fun there which I enjoyed a lot. "Unbelievable reception. It's a shame we are not racing here next year." Just three days back, Vettel said being stubborn was his
biggest weakness and sometimes he becomes more stubborn than usual. In a sport which gives very little scope for display of emotions, Vettel acted stubborn to break the rules and let it flow in front of the fans last evening. After the fans, Vettel acknowledged the contribution of every person in the Red Bull garage and said his celebration was also for the
NEW DELHI: Former Indian skipper Dilip Vengsarkar on Monday made a startling revelation about underworld don Dawood Ibrahim entering Indian team dressing room during the 1986 Sharjah tournament. Vengsarkar disclosed that Dawood entered the team's dressing room and was introduced by the famous actor Mehmood as a businessman. However, Dawood was asked by the then India's captain Kapil Dev to get out of the dressing room. "Dawood offered a car to each player of the team if they beat Pakistan in the match that was to be played the next day," Vengsarkar said at a function in Jalgaon.
"Dawood had said: 'If you guys win the tournament, I will give all of you a Toyota car each. The offer was rejected by the team," Vengsarkar. "Yes, I remember a gentleman walking into our dressing room in a game in Sharjah and wanting to talk to the players," Kapil Dev told India Today. Former BCCI secretary Jaywant Lele had also mentioned the incident in his book, 'I was There -Memoirs of a Cricket Administrator'. The series is most remembered for the last-ball six by Javed Miandad off Chetan Sharma in the final that helped Pakistan win their first Sharjah trophy.
We don't want to wait for final game Wash out help India retain No 1. spot in ICC ODI rankings to clinch series: Xavier Doherty
NAGPUR: Australia are extremely keen to wrap up the seven-game ODI series on Wednesday itself by winning the penultimate match in Jamtha and take an unassailable lead, left-arm spinner Xavier Doherty said today. "We have come here to win this game and we're not worried too much about Bangalore (venue of last game on November 2). At the moment we are worried about winning this game and wrapping it up on Wednesday," said Doherty today after the team's training session. Australia are 2-1 ahead in the rubber and India face a mustwin situation here on October 30 to stay alive in the series. "From our point of view this is the game we want to win. We don't want to save it for the last game on Sunday. We want to wrap up this game. Obviously from their (India's) point of view they need to win to stay alive and from that point, it is pretty crucial for them," said Doherty. "We would rather be 3-1 up than 2-2 all. Both teams have played some very good cricket and it will be about who is better on Wednesday," he added. While conceding that bowlers from both teams have found the going tough, especially with the new ODI rule on field restrictions, Doherty averred that it was better to grin and bear it. DUBAI: World champion India has managed to retain its number one spot in the Reliance ICC ODI Team Rankings after the last two 50-over games in the sevenmatch home series against Australia were washed-out. Australia lead the series 2-1 with the final two matches to be played in Nagpur and Bengaluru on Wednesday and Saturday, respectively. Australia needed to win the series 6-1 or better to dislodge India from the top and reclaim the number one spot, which it last held in July 2012. If Australia manages to win the final two ODIs, it will rise to 119 ratings points while India will finish on 120 ratings points. In sharp contrast, if India wins both matches, it will finish on 123 ratings points while Australia will slide to 114 ratings points -- only three ahead of second placed England and third ranked Sri Lanka, according to an ICC statement. Among other teams Pakistan has an opportunity to gain a place on the ICC ODI Team Rankings if it wins its upcoming five-match series against South Africa by 3-2 or better. The series will begin in Sharjah on Wednesday. Pakistan is currently sitting in sixth position, four ratings points behind South Africa. However, if Pakistan wins the series 3-2, the two sides will swap places, with the Asian side moving into fifth position on 103 ratings points and the Proteas dropping to sixth spot on 102 ratings points. Conversely, South Africa will move to 107 ratings points if it wins the series 4-1 and will narrow the gap with England and Sri Lanka to just four ratings points. That gap will be trimmed to just one rating point if South Africa sweeps the series. New Zealand finds itself in a must-win situation in its three-match series against host Bangladesh that starts in Dhaka on Tuesday. New Zealand is in seventh position on 89 ratings points while Bangladesh is ranked ninth on 76 ratings points. If Bangladesh wins the series, it will move to 79 ratings points while New Zealand will slip behind the West Indies into eighth, on 87 ratings. However, if New Zealand wins the series, then it will gain two ratings points and rise to 91 ratings points, while Bangladesh will drop to 75 ratings points after conceding one rating point. Meanwhile, two Indians fea-
ture in the top 10 ODI batsmen chart with Virat Kohli on the fourth position ahead of captain Mahendra Singh Dhoni who occupies the seventh position. The upcoming ODI series against Pakistan offers South Africa captain AB de Villiers an opportunity to overtake Hashim Amla at the top of the Reliance ICC Player Rankings for ODI Batsmen. De Villiers was last ranked number-one in July 2013, and recently overtook Amla for the top spot of the Reliance ICC Player Rankings for Test Batsmen. Among the bowlers, India's left-arm spinner Ravindra Jadeja will strive to gain sole ownership of the number one rank on the ICC Player Rankings for ODI bowlers with impressive performances in the last matches against Australia.
PARIS: Leander Paes and Rohan Bopanna moved to the pre-quarterfinals of the ATP BNP Paribas Masters with their respective partners after getting byes in their first rounds. Bopanna and his French partner Roger-Vasselin Edouard have been seeded fifth while Paes and his Canadian partner Daniel Nestor are seeded seventh.
Bopanna and Roger-Vasseli await winner of the first round match between American pair of John Isner/Nicholas Monroe and Briton-Ditch combo of Jonathan Marray and Igor Sijsling. Paes and Nestor will take on either Mexican Santiago Gonzalez and American Scott Lipsky or Briton Jamie Murray and Australian John Peers.

A patch-up to keep it going
SEEMA SIROHI
President Obama seems to understand Pakistans double game on terrorism, but is unwilling to deal with it upfront, at least not at this time There is always a good reason for slipping back to business-as-usual in U.S.-Pakistan relations. This time it is Americas need to buy Pakistans cooperation for a safe exit from Afghanistan. And Pakistans need to break out of its isolation. The Obama Administration, as many others before it, has proved that on Pakistan, hope always trumps reality and the magnificent delusions endure. The cost, meanwhile, keeps rising. The invitation to Pakistan Prime Minister Nawaz Sharif to visit Washington was part of a fine orchestration of expectations and delivery. Sudden munificence $1.16 billion in U.S. aid, to be precise hitherto withheld because relations had deteriorated alarmingly, was unclogged. Once Mr. Sharif landed, various Cabinet members were lined up to host him for lunch and dinner. Michelle Obama met Kalsoom Sharif for tea, and a poetry reading session at the White House. Modern and moderate mantra The leitmotif of the visit: emphasise the positive, ignore the deception, desperately seek areas of common interest and keep it going. At the end of the day, Pakistan, with its expanding arsenal of nuclear weapons and jihadi outfits, cant be cut loose from the tether of international moorings. The rest is window-dressing. The two sides succeeded to some extent in shifting the trajectory from the downward spiral of 2011-12 to a more stable one. The visit was designed to support the new mantra of a modern and moderate Pakistan. The Americans restarted the Strategic Dialogue with Pakistan, promised to help with the energy sector, and in general agreed to support Mr. Sharifs trade, not aid dream. Drone strikes While President Barack Obama was cordial and effusive on the economic front, he didnt budge on drone strikes, an issue that Mr. Sharif repeatedly complained about during the visit. Apart from regulation nods to finding constructive ways to work together that respect Pakistans sovereignty, Mr. Obama made no promises either to end or even curtail the drone strikes. In other words, if Pakistan cant deal with terrorists operating from its territory, the U.S. will. Interestingly, as Mr. Sharif was hyperventilating against drone strikes, the U.S. administration on purpose leaked information to no less a journalist than Bob Woodward of The Washington Post to show how Pakistans military and the Inter-Services Intelligence (ISI) secretly approved, endorsed and received regular briefings on drone strikes. The leak was probably also necessitated by a report released by Amnesty International also timed for Mr. Sharifs arrival on civilian deaths caused by drones. The debate on drones is complex, and experts have raised serious questions on claims of civilian casualties. Mr. Obama seems to understand Pakistans double game on terrorism, but is unwilling to deal with it front and centre, at least not at this time. In his public remarks, he indirectly hinted at Pakistan being the centre of most terrorist activity, and in private asked Mr. Sharif why the masterminds of the Mumbai attacks had not been brought to justice, and why the venomous Hafiz Saeed roamed free. Afghan withdrawal Merely asking doesnt amount to much, unless he can link it to tangibles. But he wont because of 2014 the date which currently determines all U.S. policy towards Pakistan. To be sure, this latest U.S.-Pakistan patch-up is yet far from re-establishing a good, workingpartnership. What the Americans want is the use of Pakistani land routes to bring out their troops and heavy equipment from Afghanistan. What the Pakistanis want is a promise of togetherness after 2014, not a repeat of the 1990s when they felt used and dumped by the Americans. Mr. Obama has given an assurance of a longterm partnership, but how he plans to build that in the face of extreme hatred of America and all things American in Pakistan remains a question. When 92 per cent of the population hates you, as several Gallup and Pew surveys have shown, it is hard to build relations or dams. Similarly, more Americans view Pakistan negatively, a factor that will increasingly show up through elected representatives in the U.S. Congress when it comes to approving more aid. How many times can a U.S. administration declare national security imperatives and grant waivers to Pakistan over the wishes of the U.S. Congress to keep the money flowing? Over time, Pakistan has always negotiated with a gun to its head and issued implicit threats more terrorism, more nukes. And now it has begun saying it is too big to fail. The Americans always accede to the blackmail. Even at this juncture, when they know that Pakistans army is not an honest participant in the creation of a stable Afghanistan, they have willingly suspended their disbelief and resumed military aid. For India This muddling through only postpones the hard questions about the intentions of Pakistans military and the ISI, but doesnt answer them. Pakistans Deep State continues to make it extremely difficult for Indias leaders to make real breakthroughs in the face of constant violations of the Line of Control and infiltration. It keeps things simmering on both borders Afghanistan and India while extracting its many pounds of flesh from the Americans. Why the Americans should continue to feed the military beast is unfathomable, especially in the face of all the evidence they themselves have collected since 9/11. Besides, it only undermines the efforts of civilian leaders to gain primacy in the ongoing struggle to bring the military under their control. The new, long-term partnership should be built with civilian leadership as the fulcrum if it is indeed meant to be new. More investments and more access to U.S. markets will help toward that goal and create a possibility however remote to reverse the trend toward radicalisation. (Seema Sirohi is a columnist.) Forget gutter lines, water supply or garbage clearance. The AMC does not even conduct any fumigation in the area, says Afsana Bano, who runs a small shop here. You need to perform some acrobatics to avoid stepping on the dirt to reach her shop. With no support from either the AMC or the smalltime builder who set up the colony, people in the 54 houses in Nazar Park recently pooled small sums of money to lay an illegal drainage line. Neglect & development Cut to Juhapura on the western tip of Ahmedabad, which throws up not only all the woes that the smaller ghettos like Vatwa and others face, but also a worrying reality. This is that, if you are a Muslim in Gujarat you have no option but to head for a ghetto, irrespective of your economic and professional status. This explains the emergence of two Juhapuras in the area. One that has economically well-off professionals living in plush apartment buildings and bungalows, not by choice but by force for nobody would give them a house in Ahmedabads mainstream upmarket Hindu areas. Tucked away behind these buildings on the main road that leads to a highway towards the Saurashtra region is the other Juhapura, where every colony resembles a huge slum. The civic infrastructure here or the lack of
DARSHAN DESAI
Muslims, who used to live across Ahmedabad, are now increasingly flocking to ghettos, mostly along the citys fringes Sajid Row Houses in the Maqdoomnagar locality of eastern Ahmedabads Vatwa suburb is an unauthorised colony that has existed for nearly 15 years. And so does Dharmabhoomi Society, divided by a wall nearly 10 metres away. But the similarity ends there. This is one of the very few mixed neighbourhoods left in communally divided Ahmedabad, with more ghettos coming up over the last decade. Muslims from many areas who used to be scattered across the city are now flocking together in ghettos like Vatwa, a disorganised, industrial suburb. No isolated instance And a staggering four lakh-plus of them from all walks of life have moved into Juhapura, considered to be the biggest Muslim ghetto in Asia. Before the 2002 communal riots, Juhapura had an estimated 2.5 lakh people. Most ghettos have come up on the fringes of the city, away from the Hindu mainstream and lacking in basic amenities. Sajid Row Houses, that has 150 houses, and Qutb-e-alamnagar with around 500 in Maqdoomnagar present a picture of filth, slush and puddles of dirty water. They swarm with flies and mosquitoes. There are no sewerage lines. A foul smell permeates the air. There is no water supply, and whatever is drawn is not always potable. The garbage van from the Bharatiya Janata Party-controlled Ahmedabad Municipal Corporation (AMC) is erratic. In contrast, if you are perched on the top floor of any house in the Sajid Row Houses and look over the wall on the other side, Dharmabhoomi Society looks quite different. It has almost all the facilities that this neighbourhood lacks. This is not an isolated instance, and is the same story in other places too. What more can explain the reality than the fact that ours is a Muslim colony and theirs is not? quips Subedar Shaikh, a retired railway employee living in Sajid Row Houses. Unauthorised They came to live here in 1998, but out of the blue the AMC declared this reserved land for public purposes in 2004, and so our colony has now become unauthorised, he says. The AMC would not even include the society under its impact fee scheme that envisages regularising unauthorised constructions for a fee, points out Shabbir Shaikh. We are ready with all legal procedures completed but they would just not listen to us. Wasim Ansari, a local BJP leader for the last 15 years, counters this. This problem is not restricted to Maqdoomnagar. It exists in all illegal Muslim colonies in Ahmedabad because of the nexus between the Muslim builder mafia and Congress councillors. They set up illegal societies without providing any facilities and later leave the residents to fend for themselves. Look at the Hindu builders and the colonies they build. They are so well laid-out with all facilities. It is not right to blame the ruling party and give a communal angle to this, he argues. What Mr. Ansari says, however, is only
the partial truth, what with illegal constructions having proliferated across the city over the years irrespective of which community built them. Senior Congress leader J.V. Momin points out: By the AMCs own
The manner in which leaders of the principal political parties have traded allegations in the last few days over the tragedy of the Muzaffarnagar communal clashes reflects an increasing trend of competitive irresponsibility. This latest round started with the Congress vice-president, Rahul Gandhis reckless comments that some of the Muzaffarnagar riot victims were being cultivated by Pakistans Inter-Services Intelligence Directorate. He quoted Indian intelligence sources; this was a grave impropriety in itself, raising the disturbing question as to how a person outside government could have had privileged intelligence briefings. More damagingly, his words have had the effect of questioning the national loyalty of Muslims. As is well known, the minority community has been subjected to periodic tests of its loyalty, especially during election campaigns when competitive communalism is on the ascendant. As the Sachar Committee report on the status of Muslims pointed out, the community carries the double burden of having to prove its loyalty to this country while being subjected to the unfair perception that it is the recipient of policies of appeasement by political parties. Presumably, Mr. Gandhi meant to draw attention only to the unaddressed sufferings of Muslims post the communal riots in Muzaffarnagar and highlight their vulnerability. Yet, by his awkward and ill-thought conceptualisation of this concern, he ended up offending the sensibilities of the very community he was trying to reach out to in the context of the upcoming elections to five State Assemblies. The BJPs prime ministerial candidate, Narendra Modis attempts to capitalise on Mr. Gandhis egregious mistake seemed to be designed to underscore the theme of the national security risk by his repeated references to this theme. While seeming to be sympathetic, Mr. Modis expressed outrage over the remarks appeared synthetic. The credibility gap for Mr Modis secular credentials remains a challenge that he needs to overcome. His overture to Muslims is seen as less about inclusiveness and more designed to break down the resistance of secular forces in the larger national arena. Some months ago, a participant at one of Mr. Modis Muslim outreach programmes pointed to the paradox of the BJPs website continuing to carry literature suggesting that Muslims carried divided loyalties. The BJP has still to remove the offensive material. Trading of charges is a part of election discourse. But surely Mr. Gandhi and Mr. Modi need to be aware of the dangers of crossing the line on such emotive and potentially explosive issues as national security and Muslim patriotism. This country requires a constructive debate especially during these crucial elections, on critical issues of livelihood and development, and could do without such debilitating arguments that take the discourse nowhere.
Sajid Row Houses, that has 150 houses, and Qutb-e-alamnagar with around 500 in Maqdoomnagar present a picture of filth, slush and puddles of dirty water. They swarm with flies and mosquitoes. admission, there are as many as five lakhunauthorised constructions in Ahmedabad alone and most are in so-called posh Hindu areas. Regularising many of them is easier than doing so with those in Muslim areas. Illegal buildings cannot come up overnight without the connivance of officials and rulers of the AMC. What were they doing? And now this discrimination, he says. Come to Alifnagar in Vatwa, where people veritably live in the middle of garbage, slush and potholes full of turbid water. it has remained the same through the years, while the population has doubled because of an influx of riot victims and those scattered in other parts of the city. The contrast between Muslim Juhapura and Hindu Vejalpur, neighbourhoods on either side of a road that is popularly known as Border, is as striking as it is between Sajid Row Houses and Dharmabhoomi Society in Vatwa. One is a story of neglect, another is one of development split by just a road.
It refers to welcome CIC-verdicts wherein Union Ministry of Home affairs (MHA) has been directed to reveal names of persons sending recommendations for Padma awards. Earlier MHA had healthy practice of revealing such information which was later discontinued on change of Public Information Officer, after retirement of the earlier one. It is indeed a matter of concern that transparency in a ministry changes with attitude of changing Public Information Officers. MHA had accepted instructions dated 31.05.2013 of the then Chief Information Commissioner to make public all details about selection of Padma awardees on website after announcement of awards in view of a number of RTI petitions being filed every year on the subject. Now with latest CIC-verdicts dated 08.10.2013, MHA should
put even names of persons making recommendations for Padma awards on website though after announcements of awards on Republic Day eve on 25th January. CIC-verdicts will make recommending persons feel some responsibility before making recommendations for these prestigious nations honours when even willful financial defaulters and persons with criminal/controversial backgrounds are also often recommended and awarded too while genuine recommendations made by some very renowned and responsible personalities are ignored. CIC-directions will also expose such politicians each one of them sending dozens of recommendations in tune with please all policy thus unnecessarily burdening selection-procedure with extra large number of recommendations being put before the Awards Committee to be decided in few hours of deliberations. --RAJINDER SINGH JAI KATHUA

MOILY ALLOWS RIL TO HOLD ON TO Flood havoc: Odisha demands assistance of Rs. 1,590 cr THREE GAS FIELDS IN KG BASIN
kilometres out of the total 7,645 sq km area in the eastern offshore KG-D6 block. However, the Directorate General of Hydrocarbons (DGH) wanted another 1,130 sq km of area, which contained these 8 finds, to also be taken away from RIL on the grounds that the timeline to deve op the fields had expired. RIL and its partner BP plc officials on September 18 made a detailed presentation to the Minister, Oil Secretary Vivek Rae and DGH Director General R.N. Choubey contending that it had not deviated an inch from the Production Sharing Contract (PSC) and had the right to retain the 1,130 sq km area. Sources said Mr. Moily after examining the issue wrote on the file that, the contractor should be asked to relinquish corresponding areas pertaining to 5 discoveries (814 sq km) with immediate effect as RIL had not submitted the field development plan for these within the stipulated timeframe. He wanted this area to be to be offered for bidding on a priority basis. For the balance three finds covering an area of 316 sq km, he agreed with RIL-BP that the DGH had not been insisting on drill stem test (DST) for confirmation of a discovery in the past and had decided to rake up the issue of absence of DST in case of D29, D30 and D31 finds after 8 months of commerciality documents being submitted and around 40 months from the discovery. There has been practice in the past not to insist for the DST for declaration of the commerciality (a prerequisite before investment plans are considered) by the DGH and a circular to that effect is still in existence, Mr. Moily wrote. BHUBANESWAR, OCT 28: The Odisha government on Monday submitted a supplementary memorandum to the Centre seeking an assistance of Rs. 1,590 crore for the second phase of flood in the state from October 21 to 26. The state government seeks an additional Central assistance of Rs. 1,590.09 crore out of NDRF to complete the process of relief and restoration measures on account of heavy rain and flood during October 21-26, Special Relief Commissioner P.K. Mohapatra said. The state government submitted the memorandum to the visiting inter-ministerial central team headed by Rashmi Goel. Earlier, the state government had submitted a similar memorandum to Union Home Secretary Anil Goswami demanding Rs. 4,242.41 crore as central assistance for the damage caused due to cyclone Phailin and resultant floods. Stating that the severe cyclonic storm
NEW DELHI, OCT 28: Oil Minister M. Veerappa Moily has approved taking away five gas discoveries from Reliance Industries in the KG-D6 block over the companys failure to meet timelines but has allowed it to retain three other finds. The five discoveries -- D4, D7, D8, D16 and D23 -- hold 0.805 trillion cubic feet of reserves, or about one-fourth of the restated reserves in the currently producing
Dhirubhai-1 and 3 (D1&D3) fields in KG-D6 block, and are worth $10 billion. Moily in the October 9 order, however, agreed with RILs contention that the company would retain D29, D30 and D31 gas finds to conduct tests for their confirmation, sources said. The RIL as per the contractual requirement of retaining only the area where discoveries have been made, had offered to give up or relinquish 5,367 square
Phailin that struck Odisha on October 12 caused extensive devastation in 18 out of 30 districts, the state government in its supplementary memo said incessant rain under the impact of cyclone also caused severe floods in northern Odisha. Before normalcy was restored, incessant rainfall from October 21 to 26 due to low pressure triggered yet another crisis, creating flood situations in Rusikulya, Vansadhara, Baitarani,
Budhabalanga, Subarnarekha and other rivers affecting 13 districts, it said. The district affected in the second phase of flood were -- Ganjam, Gajapati, Puri, Nayagarh, Khordha, Cuttack, Jagatsinghpur, Kandhamal, Kendrapada, Jajpur, Bhadrak, Balasore and Mayurbhanj. Continued heavy rain also severely hit relief operations in the areas which were affected by the severe cyclonic storm Phailin and floods following that. Lakhs
of people were marooned and vast patches of agricultural land inundated due to the fresh downpour and floods, it said. Agriculture lands have been sand cast due to floods/ flash floods, it said adding due to continued rainfall, houses of people and public infrastructure, especially roads and embankments, have been severely damaged. Official figures show as many as 4,611 villages under 589 GPs of 68 blocks have been affected.

BEIJING, OCT 28: At least three people were killed and 38 others injured when a car crashed into a crowd of people in Tiananmen Square in the heart of Beijing, State media reported on Monday. Photographs circulating on Chinese social media websites showed a car in flames right in front of the Tiananmen gate. Police authorities said the car crashed into a guardrail in front of a bridge on the moat that surrounds the Forbidden City at around noon on Monday, Xinhua reported. The driver and two passengers were reported killed. Two tourists, including one foreigner - were also reported to have died, while at least 38 others were injured. While it remained unclear whether the crash was an accident or deliberate, the incident sparked wide discussion on Chinese social media websites. Most microbloggers speculated that the crash may have been an intended attack, considering that Tiananmen Square is

one of the most politically sensitive places in Beijing. The Square has witnessed many protests in the past, most notably in 1989, when the government crushed student protesters. The Square, and the Tiananmen gate that now bears Mao's portrait, have also in recent years emerged as sites of protests for aggrieved Chinese citizens, who travel to the capital from the provinces to have their grievances heard. One self-immolation protest was reported to have taken place last year in front of the Mao portrait. Considering the sensitivity of the location, authorities moved quickly to limit discussion of the incident, scrubbing photographs and comments posted on social media websites like the Chinese Twitter-equivalent Sina Weibo. Barricades were put up around the site of the crash immediately as the authorities doused the flames of the wreckage. All of Tiananmen Square was evacuated, and one of the two metro rail stations that lead to the square was closed for four hours, according to one attendant at the metro station. However, by 4 pm (local time) only four hours after the incident was reported to have taken place the site, which is popular among tourists, was reopened to the public, and bore no signs of the incident besides patches of water on the footpath in front of the Tiananmen gate. Police officials The Hindu spoke to at the scene of the incident refused to comment about the case. What car are you talking about? one police officer on the scene said. While authorities have, as yet, not released details about the driver and two passengers, the incident is not the first of its kind. In 1982, a disgruntled female taxi driver, who had been fined, drove her car into the almost exact location, killing five people and injuring more than a dozen near the same bridge on the moat that surrounds the Forbidden City. GAZA CITY, OCT 28: Israeli aircraft bombed two targets in the northern Gaza Strip on Monday, following the launch of several missiles and mortar shells into Israel by Palestinian militants. Security officials of the radical Islamist Hamas movement ruling Gaza and witnesses said that a training ground of Hamas armed wing, the Qassam Brigades, was struck north of Gaza City. Ashraf al-Qedra, the spokesman of Gazas emergency services, said there were no injuries. Palestinians said it was the first Israeli airstrike in Gaza in about a year. An Israeli military statement said the targets hit were two concealed rocket launchers. Earlier, Gaza militants launched two missiles at the southern Israeli coastal city of Ashkelon early on Monday. An Israeli army spokeswoman in Tel Aviv said a battery of Israels Iron Dome short-range missile defence system shot down one missile over Ashkelon. Another probably fell in an open area outside the city. Security forces were searching for it. On Sunday, Palestinian militants also launched a mortar shell from the southern Gaza Strip, which fell near the security fence on the border, on the Israeli side. The violence comes hours after Israel said it would release another 26 Palestinian prisoners this week, possibly Tuesday night or Wednesday morning.A forum of senior Israeli Ministers headed by Prime Minister Benjamin Netanyahu authorised the list of 26 names on Sunday, after which the Israel Prison Service (IPS) published the list on its website at midnight. The release will take place at least 48 hours later, Mr. Netanyahus office said in a statement.
TOKYO, OCT 28: In their first meeting since Japan created a new, more independent nuclear agency 13 months ago, the top regulator on Monday urged the head of the utility that runs the crippled Fukushima plant to take drastic steps to mitigate a spate of mishaps at the complex. Nuclear Regulation Authority Chairman Shunichi Tanaka summoned Tokyo Electric Power Co. President Naomi Hirose to his office to express concerns about growing problems at the plant, including human errors that have led to a series of leaks of contaminated water used to cool the damaged reactors. It was the first time Tanaka met with a utility president in part because of his attempt to counter criticism that the previous
nuclear regulator, which was under the wing of the trade and industry ministry, was too close to the utility sector. Such criticism contributed to the creation last year of a separate, independent nuclear regulator that Tanaka now heads. Agency officials said the meeting indicated Tanakas grave concerns.
Tanaka and other commissioners have said they plan to step forward to provide more proactive instructions in the future. Tanaka also urged the plant to do more to reduce radioactivity at the site to allow workers to workwithout full-face masks, which distract communication and contribute to hard working conditions.

Sensex slips 113 pts to nearly RBI set to hike rates as inflation control remains priority 2-wk low ahead of RBI meeting
NEW DELHI, OCT 28: Reserve Bank of India (RBI) Governor Raghuram Rajan is likely to hike a key policy interest rate by at least 0.25 percent Tuesday, analysts said. This will be the second increase in the repurchase or repo rate in nearly one-and-ahalf months to curb inflation. In his first policy review announced just a fortnight after he took charge Sep 4, Rajan had increased the repo rate by 0.25 percent to 7.5 percent, terming the inflationary situation "worrisome". Most analysts feel Rajan would opt for at least 0.25 percent hike in repo rate again Tuesday as fighting inflation remained his priority. "We are expecting 25 basis points hike in repo rate and also 25 basis points reduction in MSF rate," senior economist at Dun & Bradstreet India Arun Singh said. The RBI had cut the marginal standing facility (MSF) rate by 75 basis points or 0.75 percent to 9.5 percent in its previous policy review announced Sep 20. MSF is a window for banks to borrow from the RBI. Arun Singh said in the growth versus inflation dilemma, Rajan seems to be giving priority to inflation control. Chief economist of HDFC Bank Abheek Barua said the RBI would hike repo rate by 25 basis points to 7.75 percent, the peak level after which Rajan`s predecessor Duvvuri Subbarao had started easing the rates. Currently, the repo rate, the rate banks pay when they borrow money from the central bank to meet their shortterm fund requirements, stands at 7.5 percent per annum. Reverse repo rate, the interest rate that the RBI pays to commercial banks when they keep their surplus shortterm funds with the central bank, is at 6.50 percent. The central bank is also expected to hike the reverse repo rate by an equal measure to maintain a 100 basis points, or one percent, gap between the two rates, which has long been the default setting. Repo and reverse repo are key policy rates that determine lending and borrowing rates by the commercial banks. Chief economic adviser at State Bank of India Soumya Kanti Ghosh said 25 basis points hike in repo rate is expected, but the RBI might also surprise the markets by keeping it on hold. "We believe a hike in repo rate by 25 basis points is expected to anchor inflationary expectations," Ghosh said. She said the RBI would also cut the marginal standing facility rate, to help reduce the cost of borrowings of banks and keep the cost of government borrowing programmes within manageable limits. The RBI has been struggling to maintain a balance in its policy action in view of the persistent high inflation for more than three years, except a brief relief at the beginning of the current fiscal, and recent slump in economic growth. The wholesale price indexbased inflation, the country`s main gauge of price rise, jumped to 6.46 percent in September. The inflation has risen in the recent months after coming briefly within the RBI`s commonly perceived comfort level of 5 percent at the beginning of the current financial year. MUMBAI, OCT 28: Falling for the fifth straight session, the BSE benchmark Sensex on Monday closed 113 points down at a nearly two-week low as investors remained cautious ahead of the RBI second quarter monetary policy review. FMCG, metal, realty and banking shares witnessed heavy selling amid expectations of at least 0.25 percent repo rate hike by RBI Governor Raghuram Rajan tomorrow. The 30-share index, which had lost 210.37 points in previous four trading sessions, opened firm and hit the day's high of 20,771.36. However, bouts of profit-selling pulled the Sensex down to 20,570.28 -- registering a loss of 113.24 points, or 0.55 percent over Friday's close. This is the lowest closing value since 20,415.51 (October
17). The gauge's five day downtrend, its longest losing string in three months. Volatility was also high as market participants seemed directionless on whether to roll over their positions in the equity futures & options (F&O) segment as contracts expire on Thursday, traders said.
On similar lines, the broadbased National Stock Exchange index lost 43.80 points, or 0.71 percent to end at 6,101.10, after touching a low of 6,094.10. Also, SX40 index, the flagship index of MCX-SX, closed nearly 60 points down at 12,249.69. Prominent Sensex losers were ITC, SBI, ICICI Bank,
HDFC Bank, Hindalco, Hindusan Unilever, Infosys, NTPC, Sun Pharma, Tata Steel and Tata Consultancy Services. Sectorally, the BSE FMCG sector index suffered the most by losing 2.56 percent, followed by Realty (2.10 percent), Metal (1.63 percent) and Banking (1.20 percent).

other senior airline officials said. Raja was talking to reporters after the airline added the Thai capital, Bangkok, as its tenth foreign destination, launching two flights simultaneously from Bangalore and Pune to the Suvarnabhumi International Airport here. Congratulating the Indian carrier for starting the services, Indian Ambassador to Thailand Anil Wadhwa said the growing number of flights from India would further cement the historic bilateral ties and improve regional connectivity. There were currently 156 flights per week between the two countries, with leisure and business travel growing at a phenomenal pace. "Last year over 1.15 million Indians visited Thailand, while 88,000 Thai visitors went to India, mainly to Buddhist pilgrimage sites," the envoy said. Besides being a popular destination for shooting of films, Thailand have also emerged as a favourite wedding destination with business estimated at around 30-40 million Baht (USD 32 million) a year, growing at a rate of 15-20 percent rate. "These is certainly a positive trend for airlines operating from India," Wadhwa said, adding that ten Indian cities are now connected with Bangkok. Referring to road connectivity, the Indian ambassador said initiatives like the India-M yanmar-Thailand trilateral highway under the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) framework is under construction to connect the two nations. India has invested USD 258 million on the 1,632 km long highway and is constructing 71 bridges on the entire length. BANGKOK, OCT 28: Aiming to expand its international network gradually, no-frills carrier SpiceJet on Sunday said it would add two more global destinations, Dammam and Kuala Lumpur, by March next year along with increasing frequencies on certain foreign routes. "We are going to start operations to Dammam (Saudi
Arabia) and Kuala Lumpur (Malaysia) within this financial year. We are currently working on the financial details and also trying to increase frequencies to certain existing destinations," SpiceJet's Senior Vice President (Commercial) V Raja said here today. Asked whether SpiceJet was in talks with any for-
eign carrier for investment in its equity, he said these were "only reports", but added that "if there is a good proposal which is economically and commercially good for us, it will be wrong not to look at it". With this planned expansion, SpiceJet would raise its foreign flights per day from 28 to about 42 within this financial year, Raja and
merchant bankers, including Goldman Sachs, Credit Suisse and SBI Caps, to manage the stake sale, which is to be done through the offer for sale (OFS) route. The coal minister said he is hopeful that despite CIL`s production being hit this month due to Cyclone Phailin, CIL would achieve its production target of 482 million tonnes for the current
fiscal. The government currently holds 90 per cent stake in CIL. The DoD had originally planned to offload 10 percent stake in CIL, but faced strong opposition from the employees` union. CIL workers` union had in September decided to defer its proposed three-day strike protesting the stake sale to Dec 17, from the earlier planned Sep 23.
