VACANCIES

The Kirinyaga County Government wishes to recruit competent and qualified persons to fill the following vacant positions as per the constitution of Kenya 2010 and section 451, 150 and 510 of the County Government Act No.17 of 2012. A. COUNTY DIRECTORS (16 posts) Job Group: R Job Ref: KCPSB/CS/6/2013 DIRECTORS OF DIVISIONS IN RESPECTIVE COUNTY DEPARTMENTS The posts will be one in each of the following divisions. 1. Director of Land, Physical Planning and Housing 2. Director of Agriculture 3. Director of Livestock Development, Veterinary and Fisheries 4. Director of Education 5. Director County Public Service 6. Director of Water Services 7. Director of Environment & Natural Resources 8. Director of Medical Services 9. Director of Public Health & Sanitation 10. Director of Culture, Social Services, Youth, Gender & Sports 11. Director of Economic Planning 12. Director Cooperatives 13. Director of Tourism, Trade, Industry and Enterprise Development 14. Director of Transport and Public Works 15. Director of Water Services 16. Director of Information Technology and Communication Duties and Responsibilities: 1. The Director will be answerable to the Chief Officer in the relevant Department and will be responsible for the following tasks. 2. Development , implementation and evaluation of the relevant division strategic plans, programmes and projects in collaboration with other departments and stakeholders Planning and supervision of the relevant divisions programmes and activities. 3. Organization, direction, control and co-ordination of the functions of the division. 4. Interpreting and applying national and county laws and other related statutes in the relevant division in line with the county goals and objectives. 5. Developing appropriate county departmental policies, legal and institutional frameworks for implementation of the mandate of the division. 6. Handling administrative, Human Resources and assets management issues. 7. Oversee preparation of annual work plans and financial budgets 8. Ensuring strict compliance with all financial, budgetary and procurement procedures 9. Co-ordination of production, documentation and dissemination of the relevant divisions information. 10. Provide advice and guidance in recruiting, hiring and staff development. 11. Perform other duties that may be assigned from time to time by the Chief Officer. Requirements 1. Be a Kenyan Citizen 2. Be a holder of a relevant 1st degree from a recognized University in Kenya in the relevant field. 3. A Masters degree in the relevant field will be an added advantage 4. Have a relevant knowledge and experience of not less than five (5) years in the field applied. 5. Demonstrate a high degree of professional and technical competence as reflected in work performance and results. Be conversant with policy formulation and implementation. Be a strategic thinker and result oriented. Demonstrate a thorough understanding of Devolution, the County development objectives and vision 2030. 9. Satisfy the requirement of Chapter six of the Constitution of Kenya 2010 on leadership and integrity. Terms of Service Contract, a Basic Salary, House allowance, Other allowances, and Medical cover 6. 7. 8. B. HEAD OF COUNTY TREASURY (1 POST) Job Group: Q Job Ref: KCPSB/CS/7/2013 The officer will be the head of accounting and will be responsible to the Chief Officer Finance for the efficient management and accounting services at the county. Duties and Responsibilities 1. Advising the county government on all county public financial accounting matters 2. Implementing approved government accounting standards 3. Providing advice to county government on the best appropriate financial reporting formats 4. Providing a link between the county and the national accounting standards bodies on matters relating to public sector financial reporting 5. Developing guidelines for county accounting staffing levels and training to ensure technical competence 6. Participate in county policy committees 7. Oversee the implementation of the approved accounting standards, policies and concepts to ensure compliance 8. Undertake capacity building for staff at county level 9. Ensure proper banking arrangements are in place between county government, CBK and Commercial Banks 10. Direct and control operations of the county exchequer account, and 11. Oversee accounting operations of sub-counties Requirements for appointment 1. Be a Kenyan Citizen 2. Bachelor degree in either Finance, accounting, business administration, commerce or a relevant equivalent 3. Must be a certified public accountant of Kenya CPA (K) or a recognized equivalent 4. A Masters degree in the relevant field will be an added advantage 5. Have a relevant knowledge and experience of not less than five (5) years in the field applied. 6. Demonstrate a high degree of professional and technical competence as reflected in work performance and results. 7. Be conversant with policy formulation and implementation. 8. Demonstrate exemplary leadership qualities 9. Satisfy the requirement of Chapter six of the Constitution of Kenya 2010 on leadership and integrity. C. HEAD OF SUPPLY CHAIN MANAGEMENT (1 POST) Job Group: R Job Ref: KCPSB/CS/8/2013 Reporting to the Chief Officer Finance, Economic Planning and Marketing, the officer will be responsible for all supply chain management services. Duties and Responsibilities 1. Responsible for the management and coordination of the supply chain management of the county 2. Policy implementation and interpretation of supply chain management 3. Providing administrative guidelines on implementation and interpretation of public procurement and Disposal Act 2005 and other statutes 4. Introduce modern inventory management techniques and approaches 5. Implementing e-government procurement strategies 6. Interpreting international trade agreements/policies related to procurement 7. Secretary to the county tender committee 8. Advising the county government on matters relating to the supply chain management 9. Developing the county annual procurement plan and ensure adherence to it 10. Management, training and development of county supply chain personnel 11. Preparing tender documents in accordance with the Public Procurement Act and coordinating the tendering process Requirements for appointment 1. Be a Kenyan Citizen 2. Bachelor degree in the relevant field from a recognized university 3. Must be a member of the Chartered Institute of supply Management (CIPS) and KISM 4. A Masters degree in the relevant field will be an added advantage 5. Have a relevant knowledge and experience of not less than five (5) years in the field applied. 6. Demonstrate a high degree of professional and technical competence as reflected in work performance and results. 7. Be conversant with policy formulation and implementation. 8. Demonstrate exemplary leadership qualities 9. Satisfy the requirement of Chapter six of the Constitution of Kenya 2010 on leadership and integrity. D. SUB COUNTY ADMINISTRATORS (4 POSTS) Job Group: Q Job Ref: KCPSB/CS/9/2013 Duties and Responsibilities The sub-county administrator shall be responsible to the respective Chief Officer for 1. Coordinating the management and supervision of general administrative functions 2. Developing policies and plans 3. Ensuring Effective Service Delivery 4. Coordinating developmental activities to empower the community 5. Providing and maintaining infrastructure and facilities of public services 6. Maintaining the sub-county public service 7. Facilitating and coordinating citizen participation in the development of policies and plans and delivery of service; and 8. Exercising any functions and powers delegated County Public Service Board under section 86
