VISION STATEMENT The City of Alhambra shall be the premier family-oriented and economically prosperous community in the San Gabriel Valley.

Addressing the Council: Section 2.04.210 of the Alhambra Municipal Code establishes the procedures for addressing the Council. Any person wishing to address the Council during the meeting must complete a Speaker Request Card and submit it to the City Clerk. When called upon by the Mayor, please step to the podium and give your name, address and organization or other party you represent, if any, in an audible tone of voice for the record. Remarks are limited to 5 minutes. All remarks shall be addressed to the Council as a body and not to any member thereof. No person, other than the Council and the person having the floor, shall be permitted to enter into any discussion, either directly or through a member of the Council, without the permission of the Mayor. No question shall be asked a Councilperson except through the Mayor. Standards of Decorum: Any person making personal, impertinent or slanderous remarks or who shall become boisterous while addressing the Council shall be forthwith, by the Mayor, barred from the meeting. Enforcement of Decorum: The Chief of Police, or his designee, shall be Sergeant-at-Arms of the Council meetings. The Sergeant-at-Arms shall carry out all orders and instructions given by the Mayor for the purpose of maintaining order and decorum at the Council meeting. Persons Authorized to be Within Rail: No person, except City officials, their representatives, and newspaper reporters, shall be permitted within the rail in front of the Council Chamber without the express consent of the Council. Agenda Tracking Numbers: All numbers listed in bold after the title of each Agenda item are City Clerk tracking numbers that are used for filing and research purposes.

READING OF ORDINANCE TITLES Government Code Section 36934 requires that all ordinances be read in full prior to City Council taking action on the ordinance. By listing the ordinance title on the Council agenda, Council may determine that the title has been read. Recommended Action: By motion, determine that the titles to all ordinances which appear on this public agenda have been read, and waive further reading.

CLOSED SESSION & CITY ATTORNEY ANNOUNCEMENT re SAME - F2M13-14 The City Council will move into a closed session pursuant to applicable law, including the Brown Act (Government Code Sec. 54950, et seq.) for the purposes of conferring with the Citys Real Property Negotiator, and/or conferring with the City Attorney on potential and/or existing litigation, and/or discussing matters covered under Government Code Section 54957 (Personnel), and/or conferring with the Citys Labor Negotiators as follows; provided, however, prior to so moving into closed session, the City Attorney shall make any announcements required by the Brown Act pertaining to such closed session matters: Conference with Real Property Negotiator (Govt. PROCLAMATION F2M13-3 Ratify the action of Mayor PLACIDO in proclaiming October, 2013 as BREAST CANCER AWARENESS MONTH and November, 2013 as END DOMESTIC VIOLENCE MONTH in Alhambra. Mayor Messina will present the proclamation to Miriam Harrington, President, and Cynthia Jarvis, Member, of Soroptimist International of Alhambra, San Gabriel, San Marino.

CONSENT AGENDA (Item Nos. 3 10) All items listed under the Consent Agenda are considered by the City Council to be routine and will be enacted by one motion unless a citizen or Council member requests otherwise; in which case, the item will be removed for separate consideration. 3. ACCEPTANCE OF WELLS FARGO FOUNDATION GRANT TO THE POLICE DEPARTMENT F2M13-12, M2M13-114 Staff requests that the City Council accept a $1,000 grant award from the Wells Fargo Foundation and appropriate the funds into a designated expenditure account to be used for Motivational Media Assemblies. The funding from Wells Fargo will be used towards one of the Police Departments Motivational Media Assemblies to be held at one of the Citys elementary schools to address anti-bullying in schools and empower students to make good decisions. Recommended Action: City Council authorize the Police Department to accept the $1,000 grant award from the Wells Fargo Foundation to fund the costs of the Motivational Media Assemblies and to formally recognize the Wells Fargo Foundation for their kind and generous award. NIB: PURCHASE OF GENERATOR FOR THE POLICE FACILITY BUILDING F2M13-6B, N2M13-146 Staff requests authorization to distribute a Notice Inviting Bids for the purchase of a replacement 1100KV diesel emergency generator for the Police Facility Building. The current generator was installed at the time the Police Facility Building was constructed and the City has been notified by AQMD that the generator is no longer air quality compliant. Staff has researched various options to bring the generator into compliance. Due to the age of the existing generator, it is cost effective to replace as opposed to retrofitting the emissions devices. Recommended Action: City Council approve the distribution of a Notice Inviting Bids for the purchase of a replacement 1100KV Diesel Generator for the Police Facility Building, with bids due no later than 10:30 a.m. on Thursday, December 5, 2013; and, direct staff to undertake the steps necessary to finalize Councils action.

NIB: RESERVOIR SAFETY RETROFIT F2M13-52, N2M13-147 Staff requests City Council authorization to distribute a Notice Inviting Bids for the Reservoir Safety Retrofit. The Palatine, Garfield 1-3, Garvey, Marengo 1-4, and the Newtonia 1-3 Reservoirs need to be retrofit for the safety of staff and contractors performing maintenance on these reservoirs. The retrofit will bring the reservoirs into OSHA compliance with respect to safety railings and ladders on the reservoirs. Recommended Action: City Council approve the distribution of a Notice Inviting Bids to qualified contractors for the Reservoir Safety Retrofit, with bids due no later than 10:30 a.m. on Thursday, December 5, 2013; and, direct staff to undertake the steps necessary to finalize Councils action.

AWARD CONTRACT: CLOSED CIRCUIT TELEVISION SECURITY SYSTEM AT THE POLICE DEPARTMENT F2M13-29(A), C2M13-53, N2M13-41, M2M13-115 Staff requests that the City Council award a contract to CelPlan Technologies for the Closed Circuit Televisions (CCTV) Security System Replacement Project in the Police Department. On June 6, 2013, the City Clerk publicly opened seven bids for the project which ranged from $312,195.05 to $875,038.11. The lowest responsible bid was submitted by CelPlan Technologies and staff has reviewed the bid and found it to be in full compliance and conformance with the bid specifications. Recommended Action: City Council approve a contract, subject to final language approval by the City Manager and City Attorney, by and between the City of Alhambra and CelPlan Technologies to provide a new Closed Circuit Televistion (CCTV) security system at the Police Department for an amount not to exceed $312,195.05; approve the carryover of funds from fiscal year 2012-2013 to 2013-2014 in the amount of $248,115.35; and, direct staff to undertake the steps necessary to finalize Councils action. TREASURERS REPORT - F2M13-1 Recommended Action: City Council receive and file as submitted the Treasurer's Report prepared by the Director of Finance for the month of September, 2013, listing all of the City's investments as of September 30, 2013.

MINUTES Recommended Action: City Council review and approve as submitted the Minutes of the October 14, 2013 regular meeting of the Alhambra City Council.

PERSONNEL ACTIONS F2M13-2 Recommended Action: City Council ratify the actions of the City Manager set forth in that certain Personnel Actions document dated October 28, 2013 showing the various appointments, classifications, salary changes, etc., since the last City Council meeting.

DEMANDS - F2M13-1 Recommended Action: City Council approve as submitted Final Check List (149024 thru 149203) in the amount of $1,246,098.35 for the period ending October 3, 2013; Final Check List (149204 thru 149268) in the amount of $25,133.87 for the period ending October 4, 2013; Final Check List (149269 thru 149270) in the amount of $417,407.34 for the period ending October 9, 2013 and Schedule of Wire Transfers in the amount of $1,311,799.63 for the week ending October 4, 2013; Final Check List (149271 thru 149432) in the amount of $870,777.26 for the period ending October 10, 2013; and, Final Check List (149433 thru 149624) in the amount of $596,524.11 for the period ending October 17, 2013.

ORDINANCES SECOND READING 11. ORDINANCE PERTAINING TO PROTECTION OF THE SANITARY SEWER SYSTEM FROM DISCHARGE OF FATS, OILS, AND GREASE (FOG) F2M13-46, O2M13-4620 Staff requests that City Council consider second reading and adoption of an ordinance amending Chapter 16 Sewers, relating to sanitary sewers, and the control of fats, oils, and greases in the sanitary sewer system. Adoption of an ordinance to enact a FOG Control Program will enable the City to accomplish the requirements of the Sewer System Management Plan (SSMP), which also includes public education, system maintenance objectives, identification of sections of the sewer system subject to FOG blockages, and implementation of source control measures, all of which have been in place since the implementation of the SSMP. Recommended Action: City Council direct the City Attorney to give second reading by title only to the following ordinance entitled: 6 10-28-13

Ordinance No. O2M13-4620: An Ordinance of the City Council of the City of Alhambra, California, amending Title 16 of the Alhambra Municipal Code pertaining to sewers, adding Chapter 16.38 Titled: Protection of Sanitary Sewer System from Discharge of Fats, Oils, And Grease after which the Council, by motion, may adopt Ordinance No. O2M13-4620. 12. AMENDMENT TO ALHAMBRA MUNICIPAL CODE CHAPTER 3.32 PERTAINING TO THE CREATION OF TWO PERMANENT SPECIAL FUNDS F2M13-31, F2M13-17, O2M13-4623 Staff requests that the City Council consider the second reading and adoption of an ordinance amending Chapter 3.32 of the Alhambra Municipal Code pertaining to the creation of two permanent special funds. The creation of the Capital Project Fund Parking Authority Projects Fund, is necessary to establish a fund to receive and expend proceeds received the Alhambra Parking Authority Lease Revenue Bonds. The creation of the Parking Authority Debt Service is necessary to establish a fund to account revenues and expenditures used to repay the principal and interest on the debt Alhambra Parking Authority Lease Revenue Bonds. Recommended Action: City Council direct the City Attorney to give second reading by title only to the following ordinance entitled: Ordinance No. O2M13-4623: An Ordinance of the City Council of the City of Alhambra, California, amending Chapter 3.32 of the Alhambra Municipal Code pertaining to the creation of two Permanent Special Funds after which the Council, by motion, may adopt Ordinance No. O2M13-4623.

ORDINANCE AMENDING CHAPTER 9.18 - SMOKING REGULATED OR PROHIBITED - TO INCLUDE ELECTRONIC CIGARETTES AND UPDATE CHAPTER CONSISTENT WITH STATE LAW F2M13-47, O2M13-4625 Staff requests that the City Council consider second reading and adoption of an ordinance amending Chapter 9.18 (Smoking Regulated or Prohibited) of the Alhambra Municipal Code to include electronic cigarettes and update the Chapter to be consistent with State law. Recommended Action: City Council direct the City Attorney to give second reading by title only to the following ordinance entitled: Ordinance No. O2M13-4625: An Ordinance of the Alhambra City Council amending Alhambra Municipal Code Sections 9.18.010 and 9.18.020 of Chapter 9.18 Smoking Regulated or Prohibited, to include electronic cigarettes in the purpose and definitions and repealing Sections 7

9.18.040, 9.18.050 and 9.18.060 as preempted by State Labor Code statutes after which the Council, by motion, may adopt Ordinance No. O2M13-4625.

ADJOURNMENT: There being no further business for the Council to transact, the Mayor, with the consent of the City Council, shall adjourn their meeting to 5:30 p.m., on November 25, 2013, in the Council Chambers of Alhambra City Hall, 111 South First Street, Alhambra, California; and, direct the City Clerk to cancel the November 12, 2013 meeting due to an anticipated lack of quorum (Notice No. N2M13-151).
