And the larger the pro4ect, the more likely this is. .e need to develop protocols to manage the planning phase of large infrastructure pro4ects that are structured yet fle5ible, that use interdisciplinary teams, that provide for public notice and involvement, and yet that move the pro4ects through to a decision in a reasonable time.
