along capitalist lines. Tawney points out that there was a conflict between the emergent social and economic forces, increasingly chafing against the limits imposed by the traditional doctrines of the Church decrying usury and avarice and extolling the virtues of simple and virtuous living. It was suspended by a truce under which politics, business and spiritual exercises each assumed a separate and independent vitality and obeyed the laws of its own being. The social functions that had matured within the sphere of the Church and had been long identified with it, were transferred to the State which, in turn, was idolised as the dispenser of prosperity and the guardian of civilisation. Religion took as its province the individual soul while economic ambition claimed the domain of the intercourse of man with his fellows in the activities of business and affairs of society. Peace was assured provided each kept to its territory. The road was cleared for capitalism to define its own moral rules and grow unhindered. The market was a critical but not defining part of it. Besides, the domestic markets, there were overseas ones which expanded as the geographical discoveries of the 15th and 16th centuries opened new horizons of trade and colonial expansion. Then came the industrial revolution which harnessed constantly improving and diversifying technology to industrial production and, with progress in management procedures, led to massive increases in production and distribution capacities. The consequent increase in competition triggered an accelerated search for new domestic and overseas markets and enhanced market shares. This led to a growing dependence on advertising. Progress, however, was slow and, throughout the 19th century, advertising remained a peripheral function of the capitalist system. Its importance, however, continued to increase, particularly with advances in mass communication technologies and the advent of radio and television. A qualitative change came upon its position with the advent of advertising agencies. From being a function of capitalist distribution, advertisement itself became the business of a form of capitalist enterprise, subject to its inherent logic of competition, profit maximisation and growth. From being instruments for facilitating marketing, agencies themselves became competitors for shares of advertising budgets of capitalist units. Their own promotional efforts involved constant emphasis on the critical importance of advertising in marketing, which also contributed its bit to enhancing the salience of advertising in economic life. Simultaneously, competition for advertising budget shares produced an emphasis on producing advertisements that delivered, which would enhance their standing and fetch new business. An enhanced emphasis on sex and sexuality and the use of womens bodies even in states close to full nudity to attract attention followed even when the items advertised had nothing to do with these. If this spurred sexual desire in any case a very powerful element in the human psyche glorification of male chauvinistic conduct bordering on eve-teasing, meant to appeal to a growing body of aggressive young men, unacquainted with the ways of women and restive for sex, caused eve-teasing, which sometimes marks the first step toward rape. The consequences can be easily imagined given the growing ubiquity of advertising in our country and its role in shaping consciousness in an increasingly consumption-obsessed society. The answer is not throwing out the market. There is, however, as Joseph Stiglitz points out in Making Globalization Work, not just one form of capitalism, not just one right way of running the economy. There are, for instance, other form of market economies such as that of Sweden, which has sustained robust growth that have led to quite different societies, marked with greater healthcare and education and less inequality. One need not necessarily think of the Swedish or any particular model but in terms of one that does not valorise a way of life that conduces to criminality and sexual violence. Central to doing that is setting stringent norms for advertising and their enforcement.

They are not servants


Following horrific reports of teenage maids being tortured and brutalised by their employers, the spotlight is once again on India's vast but almost invisible workforce of domestic helps. Cleaners, cooks, nannies and drivers may be integral parts of the average Indian household, yet they function almost entirely outside of the purview of the law. This not only makes them susceptible to harassment and exploitation at the workplace but also allows them only limited recourse to justice. Moreover, their impoverished background means that domestic helps are either unaware of their rights or so short on money (often, they are both) they believe they have no other option but to quietly accept abuse. Put together, these factors have bred a culture of impunity that makes it okay for employers to treat their domestic helps, not as professionals offering services for a fee, but as individuals in a state of servitude. The first response to this problem has to come from the state machinery, in the form of comprehensive laws designed for domestic workers. Yes, some existing laws can also be used but they are hardly adequate. Domestic workers, for instance, are included in the Unorganised Workers' Social Security Act, 2008 but only nominally so. Instead, the Domestic Workers Welfare and Social Security Act, 2010, which has been in cold storage, offers a better template. Drafted by the National Commission for Women, it lays the framework for a decent work environment starting with a registered employment contract, pre-defined working hours, paid holidays and protection against harassment. State Governments must also set minimum wages for domestic workers presently, this is done in only a handful of places. Additionally, Parliament should ratify India's support for the Domestic Workers Convention, adopted by the International Labour Organisation in 2011 and notify the National Policy on Domestic Workers formulated by the Labour Ministry. But while each of these measures should help put in place a legal framework for the protection of the rights of domestic workers, it will have little effect if not enforced by the Government. The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, that includes domestic workers, for instance, has made almost no impact; much like the 2006 ban on employment of children under 14 in households, roadside eateries and hotels is observed in the breach. Similarly, the Government's efforts to bring domestic workers under the Rashtriya Swasthya Bima Yojana have also fallen flat. Ultimately, it is the employers educated professionals themselves who have to change their mindset. And one does not need laws to be humane.

An enhanced emphasis in commercials on sex and sexuality and the use of women's bodies to attract attention, even when the items advertised have nothing to do with these, is a worrying trend
The weakness of Indias criminal justice system, particularly in the investigation and prosecution of cases, has been rightly cited as a principal cause of the growing incidence of rape and molestation in the country. There has also been mention of some of the societal and cultural factors responsible the decline of traditional religion-based morality without a corresponding secular morality replacing it; the presence of floating populations of rural migrants in cities free from the moral restraints that work on

them in the villages; the enhancement of the physical vulnerability of women with their increasing presence in public spaces; and mens inability to perceive women as sentient creatures thanks to lack of interaction with them in sexually segregated environments prevalent in large parts of India. Glaringly missing in the discourse is any emphasis on the cultural consequences of economic factors. These, in turn have stemmed from the exclusion of economic activity from the universe of morality caused by the emergence of capitalism and, recently, the rise of the market as the principal source of profit and surplus for growth. Besides, the market has been unleashing forces that specifically provoke sexual crimes. The process began in the 16th century Europe, the cradle of capitalism. RH Tawney writes in Religion and the Rise of Capitalism, which remains relevant nearly a century after its first publication: When the age of Reformation begins [in the 16th century], economics is still a branch of ethics, and ethics of theology; all human activities are treated as falling within a single stream, whose character is determined by the spiritual destiny of mankind; the appeal of theorists is to natural law, not to utility; the legitimacy of economic transactions is tried by reference, less to the movements of the market, than to the moral standards derived from the traditional teachings of the Christian Church..... All that changed radically by the middle of the 17th century thanks to the Reformation which divided the Church into the Roman Catholic and various denominations of the Protestant faith, and, along with Churchs own delinquencies, undermined its authority. So did the secularisation of discourse following the Renaissance, which replaced the supremacy of faith by the supremacy of reason and the Enlightenment, which saw the emergence of libertarian and republican philosophies that undermined the divine right theory of kingship and doctrines of clerical supremacy. The Supreme Court's directives that civil servants must not take oral orders from the executive and that the Government should assure a fixed tenure for them, will go a long way in unshackling the bureaucracy from excessive political influence. While the impact of the rulings will not be limited to the Government in power and will have a bearing on successive regimes, the fact is that the court's intervention has come in the backdrop of a series of actions the Congress-led UPA and a few State Governments have taken to clip the wings of honest bureaucrats who dared to do the right thing. IAS officers Ashok Khemka and Durga Shakti Nagpal are just two of the most highlighted cases that instantly come to mind. While Mr Khemka has faced more than 40 transfers in his career spanning two decades with the latest round of hounding triggered by his move to bring Congress president's son-in-law Robert Vadra's dubious land deals under the scanner in Haryana Ms Nagpal was summarily transferred after she cracked down on the sand mafia in Uttar Pradesh. There will be many more unknown cases of upright bureaucrats across the country who routinely face political ire for discharging their duties in a fair and competent manner, and these civil servants have reason to cheer now. For far too long they have been made scapegoats and held accountable for decisions that their political bosses made, because those decisions were never put to paper and could, therefore, not be traced to the executive. Those who refused to follow the oral orders were shunted out. But, while it is heartening that the apex court has come to the rescue of honest bureaucrats, it is not as if there has existed no mechanism to shield the committed civil servant. It's just that the political class has merrily flouted many existing guidelines, and pliant sections of the bureaucracy have colluded in the act. Service rules of many States do provide for fixed tenures for senior bureaucrats, and the executive is supposed to record its instructions to civil servants in writing. In a sense, therefore, the apex court's Thursday order reinforces the existing guidelines that did not, for instance, prevent the Congress regime in Haryana from transferring Mr Khemka for political reasons or the Samajwadi Party's Government in Uttar Pradesh from suspending Ms Nagpal on fictitious grounds. Given the reality, the Supreme Court will have to do more than just pass orders; it will have to punish regimes that flout the rules. Where the apex court has broken new ground is in its directive that the Government must establish a Civil Services Board which will advise the executive on transfers and postings of bureaucrats. Although a clutch of petitioners (retired senior civil servants) in the apex court, who have been crusading for a free bureaucracy, had demanded a CSB comprising independent' members, the court turned down the plea and settled for the proposed body to be manned by serving officers. Still, it's an improvement over the present system where the executive is free to transfer and post officers on its whims and fancies. The CSB, coupled with fixed tenures for bureaucrats a directive from which the executive can deviate only under exceptional and clearly identified and legitimate circumstances together have the potential to dramatically overhaul the functioning of the bureaucracy. One hopes that the Union Government will embrace the court's initiative and not seek to challenge it on frivolous grounds.

October 2013: The Archaeological Survey of India, one of the most coveted agencies in India, started excavating at the fort of the former king, Raja Rao Ram Baux Singh in Daudia Khera village at Unnao in Uttar Pradesh in search of gold supposedly worth Rs30,000 crore, and all based on a dream of a sadhu. Where other nations invest money in excavations only after research and geographical surveys, the premier national excava-

tion agency, which operates under the Union Ministry of Culture, relies on the dreams of seers. If you found that rollickingly laughable, the dents get more visible when one browses through the recent Comptroller and Auditor-Generals report that states that when asked to give details of past excavations, the ASI could not give any details about any of the 458 excavations that had been approved in the past five years. If you wanted to search for evidence of mismanagement and fraudulent investments, one neednt go far. The CAG also found out that out of the sample of 1,655 ASI protected monuments it investigated, 92 were absolutely untraceable. Yes, you read it right. Untraceable! And the ASI was supposed to be the agency at the forefront of protecting and maintaining ancient monuments. Such is the pathetic condition of the existing monuments that a tourist rarely would like to spend time and money visiting any but a handful. Only 116 monuments out of 3,500 monuments have ticket counters; and these have generated only a measly Rs95.64 crore in the last five years, averaging around Rs20 crore per year. Out of this amount, two crore rupees is contributed by Taj Mahal alone, followed by Agra Fort that contributes one crore rupees annually. If monuments were distressing, the less said about Indian museums the better. In Western nations, museums are the places parents take their children to on weekends. Schools have museum visits as an essential part of the overall learning experience. Not so in India; and the reason is not far to find. Most national museums in India have now reached a pathetic state of maintenance, and most even lack basic amenities and facilities. The United Nations Educational, Scientific and Cultural Organisation has

It is not that india being a large country in the world has no strong leadership, there are many intellectuals , policy makers, great thinkers but when the time will come that nation will be headed by such type of leadership who will make Indias foreign policy more effective in the world. found around eight national museums in India that are in a state of distress and at no point are close to global standards. Most of our museums are closed since ages or are under renovation since decades. Many museums lack any notable artefacts; and for those artefacts that are there, most descriptions are absent. More than 50 per cent of our museums (a very conservative estimate, literally) are today more like dump yards with dirt and filth decorating the antiques. Even the roads and paths leading to these museums and monuments are spotted with heaps of garbage with no maintenance in the vicinity. Regular thefts of antiquities are something that is a norm in these museums. The above-mentioned CAG report documents that ASI did not even maintain a database of the total number of antiquities in its possession... 131 antiquities have been found to be stolen from various museums /sites/monuments...with the ASI completely ineffective in recovering them. Compare this to the museums that are maintained across the globe like The Louvre, which was established in 1793 and experiences more than five million footfalls every year. Likewise, in the UK, major museums and galleries invest more than 1.5 million pounds annually and their turnover is nothing less than 900 million pounds. A case in point is the Canadian Museum of Nature, which generates a total revenue of $6,129,000, backed by the Canadian Government, which has pitched in $26,666,000 for the museums support. Compared to this, websites of Indian museums are shameful. For example, the website of the Indian Museum, Kolkata, is worse than websites that are nowadays created by school children as projects in schools. The relentless wrath of nature was compounded in Orissa, the cyclone Phailin. The dam led to flood disasters in many towns. Many homes have lost all their crop. The coastal areas of Tamil Nadu were made more vulnerable to the Tsunami in 2004 because of industrial shrimp farming which had destroyed the mangroves. The Japan earth quake and tsunami were one of the most serious disasters recently. The Orissa super cyclone had a velocity twice the historical average and therefore caused more damage. Intensification of cyclones is driven by climate change. The frequency, scale, and impact of disasters is increasing, as is the challenge of rehabilitation and rejuvenation of ecosystems and affected communities. Floods, droughts and cyclones are natural disasters, but when intensified through induced climate change, they also become manmade. We need to reimagine the human-nature relationship to both understand the real causes of deepening vulnerability to disasters, and sustainable and just patterns for post disaster rehabilitation and rejuvenation. READER SPACE Need for stronger foreign policy


Dear Editor, In the international arena of developing countries, every country is judged by its foreign policy towards its relations with all the countries of this world, especially fast developing countries and above all its neighbouring countries. If foreign policy of a country is strong the nation will be automatically respected and big countries will prefer to have relations on priority with that nation and will like to invest in business, development economy, and nuclear energy defence trade etc. Regarding Indias foreign policy, for the last some years it is becoming weaker and weaker especially with neighbouring countries like China, Pakistan, Sri Lanka, Bangladesh and even smaller countries like Bhutan and Maldives. India is not treated so well in the international forum presently in comparison to some years back. Sometime back, the veto powered countries were thinking of bringing India in their group and we were eagerly waiting for the moment. Dear Editor, The Uttarakhand disaster led to 20,000 deaths, and devastation of homes, fields and roads in

appearance once in a blue moon. How many Indian museums feature in the global top 100 list? None. Museums of countries like France, the US, the UK, Taiwan, South Korea, Russia, Spain, Brazil, China, Australia, Japan, Germany, Canada, Mexico, Israel and others find themselves permanently in the list of the most-visited museums in the world with a visitor count of 9,720,000 for the museum that tops the list and 6,45,000 for the one that ranks 100th on the list. What can be more depressing for a nation like ours, which claims cultural heritage forms a part of its fundamental identity, than to have crumbling museums and vanishing monuments? Monuments like the ancient copper-plated temple and ancient cave temples of Basohli are today reduced to ruins. The much-touted Tanjore Royal Palace is now a broken down ghost building with gutter water, stench, shrubbery and vandals populating the whole palace. The famed Mahatma Gandhi Museum in Madurai (containing the original blood-stained cloth of Mahatma Gandhi when he was assassinated) has his original letters and microfilms eaten away by rats. The moot point here is just not about the theft and sorry state of our monuments but also about the approach. Rationally, for a country having more than 5,000 museums and monuments and a body like the ASI (that is completely handicapped and unprofessional), it is important to replicate the system that is practiced all across the world. National heritages like Eiffel Tower, The Yellowstone Ecosystem, Victoria Falls, The Tower of London, Blenheim Palace and all others are professionally maintained by private companies or through the public-private-partnership model. India has experimented rarely with such models, but has not sustained the same. Taking the entire essence to the next level, these global museums and monuments also get involved in public education. These famous museums regularly conduct educational seminars and workshops for students and citizens and make them conversant with the national culture & heritage, and also with the latest scientific developments. Such events are rarely, if ever organised by the Indian authorities. The Government should immediately take the help of professionals and private companies to rebuild our museums and monuments. These sites not only vividly speak volumes about our culture and heritage but can form a strong economic backbone. Well-maintained and marketed museums and monuments are able to generate heavy tourist footfall, which in consequence generates an economic upswing for those regions. All in all, an Incredible India campaign would not reap results till our authorities do not check the ground reality. India needs to position itself beyond the Taj Mahal and tigers.

POLITICAL ISSUES NEED SUSTAINED DIALOGUE FOR THEIR RESOLUTION: OMAR ABDULLAH
SRINAGAR, NOV 02: Jammu and Kashmir Chief Minister Omar Abdullah on Saturday said he will continue to bat for resolution of all political issues concerning the state through dialogue as economic development cannot resolve the problem. "Economic development cannot resolve the basic political issues confronting the state. Three wars between India and Pakistan, resorting to violence by strayed youths and different political voices reverberating across the state are not for development concerns. "This had all happened and is happening for settlement of the basic political issues plaguing Jammu and Kashmir," Omar told a rally in Bandipora district in North Kashmir after inaugurating a bridge and a minisecretariat. "I will continue to bat for resolution of all the political peace and development go hand in hand and Jammu and Kashmir becomes a state of peace, prosperity, development and plenty," he said. Omar said he and his National Conference want to be in power to resolve all political and developmental issues pertaining to the state and wipe the tears from the eyes of the destitute, poor and needy and help develop the state as a model and modern state where peace, progress and prosperity will rule the roost. Attacking the opposition PDP, Omar alleged its leader Mufti Mohammad Sayeed adopted deceitful tactics to create a wedge between a brother and a sister (Farooq Abdullah and Khalida Shah) in 1983 and then a year later "masterminded the desecration of temples in Bijbehara to grab power". He further alleged how Sayeed installed Jagmohan in 1990 as the Governor of the state and became his partner in "violence, atrocities and killings of youth". "This he (Sayeed) did only to grab power and become the Chief Minister," Omar said asking people "to confirm this from George Fernandes who was then a Central Minister". He said when the politicians of a party like PDP say they are not power hungry, that should be considered a "brazen lie" told from the top of their voices. He alleged Sayeed had made unsuccessful attempts to win over the support of the NC MLAs during his tenure as Chief Minister from 2002 to 2005. "Mufti (Sayeed) tried his best to break the National Conference to stay in power. Ghulam Nabi Azad is fully aware of the attempts made by Sayeed to break the NC to remain in power," Omar said.

ROHIT SINGH RANA Today is Diwali, the festival of Lights. Lights are harbingers of knowledge and hope. They dispel darkness the reason why Upanishids famously say Tamso ma JyotirmagamayaLet there be Light from Ignorance. As India is passing through a critical phase of history when its political contours and social horizons are undergoing a drastic churning, it is high time we all Indians, irrespective of our political affiliations, caste considerations and religious proclivities, imbibe the true spirit of Diwali. The concept of Lights in our midst is far reaching in import. Lights mean Knowledge, which is not coloured by any religious or political mindset but by hard evidence and successive experiences. Unfortunately, after independence, we have been witness to rabid political opportunism which has fractured the society more than unifying it. Largely the political discourse has veered round the philosophy of a particular party which claims to be inheritor of Indias spirit. India is too large and widespread to be shrunk within the ambit of a particular political philosophy. It is painful to see the nation being ripped apart by opportunism and corruption that has made it lose its prestige in the comity of nations. Recent international surveys reveal that in general prosperity index, India is at 105, below Nepal and Bangladesh. This has happened after nearly six and a half decades of Independence. But our politicians and the intellectual class, responsible for crafting the developmental visions of the country will not see this failure but instead spell out grandiose theories about their economic philosophies. No wonder that now we are being told twenty six rupees is sufficient for us per day to pass a comfortable life in rural areas and if we chose to live in Mumbai, Bangalore, Kolkata or New Delhi thirty two rupees are sure enough to see us through in these metropolitan cities with delight. Today our political class has replaced the old time Rajas, Nawabs and Rai Bahadurs. Despite the widespread rot around they will not see the light of the truth. Indias borders today are more fragile than they were before Independence. Barbed wires, minefields and so called multi layered security in place does not prevent terrorists to sneak in at will and at the time of their choosing. Northern frontiers are probed at will by Chinese and still we do nothing. Even after the Himalyan blunder of 1962, we as a nation have not learned our lessons. On this Diwali, it is high time that we see our grey areas and try to light them up with corrective measures based on realism, rationality and prudence. Where we need to be tough let us not waste a minute. Where we need to be assertive we should be without appearing apologetic or playing to galleries and considering electoral fortunes. Today what we do, our children will judge. Today what measure we take to make our lives better, our progeny will appreciate. This is the way of life and if we learn to remove our ignorance with the light of rationality and impartiality that could prove to be the best Diwali. Otherwise, crackers will create noxious smoke of uncertainty and adulterated sweets shall turn us mentally sick with our baggage of problems still pulling our shoulders and affecting our forward march. The ACD informed that work was under progress on 75 panchayat ghars out of target of 77 and more than 40 are at completion stage. The district administration has linked performance of sarpanchs with pace of developmental works especially construction of pacnhayat ghars. A team of officers has been constituted to monitor the progress of panchayat ghars on weekly basis to ensure time bound completion and making PRI functional. PATNA, NOVEMBER 2: Gujarat Chief Minister Narendra Modi visited Bihar on Saturday to meet the families of the victims of the bomb attack on his rally, sparking off a war of words between alliance partners-turned-adversaries Janata Dal (United) and the Bharatiya Janata Party. Mr. Modi who arrived in Patna on Friday night visited the homes of four of the six deceased victims Raj Narayan Singh in Gaurichak, Patna; Vikas Kumar Singh in Kaimur, Bindeshwari Chowdhury in Begusarai and Rajesh Kumar in Nalanda. He gave a cheque of Rs. 5 lakh to each of the families. He could not visit the families of Munna Srivastav in Gopalganj and Bharat Rajak in Supaul owing to the fog cover. However, he spoke to the family members on the phone. The blasts have claimed innocent lives. I have come to share their pain and console them. I had proposed this visit to senior BJP leaders in the State. I wanted to reach everyone, but could not visit two families, Mr. Modi told reporters at the Patna airport ahead of his departure. NEW DELHI, NOVEMBER 2: Communications and IT Minister Kapil Sibal has joined a small but growing list of high profile politicians who have decided to engage with their constituencies in cyberspace. On Friday, Mr. Sibal launched his website, which, he says, will be interactive and a source of exchanging ideas. The Minister also plans to use other social media instruments in the future to engage with stakeholders, who have questions about the working of his ministries on the one hand, and political constituencies and his voters, on the other. Mr. Sibal has been regularly emphasising the need for and increased engagement with multi-stakeholder groups including the private sector, civil society, the academia and technical communities in the decision-making process on various issues related to Internet governance, both within India and at an international level. The National Telecom Policy released in 2012, and the Cyber Security Policy released earlier this year were products of online consultation launched by the Communications Ministry. At a recent conference held in New Delhi, Mr. Sibal said that inter-governmental solutions for Internet governance or regulating the Net cant work given the lack of agreement and difference in ideologies between governments themselves. KOLKATA, NOVEMBER 2: Pawan K Ruia-controlled Jessop & Co has sought permission of the West Bengal government for permanently closing down the wagon making company, which has drawn sharp criticism from the states labour minister who said that it cannot be allowed. We have written to the labour ministry to permit us for permanent closure of the Dum Dum factory of Jessop with a copy to Chief Minister Mamata Banerjee on November 1, the company sources said. We have reached to this stage due to two reasons productivity in the factory has plummeted to negligible levels while the wage bill per month is around Rs 2 crore for some 600 workers and continuous theft in the factory, they said. Confirming the receipt of the letter, state Labour Minister Purnendu Bose said: They (Jessop management) have wanted to enforce the closure within 15 days. There is a no law in the country to do so. To effect closure in a factory, a 60-day notice is required to be given. What the Jessop management has wanted is unacceptable. Referring to the letter, Mr. Bose said Jessop management has wanted introduction of productivity linked wage and halving the number of workers in the factory to keep the company going. ARAKULAM (IDUKKI DISTRICT), NOVEMBER 2: The centre will soon launch the pilot project of distributing five kilogram packets of rice to the consumers in Kerala through the Public Distribution System as part of supplying quality rice and checking irregularities, Union Minister of State for Food and Consumer Affairs K. V. Thomas has said. This will replace the existing practice of transporting food grains in 50 kg bags which caused loss of grains and irregularities. Presiding over the function to inaugurate the new godown of the Food Corporation of India (FCI) at Arakulam near Thodupuzha on Saturday, Mr Thomas said that the system is being implemented as per the Food Security Act. The packing process of the five kilogram rice packets will begin in Punjab and Andhra Pradesh. Sugar will also come under the Food Security Act which will benefit 82 crore people

in the country, he said adding that this will bring them on par with the 32 crore people belonging to Below the Poverty Line category. The commission given to the ration dealers will be increased, he said. There are allegations that ration dealers involved in irregularities due to unattractive returns, he said. The centre will also support the state government in setting up small godowns near to ration shops to prevent irregularities, he said. The godowns of these categories of 100 to 500 tons can be set up through the panchayats and Kudumbasree units, Mr Thomas said. The implementation of the Act will help the State to save about Rs 600 crore annually, he said. Chief Minister Oommen Chandy, delivered the inaugural message through video conferencing. Mr Chandy said that the venture is part of the Centre's commitment to increase the storage facilities of the FCI in the State.

ISLAMABAD NOVEMBER 2: The Pakistani Taliban on Saturday confirmed the death of its leader Hakimullah Mehsud in a U.S. drone strike. Azam Tariq, the spokesman for the Taliban in the South Waziristan tribal area, said on Saturday that the group will choose a successor for Hakimullah Mehsud in the coming days. Press Trust of India, quoting media reports, howvever said the Tehreek-e-Taliban Pakistan on Saturday named Khan Syed Mehsud alias Sajna as its new chief, a day after a U.S. drone strike killed Hakimullah Mehsud in the North Waziristan tribal region. The decision was taken at a meeting of the Tehreek-eTaliban Pakistans Shura (Council), a media reports said. Most of the members of the council were present in the meeting held at an undisclosed location though all could not experience of fighting in Afghanistan, an official had said earlier. Sajna was heading the South Waziristan Taliban. The council considered four names for the top post, including Sajna, Umar Khalid Khurasani, Mullah Fazlullah and Ghalib Mehsud. Mohmand Taliban chief Umar Khalid Khurasani was a strong contender as he was the only surviving senior commander who had directly led operations under Hakimullah. Mullah Fazlullah, chief of the Swat Taliban, was another possible choice but he is currently in Afghanistan. Hakimullah Mehsud, in his mid 30s, and five other Taliban militants were killed and two others wounded on Friday when a U.S. drone targeted a compound as he left a meeting in Danday Darpakhel area of North Waziristan. L O N D O N , NOVEMBER 2: A scheme of third-party regulation of the British press in the form of a royal charter has been sealed by the privycouncil, the first example of state intervention into the fiercely guarded domain of free speech in the U.K. Most newspaper groups in the country have condemned the royal charter, the draft of which had received support from the Conservative, Labour and Liberal Democratic parties. A last minute legal attempt by publishers to block the charter was dismissed by the High Court, clearing the decks for the charter to be sealed. The Royal Charter on Self Regulation of the Press envisages a regulator to be set up by the press, but monitored by a recognition panel, the members of which will be chosen by an independent appointments committee. The recognition panel will comprise between four and eight members but with no journalists, civil servants or members of Parliament on it. The regulator will draw up a standards code that will protect freedom of speech but also watch over journalistic practices in getting information.

Jofi Joseph, 40, who was part of the National Security Councils nuclear non-proliferation team, was just six months old when his Indian parents moved from Germany to the U.S. A bright student, Mr. Joseph won several prestigious awards during his school and college days at Muskegon city in Michigan, including the National Citizen Bee. In 1993, Mr. Joseph, then a student, told a local newspaper that his parents were natives of India who moved to Muskegon from West Germany when he was only 6 months old. Mr. Joseph was fired from his job in October after a lengthy probe into a stream of tweets that criticised top U.S. officials and leaders like former Secretary of State Hillary Clinton. Japan, Russia agree to expand defence ties


TOKYO, NOVEMBER 2: Japan and Russia held their first high-level defence and diplomatic talks on Saturday and agreed to step up cooperation between their militaries amid regional security concerns such as North Korea and China. Japanese Foreign Minister Fumio Kishida and Defence Minister Itsunori Onodera, and their Russian counterparts Sergei Lavrov and Sergei Shoigu also agreed to hold joint military and anti-piracy exercises and establish a defence consultation framework. Their countries defence ties are geared up toward peace and stability in the Asia-Pacific region and would not affect existing alliances, including one between Japan and the U.S., they said. Mr. Lavrov told a news conference after Saturdays talks that upgrading defence ties between the two countries could serve their national interests in resolving terrorism and North Koreas nuclear threats, as well as other regional disputes. He welcomed the talks as a landmark development for Russia and Japan, and said that this new cooperation would not interfere with the Japan-U.S. alliance. Mr. Kishida also said that Japans alliance with Washington remains the cornerstone of Tokyos foreign and security policy. Earlier Friday, Japan and Russia agreed to continue discussing a territorial dispute that has kept the nations from signing a peace treaty. We need to act constructively. We should not be emotional, and avoid provocative remarks, Mr. Lavrov said in Fridays news conference. The diplomats also agreed to hold Vice-Ministerial talks in late January or February, ahead of Mr. Kishidas planned visit to Russia in the spring. Mr. Lavrov did not mention an attack on Russian missiles in Latakia in Syria. Mr. Kishida said he and Mr. Lavrov planned to discuss Syria, Iran, Afghanistan and other international issues at Fridays working dinner, which was closed to the media. Japan is seeking to broaden its defence ties, in addition to its key security alliance with the United States, in response to Chinas growing military presence and threats from North Korea. Russia has been expanding its trade ties in Asia and President Vladimir Putin has actively sought closer relations with Japan, partly as a counter to Chinas rising military power. Mr. Lavrov, however, said that Russia would not commit to friendly relations with one party as a way to antagonize another. He was responding to a question about the significance of the new Japan-Russia defence cooperation to counter Chinas growing marine presence.

India, Australia inching towards civil nuclear agreement


NEW DELHI, NOVEMBER 2: India moved a step closer to sourcing uranium from Australia, the worlds biggest exporter of the radioactive mineral, with the Foreign Ministers of both countries agreeing to hold the third round of talks on a bilateral civil nuclear agreement towards the end of this month. External Affairs Minister Salman Khurshid and his Australian counterpart Julie Bishop reaffirmed the commitment of both countries to finalise a Civil Nuclear Cooperation Agreement to enable the sale of Australian uranium to India, and announced that the third round of negotiations would be held here in the last week of November. They met in Perth on the margins of a multilateral conference. The two Ministers also discussed energy security and the possibility of a Comprehensive Economic Cooperation Agreement (CECA) to strengthen ties. Both sides have laid stress on the security of sea lanes as India and Australia have supplemented their coalbased energy ties with a multibillion dollar contract for sourcing Australian gas. Having held one round of dialogue, the two countries will be finalising dates for the second interaction on the subject, which will form the fulcrum of a strategic partnership with the imminent addition of uranium to ties in coal and hydrocarbons. Energy security was also discussed during Defence Minister A.K. Antonys visit to Australia in June this year when it was decided to hold a bilateral maritime exercise in 2015. Ms. Bishop, according to an Australian High Commission statement, described advancing relations with India as a priority for the Australian government and felt her discussions with Mr. Khurshid followed the very productive talks between Prime Minister Manmohan Singh and Australian Premier Tony Abbott at Brunei on October 10. A high quality CECA would underpin a further significant expansion of the trade and investment relationship to mutual benefit, she added.

Maruti, Hyundai post flat sales growth in Oct


NEW DELHI, NOVEMBER 2: The festive season has failed to lift the spirits of car makers, as market leaders Maruti Suzuki and Hyundai registered flat domestic sales growth in October. While home-grown firms Mahindra & Mahindra and Tata Motors reported decline in sales, their global rivals such as Toyota, Honda, Ford and General Motors witnessed growth during the month riding on new and refreshed model launches. Two-wheeler makers Hero MotoCorp and Honda Motorcycle and Scooter India posted healthy growth in October riding on festive season and robust rural sales buoyed by good monsoons. Countrys largest car maker Maruti Suzuki India (MSI) posted a marginal increase in its domestic sales at 96,062 units as against 96,002 vehicles in October last year. The companys sales in the mini-car segment including M800, Alto, A-Star and WagonR, declined by 6.8 per cent to 39,379 units last month. MSIs sales in the compact segment comprising Swift, Estilo and Ritz also declined by 1.2 per cent to 22,188 units in October. Hyundais domestic sales were marginally up at 36,002 units during the month, against 35,778 units in October, 2012. HMIL Senior Vice-President (Sales and Marketing) Rakesh Srivastava described the situation as a challenging market environment. Tata Motors registered a decline of 33 per cent in its total passenger vehicle sales in the domestic market in October at 14,133 units. On similar lines, Mahindra & Mahindras domestic sales declined by 6.87 per cent in October at 47,787 units.

Gold falls by Rs 100


NEW DELHI, NOVEMBER 2: Gold fell by Rs 100 to Rs 31,300 per 10 grams in the national capital Saturday, continuing sixth day of losses on sustained selling by stockists driven by a weakening global trend.After dropping Rs 1,170 in the previous five days. Gold prices continued its losing streak on stockists selling as gold in overseas markets declined to two-week low. However, silver snapped twoday falling trend, recovered marginally by Rs 50 to Rs 49,150 per kg on scattered buying. Traders said sentiment in gold remained bearish on sustained selling by stockists on sluggish at current higher levels.
